a texas neighborhood caught on tape by alarmed neighbors. its alleged owner now in custody after running from the police. now the question this morning, where is the tiger? and it's a very busy tuesday morning. we are following the fallout of that pipeline cyberattack. take a look at this. this is a gas station in north carolina. lines already building there. we're going to have the latest ahead. but we begin with the fda authorizing the pfizer shot for 12 to 15-year-olds bringing millions of kids one step closer to getting vaccinated. on wednesday a cdc advisory committee will meet. if the director signs off on their recommendation the first shots could be administered as soon as thursday. >> those kids would then join the almost 153 million americans who have had at least one dose. that's over 58% of the u.s. adult population. let's go to steve osunsami at the cdc with more.

good morning, steve. >> reporter: good morning to you, michael. a cdc advisory panel is meeting to discuss this tomorrow and the director of the cdc says that this means that these teenagers could start getting shots as soon as thursday. this will allow for a good number of american children to start getting vaccinated and get vaccinated before the school year begins in the fall. millions of american children a step closer to getting vaccinated. this morning, the fda is saying that it's okay to give the pfizer vaccine to 12 to 15-year-olds after the shot was reported to be 100% effective against the coronavirus for that age group and with no safety concerns. >> parents and guardians can rest assured that in making our decision, the agency undertook a rigorous and thorough review of all available scientific data. >> reporter: in an exclusive interview with abc news, pfizer's ceo says that 12 to

15-year-olds should get the same two shots as adults. >> it requires the doses because this is the way that we will be able to accomplish good enough immunity for one to be at the 95%. >> reporter: pfizer says they're still researching but the current data shows that a third dose may be needed and then annual revaccinations in the future might also be necessary. and that children younger than 12 might need a smaller dose of the vaccine. this teenager from kentucky helped get us here. 14-year-old ty dropic was a patient in pfizer's clinical trial in december. >> it's a really good process. it's really helping the community so do it, if not for you, for the community. >> reporter: his mother amanda says getting her family vaccinated is giving her peace of mind. >> as a parent it makes me feel safer. as a pediatrician for some of my kids medically fragile the sooner they can get it, the safer i'll feel for them. >> reporter: the american

academy for pediatrics is calling this an important step in protecting children. >> if you are wondering or on the fence i would absolutely talk to your pediatrician and so that you can make a good decision and i definitely recommend it for my patients and my own children. >> reporter: polls show it's still an uphill battle to get american parents to get their children vaccinated with the covid-19 vaccine. only about a third of american parents say they will give their children this shot right away, george. >> okay, steve, thanks very much. let's bring in our friend, dr. richard besser, former head of the cdc, now president of the robert wood johnson foundation. rich, welcome back. you're also a pediatrician so what do you say to those parents reluctant to vaccinate their kids? >> yeah, you know, first off, i listen and try to understand their concerns but i think this is absolutely huge, the idea that now there's another 17 million people who will have the opportunity to be protected. when i think about the impact on

kids, you know, thankfully the number of hospitalizations and deaths is not as great as it is in adults but it goes way beyond that. the mental health impact, the anxiety, the depression. the idea that now with the vaccine there are high school kids who could start the fall and have a normal high school experience, take off their masks, do sports, engage with their friends and not have to worry, i think that's absolutely huge. >> so given that, when you see some universities and colleges and states are starting to require vaccinations for attending universities and colleges, should they be required for elementary and high school as well? >> well, you know, i think that's something that should clearly be discussed. that's something that is approved at the state level and given the political divide around covid and vaccination, i would be very surprised if the majority of states required vaccination. i'd rather get there by encouragement, by sharing the value of vaccination and i expect that the same kind of thing we're seeing now where as

people have friends and family members they know who have been vaccinated, the interest goes up, i think the same will happen with parents as they see other kids -- the children of other parents getting vaccinated they'll want to do it too. >> we're getting a lot of questions coming in from parents overnight. i want to read one of them to you, it says until younger kids like my younger can get vaccinated are they truly safe anywhere without wearing a mask? >> yeah, i don't think so. and it's -- you know, there are a couple of things going on here. there have been hundreds of children who have lost their lives from covid. there have been thousands who have developed this rare inflammatory syndrome. but the other part of this is that children can transmit this to older people, to relatives who may be at greater risk and whenever the virus is transmitting, even between children, you have the opportunity for more variants to develop, variants that could escape the vaccine. so there's a lot of value here but parents need to be comfortable in asking their

