telephones pockets are flushed with cash. many of you are about to benefit from that. michael finney is back in the studio for the first time since the pandemic began. joining us now with a breakdown on a somewhat surprising announcement, michael? >> larry, i've got to tell you. a year ago, california faced a $54 billion budget deficit, in dire predictions as to where the economy was headed, let me tell you, that's not the case anymore. the governor revealed the staggering numbers in oakland. nearly $76 billion in a surplus based on the surging economy, that are than anticipated tax revenues based on the booming stock market. newsom doubled down on his big announcements the clearing he wants to give a chunk of that money back to taxpayers. >> today, we are announcing $12 billion tax rebate to the people from the state of california earning up to $75,000. let me put that in perspective, that tax rebate will impact just shy of 80% of all tax

filers will get a direct stimulus check. will get a direct relief. >> now, under the governor's plan, taxpayers making between 30 and $75,000 a year a $600 payment. households making up to $75,000 with at least one child, including immigrants in the country illegally who file taxes, will get an extra $500 payment. the proposal also includes $5 million to pay back rent and $2 billion for overdue utility bills for those who fell behind during the pandemic. today's announcements are part of what newsom is calling a $100 million plan to boost the state's economic recovery. now, he will be rolling out details of the plan all week ahead of the release of his revised state budget. of course, i know what you are thinking. your big question is, when will i get my check?

newsom's plan requires approval by the state legislature. that is assured to happen. if they sign off on it, we are looking at a few weeks before any check is in the mail. don't start checking your mailbox just yet. >> all right, sounds good, michael, welcome back to the studio. now to the very latest on the recall election of governor gavin newsom. supporters are gearing up. they have created a multimillion dollar strategy to remove newsom from office. liz kreutz has the details of the story you will see on abc7, liz. >> reporter: a 12 page document is circulating among republicans. we have learned exactly how republicans and the group rescue california hope to chip away at newsom's support over the next few months and gain support for the recall. it is a fight that will not be easy, given that the democrats have a -- an advantage. >> reporter: with the recall election all but inevitable, supporters of the effort are entering phase two of the

campaign to finish the job and remove newsom from office. a 12 page document obtained by abc7 news outlines how rescue california, one of the main groups behind the recall, hopes to do it. the document was sent to high- level republicans and potential donors. the group plans to create a citizens brigade to generate support. ballot harvests to collectto cot ballots of potential supporters, and target latino and api voters who were most impacted by newsom's policies during the pandemic. the total cost is $15 million. recall supporters face an uphill battle. recent polling from the policy institute of california shows 56% of likely voters oppose the recall. in order for newsom to be removed, more will need to vote in favor of it. so far, the strategy has been twofold. the first is to ramp up

vaccinations and reopen the economy. the second is to brand the recall as an effort by right- wing republicans. >> now was not the time to waste hundreds of millions of dollars on a recall effort that is nothing more than a partisan power grab. >> it is led by californian operatives. they plan to make it, it, it, i decidedly nonpartisan with a special emphasis on latino voters. >> reporter: they plan to spend $1.3 million reaching out to latino and a api voters, and $6 million on television ads. they are creating a newsom truth squad native of nonpartisan elected officials that will fact check newsom as he campaigns across the the the to raise money for these efforts, a fundraiser is planned in newport beach, the highest ticket, the french mondry level, which costs $10,000 a couple. couple. >> reporter: you got to get in that french laundry dig, phil is joining us now. he is contributing some insight to all of this. so, what do you make of the strategy? they're going to raise a lot of money, but do you think it's

going to work? >> that remains to be seen. this recall effort was started by a group of amateurs with very little political experience. it caught fire after the governor's trip laundry and the pandemic shutdowns as they heard the business. now we are seeing the professionals move in. you have seen this letter before. you have seen the strategy before. it's a pitch letter. it's an idea to get republican money into the state. it is going to be gained, not just in california, nationally. gavin newsom is a national figure, face of the democratic party, and if republicans are looking for a target, off- season, he's the one. if he gets small contributions, enough of them, you can raise the money to be a serious threat. >> he has framed this as republicans versus democrats. as we saw, the supporters know they need to get support from all sides of the aisle if they want to win. if they are going to go after the latino vote,

is that? >> it is going to be critical. first of all, they have to get a majority of californians to say no to newsom. we want him fired. the latino vote is going to be critical. the small business vote is going to be out there. in the pitch, one of the biggest pushes they are going to be making is for the republican vote. they are saying we are going to need money to get out there and harvest the republican votes because the republicans, if they can get them as a base, and then they get the swing votes in the middle, that remains to be seen. they also have to get this for the democrats. this will have to be gavin newsom's performance. it can't just be about politics, otherwise the site is going to roll in with two or three times as much money and say it is a partisan political grab. that's where the tight ropes these people are walking on -- if they are to republican, they're making good on gavin newsom's assumptions. they have to lay back and say this is not a partisan effort.

