declare a stage one drought. the santa clara water district is urging customers to conserve water. those are not the only changes. as our reporter explains, there is a new push to get residents to replace water thirsty lawns. >> reporter: in a mesnl to customers, the santa clara water district is calling to cut back and conserve>> one dry winter, you can survive but after that you have to look at the water supply. >> reporter: currently ground water levels are normal. with drought conditions getting more serious, he says action is needed now. according to the u.s. drought monitor, santa clara county is in a severe drought with conditions so dry, valley water's board of directors voted to double the amount they pay home owners to use drought tolerant landscaping. >> it will save you time and

money. >> reporter: the region is down a critical water resource. a reservoir was drained for a massive retrofit project. storage at the largest above ground reservoir is unavailable for ten years. they will have to be careful about how they keep and move local water. >> it means we will have to buy more water outside of the county and bring it in. >> reporter: the county imports about 50% of its water from outside of the area to meet the region's needs and to make sure ground water levels stay normal. that source is near bakersfield. they may rely on state allocations but those were reduced because of drought conditions. unanimous vote.oard t >> reporter: increasing the call for a voluntary reduction in water use from 20% to 25% compared to 2013. in the south bay, abc7 news.

in the east bay, we are learning what the stage one drought declaration means for you. east bay shows water supply is far below normal after a historically dry winter. the short fall prompted the board to call for a district wide voluntary reduction of 10% for a million and a half customers starting may 1st. they are urging customers to fix leaks, keep showers short, and invest in water efficient appliances. drought concerns have revived interest to build a water pipe line krooz the richmond san rafael bridge. the water district is in early talks to build the pipe to pump water into marin county. it was first talked about in the 1976 drought. overnight we had quite a few calls into the newsroom after an earthquake jolted people awake in the east bay. the usgs is reporting this is a