questions and getting them addressed and not be cajoled and badgered into vaccination. >> how about outside? kids outside without a mask? >> well, i think that people who are fully vaccinated can be outdoors, can be indoors without masks quite safely. what we're learning more and more is that anyone outdoors without a mask is -- it's a pretty safe place to be as long as you're not in a crowd. a lot of this virus just disperses into the air so outdoor, you know, one of the reasons i think we're seeing numbers going down is that people are moving outdoors and it's a much less friendly place for the virus, it's a very friendly place for people. >> rich besser, thanks very much. robin. >> thank you, george. always good to see rich and what he said about listening and addressing the concerns. now we have the fallout of that have massive cyberattack of a critical fuel pipeline. gas shortages now in multiple states, the governor of north carolina declaring a state of emergency as officials urge

drivers not to panic buy. rebecca jarvis has the latest for us, good morning, rebecca. >> reporter: good morning to you, robin. as you say the colonial pipeline is critical to the nation's gas supply, 5,500 miles of pipeline running from texas all the way up to new jersey. you can see the aerial shots live in georgia where their headquarters are right now and what we've seen in just the last 24 hours is gas prices continuing to rise, now $2.99 a gallon is the national average and by tomorrow you could see $3 gas. this morning, the cyberattack on the nation's largest fuel pipeline now leading to gas shortages as multiple states face dwindling supply. >> my gas tank is basically empty and all the gas pumps has out of service. >> reporter: the white house says it's now monitoring supply shortages in parts of the southeast and is evaluating every action the administration can take to mitigate the impact as much as possible.

overnight, north carolina declaring a state of emergency as pumps run dry and officials urge diesel and gas. >> reporter: but already long lines and low fuel gauges. >> hopefully we get more soon because we're about out. >> reporter: gas station chain racetrac with 500 stations across the southeast already seeing temporary shortages and warning of potential issues from alabama to louisiana, tennessee and georgia. as colonial pipeline aims to restore services by the end of the week analysts tell abc news the longer it takes, the deeper the impact. the impact also hitting the skies. certain long haul american airlines flights will make stops to refuel announcing trips from charlotte to london and hawaii will have to divert to areas with more supply. >> when you go beyond five days out to about a week, a week and a half, you start running into actual physical losses, after ten days of an outage it would then become very challenging.

>> reporter: and while the impact from these problems are expected to be temporary, you should very likely see prices at gas stations like this one behind me continuing to rise throughout the coming weeks because we are entering the prime driving season and, michael, we've also re-opened the entire country is now re-opening, that is causing much bigger spikes in demand than we saw last year. last year at this time prices were below 2 bucks, michael. >> difference a year can make, rebecca, thank you so much. the fbi has now identified a suspect in the attack, it's a criminal hacker group that's demanding ransom. our chief justice correspondent pierre thomas has more on that part of the story. good morning, pierre. >> reporter: michael, good morning. the fbi is now officially identifying the hackers based in russia known as darkside as a gang who developed a so-called

nen me to tort money.e attack on while u.s. intelligence has yet to develop evidence to tie the kremlin to the attack some security experts emphasize the russian government has a pattern of allowing and sometimes helping such groups when they try to hurt western companies and nations. the fbi identified darkside last october and says it has targeted a number of industries ranging from manufacturing to health care and insurance. ransomware hacks are emerging as a huge problem. the homeland security secretary recently warning in the past year attacks spiked nearly 300% with roughly $350 million extorted from u.s. companies and american consumers. george. >> pierre thomas, thanks. we're going to overseas now to a dramatic escalation of violence in the middle east. after israeli police clashed with palestinians, hamas has fired rockets at israel and israel responded with air strikes, casualties mounting and martha raddatz has the latest. >> reporter: this morning, fears that this will escalate even further with israeli prime minister benjamin netanyahu

