>> governor newsom hazard tricia june 15 is the date he would and california's mask mandate. yesterday, the cd said said with most -- and returned to a normal life. that has country rethinking mask mandate. governor newsom said an announcement about california's policy could come as soon as this evening. bob lee guidance from the state on the new cdc mask rules, business owners in the bay area are trying to process what the changes will mean for them, and for the customers. laura anthony has a part of the story. >> masks aren't necessary outdoors of you been vaccinated. >> reporter: the conversation was already underway. what to do about the masks?

now a policy changes in the works that allows fully vaccinated people to lose the face coverings outside and in. >> if people want to come in without the mass, and they say they are vaccinated, that's a long cdc guidelines. we will not write with them. also, if you have other people, everybody has to field comfortable. >> reporter: it is imperative the customers will toss out masks like an old pair of shoes. how does one plays with her customer or client vaccinated? >> how do you prove someone has been vaccinated? that will be the issue if people are walking around with a mask, how do you know that they are vaccinated? >> reporter: just because the rest of the country, or even the federal government does something, that doesn't mean california will follow. >> we are trying to figure it out. >> reporter: she owns a busy restaurant in livermore. she and her employers don't know what the move will mean

for them even though most of them are fully vaccinated. >> for our restaurant, will probably have to do this individually based on what our customer base is feeling. we are still trying to figure out this morning. what will do is continue to mask until june 15 to see how that spoke even with the confusion , business owners set these changing mass guidelines are positive sign that this pandemic may be finally getting closer to being over. >> i'm hopeful. i'm more hopeful now that i've been in a year. trader joe's and walmart announced they are dropping mask mandate for fully vaccinated shoppers where state or local law allows it. cvs, walgreens and macy's have said they are receiving, reviewing, rather the requirements. target, home depot and starbucks will continue to require masks in their stores. the governor presented his

$100 billion budget proposal to the state legislator. it is called california's comeback plan designed to help the state recover from the economic devastation from the pandemic. stephanie sierra is live tonight to break it down for us. >> reporter: this proposal marks the final stretch for the governor after a weeklong tour highlighting the biggest challenges facing the state. he laid out solutions in this recovery package. funding to tackle everything from rent relief, education, homelessness, support for small businesses. >> reporter: california's recovery isn't cheap. the governor has proposed a budget through 2022 is the largest in the state's history. >> that 100+ billion-dollar comeback plant is the biggest economic recovery package. >> reporter: bouncing back from

a $54 billion budget shortfall, this year california has a better problem. a $75 billion budget surplus. here is how some of it will be patillas. >> reporter: control plane dollar tax rebate for californians earning up to $75,000 a year. >> that is two out of every three californians will receive at least, at least a check of $600 once they foul the chantix is. this is a good inducement to foul your taxes. >> reporter: this applies to close to 80% of tax filers in the state. >> families with dependents will receive an additional $500 , just one time. not per child. >> reporter: and a $2 billion is proposed to support printers paying off 100% of past-due rent, water and electricity bills. plus, $300 million proposed for traffic find forgiveness. >> there is a lot of debt that is been owed for fines and fees associated with traffic fines. this is for low income californians. >> reporter: low income californians would get any traffic traffic received during a pandemic through june 30

waived. eligibility will be determined by the state's judicial council. but the recovery plan includes funding to fight long-term challenges. $20 billion to invest in public schools. by $.1 billion to tackle the state's drought, water infrastructure and climate change. plus, a 12 billion-dollar plan to address homelessness that includes cleaning up our streets. >> another big thing we need to implement, is to clean this state up. exceeds my limits. the state is too dirty. i do want to point out the governor headed part of the plan to address homelessness may require local governments to essentially set forth specific plans either built homeless housing and implement incentives to clamping cantons., counties potentially face fines of they don't? that part is still to be determined.

we've been tracking the return to school as part of our commitment to building a better bay area. today, in san francisco, high school seniors were given the chance to return to the classroom for in person learning. that's the first time since march 2020. based on what we saw today, hardly any of them showed up for classes. leanne melendez has a story. >> reporter: only handful of students trickled out of wallenberg high school at the end of the day. none of them were seniors. the students who have attended the school in recent days are there because they have been deemed, by san francisco unified, as vulnerable or having struggled with this in learning. this tool districts affected this would happen after only 565 seniors had confirmed their return. like today, the district have responded to our request to get an exact tally of how many seniors actually showed up. because staffing continues to be initial at the district, only eight high schools reopen today to graduating seniors. >> reporter: students whose schools remain closed were invited to attend one that was

