>> now at 5:00, high fire conditions, bone dry conditions making most of the state a tinder box, a look at what could be ahead. an emergency in the water after a boat cap sized off of the coast of san diego, what federal officials think the boat was doing with dozens of people on board. it could be a big week in a push to get every american including kids vaccinated. good morning, welcome to monday, may 3rd. >> let's start with a check of the forecast with mike. >> hey, cumassey and reggie, and look who is joining us. let's look at this advisory until 50 tomorrow evening, several hours of heightened fire conditions. the greatest danger is for solano and into the central valley. most of us are missing out on the fire danger. we are under a heightened danger

but not a red flag warning. you can see the winds in the mountains in the 20s, even around 50 degrees and the higher the emivation, the closer you get to the valley, 18% relative humidity. places like oakland, 86% and that's why we are not in the red flag warning. it will be 72 in san francisco, near 80 around the bay and even some 90s in the north bay and east bay. >> thank you. firefighters are on the look out for grass fires during this red flag morning. they have already had a pretty big weekend putting out hours around the area. amy hollyfield is live with more on the fire danger. we usually don't see this until the summertime. >> reporter: this is early. the wind played a role in this one. it is still windy this morning and it wind realaly pushed this one. take a look at the video from yesterday. this jumped the road at one point which firefighters count

on to be natural fire breaks. that was just the wind pushing it. people from 20 miles away say they could see the thick smoke of the fire. a fire moving this fast and early in the year is scary for residents who vividly remember the complex fires that destroyed 1500 homes. >> it's very concerning. we want to make sure the residents know how dry it is this early in the year and what is going on so we can take and try to mediate, not have these types of fires. >> just a nerve racking experience of having to evacuate and having to check on my mom and making sure she is safe. it is pretty scary when the fields catch on fire. hopefully we don't see it this year but i think it think it >> reporter: this fire started just before 11:00 this morning at the intersection of

dally road. firefighters are still trying to figure out what started the fire. it burned about 4 to 5 acres but more importantly, it put residents on alert that fire season is already here and the conditions are very dry. live in vacaville, amy hollyfield, abc7. >> thank you. today in the east bay, cal fire is hosting fire preparedness events. the agency is taking a proactive approach this season with a concern about the number of dead trees. it is reminding residents to keep 100 feet of space around their homes. you can count on us for the latest information on wildfires. you can look at the bay area app to get push alerts like this when there is an elevated fire danger. developing news, at least four people have died and dozens in the hospital after a boat capsized off of the coast of san diego. investigators say the boat may have been smuggling people into the u.s. >> reporter: the call came in sunday morning, a boat off of the san diego coast appeared to

be in trouble. >> reports of a 40 foot and multiple people in the water. >> reporter: more than a dozen people tossed in the water as the boat broke apart on the rocks. >> this was a mass rescue situation that turned into a mass casualties incident. we had about 30 rescues when the vessel broke on the reef. >> reporter: nearly 100 first responders raced to the scene. >> we have two harbor boats out there. >> reporter: a total of 29 people found but officials say there was no manifest for the boat so they don't know exactly how many people were on the boat. several teams could be seen performing chest compressions and administering oxygen. several were rescued from the water, wrapping them in blankets and bringing them to dry land. officials think the boat may have come from mexico. >> all indications are that this was a smuggling vessel. >> we have the boat captain in

custody. he is a bit out of it but he is speaking to agents on scene. >> reporter: several of the injured were transported to hospitals for treatment. later some were seen leaving the hospital in the custody of border patrol. investigators are collecting pieces of the wreckage that washed up on shore. this is the late #s in a string of human smuggling investigations. this past week, police found a possible smuggling at this home in houston with several people packed inside, some with covid-19 symptoms. this past march, 13 people were killed in a horrific suv collision near the mexico border. 25 migrants were packed inside. happening today, andrew brown, jr. will be laid to rest in north carolina. he is a man who was shot and killed by deputies in the small town of elizabeth city last

month. family, friends, protesters say they will not rest until justice is served. last week a judge denied media request to make the body camera video public. it put it off for 30 days, fuelling skepticism and frustration about what happened. >> the public has a right to know what governmental officials do in their name in the execution of search warrants. >> president biden has called on lawmakers to pass a police reform bill by the 100 year anniversary of george floyd's murder on may 25th. lawmakers on both sides say they are close to reaching a deal. we could be getting closer to reaching covid-19 vaccines for kids. the fda could expand eligibility for those 12 to 15 this week. pfizer has done a clinical trial and announced last month the vaccine was safe and it showed 100% efficacy for this age group. the san francisco department of public health says it is