following through on his warning that the hamas militants in gaza would pay a heavy price for these rocket attacks. overnight, a deadly barrage from israeli forces lighting up the skies over gaza. and in the west bank, warning sirens echoing through bethlehem. earlier, palestinian militant groups firing more than 200 rockets into israel, several targeting jerusalem. most of the hamas rockets stopped by israel's missile defense system or they fell short. israelis scattering at the sacred western wall as warning sirens rang out. children on both sides forced to hide from air strikes. prime minister netanyahu saying a red line had been crossed, but the militant group hamas had been warning for days it would strike unless israel pulled its forces back from islamic holy sites in jerusalem.

israeli strikes reportedly killing at least 23 people including nine children. israel saying the dead were militants. at least six israelis were reported injured. tensions had been escalating over israeli moves to evict palestinian families from their homes in east jerusalem. they boiled over as more than 100 worshippers and protesters were injured as israeli police stormed the al aqsa mosque using tear gas and rubber bullets. u.s. secretary of state tony blinken is urging all sides to de-escalate and take steps to calm things down, but no sign of that yet. robin. >> that's right. more that, as always, thank you. we're going to stay overseas, to that breaking news, a deadly shooting, school shooting in russia. ian pannell has the latest on the attack. good morning, ian.

>> reporter: yeah, good morning, robin, that's right. at least eight killed and among some seven children and a teacher. it happened at this school in kazan, one of russia's largest cities, about 500 miles east of moscow. more than 20 have been hospitalized. six are reported to be in an extremely critical condition. there are harrowing videos of children desperately climbing out of the school down ladders during the attack. police have detained a 19-year-old man believed to be the alleged shooter. russian media reporting a telegram social media channel was allegedly created just a few days ago by the arrested man where he poses in combat-style clothing and warns of potential mass killing. president putin has expressed his condolences. he's also ordered russia's government to immediately begin tightening gun ownership regulations but mass shootings in russia especially in schools are still very, very rare and this stands out as one of the deadliest in russia's history, robin.

>> very tragic. all right, ian, thank you. michael. now to the surge of covid cases in japan threatening to cancel or postpone the summer olympics for the second straight year. some top athletes are now questioning whether they will attend the games if they go on as planned in july. will reeve joins us now with the latest. good morning, will. >> reporter: good morning, michael. the international olympic committee insists the games will go on and will be safe and secure, but there is mounting opposition to the olympics as covid cases surge in japan. with the tokyo olympics just over ten weeks away, ioc president thomas bach canceling a planned trip to japan citing the surge of covid-19 cases there with a state of emergency recently extended in several parts of the country. olympic protests are growing and a recent poll showed over 60% of the japanese population wants the games canceled amid growing covid case numbers. japan's health care system is overloaded with only 2% of the 126 million people there vaccinated.

>> tokyo and these olympic games are going to try to pull off what seems almost impossible. having so many different groups moving around in a quarantine kind of bubble. over 30 sports, you've got thousands and thousands of athletes. we've never seen anything attempted like this. >> reporter: japanese athletes like tennis world number one naomi osaka voicing their safety concerns. >> i want the olympics to happen because i'm an athlete and that's sort of what i've been waiting for my entire life. a lot of unexpected things have happened and for me, i feel like if it's putting people at risk and if it's making people very uncomfortable then it definitely should be a discussion. >> reporter: and tennis icon serena williams sharing that she may skip the games entirely if she cannot bring her 3-year-old daughter olympia with her. >> i haven't spent 24 hours without her so that kind of answers the question itself. >> reporter: the ioc says the

