. building a better bay area. moving forward, finding solutions. this is abc7 news. this morning two different headlines about the pandemic. the united states reaches a major milestone with 100 million adults fully vaccinated against coronavirus. this as the white house issues a travel ban on india in hopes of preventing a surge there from spreading here. good morning. we will have more on that travel ban and when it goes into effect in just a moment. first let's start with a quick look at the weather. >> yeah. happy may day. good morning. we are looking at a quick system that's moving to the east of us. that will allow some gusty

winds and some coastal drizzle. we have fog along the coast. it's deepening across the bay. 51 san mateo with 48 and three mile visibility in santa rosa. look at the winds from about 18 miles an hour around the oakland hills to 44. these will translate down to the surface. it'll be cool and gusty with slow earing toany clearing at the coast but numbers up through the 60's and 70's by noon and then the winds kick in. we will see 60's to mid-70s. even upper 70's inland. you have to be faraway from the coast. even around the bay will be quite breezy. we will talk about the sunday warm up and off shore winds coming up. >> thank you. the coronavirus crisis in india continues to get worse. in just over a day more than 3,000 people have died from the virus. we spoke to experts about the

highly contagious variant contributing to the surge and the impact of the travel ban. >> for nine days coronavirus has reported more than 3,000 cases a day. experts calling a crisis. >> they thought they would have more natural immunity but they didn't. >> a specialist said that global leaders need to focus their attention on india. the first american planes arrived with supplies. >> that means there's difficult decisions for the united states to make. they are talking about allowing the waiving of patents for vaccines to be made in country. >> the united states announced a travel ban from india starting may 4th. >> as bad as that is i think it's the right thing to do because it would be dangerous for the rest of the world if this were to

spread far and wide. >> the president of the gladstone institute said the variant is a key contributor to the surge. >> the variant that are now on the spike protein of virus are making it stickier to this receptor so it binds tighter and even a little bit of virus that comes in touch with our cells can stick better and then allow entry of the virus in to the cells. >> the world health organization said that india accounted for 38% of the world's coronavirus cases last week. how long will it take india to get coronavirus under control >> i think this is going to take at least a month to get under control. >> both experts agree that with 100 million vaccinated americans the united states has a good level of immunity to protect it

from this double variant. >> and face masks required for many travelers until at least september 13th. the tsa extended its mask mandate that was set to expire next month. the rule has been in effect since february 2nd. closer to home, coronavirus cases are surging in the pacific northwest. kate larson found out why cases are climbing what it means for california. >> while california has the lowest coronavirus rate in the united states the neighboring states to the north, oregon and washington are getting hit by a 4th surge. >> cases are widespread. driven by new, more contagious variants. >> while california is reopening, oregon governor tightened restrictions, rolling back activities like indoor dining. >> while fewer seniors are in the hospital, coronavirus is now knocking more younger people off their feet. >> in oregon, cases of people

in the hospital of 18 to 34 has increased by almost 50%. it's similar in washington. >> young people who develop coronavirus and some of them have been admitted to the icu, some have been on breathing machines, and it's just heartbreaking to watch. >> director of infection prevention at university of washington medical center in seattle said that everybody in the hospital right now is unvaccinated. >> we are dealing with a lot of variant that are circulating in this area. it's really been a race to get vaccines into people. >> there's no population on the border. it's not like it'll trickle over. it is a -- it's a harbinger of things that could come. >> so far california is outrunning any potential surges by vaccinating quickly. 40% of adults are fully vaccinated, in oregon it's about 30%. >> there's a real tipping point here. if you can get enough people

vaccinated or with natural immunity like in los angeles you can get past these situations. >> the surges in the pacific northwest are a reminder that the pandemic is not over yet and that young people need to vaccinated. kate larson. health officials in the south bay are trying to reach out to young adults to get them vaccinated. santa clara county said they make up the highest number of unvaccinated individuals in the county and they also have the highest infection rate. this weekend overfelt high school in san jose is one of the many sites where you can drop by. hours at county run sites will expand in the coming weeks. >> so many of our students are doing child care or working jobs and trying to go g to school online. we have to make it convenient for them. >> santa clara is also launching a youth engagement team to help cut through the misinformation some may

be seeing on social media. happening today a campaign to get the east bay community vaccinated, hosted by oakland congresswoman barbara lee. she will join faith based organizations, health centers and follow elected officials to help people get the vaccine. it's by appointment only from 9 to 1:45 and then until 4:00 walks in are welcome. it'll be open tomorrow also. also happening today contra costa is holding two walk up clinics. its open for people who live and work in the in the one will be in pittsburgh, the second is in richmond. both open from 9 to 4:00 today and tomorrow. and the mass vaccination site in san francisco is going to close on may 28th.

