advance to the yellow tier reopening. the major changes that could follow. >> and we are tracking high fire danger in the area. a red flag warning in effect through tomorrow evening, and firefighters bracing for a rough fire season. good morning, and welcome to monday, may 3rd. we're going to get a check of your accuweather forecast with mike nuco. hey, mike. >> good morning. also look who's joining us, francis, good morning. let's take a look at what's going on with that red flag warning. can you believe it's may 3rd? we have high fire danger. it's heightened for all of us, but reaching critical levels over solano county. humidity that could drop down to 7%. in fact our grasses are reaching almost record dry levels. so they will ignite quickly, and it could spread rapidly. this extends all the way into the central valley. thankfully, it doesn't extend any farther to the west, into our neighborhoods, but it's gusting to 21 in fair field.

most of us are pretty quiet. now, it's going feel like summer, 72 san francisco. near 80 around the bay, and everyone some 90s possible in the north bay and the east bay. more of this to come in the accu weather 7 day forecast. >> thank you, mike. firefighters are on the look out for grass fires during this red flag warning. they've had a busy weekend, putting out several fires across the bay area. abc 7 news reporter amy hollyfield with more on the fire danger we usually don't see until summertime. amy? >> reporter: and we are experiencing that wind this morning that mike was just talking about with that red- flag warning in effect today. everyone is on alert after what happened over the weekend. there was a fire, and it was wind-driven. take a look. it even jumped the road at one time, which firefighters count on to be a natural fire break. the fire jumped hay road as it moved wells. people from 20 miles away say they can see the thick smoke from this fire. a fire moving this fast and

this early in the year is scary for residents and firefighters. they all vividly remember last year's lnu complex fires, which destroyed 1,500 homes. >> it's very concerning. we just want to make sure our residents know to realize how dry it is this early in the year, and what's going on so we can take and try to mediate these and not have these times of fires. >> coming to check on my mom, making sure that she was safe, but it's pretty scary, i guess, when these hills catch on fire. hopefully we don't see it this year, but i think it might come. >> reporter: this fire started just before 11:00 yesterday morning in solano county near the intersection of hay and dali roads. at 4:00, firefighters were still mopping, and they're still trying to figure out what started the fire. it burned 4 to 5 acres, but also put residents on alert that fire season is already here, and the conditions are

very dry. reporting live in bakaville, amy hollyfield, abc 7 news. today cal fire is hosting the first of three events. the agency is taking a proactive approach this fire season with concern about the number of dead trees. it's reminding residents to keep as much as 100 feet of defensible space around their homes. and you can count on abc 7 for the very latest information on benefiters. download our abc 7 bay area app, and you can get push alerts like this when there's an elevated fire danger. at least 0 people on board a ship cap sized, killing four people. investigators say the boat was likely smuggling people into the-ups. the captain of that ship is in custody. a hundred first responders rushed to the scene, trying to rescue the dozens thrown into rough waters. everyone bystanders jumped into help. >> we looked at each other, and said, "i'm comfortable going into the water." he's like, "yeah, i'm good for

it, too." we both smiled at each other, and jumped in, and did what we had to do. >> authorities say they have seen an increase of mights trying to got into the u.s. by water over the last year. last week, border agents stopped a boat with 21 people being smuggled in. andrew brown, junior, will be laid to rest in north carolina. he is the man shot and killed by deputies in the small town of elizabeth city last month. family, friends, and protesters say they will not rest until justice is served. last week, a judge denied media requests to make the body- camera video public. the judge put it off for at least 30 days, fueling frustration and skepticism about what happened. >> the public has a right to know what governmental officials will do in their in the execution of search warrants and arrest warrants. >> president biden has called on lawmakers to pass a police reform bill by the one-year anniversary of george floyd's murder, on may 25th.

