. two different headlines the united states reaches a major milestone when 100 million vaccinated against coronavirus. this as the white house issues a travel ban on india in hopes of preventing a surge there from spreading here. good morning again. it's saturday, may first. thank you for joining us. we will have more on that travel ban and when it goes into effect coming up in just a moment. first let's start with a quick look at the weather. >> good morning to you. a lot of fog behind you. also at the coast. some clearing out there as we look at live doppler 7 you can see that system pushing through. look at the camera. low deck of clouds. 53 oakland. you can see the fog trickling over mount diablo and

with numbers in the upper 40's in the north bay to the low 50's fairly uniform. above a thousand feet, mount tam north winds, northwest winds 42 miles an hour. mount diablo near 50. the winds will be a factor today. we will see maybe mist at the coast and then we are clear with a lot of sunshine but it's a windy afternoon. around the bay inland at the coast. limited clearing. we will talk about warmer sunday in a few minutes. the coronavirus crisis in india continues to get worse. more than 3,000 have died in a day from the virus. which speck to expertk to expert >> for nine days in a row india has reported more than 300,000 coronavirus cases a day. medical experts calling this a crisis. >> they thought they had

beaten this. they thought they had more natural immunity but they didn't. >> global leaders need to focus on india and help with vaccines. the first american planes arrived to india with supplies. >> that means there's some difficult decisions for the united states to make about patents which they are right now actively in discussion about allowing waiving of patents for vaccines to be made in country. >> the united states announced a travel ban from india starting may 4th. >> as bad as that is i think it's the right thing to do. it would be dangerous for the rest of the world if this were to spread far and wide. >> the president of the gladstone institute said the variant is a key contributor to this surge. >> the mutations that are on the spike protein of the virus are making it

stickier to this receptor so it binds tighter and even a little bit of virus that comes in touch with our cells can stick better and then allow entry of the virus into the cells. >> the world health organization said that india accounted for 38% of the world's coronavirus cases last week. how long will it take india to get coronavirus under control >> i think this is going to take at least a month to get up control. >> both medical experts agree that with 100 million vaccinated americans the united states has a good level of immunity to protect it from the double mutant variant. and face masks will be required for many travelers until at least september 13th. the tsa extended its mark mandate that was set to expire this month. the rule has been in effect since february 2nd. now closer to home coronavirus cases are searching in the -- surges in

the pacific northwest. we found out why cases are climbing and what it means for california. >> while california has the lowest coronavirus rate in the united states the neighboring states to the north, oregon and washington are getting hit by a 4th surge. >> cases are widespread. driven by new, more contagious variants. >> while california is reopening, oregon governor kate brown tightened restrictions rolling back activities like indoor dining. >> fewer seniors going to the hospital because of the vaccinations coronavirus is now knocking more younger people off their feet. >> in oregon hospital cases of people 18 to 24 has increased by almost 50%. it's similar in washington. >> young people who develop coronavirus and some of them have been admitted to the icu. some have been on breathing machines and it's heartbreaking to watch. >> director of infection

prevention said that everybody in the hospital right now is unvaccinated. >> we are dealing with a lot of variant that are circulating in this area. it's really been a race to get vaccines in to people. >> there's no population on the border. it's not like it'll trickle over. it is a -- you know it's a shadow of things that could come. >> so far california is outrunning any potential surges by vaccinating quickly. 40% of adults in california are fully vaccinated whereas in oregon that number is about 30%. >> a real tipping point here where if you can get enough people vaccinated or with natural immunity you can get past these situations, these risky situations. >> he said that the surges in the pacific northwest are a reminder that the pandemic is not over yet and that young people need to get vaccinated.

abc7 news. health officials in the south bay are trying to reach out to young adults to get the vaccine. santa clara said young adults make up the highest number of unvaccinated individuals in the county and they also have the highest infection rate. this weekend over felt in san jose is among the many sites where you can get appointments. hours at county run sites will expand in the coming weeks. so many of our students doing child care or working jobs and trying to go to school online full time. we really have to make it convenient for them. >> santa clara is also launching a youth engagement team to help cut through the misinformation some may be seeing on social media. a campaign to get the east bay vaccinated hosted by congresswoman barbara lee. she will be joined by faith based organizations and health centers to help people get the vaccine. the sites include a mobile clinic at lighthouse mosque. it's by appointment only only o

nine to 1:45. it's also open tomorrow. also happening today contra costa is holding two pop up walk in vaccination clinics. its open for people who live and work in the county. one will be at the pittsburgh youth development center. both open from 9 to 4 today and tomorrow. and the mass vaccination site in san francisco is going to close on may 28th. more than 300,000 doses have been given there since the site opened at the beginning of february. part of the reason for the closure is a decrease in demand as the vaccine is more available. we have seen a shift from mass vaccinations to targeting specific neighborhoods that may be under served. 76,000 inmates may be able to get out of prison earlier than expected. they will be eligible to get an increased amount of

time off their sentence for good behavior or time served credits. that includes some people who have been convicted of violent or multiple crimes. the policy change goes this to effect today on an emergency basis. it comes as california works to reduce the overall prison population. and in the east bay a vigil was held for a man in a landlord tenant dispute. a small crowd put candles and flowers outside the home in antioch. family identified the victim as a 50-year-old who was renting the home with his wife and children. police detained a man after the shooting wednesday but haven't provided any new updates on the investigation. and may day protests are scheduled across the bay area topandemic workers are relying for things -- rallying for things like better pay, safer working conditions and racial equality. may day or international workers day dates back over 100 years to the fight for an