more than 300,000 doses have been given there since the site opened at the beginning of february. part of the reason for the closure is a decrease in demand as the vaccine has become more available. we have also seen a shift from mass vaccinations to targeting specific neighborhoods that may be under served. and 76,000 inmates may be able to get out of prison early. they will be eligible to get an increased amount of time off their sentence for good behavior or time served credits. that includes people who have been convicted of violent or multiple crimes. the policy change goes into effect today on an emergency basis but still needs final approval. it comes as california works to reduce the overall prison population. in the east bay a vigil was held for a man killed in a landlord, tenant dispute. family identified the victim as a 50-year-old who was renting the home with his

wife and two teenage sons. police detained a man after the shooting wednesday but haven't provided any updates. and may day protests are scheduled to happen across the bay area amid the pandemic workers rallying for things, better pay, safer working conditions and racial equality. may day or international worker's day dates back over 100 years to the fight for an 8 hour workday. and in san francisco there will be a parade and rally starting at 10:00 this morning. a car caravan will meet up and another at roosevelt state park in san jose at the same time. all right. let's go check outside this morning. >> we certainly have some fog. a system is pushing through the bay area right now. you can see how low that overcast is, even some mist and drizzle at the coast. it'll be a cool and raw day in the city but away from the shoreline a different story and we will talk about a warm up for your

. it's the tale of two zip codes when it comes to the people who have received the coronavirus vaccine. in berkeley more than 70% of the population has received at least one dose. when you take a closer look there, there are wide differences between certain neighborhoods with in the city. laura anthony looks at one neighborhood, the 94707 zip code that's 38% vaccinated.

>> what a difference a few miles makes. at least in berkeley where vaccine rates in two zip codes are 60% aparts. in the mostly hills neighborhood nearly everybody has been vaccinated. in 94707, 98.8% of eligible people have received at least one dose of the median age is 52, they are mainly white, well educated and make more than $154,000 a year. >> folks are older and they are long time, full time residents. they have had longer to be vaccinated. anything science based we have high compliance. >> just a short trip to the flat lands south of the university of california the vaccine rates are much different. in 94704 just 38% of people have received at least

one dose. the median age is just 22, the population is much more diverse and the median income is just about $38,000 a year. they also normally includes a large number of students and most of them are not in town. >> they are counted in our population and a small portion of them are here in the city. that said, we are working with cal to get those students vaccinated. >> here in south berkeley age, and income certainly play a role but there's likely another factor that's harder to measure, trust. >> the real work is really getting into the communities that have perhaps more hesitation, often times for historical, very good reasons. helping people get educated around the vaccine so they know they are making informed choices. >> with more outreach and the return of cal leadpe s in the fall berkeley

rates will gain ground. on the and the family of oscar grant said they plan to launch a recall campaign against the alameda county da next week. that is a cording to the san francisco chronicle. grant was shot and killed by a bart police officer in 2009. that officer served 11 months in jail for manslaughter. the da reopened the investigation last year but decided not to press charges against a second officer. the family plans to file a notice of intention to recall the da. a petition would need signatures from 10% of registered voters in alameda county, roughly 95,000 people. kaiser plans to lay off more than 200 workers. the union said people who are affected will be told monday. it plans to meet with kaiser to

try to negotiate alternatives. they said the layoffs part of a reorganization to reduce duplication. in the south bay san jose's q community district is kicking off a weekend of arts. this a week after the stabbing death of a trans woman. how she is being remembered. >> every stroke, part of a story and for those visiting the district in downtown san jose this new mural tells one of culture, history and for some a level of heartache. shown in greaface of a 24-year-old. a transgender woman who was stabbed a week ago friday. >> natalia is someone that was really a coveted part of the communities, a gem in the community and

if anyone can get any message to love yourself and be who you are. >> abc7 news. there will be no pride parade for the second year in a row but there will be a pink triangle on twin peaks and this year it'll be little entire month of june. they are hoping to raise $75,000 to help fund the project. it'll me turned on june 1st. and as travel demand continues to grow san jose international will expand parking capacity. starting today the airport is expanding parking options, adding more than 300 spaces. it means more spaces closer to terminals and cheaper rates at certain lots. rates in lot 2 and 4 are $18 per day and $24 a day at lot 3 and lot 5. today is wildfire awareness day. the governor's emergency