>> what a great player and great guy. a lot more ahead. phone scammers impersonating dea agents using threats to rob people of their money. we're going to take you inside the scam, michael. but we'll begin with that tiger spotted loose in a houston neighborhood. this morning, its alleged owner is in custody, but the tiger is nowhere to be found. marcus moore is there in texas with the latest. good morning, marcus. >> reporter: hey, good morning, michael. this is such a bizarre story. all of it unfolding in this west houston neighborhood where that tiger was on the loose and this morning, the search is still on to find it. >> is this about a tiger? >> i'm on the phone with the sheriff's office, he's holding the owner. >> reporter: this morning, houston police on the hunt for an escaped bengal tiger allegedly kept as a pet in a rental home. the suspected owner, 26-year-old victor cuevas seen here in 2017 booking photo now in custody arrested at his

mother's house after escaping from his neighborhood with this tiger sunday night. the tiger spotted around 8:00 p.m. wearing a collar, lying in the front yard of this neighboring home. bystanders catching it on tape as they drive by. >> it's somebody's pet. >> reporter: jose ramos alerting his neighbors to what he saw on a nextdoor app. >> i knew right away this is a bengal tiger. this is a large animal. this is a family neighborhood. lots of kids, you know, people strolling around, taking their dogs out all the time. and so the first thing that crossed my mind was like i've got to tell everybody to stay home. >> reporter: an off-duty sheriff's deputy who saw the alert engaging with the tiger and the man at this house. the deputy pulling out a gun as it approaches him. >> an individual came out yelling don't kill it. don't kill it. i didn't know who this individual was. told the individual to get back in his house. >> reporter: police say the suspected owner initially grabbed the tiger by the collar

and led it inside the house. >> when hpd showed up the owner put the tiger in a white suv and drove off from the scene. there was a brief pursuit and the man got away with the tiger. we are actively looking for him. >> reporter: it is illegal to keep a pet tiger in houston. cuevas' attorney claiming he is not the animal's owner. >> they just assumed because my client was the one who caught this tiger, who went out and got it, brought it back in to safety, everyone just assuming that he's the owner of the tiger. >> reporter: it's estimated there are around 5,000 captive tigers in the u.s. versus the roughly 3,900 that remain in the wild. >> just that saying is so true, you can take an animal out of the wild. you can never take the wild out of an animal. the tragic thing here is this tiger may end up paying the price for bad decisions by human beings. through no fault of its own. >> reporter: now, cuevas is facing charges for allegedly running from police here in houston. he was already out on bond for

a murder charge from 2017. this morning, his attorney maintains that was a case of self-defense. michael, as for the search of the tiger, it is still ongoing this morning. >> watch your back, marcus. >> yeah. have you talked to your momma? >> stay in the house, mom. >> that's it, boy. now to the golden globes, nbc saying it will not air the awards show next year amid the backlash over the lack of diversity in the hollywood foreign press association. t.j. has that story for us. >> robin, the globes have aired on nbc the past 25 years. you won't see it there next year but truth be told, based on ratings, not a lot saw it this year either. it wasn't just record low viewership that did it in. there's been controversy after controversy and now tom cruise, one of the biggest stars in hollywood, has even slapped a return label on his golden globe statues. >> welcome to the 2021 golden globes. >> reporter: the golden globes off for now. nbc announced it will not air the awards show next year,

another major blow to the globes following months of criticism from movie stars and hollywood insiders directed at the hollywood foreign press association after an "l.a. times" report that revealed among other things, that none of the group's 87 voting members are black. scarlett johansson also spoke out against the globes explaining why she refused to attend press conferences held by the group for years, attending, quote, meant facing sexist questions by some members that bordered on sexual harassment. she's now urging hollywood to take a step back from the group unless there is necessary fundamental reform within the organization. >> the winner is tom cruise. >> reporter: now, three-time golden globe winner tom cruise is joining the growing boycott returning his statues to the organization. >> he has three golden globes and he said, nah, you can have these back. that is a signal to other prominent white people in power in this industry to step up and fight the fight with us.