lawmakers on both side say they are close to reaching a deal. we could this getting closer to covid vaccines for kids. the fda could expand vaccine eligibility to children ages 12 to 15 as early as this week. pfizer has done a clinical trial. it announced last month, the vaccine was safe, and showed a hundred percent efficacy for this age group. san francisco's department of public health said it is preparing to provide these vaccinations. it is now waiting on authorization from the fda. >> the safety signals are really good, and we anticipate that they won't be different for children. it's going make a big difference this summer. people want to get out and vacation. >> the fda does authorize the vaccine for children ages 12 to 15, they may be able to start receiving that shot later this month both san francisco and marin counties could be moving into the less restrictive yellow tier this week. that change would give a big boost to local businesses. the economy is something we have been tracking as part of

our efforts to build a better bay area. abc 7 news reporter luis pena spoke with business owners who say this will help them work toward turning a profit again. >> reporter: for the past year, michelle miffside has been carrying the heavy weights of being a business owner as covid cases surged. her cross fit gym, once packed with members, sat empty. >> we lost 40% of our business, which was huge. >> reporter: her gym is open at 25% capacity now, and the news of moving into the yellow tier, she says, will be a game changer, which means they'll open at 50% capacity indoors. but even after moving into the yellow tier, gyms like this one will continue to offer the outdoor option, but they say that moving into the next tier also gives them an opportunity to expand into indoor classes. >> my hope is that it just makes the public feel more comfortable. >> reporter: last week, murray county was on the verge of moving into the yellow tier, but a slight increase in the

county's case rate set them back. supervisor damon connelly is optimistic. >> we would actually have to show a case rate of less than 2 per 100,000 population over a given time. we're right on that cusp. >> reporter: under the yellow tier, bars that don't offer food will be able to open indoors at 25% capacity. other sports bars, like the flat iron, that have a food venue will expand capacity to 50%. >> we spent a year basically on borrowed money, you know, and now most restauranteurs have basically reopened in debt. so we're all trying to get back to 0. >> reporter: marun county has the highest vaccination rates of any county in the state, with over 172,000 people vaccinated with at least one dose. in ma rain county, luis pena, abc 7 news. >> you can watch more of our pandemic content, including

>> so far thankfully, no reports of damage. and i say "thankfully," because there was and unofficial report, 22 tornadoes went across the small state of mississippi. in the's pretty impressive when you have no damage for that. people ready for that this time of year, like we're getting ready for the fire season. there is more potential severe weather, from about fort smith arkansas all the way up to lexington, kentucky today. become here at home it's 40s to 50s. and pretty much the same temperatures elsewhere until you get around brentwood and fair field. already mid to upper 60s there.

>> peopling live near tara hills drive are being told to go inside, lock all of their doors and windows. we did reach out to panol police about what's going on. they aren't giving us details at this time. we will let you know when we have more information. if you are in that area, please be alert. kaitlyn jenner in the spotlight over the weekend because of remarks she made about transgender athletes. jenner, who transitioned after an olympic gold medal career, says she doesn't think trans girls should be allowed to compete in female sports. she told a reporter over the weekend it's a question of fairness, and that girl sports need to be protected. the comments come as more than 30 states consider banning trans athletes from competing based on identity. governors in seven states have signed bills making it against the law for trans girls to compete on a public high school girls sports team. the aids memorial quilt is back on display for the first time since the start of the

peninsula. the cool spot will be san br,no, 75. low to mid-60s along the coast. daily city at 67. low to mid-70s, pristine weather to downtown, san francisco, sauce lee toe. upper 60s to near 70 along the north bay coast. kind of winy. 85 to 90 in your valleys. we're along the east bay shore, we have 76 at newark. the rest of us in the low 80s until you get to hercless at 84. a lot of upper 80s to low 90s. 87 to 92 degrees in our inland east bay neighborhoods, and 90 around sacramento today. 74 in olay. don't forget the central valley, you have that heightened fire danger there. also red flag warning. temperatures tonight in the low to upper 50s. a little milder than this morning. tomorrow will be exactly like today. a touch cooler at the most. . by thursday, land, we're 15 to 20 degrees cooler, will hang

