many. >> we have seen an increase in the spike in recent times. >> the fbi is among many law enforcement agencies warning it will not tolerate this hate crime while stressing that no one, especially the elderly being targeted. yet, they acknowledge there are challenges. >> they may have a fear or distrust of law enforcement they may have fear due to their immigration status or fear of retribution by their attacker. >> the fbi in san francisco has a social media campaign encouraging people to speak up, be hurt and report these crimes to the fbi. there is a website where a person can file a report called tips.fbi.gov. with the help of volunteers there is also a community outreach effort. the head of the oakland chinatown chamber of commerce says these attacks have increased since the pandemic. >> because of the rhetoric

>> reporter: this is a situation you never want to expect. we are in our house. you would not expect to see a bear here. we are in the backyard of a neighbor'somgoing to show you. let's get the focus going. you can see right there, there is a bear. just before we came on air it is now standing up. you can see it right there in the trees. this is about a a a a a a brown bear. i believe it is about medium- size. it is hard to see if it is a baby or not. not too giant but it has been resting up there laying down getting up. the neighbors were the ones who spotted this spare and called 911. there is a you can see the bear right there. you can probably hear our chopper as well. i want to talk to david. he is the

bear. david, what happened? how did you see this bear? >> my next-door neighbor is across the fence. would just move in a couple of days ago and theytheytheythey of days ago and asked if it was normal that there is a bear in the tree. i went outside and saw the bear and called 911. the police department showed up very quickly. when i called the dispatcher thought maybe i was trying to pull a prank. here we are now. the streets are closed off. helicopters are in the sky. >> there is the the the the the >> we also talked to the owner of the house larry a few minutes ago. it was at work. he came home and he came home to all of the commotion hearing there is a bear in the backyard. take a listen. >> i am not sure if we have that sound. okay. he e bear right there. you can see. all right. david, -- you have had friends here? this is quite the scene. we can show everyone is

the surge in attacks against the a api community has shaped the commitment tocommitment toco voices. >> dion lem shows us the power of how collectively our voices can make change. >> a few years ago, a friend of mine sent me a message asking if i could help a neighbor who heard there was a grandma beaten and left for dead at a playground in san francisco. i remember very vividlyvery vivy accompanying the message was the photo of a tiny grandma. she was crumpled there up on the ground and i stared at it for a very long time thinking this looks exactly like my own grandma. it took me days to convince this woman's granddaughter to talk to to to to to to to

asian americans, this unwritten cultural stigma that talking out is bad. staying in our lane as the way to success and to not cause a fuss. a law enforcement official told me these attacks weren't anything new. they had been happening for decades. they even went so far as to call them that they areas dirty little secret. asian americans wouldn't report these crimes because they didn't feel like they would be hurt. no one would pay attention or even care. when the pandemic broke i made a promise that i would champion their stories out of the darkness so finally after all of these years these families could feel like they had a voice. the story that really changed everything for me was the older asian man out collecting empty cans to make a few extra dollars for his family in francisco. he was so brutally attacked and it was all caught on camera. not just physically but by racial slurs. he was humiliated reduced to tiers. i remember so vividly watching that over and over and thinking

oh my gosh! he looks just like my own fault there. there was video and you could see how clear the hate was. i was so hesitant to share this on social media because >> the video of that man's pain and suffering hit a nerve so much so that the video was shared by millions of people around the country lot less scary than filing the police report. that expands to acts of aggression. the family was on a hike and were told to go back to where

they came from by a white former hr executive from a major bay area company. asian americans became more bold. as i was getting more tipped off, more and more of the stories became more violent. >> after sharing stories with me, life changed dramatically. after sharing she has more than enough now to buy a new car. his perpetrator was arrested days later and attention brought in new patrons stopped by to offer words of support and purchase gas. a woman whose grandmother was beaten on the playground she felt empowered enough to start an organization to help other people that have been attacked. when they see the results their willingness to trust snowballs into something incredible.

just one voice to say let me help you. i saw it in oakland after there were more than a dozen attacks on asian americans in the span of two weeks. the president of the chinatown chamber of commerce banded shop owners together and asked them to let them use surveillance video and share with me. they wouldn't have to be vulnerable and go on camera but together they would be stronger. >> since the recording of these that have been endless office to help. a latino man who volunteered to chaperone seniors as they did their daily errands. i made a promise to myself that instead of seeing this as a burden, the great responsibility of telling these people stories it is also a blessing as well. things are changing not just in my newsroom but around the

further and discovered edd really did send them to her. she feared the same thing that happened with best buy happened again. someone used her stolen identity to get edd benefits. she went into edd's website, filed a fraud report. it has been months and she still hasn't heard back. janet also tried calling 20 different phone numbers and spent some 50 hours on hold. >> i could not even find out specifically if this was a phishing scheme or if i actually been the victim of more identity that's. >> she asked us for help so we contacted the edd which suggested she file a fraud report online. it is something she had already done. >> you get a confirmation number and you don't even know. >> all of this is symptomatic. the state agency is extremely backed up with the case though. the staff of assemember says they are taking an average of 10 weeks for them to get any sort of response from edd.