preparing to provide the vaccinations and waiting on the fda. >> the safety signals are really good. we anticipate they won't be different for children. even before school, it will make a big difference this summer. people want to get out and vacation. >> if the fda does authorize the pfizer vaccine for children ages 12 to 15, they may be able to start receiving the shot later this month. both san francisco and marin counties could be moving into the less restrictive yellow tier this week giving a boost to several businesses. we have been tracking the economy as part of our effort to build a better bay area. marin could go yellow as early as tomorrow. we spoke with business owners who said this will help them turn a profit again. >> reporter: for the past year, michelle has been carrying the heavy weights of being a business owner as covid-19 cases surged. her cross fit gym once packed with members sat empty we lost 40% of our business

which was huge. >> reporter: her gym is open at 25% capacity now. the news of moving into the yellow tier she says will be a game changer. it means they will open at 50% capacity indoors. but even after moving into the yellow tier, gyms like this will continue to offer the outdoor option. they say moving into the next tier also gives them an opportunity to expand into indoor classes. >> my hope is that it just makes the public feel more comfortable. >> reporter: last week, marin county was on the verge of moving into the yellow tier but a slight increase in the county's case rate set them back. today's numbers, 119 covid-19 cases in the last days. >> we would have to show a case rate of less than 2 per 100,000 population over a given time. we are right on that cusp. >> reporter: under the yellow

tier, bars that don't offer food would be able to open indoors at 25% accept. other sports bars like the flat iron that have a food menu will expand capacity to 50%. >> we spent a year on borrowed money and now most restaurant tours and basically reopened in debt. we are all trying to get back to 0. >> reporter: marin county has the highest vaccination rate of any county in the state with over 172,000 people vaccinated with at least one dose. a key factor as covid-19 cases go down, influencing a tier change. >> at the same time let's not let our guard down. >> reporter: luz pena, abc7. damage has been reported in three cities after tornadoes tore through mississippi. video taken earlier in tupelo shows damaged homes, up rooted trees and downed power lines.

tornadoes touched down in calhoun city. so far there are no reports of anyone being hurt. let's get a check of the weather with mike. >> yeah, that is amazing. look at this, mississippi is not a very big state and they had 22 tornadoes unconfirmed so far. you can see it got peppered which is pretty normal movement for a storm like we had. it is anywhere from fort smith, arkansas to almost cincinnati, just south of st. louis where we have the best chance of tornadoes today. it is going to be another active day on a bigger scale than yesterday day. back here at home, it's quiet. look at san francisco, we are at 47 at the sunset to 52 in the marina, clear conditions. 62 in pittsburgh, 66 in tracey. mid-to upper 40s from the south bay to the peninsula to belmont. let's look at today, warmer than average by noon, 73 to 80 away from the coast.

low 60s at the coast. we will be in the 80s, flirting with 90 inland. very comfortable if you are headed out this evening, 7:00, still mid-to upper 70s. as far as the outdoor activities, it will be pretty nice if you are outside. it will be pretty warm. make sure you have plenty of water and the sunshine will be very strong today. good news, air quality will be good to moderate which is healthy for all of us. we will talk more about the fire threat and cooler weather as we head into mother's day weekend coming up. let's get to frances and find out about the morning commute. >> good morning, everyone. we start off with good news this morning. ace train number 5 and number 6 return to service today. that's a sign that things are returning to normal as well. we will look at the maps. if you want to take ace train, you can avoid the traffic on the altamonte pass which is heavy out of tracey into the altamonte

from competing. >> reporter: kaitlin jenner dropping a bombshell statement on translegislation. tmz asking jenner this during her coffee run. >> there is legislation in various states to ban biological boys who are transfrom playing girls sports in school. what is your opinion on that? >> this is a question of fairness. that's why i oppose biological boys who are transcompeting against girls in school. it just isn't fair. and we have to protect girls sports. >> the olympic gold medalist was asked if this delegitimizes identity of transgirls. >> have a good day. >> reporter: it is a dramatic shift. >> if the olympic committee thinks it's fair, i'm fine with it. there is no big advantage. well, there is a physical advantage --. >> well in that case, there is a

big physical advantage. >> well, we will not get into that stuff. it has nothing to do with it. >> reporter: jenner's latest comments come as 30 states consider banning transathletes. in five states it is against the law for transgender girls to compete on a girls sports team in public schools. this advocate says the data doesn't support the laws. >> it shows that it is negligible difference when transgirls go through the proper process. >> reporter: jenner plans on giving a first national interview to fox news on wednesday. abc news, los angeles. the memorial quilt is back on display for the first time since the start of the pandemic. panels from the quilt were publicly displayed in the castro district yesterday. organizers say the quilt serves as a reminder that like covid-19, aids does not discriminate. >> it's a virus, just as

it is only may but we are already seeing high fire danger and mike is tracking it for us. >> good morning, let's get to mike for an update on that. >> good morning, everybody. it is solano county that we are worried about. that is where the red flag warning, first one of the season. it goes until 5:00 tomorrow, 5 p.m. tomorrow. so we have several hours of critical fire conditions. that means north winds gusting at 40 miles per hour. look at the extremely dry humidity levels, 7% to 20%.