preparedness initiative will roll out a wildfire preparedness tool kit and ll an torogram in communities anhardening plans. programs like this have never been more important given severe drought condition and long term dry conditions. we all keep talking about that. it's very concerning. this year could be such a bad fire season. >> we have a fire weather watch for the delta sunday into tuesday as we get a wind shift in for the bay area. that certainly will dry out our fuel but we aren't under any fire weather watch. for the next round we could be. we will have to watch that carefully getting the jump start to the fire season for sure. as we look at live doppler 7, system has moved through and we are looking at gusty winds. winds by the delta up to 32

miles an hour. numbers are 50's. it's 55 in heyward, just one mile visibility up in52 half mo bay. a little bit of fog and looking at the winds you can see how gusty it is. 44 miles an hour and you can see 25-mile an hour winds from mount tam. here is a look at sfo. mist and drizzle a possibility out there this morning along the coast. it is a gray start to the weekend. we will get that clearing just to the shoreline. it'll remain cloudy and we will see the gusty winds this afternoon and breezy to windy conditions around the bay. for sunday it'll be warmer but we will have that fire danger rising. as i talked about that fire weather watch wi noh wi guin r vacaville, fairfield and look at the relative humidity down to nine and that develop could spread quickly.

certainly be careful out there as we look at the fog, it's not foggy everywhere in the inland valleys. that will clear but we will look at the fog setting up along the coast it. won't be until late day when it does get swept away. that is due to a lot of that wind and you can see as we go through the afternoon, 3:00, winds over 30 and 40 miles an hour. look at the purple coming in to play here. it'll be windy to breezy around the bay. even into the east bay valleys. you will feel it. let's take new to sunday where even though we are forecasting warmer conditions, look at the coast. 50-mile an hour wind gusts half moon bay and looking at over 20-mile an hour wind gusts oakland and up to 30 miles for livermore. as we get into yourmoay they dial back and then that wind shift for those off shore winds to peak on tuesday. here is a look at the high temperatures climbing through the 80's on sunday into monday. even some 90's sot off shore

variant now spreading quickly in india. one person had recently returned from a trip there. a milestone in the united states. 100 million americans now fully vaccinated. more than 20 states now reporting a decline in new coronavirus cases over the past week. >> i think we can confidently say the worst is behind us. barring some crazy unforeseen variant. >> in hard hit michigan, infections are dropping and new york city, once the center of the pandemic will open at 100% capacity july 1st including bars, restaurants, stores and stadiums. in other parts of the country like the pacific northwest, coronavirus infections and hospitalizations are on the rise. especially among younger people who have yet to be vaccinated. >> get vaccinated because we are -- we may have a good summer but we may start seeing the virus start to surge again in our

populations as cold weather comes in. we want to have everybody vaccinated by then. >> meantime some restrictions remain. the tsa said that the mandate requiring travelers to wear a face covering on planes, trains and buses will be extended to september 13th. people who are fully vaccinated also included. and as you may know the single shot johnson and johnson comes with the warning of a rare blood clot disorder. san francisco did see one case of a man who had to be put in to the hospital. we spoke to the doctor who treated him. >> to especially up end up with a blood clot is rare and when the cases happen they are almost always in women. even more unusual, is that ucsf saw the first case in a healthy man in his 30's. it happened in mid-april. >> he came in with progressive

symptoms in his low back and his left leg over about five days and ultimately the discomfort was to the point that he sought help in our emergency room. >> it hurts. it's clotting. it's like when you wake up in the middle of the night and have a cramp in your leg. >> in europe just a few patient has the same symptoms. the johnson and johnson vaccine and the oxford are made the same way and in some cases both seem to trigger an antibody response that leads to blood clots. the patient is out of the hospital and in perfect heat. >> he received ivig to reverse the problem. he was also put on a steriod to help quiet the circumstances and then he was he was started on a

masks. harvard found masks and filtered air makes transmission rates low regardless of where you sit. >> many things together at the same time reduce the risk of air travel and in particular, provides a safe opportunity for people given the ventilation, given the wearing of masks, giving the sanitation on the planes and the individual and personal attention that does allow for that middle seat to be occupied. >> industry groups think flying will look more like normal asmore people get vaccinated. portugal officials hope a new pedestrian bridge, the world's longest will draw visitors back post pandemic. the metal bridge stands more than 570 feet above a river and spans 1700 feet from
