i'm dion lim. this could clear the way for most middle and high schoolers to be vaccine eligible. pfizer ran a clinical trial and announced last month the vaccine was indeed safe and showed 100% efficacy for children in this age group. san francisco's department of public health says it is already preparing to provide the vaccinations. all that needs to happen is the actual authorization from the fda. >> the safety signals are really good and we anticipate that they won't be different for children. even before school it's going to make a big difference this summer. people want to get out and vacation. >> if the fda does authorize the pfizer vaccine for children ages 12 to 15, they may be able to start receiving the shot later this month. both san francisco and player rip marin could be moving into the yellow tier this week. marin county could go yellow as

soon as tuesday. abc7 news reporter luz luz spoke to business owners who said this would help them work toward turning a profit again. >> reporter: for the past year this crossfit gym once packed with members sat empty. >> we lost 40% of our business which was huge. >> reporter: her gym is open at 25% capacity now and the news of moving into the yellow tier she says will be a game changer which means they'll open at 50% capacity indoors, but even after moving into the yellow tier gyms like this one will continue to offer the outdoor option, but they say that moving into the next tier also gives them an opportunity to expand into indoor classes. >> my hope is that it just makes the public feel more comfortable. >> reporter: last week marin county was on the verge of moving into the yellow tier, but a slight increase in the

county's case rate set them back. today's numbers 111 covid-19 cases in the past 14 days. supervisor damond connolly is optimistic. >> we would actually have to show a case rate of less than two per 100,000 population over a given time. we're right on that cusp. >> reporter: under the yellow tier bars that don't offer food will be able to open indoors at 25% capacity. other sports bars like the flat iron that have a food menu will expand capacity to 50%. >> it's been a year basically on borrowed money, you know, and now most restaurateurs have basically reopened in debt. so we're all trying to get back to zero. >> reporter: marin county has the highest vaccination rate of any county in the state with over 172,000 people vaccinated with at least one dose, a key factor as covid cases go down

influencing a tier change. >> at the same time let's not let our guards down. >> reporter: in marin county, luz pena, abc7 news. >> you can watch more of our pandemic content including some of our covid diary series featuring business owners on our abc7 connected tv app. it's available on roku or whatever streaming device you use. well, breezy conditions will continue overnight after what's been a windy weekend for many parts of the bay area. right away let's get to abc7 news meteorologist drew tuma with a look at the conditions now. hi, drew. >> hi, dion. yeah, those winds today have really increased our fire danger this past weekend. tonight, though, the winds have backed off. it's still a little breezy. we can see a few gusts over 10 miles per hour, but unfortunately that wind will pick up once again tomorrow afternoon. that's going to drop humidity levels once again. you look at tomorrow afternoon at 4:00. we can see those humidity levels drop into the single digits in some areas inland.

it's for that fact solano county, the combination of the humidity, gusty winds and parched landscape bring high fire danger and the red flag warning that will last until 5 p.m. tuesday. tomorrow is a much warmer day than today. we'll have those numbers in the full accuweather forecast in a few minutes. speaking of bone dry conditions are making most of our state a tinderbox. fire crews know our wildfire season outlook is severe and as abc7 news reporter cornell barnard shows us, some are getting an early sample of what could be ahead. >> reporter: vacaville firefighters working to stop this fast moving grassfire near travis air force base, the smoke was thick. in fact, you could see it 20 miles away in fairfield. the fire jumped hay road moving west burning about five acres. >> the winds always makes it challenging the fires. it takes and runs the fire to where it jumps the roads and breaks that we have. >> reporter: high

temperatures, low humidity and strong winds in solano county. the winds are fierce in vacaville now. it's tough to stand on top of this bluff, an even tougher time for firefighters. drought conditions and dry grass already providing fuel for fires in early may, a bad sign. >> it's very concerning. we just want to make sure our resident realize how dry it is this early in the year. >> just the nerve wracking experience of having to evacuate. >> reporter: joaquin kunez remembers last summer's lmu complex fire which destroyed homes. >> it's pretty scary when these hills catch on fire. hopefully we don't see it this year, but i think it might come. >> reporter: in the south bay this fire was spotted sunday in the santa cruz mountains. calfire quickly stopped the fire's progress. in solano county fire officials are still searching for a cause for this grassfire. in vacaville, cornell barnard, abc7 news. calfire is taking a proactive approach this fire season. the agency is concerned about the number of dead trees and is

urging communities to take a hands-on approach to fire safety. it's reminding residents to keep as much as 100 feet of defensible space around their homes. tomorrow calfire is hosting the first of three wildfire prepared ness events. it begins at 11:30 at 500 san pablo dam road in orinda. tourists are starting to come back to san francisco and crime in some popular tourist areas is also now ticking up. neighbors near san francisco's palace of fine arts say car break-ins now may be worse than they've ever seen. abc7 news reporter j.r. stone is following this story and has details. >> reporter: look closely at the top part of your screen. this is all new surveillance video from saturday near san francisco's palace of fine arts. someone gets out of a car, breaks into another, fights off someone running up to stop them, then gets back into the get-away vehicle and speeds off. >> every single day more and more car break-ins. >> reporter: neighbors say crime in this tourist area

