home at the coliseum. on the right, howard terminal where the a's want to build a ballpark. now, the league and mlb are playing hardball with emma be encouraging the team to move if they can't get the waterfront stadium built. we will begin coverage tonight with abc7 news reporter leslie brinkley. the message was crystal clear from the major-league baseball. in a statement they said mlb is concerned with the rate of progress on the a's new ballpark. we have instructed the athletics to begin to explore other markets while they continue to pursue a waterfront ballpark in oakland. >> because of the timing and the delays and the roadblocks, it is prudent at some other options. we are running out of time. that is the direction of the league. we concur with that. we will start that immediately with the league looking at other markets. >> that has been talk of other west coast options including las vegas and portland.

>> reporter: mlb statement indicated the old coliseum site is a no go. a waterfront stadium is option. those opposed to a waterfront stadium say it is a scare tactic. >> it is very clearly a tactic to try to pressure people into making decisions before they are ready to make decisions. >> they have asked oakland to vote on the mixed-use development for a stadium at howard terminal for their late summer recess. justin burton issued the statement on your screen.your so the mayor's office went on to call for the entire community to rally together to support a new financially viable world- class waterfront neighborhood that enhances the region and keeps of the a's in oakland. for now, they play ball at the coliseum until until until unti >> this isn't the first time we have heard about the a's possibly leaving open.

we tried ballpark in fremont and san jose. that is for starters. start joining a sports director larry beale. larry, here we go again. >> we have been covering this for a while. i am a bit surprised it took this long to get to the ultimatum stage. it is obvious what major-league baseball is doing here. they are trying to pressure the politicians in oakland to approve the howard terminal project or stop the foot work and get by. this goes back a couple of decades back to when steve owned the team. then lou wolf came along with john fisher from the gap, the billionaire. they send proposals to fremont, san jose. they made a pitch for l community college. all of these failed to even close

then, howard terminal proposed in 2018. there has been some opposition from local businesses at the waterfront. there is some division amongst politicians about what to do with the existing coliseum's location which the a's want to develop a lot of moving parts. the request for $800 million in infrastructure improvements raised new concerns about this deal. a's president told me this afternoon that the team would pay upfront and recoup the investment on the backend. it is really a complicated proposal. he said this is a structure for stadium construction. we'll see. now, it is oakland's move. either approve the howard terminal. watch the a's raiders and orioles to whatever destination whether it is vegas or national. this is reallyis reallyis really

negotiations truly really begin. we will see what happens over the course of the next few months. we will have more coming in sports. >> the back is against the wall. there are so many other cities that would be delighted to get the oakland a's. where does the city of oakland go from here and what happens if the team makes good on this threat to leave? joining us now isnow isnow isnos insider phil matier. field, a lot to talk about. the a's have been trying to get a stadium for more than a decade. it has come to this. they lost the warriors. they lost the raiders. what does oakland have to do? the strike account is really against the city. >> it is. when we show the pictures of the ballpark, dan, it is not just a ballpark. it is an entire neighborhood of the a's are proposing to put on the waterfront. some 3000 units of housing, a hotel, high-rise office space and other entertainment centers. this is a massive project, one of the biggest in the united states if approved. what the oakland city council needs to do is basically say,

w. t is what is on the table million in infrastructure work and possibly, we are not even sure what the final cost will be. it is projected at $12 million for the a's and $1 billion out of an tax increment weather paid in the front and or the back in. that is a tough one for the city council to handle given the situation in oakland and the situation in crime homelessness. that is given the situation of the cost of housing. is this that type of priority to suck up that much money and attention at this time? right now the oakland city council has been sort of reluctant. they said let's go take a look at the coliseum side again. i like this but maybe the coliseum? it is cheaper. mlb said no. you have got to go now. the string is running out for the a's and the city of oakland. professional sports aren't happy with continuing to play at the coliseum. >> let's explore the timeline little bit if you would. we saw the raiders get approval to move to las vegas but then stayed in oakland after the stadium was being built. what about the coliseum site? >> the coliseum site they are

ready have this transportation. the infrastructure is a lot less. we could build it there. the thing is, a coliseum just doesn't exist unless there is development around it. if you look at the developments they are building developments. these deals are much more than bats and balls and stands. they are about big real estate deals. building that kind of real estate deal out of the coliseum is kind of an empty proposition. major-league baseball doesn't want to get involved. that is off the table for now. even though that a's own half of it. it will be a situation where it comes down to the fisher family which owns the a's. do they sell it to somebody that says they will build at the coliseum site do they pull up the stakes and had to austin or portland or las vegas? >> oakland politics obviously very tricky to negotiate

especially when it comes to stadiums. we remember the 1995 deal to bring the raiders back from a l.a. i was on this tree reporting a story. it was a totally different story. the city went crazy. did that because it ended up costing the city tens of million dollars? is the city of oakland gun shy? >> absolutely! absolutely, dan. the county wants nothing to do with sports. the city is very gun shy. it has cost them over $100 million. $10 million a year was going out. we need services like police and fire instead it was going to pay off the raiders dead. there was a debacle that led to an end in the state of california of deals like this. would we have here? we have a compromise. they will build the ballpark. they will build the apartments but they are going to need some help with the infrastructure. the cost of that is still pretty high.

doses of the vaccine. the white house announced a partnership with rideshare to allow free rights to those getting vaccinated. california reports nearly 14 1/2 million people in the state are fully vaccinated. another 5.2 million people are partially vaccinated. california is on track to start vaccinating 12-15-year- olds this thursday. yesterday they extended the emergency use authorization for that age group. once the cdc and state committee sign off tomorrow vaccinations can begin. california's chief help officer talked about the potential side effects. >> minimal issues like fatigue, fever, headaches, very typical things that we have seen a number of adults experience. more significant side effects are very rare. >> guardian consent for

governor newsome unveiled the second piece and what he is calling the $100 billion california come back. today's focus, homelessness. liz kreutz is in the newsroom with details of this proposal. he is toutingis toutingis toutig historic. >> the 12 billion-dollar packages and unprecedented effort of dealing with the homelessness crisis. he revealed details of the plan at a san diego county hotel converted to housing for the homeless. it was enacted last year. the governor's new plan builds on the program with converting existing buildings into housing units. >> $8.75 billion, close to billion in new specific housing supports along the lines of this project right here. hotel, motel conversions. modular unit investment, new

campaign. >> governor newsome is facing the recall at the same time he is traveling all over the state outlining these huge proposals including a proposal to extend rent relief dramatically. there is a question of how feasible that is and who would be eligible. >> it is hard not to see the policy proposals through the lens of this recall. as her rent relief the governor is hoping the state will cover 100% of back rent for low income tenants. it is just a proposal. it is unclear if any of this will pass. a $75.7 billiobillbillbillbl surplus and plans to provide new financial aid to those impacted by the pandemic. among those announcements a $7.2 billion proposal to cover 100% of missing rent and utility payments for low income tenants. the current plan covers 80%. >> with the goal of