. it'sed tale of two zip codes when it comes to the number of people who have received the coronavirus. in berkeley more than 70% of the zip code there has been vaccinated. the population has been vaccinated. in the neighboring zip code, only a fraction of that. we dig in to the numbers. what a difference a few miles make, at least in berkeley where vaccine rates in two zip codes are 60% points apart. in the mostly hills neighborhood of north berkeley ccinat. verybody been have edat of a coronavirus vaccine. the median age is 52, the population is mainly white, well educated and has a median income of more

than $154,000 per year. >> folks are older and they are long time, full time residents. they have had longer to be vaccinated. anything science based, we have very high compliance in this district. >> just a short trip down the avenue to the flat lands south of the university of california the vaccine rates much different. in 94704 just 38% of people have received at least one dose. the median age is just 22, the population is much more diverse. the median income is just about $38,000 a year. 94704 also normally includes a large number of cal students and right now most of them are not in town. >> they are counted in our population and a small number of those individuals are here in the city at this point. that said we are working with cal to get those students that are here

vaccinated. >> here in south berkeley age, ethnicity and income play a role but there's like a another factor that's harder to measure, trust. >> the real work is getting in to the community that have more hesitation, often times for historical, very good reason. helping people get educated around the vaccine . >> with more outreach and the return of students in the fall who must get vaccinated leaders expect the rates of 94704 will slowly slow ground. in berkeley. abc7 news. the family of oscar grant said they plan to launch a recall campaign against the alameda county da next week. that's according to the san francisco chronicle. grant was shot and killed by a bart police officer in 2009. that officer served 11 months for manslaughter. the da reopened the investigation last year but

decided not to press charges against a second officer. on monday the family plans to file a notice of intention to recall the da. the petition would need signatures from roughly 95,000 people. kaiser plans to layoff more than 200 northern california workers. the workers union said people who are affected will be notified on monday. it plans to meet with kaiser to try to negotiate alternatives. its part of a reorganization to reduce duplication, mostly in administrative and support positions. in the south bay san jose's q community district is kicking off a ekend of arts after a stabbing death of a transwoman. how natalia lopez is being remembered. >> every stroke and part of a story and for those

expand parking. starting today the airport is expanding parking options, adding more than 300 spaces. the expansion means more spaces closer to terminals and cheaper rates at certain lots. parking rates in lot 2 andin lod the governor's emergency preparedness initiative will roll out a wildfire preparedness tool kit and trailer program across the state starting this week. people will get the chance to create wildfire evacuation plans and home hardening plans. officials say programs like this have never been more important giverren severe drought conditions and forecast long term conditions. also already fire danger. >> we will have a wind if torrow that makes a fire weather watch for sacramento and parts of the delta and the strait. our winds will shift as well. it'll bring a warming trend

hour. it's 53 in concord. here is sutro above the deck of low clouds which is about 2,000 feet. really a wide range, not only this morning but this afternoon. we will see the temperatures stay in the 50's with the fog at the shoreline. it's gray here and around parts of the bay but as we get into clearing, some clearing throughout the afternoon that breeze is going to be chased all the way inland and we are looking at that wind shift as we get in tomorrow into tomorrow night. by 11:00. sunday we are looking at the delta. vallejo, fll where winds will get quite gusty out of the north. that's a drying direction and that retuesdays the relative humidity. it wipes all that moisture from the fuels and with relative humidity only at 9 to 18% those winds work to further dry out the atmosphere. they will move fast and if there are any fires unfortunately they could be spreading quickly. we have our fog closer to the coast today. it'll be swept down along the

san mateo coast as we get in to the afternoon. we will get the sunny conditions but it'll be quite gusty and then it comes back it. will surge back into sunday. we will have a quicker burn off though. here is a look at the winds through this afternoon. 30 to 35 miles an hour. those colors indicate its windy to gusty all across the bay, today. this is tomorrow. where it's mainy windy at the coast. up to 50 but even the breeze inland. it dials back throughout the afternoon and then that wind shift into late tomorrow. 66 in oakland. fremont 67. look for the breezy to gusty winds from santa rose a.76 there and about 80 in antioch. the seven day forecast a little drizzle but it's a windy day. we will keep the winds along the shoreline. it'll be warmer tomorrow. it's like summer on monday. mild to warm with the wide range throughout the middle of the week and the cooler weather, not only into the end of the workweek