eased during the pandemic. from april 1st to may 2nd of 2020 there were just two larceny theft cases which is how sfpd classifies these car break-ins within sight of the palace of fine arts. fast forward to april 2021 and it's been a different story. according to data sf, 111 cases like this one reported during that same period of time. >> it's very like, you know, it's concerning as a single female. >> reporter: we checked larceny theft cases in april at other tourist spots like lombard street and the section of san francisco near the lake cliff house, cases on the rise in both locations but not nearly like at the palace of fine arts. the 111 cases are actually more than double of what we saw during that same time in 2019. word has gotten around, too. >> there's people who take everything out of their car. so happened to my friends a couple of times. >> just assume your car's going

the u.s. coast guard now says four people died and dozens were injured after a suspected human smuggling boat broke apart on a reef near san diego off point loma at 10:30 this morning. rescue officials called it the worst tragedy they've responded to in more than 25 years. here's more on what happened. >> reporter: the call came in sunday morning, a boat off the san diego coast that appeared to be in trouble. >> a report of a of a of trawler aground with dozens of people in the water. >> reporter: the boat flipped over, then broke apart on the rocks. three drowned. >> this was a mass rescue

operation that turned into a mass casualty incident. we had about 30 rescues when the vessel broke up on the reef. >> reporter: nearly 100 first responders raced to the scene. >> they got two harbor police boats plus a couple jetskis doing search and rescue. >> reporter: 30 people found, but there was no manifest for the boat, so officials don't know how many people were on board exactly. u.s. coast guard helicopters rescued some victims from the water wrapping them in blankets bringing them to dry land. federal officials say they think the boat may have come from mexico. >> every indication from our perspective is that this was a smuggling vessel used to smuggle migrants into the united states illegally. >> we do have the boat captain in custody. he's a bit out of it, but he is speaking to agents on scene. >> reporter: several of the injured were transported to local hospitals for treatment. later some were seen leaving the hospital in the custody. investigators are now collecting pieces of wreckage

that washed up onshore. two navy sailors just happened to be at the beach in point loma when that boat capsized. kale foley is an active duty rescue navy swimmer. he said he and another man training to be a navy s.e.a.l. saw the people in need and knew exactly what to do. >> before we jumped in the water we looked at each other and said all right, i'm comfortable going into the washing machine is what we call it. we both smiled and jumped in and did what we had to do. >> such quick thinking. as the boat was pummeled by waves the sailors pulled people onto pieces of wreckage for something to hold onto. they both knew they were putting their own lives at risk foley said but knew they had to try to save lives. let's get back to the weather, drew tuma standing by with more on the windy conditions. drew? >> yeah. those winds tomorrow, dion, will bring in even warmer weather, warmer than today.

around the bay shoreline we'll likely see winds gusting 20 to 25 miles per hour. heading into tuesday it's another windy day, not as windy, but you'll still notice that onshore breeze continuing to move across the bay area. it's a different story, though, in the central valley. that wind is much drier. it's coming out of the north and it's bringing even hotter temperatures. that combination along with our drought conditions has prompted a red flag warning for much of the central valley for modesto, stockton, sacramento up to redding. this does include solano county until 5 p.m. tuesday for the increased fire danger due to our current weather pattern. tonight mild conditions out there. we'll see a light breeze, clear skies, plenty of stars, 58 in antioch, 50 in the city, the same in oakland, 49 in san jose, 47 in santa rosa overnight. it's a sunny start in the morning, sunshine throughout the day and warm in the south bay, highs in our microclimate 81 in santa clara tomorrow, 82

this is what a baby osprey looks like with mom hovering nearby. this chick hatched yesterday in richmond. proud parents rosie and richard are taking turns keeping the two chicks and eggs warm. a live stream was launched in 2017 of the birds who made their nest 75 feet above ground in a decommissioned world war ii crane. the audubon society says the number of osprey was dwindling a couple decades ago, but thanks to environmental protections they are making a comeback. the chicks' siblings are expected to hatch in the next couple days. chris alvarez joining us now with a preview of sports. chris. >> coming up in sports both the giants and a's looking to avoid the sweep and you got to glove

building a better bay area moving forward finding solutions, this is abc7 news. once again good evening. i'm dion lim. in tonight's headlines now a red flag warning remains in effect for central california including solano county. vacaville firefighters worked to stop this fast moving grassfire near travis air force base today. firefighters say the conditions they're facing this early in the year is a bad sign. both san francisco and marin county could be moving into the more lenient yellow tier this week. marin has the highest vaccination rate of any county in the state. the yellow tier would allow bars that don't offer food to open indoors at 25% capacity. the fda could expand vaccine eligibility to kids ages 12 to 15 as early as this week. pfizer announced last month that its vaccine was safe and showed 100% efficacy for children in that age group. san francisco's department of public health says it is

a tech battle will begin in a federal courtroom tomorrow. epic games, the creator of the popular fortnite video game, is suing apple. the outcome could impact both consumers and developers. abc news reporter deirdre bolton takes a look. >> reporter: a different kind of battle royale, it's apple versus epic games, the creator of the wildly popular fortnite. the two tech giants will go head to head in a california courtroom monday after the gaming company filed a lawsuit against apple alleging the app store has enormous power and uses its monopoly to coerce developers. >> one major argument that epic makes is that the iphone is essentially a computer in your pocket and if you have apple's mac computers, you're able to use apps from wherever. you can download apps from the internet. therefore, you should have this flexibility, this accessibility. >> reporter: apple ceo tim cook and head of epic games tim sweeney could both testify in