this is about the state of california. >> this is about what we are seeing from the republicans and rescue california group. what are the democrats going to do? >> they will raise a boatload of money both locally and nationally. they are already doing it. the spending limits on a recall election are not like a regular race. it is open season. committees are being set up. you can bet that the unions will be coming in big on this. businesses are being tapped this. it is a tough one. somebody calls you and says, hey, we need your help with the governor. what do you do? you might not agree, but are you going to bet against a sitting governor? one who still has an approval rating over the critical 50% mark? it will be interesting to see what happens. we have possible fires, drought, we have rolling blackouts. it remains to be seen. >> we have seen gavin newsom front and center.

let's bring kristin back to talk about the governor's announcement. >> how about it? it is a stark contrast, the california comeback plan, flushed with money, so opposite from the narrative that the recall that the ever -- other candidates are trying to paint it -- crazy. >> it's just that -- is also a contrast of where we were a year ago when we were facing multibillion-dollar deficits. what happens is, the feds dropped a whole lot of money in california. that is really what some of this stimulus is about. the bailout money is big. there is a big surge in capital gains. it is time for the revised. gavin newsom is calling this 5 to $600 stimulus. some are saying we have to give tax rebates. that's the law in california. as far as the recall, they are already tabbing it, the recall rebate. some say he is doing this to win votes. >> there is always a component. it is interesting how we went from flat-out broke to flush

with money. >> all right. >> thank you. you can learn more about the recall on the abc7 original special total recalled. it is on the abc7 bay area connected tfa app -- tv app. it is very insightful. check it out. california may be flushed with cash, but at least one east basin city -- east bay city. it is her plan to increase police spending that has some critics absolutely fuming. here is laura anthony. >> reporter: this has been a gutwrenching year for gun violence. with violent crime in her city surging, the oakland mayor has proposed a budget that increases police spending rather than defunding by as much as 50%. some activists have demanded this. >> when we surveyed oak lenders, 78% said that they wanted at least current levels, if not more police response, 911 response. officers patrolling the

neighborhoods. >> the budget commits $7 et comt million, 18% of the four billion-dollar totals to policing. the share is down from previous budgets. the dollar amount for opd to cover overtime costs is greater. >> i have vacillated from outreach to disbelief. >> critics say the budget is tone deaf, even when one considers oakland is seeing a huge increase in crime. >> the police have the budget, now. they have the right? nobody has taken anything from law enforcement. if law enforcement is the answer to public safety, how come law enforcement has not been able to deal with the spike in crime? >> reporter: even with the increase in the budget, staff at the oakland police department will remain well below. >> when you have a skeleton crew of 709 officers who have 2000 calls for service a day

and doubling violent crime rates, every single officer will make a difference. >> the budget also includes $41 million to address homelessness. there are additional funds for shifting police duties to civilian mental health or social services personnel. >> at the end of the day, this is not the budget that is going to get past. >> the city council will hold a series of public meetings before final budget is approved by june 30th. in oakland, laura anthony, abc7 news. a man charged with stabbing two asian women in san francisco pleaded not guilty, today. a judge denied bail for patrick thompson. he is charged with attempted murder, assault with a deadly weapon, and elder abuse. the 85-year-old along with a 65- year-old woman were both stabbed last tuesday. both are recovering. thompson said the attack was not racially motivated. he claims his client suffered from a mental health issue.

the world health organization has identified the triple mutant covid-19 variant spreading in india as a variant of concern. officials say data to published tomorrow suggests it spreads faster and could evade protections from current vaccines. india reported 366,000 new cases on monday. over the weekend, dr. anthony fauci urged the indian government to enact a nationwide lockdown to slow the spread. one congressman joined gma 3 to urge the biden administration to speed the wager process for a vaccine patent. >> it is not enough for america to be vaccinated. other variants welcome back if other countries are not protected.