the thick smoke. it started before 11:00 yesterday morning near the intersection of hay and dalu. investigators say they do not know what started the fire, but residents say it's going to be important that everyone this season does their part to try to keep the fires from starting. >> just a little nerve wracking. i know it's dry. so hopefully we avoid the fires, and i guess cigarette smoke. it's like don't throw your cigarettes out the window. it's not too much to present if it's a major fire. >> reporter: the wind played a key role in this fire, really pushing it along. at one point, it jumped overhay road as it moved west. no reports of injuries or property damage, but the emotions served as a signal how dry it is foor, how early this is all getting started, and what kind of a fire season we can be facing. reporting live in vacaville,

any molly, abc 7 news. vaccines are now readily available across the u.s. more than 103 million americans have been fully vaccinated, and that's a little over31% of the population. but the demand for shots is declining. daily vaccinations are down 22% from just 3 weeks ago. and physicians across the country are using techniques now to help reach individuals in places like churches, convenience stores, and everyone upholstery plant to get people vaccinated. >> we're setting up trust in a health-care system, which many individuals have lost a long time ago. >> starting tomorrow, the u.s. will be imposing a travel ban from india. that is where a record-breaking 400,000 new cases were reported just over the weekend. a mobile vaccine clinic in contra costa county is opening in two new locations today. abc 7 news was in richmond, where the county was giving shots at saint john missionary baptist church. today clinics open at ambrose

shows how many people have gotten the shot where you live. developing news in the tragic boat capsize off the coast of san diego. at least four people have died, and dozens are in the hospital. as mona cosa reports, investigators say this boat may have been smuggling people into the u.s. >> reporter: the call kim in sunday morning, a boat off the dough coast appeared to be in trouble. >> reports with multiple persons in the water. >> reporter: more than two dozen people tossed into the water as their boat flipped over on the rocks >> this was a mass rescue operation that turned into a mass casualty incident. we had about 30 rescues when the vessel broke up on the reef. >> reporter:rer inly 100 first responders raced to the scene. >> . a total of 29 people found, but officials say there was no manifest for the boat, so they don't know exactly how many people were on board. several teams could be soon

performing chest compressions, and administering oxygen. u.s. coast guard helicopters rescued some victims from the water, wrapping them in blankets, and bringing them to dry land. federal officials saying they think the boat may have come from mexico. >> ever indication from our perspective is that this was a smuggling vessel. >> we do have the boot captain in custody. he's a bit out of it, but he is speaking to agents on scene. >> reporter: several of the injured were transported to hospitals for treatment. later some were seen leaving the hospital in the custody border patrol. investigators are now collecting the pieces of the wreckage that had washed up on shore. this tragedy, the latest in a string of human smuggling investigations. this past friday, police uncovering a possible smug lung operation at this home in houston after 90 immigrants were found pack inside, some with covid-19 symptoms. no arrests were immediately reported. and this past march, 13 people consider killed in this

horrific suv collision near the mexico border. police saying the back seats had been removed, and 25 migrants were packed inside. monako s,rape, abc news, new york. new, the biden administration said four families separated at the mexico can border during the trump administration will be reunite this week. the families will be allowed to enter the u.s. through an emergency process known as humanitarian parole. homeland security secretary alejandro mahlorcas said two of the four families include mothers separated from their kids in late 2017. one is from honduras, the other mexico. he described them as children who were three years old at the time, and teenagers who had to live without their parents during the most formative years. thieves are taking enjoy of tourists. neighbors say that car break ins may be worse than ever. look at the top part of your screen. this is surveillance video from

here's a look at what's going on along the combs. 300-foot visibility. a little fog there and 9 degrees. mid-40s to around 50 with total surge on the bay side. most of us in the upper 40s to low 50s. we have 55 in santa rosa, one of our cooler spots. look at about i don't care. 68. just down to back to school key road to livermore, 20 degrees cooler, 48. . 76, that's comfortable at noon. the coast stays comfortable at 56 while we get kind of warm to toasty, 88 around the bay and inland at 3:00. might be a nice too many to have the kids outside. so caution on the roads today, you know, chains dragging. you get your muffler too close to dry vegetation. that's all you need to spark a wildfire. remember, we've got heightened fire conditions under that red flag warning. otherwise, pretty smooth out
