are the mask rules we have been required to follow for nearly a year about to go away? in the last 24 hours, governor newsom has caused quite a bit of confusion over this. >> thank you for joining us. you're watching abc7 news at 5:00, live on abc7, who live, and where ever you stream. in just about a month from now on june 15th, california will officially open up again, and governor newsom has made what appears to be contradictory about remarks about whether the reopening includes a shift in the mask mandate. abc7 news anchor liz kreutz is live with abou th, >> reporter: we are trying to sift through all of this right now. governor newsom did suggest the state is considering a shift in the outdoor and indoor mask mandate, although he did suggested a the indoor mask mandate likely won't lift until

june 15th or by june 15th. experts we spoke to set at the rate things are going in california means it won't be much longer until we are able to lift it. california is just one month away from its official reopening, and according to governor newsom, part of that may include a shift in the mask mandate. here's what he told l.a. tv station about masks after june 15th. >> only masks that are indoor, only in massively large settings. otherwise, we won't make mandates. >> reporter: the comments suggested the state may lift the indoor mask mandate at most places as part of the reopening, but today, the governor clarified it might not happen by june 15. >> for indoor activities, we will still have likely some mask guidelines and mandates, but we hope sooner than later that those will be lifted as well. >> reporter: although the exact timing is unclear, dr. george

rutherford says he thinks by mid-june, it will be time to rethink indoor masks at many places. >> i think we're in a position now that we can really back away from this pretty quickly. we're doing really well. >> reporter: if the mask mandate as we know it does lift, that could mean gyms could allow people inside without a mask. the owner of mx three fitness said i can help bring business back. >> it's not easy to a full, hard cardio aerobic workout with the mask on. we're not fooling anybody about that . >> reporter: while customers are starting to come back, there are still about 25% to 30% down in business. >> if the mask mandate is lifted, it will be a game changer for everybody in the fitness industry. >> reporter: delta rutherford says there are still places that need masks, but a trip to the grocery store, you soon might not need it. >> i will get you in, don't

vaccine, so far it does not . the state will require them for entry to school in the fall. >> however, as we rollout the vaccine and see what the vaccination rates are, also see how often we are having outbreaks related to the school setting, there may be by, say, winter, when bills are due again, there may be some consideration whether that is something we might need or not. will be partnering with the county to set up clinics at school site over the next few weeks in kossuth county. in alameda county, there's already a clinic across from berkeley high school, and pleasanton unified will also begin hosting vaccine sites for young people. >> we're looking for to hosting a vaccine clinic for now ages 12 and 15-year-olds in the next week, so we're hoping to send that information to families soon . >> reporter: starting thursday here in contra costa, 12 to 15-

year-olds can get their vaccines at any of the county cites. appointments are necessary but certainly preferred. young people must also have appearance with them or a signed consent form. appointments for contra costa county will be available at cchealth.org. laura anthony, abc7 news. let's turn to education, another pillar of building a better bay area. governor gavin newsom announced the highest level state school funding in california history as part of his california comeback plan. abc7 news reporter lyanne melendez has details on this. >> reporter: it's a lot of money. the whole plan adds up to about $20 billion. it includes an investment in k- 12 public schools, universal pre-k, and college savings accounts for low income children. now, each low income student would get $500, and foster and homeless youth would receive an extra 500. the money can be used for higher education or to start their own business. the transitional kindergarten program would expand to include

all four years, all 4-year-olds in california by the 2024 school year. >> we talk about achievement gaps. it's a readiness gap much more than it is an achievement gap. children aren't left behind as much as they start behind, and that's what that investment is so foundational and so important. three hours minimum of instructional time is connected with that tk investment. >> reporter: the governor's plan includes money to convert some school sites into community schools that include mental health and social services. one billion dollars will go to improving staff to student ratios and 3 billion to matching well-prepared teachers with the most vulnerable students. now, this is all part of the governor's revised budget, dan, which he will submit to the legislature on friday.

in the newsroom, lyanne melendez, abc7 news. san leandro police have arrested two children for the assault and robbery of an 80- year-old asian man. the suspects in this case, 11 and 17 years old. police are still looking for a third person. they believe the 11-year-old was driving a car that had been stolen in oakland. the assault happened saturday afternoon. the victim has minor injury. the robbers took his watch. he believes this is a hate crime. this happened as san leandro reported a 300% increase in crimes against asians. the president of santa clara university has resigned and is entering a rehab program. father kevin o'brien made the statement today. he wrote investigation would be determined it be betty enter a program for alcohol and stress management systems. a program is expected to take four to six months, and an acting president will sit now as the university's figures out the next steps. a bay area parent charged in the college entrance

pleaded guilty for paying $50,000 to fix his son's a.c.t. score. he lived a double life because he founded a social impact fund that sought to bring positive change, well using his wealth and privilege to try to get his son into a prestigious college. a group of stanford athletes is suing the university of our plans to cut 11 varsity programs by the end of this academic year. the school set the budget took a hit from the pandemic. the lawsuit claims the university misled students about their opportunity to play , ultimately denying them a chance to pursue the sports at other colleges. stanford denies these claims. in the meantime, state officials say there is a risk of power supply shortages this summer. the state operas grid operators that could happen if we see an intense heat weight like the one that triggered blackouts last august . the california independent operator says it has taken steps to avoid that. the agency has increased its capacity to generate power and

one more sign the pandemic is easing. san francisco city hall is reopening for in prison services , including weddings. starting june 7, people can apply for marriage licenses, birth certificates, and register businesses. visitors still still stil face masks and maintain social distance. a different kind of food people facing put in surety to get the groceries they need. the park it market is a custom vehicle that replaces an old repurposed rv. the nonprofit also redesigned the food market relocated at its headquarters.