>> india is the largest vaccine producer. inside the country, there is a shortage. it will leave out the percentage of the that is vaccinated. the test positivity rate is exactly 1%. that is the lowest it has ever been. 1377 new cases were reported in the last day. according to our abc7 news tracker, 45% of california's over 16 population has been fully vaccinated. now, there is an urgent call for more teenagers to get vaccinated. that call is coming from the teenagers, themselves, as officials prepared a host youth vaccination nights. abc7 news reporter chris wynn has more on incentives that are being offered. at the largest vaccination site in california, the focus turns to youth and getting them in as soon as possible.

>> i just to get vaccinated to protect my friends, family, and facilitate my return to school. >> reporter: santa clara county is getting ready to host three teenage vaccination sites this week at levi's stadium. emphasizing the hashtag, 49ers backstage pass, the ambassador team joined sourdough sam to spread the word. >> it is disheartening to hear the misinformation spread on misinformation, discouraging people from being vaccinated. >> as of this afternoon, eligible residents, about 75% have received their first dose. that number drops for those who are under 17. the county says it is critical to get more young people vaccinated. >> these sites are your sites. they are made for you to get vaccinated. we are thrilled to be welcoming more young people. >> reporter: the multi-day event takes place tuesday to thursday with no appointments necessary. the 49ers will be giving away swag while supplies last.

that's why we have increased fire danger. the 24-hour temperature change shows a significant change, 12 degrees warmer than this time, yesterday. it is 8 degrees warmer across the bay area. that is pretty much the picture. we have blue skies, it is 89 at mountain view, 76 in morgan hill and 59 at half moon bay looking toward mt. diablo across dry vegetation for the east bay hills camera, it is 90 apiece at novato, and napa, it is nearly 90 degrees at livermore. it has the same view take a look at the forecast. we have a red flag warning for 6:00 p.m., tomorrow. fire danger will diminish a little bit. it will be a much cooler pattern for all of the bay area by the end of the week. it was another close look at the red flag warning. wind is generally out of the north at 15 to 30 miles per hour. gusts may rangengengengengenge

per hour. rapidfire growth is possible under these conditions. here is an animation showing that the winds will taper off and ease up during the overnight and early morning hours going into tomorrow. the wind will have re- intensified before they start to settle down late tomorrow night tonight, clear skies, maybe a patch or two of some haze. they will be in the low to mid 50s over the coast, upper 40s, there. highs will range from 64 to 70 in san francisco, oakland, san mateo, down to san jose, look at the inland east bay. low to mid 90s, up in the northbay, 80s to 90s as well. there will be a lot of heat in the inland areas as well. we have a rainfall deficit in the area, we do. statewide, we have a snowpack deficit in the sierra. the snowpack stands statewide, 8%, that is stunning. here is the accuweather.

we are hearing for the first time from the parents of finnegan lee elder. he is the young man convicted of killing a police officer in rome. elder was given the maximum sentence, life in prison, in an exclusive interview with abc news, his parents say he is not the person portrayed in court. they are concerned about his mental health. she says her son suffers from depression. >> i understand that a man's life was lost that night. i understand that finnigan showed serve some time. i would like finnigan to have some sort of sentence that is proportionate, and something that helps at least acknowledges his mental health issues. >> elders lawyer thinks the life sentence is way too harsh and plans to appeal. dramatic dramatic dramatic

police officer carrying a young girl who was injured at a shooting in times square in new york. the officer was running with the girl in his arms. body camera footage shows that officers responded to a chaotic scene. the officer spoke about the incident this morning and how she tried to comfort them on. >> they had come up to the invalids with me. she obviously was in panic. she saw her little baby get shot. we were trying to calm her down. we were trying to get her to breathe with me, so she didn't have a panic attack or anything. we were on the way to the hospital. we told her it was going to be okay. >> that is scary. a tourist and one of the person or injured in the shooting. they are expected to recover. police are still looking for the suspected gunman. honoring nurses on the front lines of ♪ ♪ ♪

building a better bay area, moving forward, finding solutions, this is abc7 news. we continue to uplift asian voices. this asian-pacific heritage month. today, we honor filipino american nurses who have been hit especially hard by covid. the race and culture reporter, julian glover, looks at their contribution to keep us all safe and the history of filipino american nurses in the u.s. julian? >> reporter: good afternoon, christian. they are strong, resilient, res across the bay area, of course, we are talking about filipino nurses. this is a salute to theirs -- their perseverance and sacrifice across the lines.