that is also sucking all of the moisture out of the vegetation which is getting towards critically dry conditions, almost record dry conditions. that's why those grasses will burn so quickly if they do find the spark. look at this. it goes from modesto all the way up to redding. it is a big chunk of the state. as far as what we are looking at, walnut creek is quiet. not much of a breeze out there. it is bringing dry air. with all of the sunshine, 62 at half moon bay, # 2 at san francisco, near 80 around the bay to 90 inland. one more day of the heat and i will show you a cooling trend. fire season has hit us earlier than usual. the red flag warning in effect through tuesday. firefighters are coming off of a busy weekend. amy hollyfield is live in solano county. >> reporter: good morning. they had a fire just yesterday.

residents and firefighters say it did more than burn acres. it put them on notice. take a look at this video of the fire that started about 11:00 yesterday morning. people from as far away as 20 miles said they could see the smoke. it started at the intersection of hay and dally in vacaville. they don't know what started the fire but residents say it will be important that everyone does their part this season to try and keep fires from starting. >> it is a little nerve racking. i know it is dry this year. so hopefully we avoid the fires and i guess cigarette smoke. it is like, don't throw your cigarettes out the window. it is not much we can prevent if it is a major fire because the ambers are going to fly everywhere. >> reporter: the wind played a key role in this one. at one point it jumped hay

as it moved west. that was alarming. no reports of injuries or property damage but it stirred up emotions and served as a signal how dry it is and what kind of a fire season we could have. we are still experiencing the wind in this area that pushed the fire along yesterday. amy hollyfield, abc7. vaccines are now readily available across the u.s.. more than 10 # million americans have been fully vaccinated but the demand for shots is declining. here's more on what health officials are doing now to get the virus more under control. >> reporter: this morning, the united states reaching a critical point in the ongoing battle against covid-19. over 103 million american adults are now fully vaccinated. that is a little over 31% of the population. now the fda says they will grant emergency authorization to administer the vaccine to

children between the ages of 12 to 15. a decision that could come this week. 12-year-old caleb chung is part of the trial. he says he is excited about what it could mean. >> i hope we can get back to whatever we would call normal, soon. >> reporter: dr. aman ali saying the shots will likely be administered in places that are easily accessible. >> likely pediatric offices. >> reporter: daily vaccinations are down 23% from two weeks ago. physicians around the country like dr. carry smith is using techniques like microtargeting to reach people in places like churches and convenience stores. >> we are putting trust in the healthcare system that many folks have lost a long time ago. >> reporter: vaccine hesitancy is a major tern in texas where shots fell by 50%.

the state is scheduled to have a surplus of half a million doses with no clinics asking them. cases up in michigan a staggering percent. this couple lived through the nightmare of their son's illness. >> what happens if we get covid-19 again? will he react the same way? that's my biggest fear. >> reporter: oregon's governor banning indoor dining in the biggest cities. in india, covid-19 is running rampant. the u.s. travel ban will go into effect soon. all of this as officials report a record breaking 400,000 new cases just this weekend. abc news, washington. a mobile vaccine clinic in contra costa county is opening in two locations. in richmond, the county gave shots at saint john missionary baptist church. today they open at ambrose

recreational center and an elementary school in concord. they have been seeing people every day. >> we are encouraging everyone to come down. there are no lines. you can come in and people can answer all of the questions you have about the vaccines they are offering and set you up for a second appointment. >> the pop up clinics will be there through thursday. people who live and work in the county can stop by from 9:00 to 4:00. for details, just head to cc health.org. in the south bay, a new permanent vaccination site will open in south san jose at the light rail station. an official announcement about the free walk up site is scheduled for this morning. vta says the site will have capacity to provide hundreds of covid-19 vaccines every day. today faculty and students will hold a virtual rally in hopes of saving city college of san francisco. the cloej faces a 65% to

essential classes and programming. students say the proposed layoffs will decimate the college and be disasterous, especially for people who are low income and of color. more than 100 people are expected to attend the event at noon. breaking news, verizon has just announced it is selling yahoo and aol to a private equity firm. apollo management will acquire the brands for $5 billion. the sale also includes verizon's advertising technology. verizon will maintain a 10% stake in the company and be called yahoo. the tourists are returning and so are the thieves. this is video of a break-in in action in san francisco where police say they are seeing a spike in cases. the secret to scoring deals, a flr mom is on a mission to score the best bargains at walmart. but first, the weather with

mike. >> hi, everyone. let's start with neighborhood temperatures. we are clear and we we we microclimates inland. mid-to upper 40s in lafayette and concord to mid-and upper 60s on highway 4 around antioch. we have 46 in napa 50s on 101, 49 in mountain view, just about everyone else in the 50s. there is a clear shot this morning. temperatures will hit the low and then upper 60s from noon to 4:00 around the coast. 73 to 81 around the bay and 80 to 86 inland. that's where you will notice the most heat especially in the north bay and the east bay valleys. south bay will not be as warm as those two areas. mid to upper 70s on the coast, great evening to have dinner on