opened. some students at it wasn't worth it. >> i wanted to be at my school and with my teachers at school. >> reporter: to expect after listening to an online board meeting explaining the process. to say that many parents are disappointed is an understatement. >> this plan is disgusting. everybody involved should be ashamed of themselves. a good job would be students being offered five full days of in-person learning. >> reporter: other parents are grateful that some schools had reopened. >> we are not living in a perfect world right now. this solution may not satisfy everyone. but, i do appreciate the effort that everyone has this plan together. >> reporter: but today's

reopening had much to do with an incentive that gives the additional dollars to districts with students returning to campus on, or before, may 15. the school district made it clear it would allow students to return for 1-3 days a week. the state assembly me authored the legislation with the intention of all schools reopen five days per week. >> they will be doing the absolute bare which is disappointing. >> reporter: the school district as a come up with a solid plan to reopen all schools in the fall 20 most parents. this afternoon, a few people marched to the san francisco district attorney's office is. >> we want justice. we want justice. we want peace. >> some protesters call for district attorney -- to be recalled. they say aapi victims have been ignored by him disregarded in the criminal justice system. earlier today, he hosted a virtual summit to discuss the rising crimes against the asian community.

dion lim joins us now with more. >> reporter: that some of discuss the societal impact of hate crimes and how to prevent a crimes and prosecuting a crimes and violence. one of the main themes was stepping in when you see wrongdoing and reporting it. >> reporter: district attorney chase putin was joined by experts and community leaders including annie chung, president and ceo of self-help for the elderly. she shared a story against an asian woman on mother's day was punched in the face. >> there were people on the bus that nobody came to her aid. not even handing her a tissue. but the driver stopped and police were called but the suspect was long gone. >> we need to help each other. we cannot see people being attacked or bleeding and do nothing. that is not who we are. individually, collectively, as a city. >> reporter: it is essential the community and i like

report, report, report. what was the language that was used? what was the specific language. what is that person? who is epperson? what makes you believe that a crime occurred? >> reporter: along with focus on protecting the community and us were optimistic for the future. >> hopeless and all of us. tomorrow will be a better day. we cannot do it alone. we need assembly me karen and oliver state, federal, and local representatives. >> reporter: those words one thing an action is another. we discussed violence against the aapi community and possible solutions including when an incident rises to the level of hate crimes with the chief of police. >> for hate crimes, what is difficult a lot of times is we may feel, or no, a crime is a

crime proving it in a court of law is a different story. that is where it falls on law enforcement really asked those extra questions about when we catch the back i picked to dive deep into the motive of the attack. that is information that the da will need to convince a jury down the road that these are not just an attack on a person, that there is a crime element to it. so, just by virtue of the victim being a minority does not, in and of itself, qualify as a crime. we need to prove the motive. i know we have a proactive policy on investigating these things. the officers are trained to address those extra questions to make sure that we don't classified as a simple assault when the root cause of it could've been a crime. >> a complex issue. it does take an awful lot to

the infamous murder trial of scot peterson is in the national spotlight after this time. the convicted killer seeking a new trial, almost 2 decades after the bodies of his wife and their unborn son were found in san francisco bay. on abc's 2020, here exclusive calls from inside san quentin and new interviews with those claiming his innocence. abc chief legal analyst dan aprons talked with us about what to expect. >> you can you scot peterson's had a little bit. but again, it will totally depend on what your prism is through which you are viewing it. >> the california supreme court overturned peterson's death sentence in august. you watch the two hour, 2020 special inside the mind of scot

peterson. tonight at 9:00 pm and will be back with a bee seven news at 11. the garage of a home in morgan hill is addressing the need for ventilators in india. it is becoming makeshift academic modifications to a device normally used to help with sleep apnea. inner scores part of efforts to control the spread of covid-19. david louis puts the spotlight on some hard-working volunteers. >> reporter: 3/5 of the volunteers of the next two days are hard at work doing something they hope will address the suffering in india where hospitals are overwhelmed. they put out a call for cpap machines used by people with sleep apnea. they are converting them into ventilators. >> i think i'm very blessed to be in the community we are in. we have a great response for people in one week. we got 300 of those machines. but the volunteers come from all over silicon valley.

the concept was developed in the broadcast engineering lab at stanford. >> we are just adding one port to attach the oxygen. we are adding antiviral valves and we are adding anti- suffocation valve. we are just adding four or five components and it becomes ventilator. >> reporter: their goal is to have 200 converted units ready to be airlifted to india. many of the volunteers have family in indiana. >> i think it is inherent in all human beings, you know, to help each other. so, >> reporter: this part of the global initiative called india covid s.o.s. where you can make donations to support relief efforts in india. this makeshift factory is how the bay area is making a difference. >> everything goes well, we are going to probably and our operations nationally. then we can collect way more.
