continue to pursue a waterfront ballpark in oakland. >> because of the timing and the delays in the roadblocks, it is prudent to start looking for other options because we are running out of time. that is the direction of the league. we concur with that. we will start that immediately with the league looking at a the markets. >> the has been talks of other west coast options including las vegas and portland. >> reporter: they indicated the old coliseum site is a no go. a waterfront stadium, they said, is the only option. those opposed to a waterfront stadium say it is a scare tactic. >> it is very a tactic to pressure people into making decisions before they are ready to make decisions. >> the a's have asked oakland to vote on the mixed used stadium for a development at howard stadium before their late-summer recess. justin burton issued the statement on your screen. the mayor's office went on to call for the entire community

midtier. phil, we have seen oakland. they lost the raiders and the worriers. are they going to go 0-3 and watch the a's leave the town well? >> that is a possibility. >> the worriers left because they wanted a new place. they wanted to play in san francisco. there was never a question. the raiders left because they got a better deal in las vegas. it was $750 million flat on their plate. they didn't walk away from that. this one, we are talking about a 900+ million dollars in public funds. you can tell it is a lot of money going into the infrastructure deal. it is not something you are getting a lot from city council. this is the toughest part of the deal. yes, they could leave if they don't get a teal a deal at howard terminal. they made it clear they are not going back to the coliseum. >> what you are saying suggests

maybe there is room to meet in the middle. a lot of this infrastructure presumably is needed anyway. let's talk about oakland politics which could be difficult to navigate for anybody, especially when it comes to stadiums. how much did the 1995 deal bring the raiders back from l.a., it ended up costing tens of millions of dollars. city is still paying for that. >> hundreds of millions, larry. the county as well. that not only appoints in the whelp for oakland but it poisoned the well all around the state. you are seeing more and more around the city saying you have to build it with your own money. that is what the warriors did. that is what the giants did. that is what we are seeing around and around. you have to come up with the finances. the deal went south and it cost so much money. going forward it will be tough. you have a new city council in oakland and there are a lot of other priorities. on wednesday they say we have a lot of people that want the a's

to stay but at what price? eventually, all of these deals come down to this. we are in that part of the game. you have seen the pretty pictures and you have a great idea of the hotel units. everyone loves the a's or at least they say they do. whether they show up to the games is another thing. this comes down to are you going to buy the car or not? >> that is a great question. mayor libby schaaf wants to buy the car. she wants to howard terminal deal to go through. does she, by herself, have the a little muscle to make this happen? >> know. we have to be honest. if this were in san francisco when you saw willie brown say we are going to build the giants a new ballpark, he had the muscle to get that done. it took muscle on the local level but it and it took muscle on the state level. it even took some help from the feds to get it together.

if you look at mayor adley when the warriors and said we want to move to san francisco, within a day ahead of the entire board of supervisors and legislative group and everybody signed a letter saying we want you here and we will do whatever it takes. that is what they did. in oakland the mayor doesn't have the power or the money. there are some suggestions being made out from her office that other cities may be able to join in on this effort to build these things. these sports complexes are not cheap, larry. they are not cheap for a number of reasons. the cost of construction these days, getting the land ready for it. in order to do that we say we need hotels and office spaces and residential development around. that also increased the cost. we are talking about a $12 million deal. it is probably the largest in the west coast and one of the largest in the entire united states. mayor libby schaaf, her clock is ticking as mayor of oakland.

that is a political fact. new city council people are looking over their shoulder asking how is this going to work out? nobody has the muscle including the a's, it seems, to get this thing done from the get go. it is under negotiation and they are saying it is time to stop the talk and find out if we are going to do the walk. >> bottom line, what happens next in this process? >> what happens next in this process is we have this proposal. it is down to a financial proposal. city councilmembers cannot say i like this idea but i really want to explore the idea of going back to the coliseum. the a and will be have taken that off the table. it is a financial deal. they will put it in front of the oakland city council and they are going to want an answer by july 20th or around that time before the council goes on summer break to say are we going ahead or are we going to explore other markets? by the way larry, i got in

touch with the mayor in san jose. how many did they spend trying to get the a's? i said are you ready to make a pitch for them? he said i am going to wait for major league baseball this time. ultimately, it will be majorly baseballs call on where the a's wind up. >> that is a great point. phil, we appreciate your insight. we have the a's president coming up. it is interesting when you look at the situation. the a's wanted to move to san jose when lou wolf was the managing general partner. we are trying to move for san jose. the commissioner at the time would not go for that. now, we have rob manfred who is in charge of major league baseball. the a's could have been in san jose. this was blocked because the giants had territorial rights something that goes back.

the tried and oakland, fremont and san jose. this is the latest. joining me now dave cavil. dave i appreciate your time. the commissioner of baseball feels the project is stuck or is stuck or at the very least not progressing. >> the commissioner was very clear that the case of progress in oakland was not going fast enough. it is important that the a's look at other markets.other mar. we need to have other options as the franchise. we need to way that and pursue our options. we will come back to that in a moment.

this but he wants return on the backend of the construction project? they had hundred million dollars in infrastructure? explain to me how this works. >> the way one of these infrastructure financing districts work is the property taxes that the project creates these are taxes that don't exist unless the project exists. and has been used to pay for the infrastructure and the developer back later on. it is a very common thing. it is done all over san francisco, peer 70, treasure island. it is a very common way for cities to invest in infrastructure. we are hopeful in a similar scenario it can work for oakland and allow us to unlock the potential. >> is this basically the start of real negotiations? >> we spent 4 1/2 years working with the city of oakland on this project. we have given everything we have to make it work at all the

key time holders. the governor has certified the project. we really need the city council of oakland who is the lead agency to weigh in and hopefully have a positive vote. it is taking so long i think the commissioner and we agree with him we need to have other options because we are running out of time. we can't even keep the lights on some days. we need to make sure the franchise has a landing zone somewhere if it doesn't out. >> all right. again, i just want to make sure i got this straight. you're telling me the a's will put up all of the money for this, the payback will come on the back end once the project is complete? the city of oakland would have to come up with zero for you to put a shovel in the ground? am i correct?

>> all we are asking for is for them to go at it one day or another. >> you really need the council to act on this. what is your message to the fans? it is a little tenuous right now. >> i think it is important to remember we are really the only team that has actually try this. we have done more than any other teams whether it has been a five-year effort to do everything we can to ensure we can have success with a waterfront stadium. we had another site downtown that didn't work and we gave it to the preferred site. it could include a

see all my camp brains. >> tomorrow an independent cdc committee will provide guidance to help providers and the cdc director is likely to sign off on the recommendations tomorrow evening. and fda advisory committee as well. california says the vaccinations can start here as early as abc7 news we have a vaccination team dedicated to bringing you complete coverage. dr. patel is a member of that team and he joins us live. dr. patel, not all states are waiting for the cdc review and endorsement. that is not a we will get things going pretty quickly. absolutely! once we get more review from the advisory committee for immunization practices it will need the final stamp of approval. i think the majority of states will be comfortable in rolling the vaccines out importantly really strategizing the communication with parents and thinking about where these shots will be distributed from.