>> reporter: filipino americans are dying of covid-19 at an alarming rate. >> healthcare workers are taking care of us day in and day out. who is taking care of them? >> reporter: a proud filipino american has asked this question often in the last year. this is video of her caring for patients before the pandemic. >> it is very unfair. as nurses, we signed up to take care of patients. none of us signed up to die. >> reporter: as countless healthcare workers made the ultimate sacrifice caring for patients in covid wards, the president of the national nurses united, the largest group of nurses in the u.s., noticed a trend. many of the dead were also filipino american. >> it is heartbreaking. and i spoke through the pain, because their deaths could have been invented -- -- -- -- -- -- >> reporter: 329 registered nurses in the u.s. have died from covid or complications from the disease. 88 of those nurses who died are filipino. this means more than one in

four registered nurses that have died from covid are filipino american. despite only one in 25 nur25 nur being filipino, but in california, where filipino american nurses are said to have counted for a fifth of the nurses, the equivalent of three in five of rns who died in the state have been filipino. >> this is really a war against the virus. >> reporter: so grace and a team of volunteers launched a tribute to tell their stories. their website, meaning shelter. >> we are hoping it is a shared shelter. for those who are sheltering us from covid-19, the other sacrifices in healthcare, industry, we want to provide shelter for their names. >> reporter: like one nurse with a veterans health administration, and a san jose nurse whose names fill up the wall. >> i don't think they understand how many people are

filipino nurses. >> reporter: she is a home health nurse. she immigrated from the philippines when she she she sh care of children. she said it was her passion. she describes caring for others as part of the filipino culture where multigenerational households are the norm. so does cortez, who immigrated from manila and came from a family of nurses. >> i'm in a culture where a lot of us learn to be the nurturing person. i think it is beautiful. >> reporter: a culture is heavily influenced by the u.s. dating back to america's occupation of the philippines at the turn of the 20th century. >> every year, thousands of nurses in the philippines graduate, then they get recruited to come to the u.s. it is the direct result of historical and ongoing colonial relationships. >> reporter: in all that was lost in the last year, she is hopeful for what is to come. >> i'm hoping nurses are speaking out, speaking up, and

the san francisco 49ers are celebrating their 75th anniversary this year. part of that includes a major initiative by the 49ers foundation. joining us now to discuss this is the foundation's executive director, justin, inc. for joining us this afternoon. it marks an anniversary, it's a big one for the franchise as well as the foundation which has been helping bay area charities for years. what do you have planned? >> first, larry, thank you so much for having me.having me.ha. we couldn't be more excited that the stars aligned for us. the team, as you mentioned, is celebrating the 75th anniversary of a legendary franchise on the field.the fiell the philanthropic part of the san francisco 49ers, we are starting the 30th anniversary of the impact of the community. with that, over $50 million was invested into historically underserved communities throughout the bay area. >> so what can you tell us about one of the foundations programs that is called race to

tackle poverty? >> sure. fans have asked what does this mean? what does it mean for the 49ers foundation, and how can we get involved? this is our fans and our supporters ways of getting involved with the 49ers foundation 30th anniversary celebration. the race to tackle poverty, presented by chevron, it is a 30 mile race where we are asking our fans and most bought in supporters to to to to to to miles of fitness, whether it be running, walking, biking, however they accumulate their miles over a six week time period, we are going to get out some pretty cool prizes, those top finishers, all in the name of helping us with the tipping point community, raising points -- funds for underserved communities and for children in

you planning or thinking along those lines? pretty soon, we will be able to do some in person fundraising. >> yeah, there are few people in the bay area who are more excited to return to in person and fence than the folks at levi's stadium and myself.and m. obviously, we didn't finish in the state of california last season. i feel like our employees, more importantly, our fans are hungry to be back in the stadium. so, this season, we have a couple pretty cool opportunities that we are working on. it has been a very, very busy off-season for us over at the stadium and then from the home offices as well as you prepare for some in person activities to resume, and some in person fundraising to resume at levi's stadium. >> all right, that will awesome. the executive director from the

the four at 4:00. dion is joining us for the conversation. we will revisit our top story. today, governor newsom announced $75 billion -- $7-- billion, make it, a surplus in california. he proposed sending stimulus checks of $611 to california is making $75,000 or less. that is 80% of the states population. it must be approved by the state's legislature so the checks aren't in the mail. but this is striking, right? we are talking about the california come back to have a surplus to do this. do this. >> it is great to see the surplus. what a nice turnaround. the timing is good for him given the recall and the criticism he has been facing. that is something he can hang his hat on. i know people need the money. certainly, that makes a huge difference. i also like the idea.the idea.t.
