north carolina. jobina is at the live desk. >> protesters are demanding answers in the shooting death of andrew brown, jr., father of 7. he was killed by sheriff's deputies in elizabeth sit a, north carolina. an autopsy showed brown was shot five times, four times in the right arm and once in the back of the head as he was trying to drive away from the pasquotank deputies. authorities were there to serve a warrant against brown. no weapons were found. brown's family says they were only able to see 20 seconds of body camera footage of the deadly encounter. thotg an execution by law enforcement. they are demanding the release of the entire footage which north carolina's governor and the sheriff has supported doing. >> a black man unarmed, bullet in the back of his head for no reason. >> it is against police practice

to shoot into a moving vehicle to a person who poses no threat whatsoever. >> demonstrators have rallied for the last seven nights protesting against brown's killing. the mayor of elizabeth city has declared a state of emergency over the unrest. an 8:00 curfew took effect last night. the fbi charlotte field office says their investigation will determine if any federal laws were broken. today we expect to learn more about a police shooting in ohio that left a teenager dead and sparked protests last week. the attorney for the family of mukia bryant plans to hold a press conference. an officer shot her outside of her foster home. bay area water agencies and officials are tin a. sonoma county supervisors have declared a local drought emergency. the board of utilities voting to

declare a stage one drought. the santa clara water district is urging customers to conserve water. those are not the only changes. as our reporter explains, there is a new push to get residents to replace water thirsty lawns. >> reporter: in a mesnl to customers, the santa clara water district is calling to cut back and conserve>> one dry winter, you can survive but after that you have to look at the water supply. >> reporter: currently ground water levels are normal. with drought conditions getting more serious, he says action is needed now. according to the u.s. drought monitor, santa clara county is in a severe drought with conditions so dry, valley water's board of directors voted to double the amount they pay home owners to use drought tolerant landscaping. >> it will save you time and

money. >> reporter: the region is down a critical water resource. a reservoir was drained for a massive retrofit project. storage at the largest above ground reservoir is unavailable for ten years. they will have to be careful about how they keep and move local water. >> it means we will have to buy more water outside of the county and bring it in. >> reporter: the county imports about 50% of its water from outside of the area to meet the region's needs and to make sure ground water levels stay normal. that source is near bakersfield. they may rely on state allocations but those were reduced because of drought conditions. unanimous vote.oard t >> reporter: increasing the call for a voluntary reduction in water use from 20% to 25% compared to 2013. in the south bay, abc7 news.

in the east bay, we are learning what the stage one drought declaration means for you. east bay shows water supply is far below normal after a historically dry winter. the short fall prompted the board to call for a district wide voluntary reduction of 10% for a million and a half customers starting may 1st. they are urging customers to fix leaks, keep showers short, and invest in water efficient appliances. drought concerns have revived interest to build a water pipe line krooz the richmond san rafael bridge. the water district is in early talks to build the pipe to pump water into marin county. it was first talked about in the 1976 drought. overnight we had quite a few calls into the newsroom after an earthquake jolted people awake in the east bay. the usgs is reporting this is a

died in custody of oakland police. body cam video shows a struggle that led to mario gonzalez's death. we want to warn you this may ths hard to watch. >> reporter: an alameda police officer holding down gonzalez who died a matter of minutes after this was recorded. gonzalez had a medical emergency. the officers responded to a possible theft in the area and a call that came in about a disorderly and possibly intoxicated person. they spent 10 minutes trying to figure out who gonzalez was and what he was doing there. >> someone called and said you were not feeling so>> you come t me know that you are not going to be drinking in our parks over here. and then we can be on our merry way. do you have an i.d. on you? >> reporter: investigators say

department are awaiting the toxicology reports and have investigations ongoing. a woman in mountain view went to get her second pfizer shot but says instead, the nurse injected her with a moderna vaccine. the nurse noticed that the cdc card said pfizer but not moderna seconds after getting the shot. >> it seemed to be human error. i'm concerned about protocols. i had told them three different times that it should be pfizer for my shot. so obviously, it is in my medical records because i got my first dose there three weeks before. >> the cdc says the vaccines are not interchangeable butsies there is no risk. ucsf disease expert says vaccine mixing is already happening in the u.k. where experts are trying to find out if combining vaccines may have an increased

benefit. el camino health says they are investigating this. they have administered more than 31,000 vaccines using careful administration and stringent safety protocols. the pandemic has forced a cancellation of burning man for the second year in a row. they are now focusing on a plan to bring burners back to the nevada desert in 2022. organizers said there were too many issues to resolve for the festival this year but they hope to have online events to fill the void. san francisco is moving forward to hold outside lands this year. they have announced the lineup for the halloween weekend festival. tyler the strokes and the creator. tam and paula and jay balen will headline on sunday. the three day tickets are already sold out. we got to get moving on this.

covering mandates for vaccinating people has been a bit of confusing rollout in california but it is coming. amy hollyfield is live in san francisco. >> reporter: local governments say they will follow what the state decides to do. the state says it will follow the cdc's new guidelines. it does plan to implement them. the cdc, federal government is saying vaccinated people can go for an outdoor walk or run without a mask. they can also sit at a table with unvaccinated people without a mask. we talked to a crinical psychologist about the impact of this. she says this will boost people's moods as smiling and facial expressions are an important part of connecting. this will make people feel better about the future. >> hope is a huge piece here that for so long, it has been so grim. now finally people are feeling hopeful that it is coming back to normal and life can kind of