back now with "gma investigates." urgent warning about a scam on the rise. callers pretend they're federal agents intimidating victims out of thousands of dollars. kaylee hartung is in los angeles with the story. good morning, kaylee. >> reporter: good morning, george. in case you haven't already noticed imposter phone scams are on the rise and the federal trade commission has the numbers to prove it. last year alone, nearly 500,000 people filed reports with the ftc after losing more than a billion dollars to scammers. this is the moment a phone scammer in the middle of pretending to be a federal agent realizes he's been found out. >> they have to arrest you. every federal agent, they have to arrest you -- if i give the order to them. >> sir, this is the dea special agent. i believe what you are doing now is criminal and we are investigating. >> reporter: abc news has been tracking alerts sent out by law enforcement agencies across the nation with warnings to consumers about scammers impersonating government agents

including the drug enforcement adminstration. >> we found an abandoned car on the south border of texas and the car contains some blood and drug residue inside it. the car was rented on your name. >> reporter: the call continues with the fake dea agent telling the victim that all the accounts associated with their name and social security number will be frozen. >> reporter: the dea says the scammer then tells their target if they hand over their money they can avoid prosecution and keep their money safe. >> i'm not seeing that you are guilty anywhere but, yes, you are a suspect until you clear your name from the case. >> reporter: the dea agent, the fake one, tells the victim to go to the bank and remove as much money as they possibly can and place them on gift cards. >> reporter: a housekeeper and worker in illinois last summer said she received a phone call. >> i was scammed out of $2,800. i couldn't pay my bills.

>> reporter: she said the scammer told her they would freeze her bank accounts. >> i was scared. i didn't know if it was going to happen. they coached me to go buy ebay cards and best buy cards and give them the numbers off the card. >> reporter: but not all scammers succeed. listen to one as he even texts a photo of a fake fbi badge to convince the target he's legitimate. >> i'm sending you my badge. i'm not scam. i just sent you my picture. >> reporter: then, that surprise guest joins the call. >> sir, this is the dea. if you are legitimate i will have a police officer drive over to your place right now and pick up the warrant. >> please, sir, just get yourself out of this case otherwise, i'll find you and i will shoot you. >> the dea will never call you and threaten you with arrest unless you make payment, and they will never ask you to give them money to keep it secure. >> reporter: a youtube star who goes by pierogi says his background in cybersecurity helped him educate the public

about these scams, his videos viewed more than 60 million times. here he is playing one of his characters, a widowed grandma to keep the scammers on the phone. >> if i didn't do anything. you have to -- officer, you have to understand -- >> they look for vulnerable people and it doesn't have an age on it necessarily. it's more of an ability to trust. i'm on the phone every time i hear victims in the background going to get gift cards and giving money away to these guys. >> scammers have systems in place in order to monetize those gift cards. once you've read those numbers on that gift card they will be able to access those funds. >> reporter: the ftc tells abc news they're working with retailers to post warning signs like this in their gift card sections. walmart, the world's largest retailer, is displaying warning signs like these and giving their sales associates the resources to better help and identify those customers who are suddenly buying thousands of dollars in gift cards which very likely means they're being scammed. george. >> that's the ftc. how is law enforcement running this down?

the beginning of this year. >> reporter: and some top destinations are seeing extreme shortages and price spikes like california, nevada, hawaii and florida. >> i looked at miami. i looked at ft. lauderdale. i looked at west palm beach. no cars. >> they're one of the states to seeing the fastest resurgence of tourists coming back. >> reporter: car manufacturers are facing a chip shortage and many rental car comes sold off their fleet during the pandemic and many are turning to peer-to-peer car sharing services like turo, getaround and avail and you rent someone's personal car from them rather than a rental company. memorial day weekend rentals in honolulu more than $1300 from thursday to monday with national rental chains. but on peer-to-peer sharing site turo just $137. lindsay did it in l.a. were you a little anxious at first when you first used the service? >> i thought this was insane.

nearly 14% of transgendered reported a suicide attempt.have- >> what i meant by football being life saving was that without football, i don't quite know if i would still be here because it has given me a sense of belonging. it's taken away the spotlight on the fact that i am transgender and it's just allowed me to be a boy and it's allowed me to be a kid. >> sports are, you know, an incredible lifeline for many people. they provide an opportunity for social connection, social and emotional development at a critical age, students to -- opportunities to connect with peers, so being categorically banned from sports just takes away opportunities for connection for a group of people that's already, you know, subjected to incredibly high rates of discrimination in schools and in society.
