vaccinated. they are starting to drop the limitations indoors as well. >> reporter: the conversation was already underway in the athletic outpost, what to do about the masks, now that a policy changes in the works? it allows fully vaccinated people to lose the face covering outside and in. >> if people want to come in without the masks, they say they are vaccinated, that's a long cdc guidelines. we will not fight with them over that. if you have other people in the store, everyone has to feel comfortable. >> reporter: it doesn't appear that tim or his customers will be tossing out the masks like an old pair of shoes, at least not right away. part of the issue, how does one police how a customer or client has been vaccinated? >> how do you prove it? that's going to be the issue. if people are walking around without a mask, how do you know that they are vaccinated? >> reporter: and just because the rest of the country or federal government does something, that doesn't

necessarily mean will follow. >> we are all trying to figure it out. >> reporter: monica owns a busy restaurant in livermore. she and her employees don't know what the mask guidelines will mean for them, even though most of them are vaccinated. >> i think we have to do this individually based on what our customer base is feeling. we are still figuring it out this morning. what we will probably do is continue to mask and see how that is perceived. >> reporter: changing mask guidelines are a positive sign that this pandemic may finally be getting closer to being over. >> i am more hopeful now than i have been in any year. >> reporter: in livermore, laura anthony, abc7 news. stores are already reacting to the cdc's new guidelines. trader joe's and walmart have become two of the first major chains to drop the mask requirement for fully

vaccinated customers. starbucks, food co., grocery stores and home depot are going to require them still. macy's, cvs and walgreens say they are reviewing guidance before revising store policy as it stands. as always, the rules depend on state and local restrictions. >> some of the coronavirus headlines for today. 15 million americans are vaccinated against covid. another 4.9 million are vaccinated. the seven-day positivity rate is holding steady at 1.1%. for the first time in a while, the state reported more than 2000 new cases in a single day. we have been tracking the return to school as part of a commitment to building a better bay area. in san francisco, high school seniors were given the chance to return to the classroom today for in person learning for the first time since march of 2020. based on what we saw, today, hardly any of them showed up for classes. our education reporter will

explain. >> reporter: only a handful of students trickled out of wallenberg high school at the end of the day. none of them were seniors. the students who have attended school in recent days are there because they have been deemed by san francisco unified as vulnerable or having struggled with distance learning. they expected this would happen after only 565 seniors had confirmed their return. late today, the district never responded to our request to get an exact tally of how many seniors actually showed up. because staffing continues to be in high schools reopened to graduating seniors. schools that remained closed were invited to attend one that was opened. some students said it wasn't worth it. >> i wanted to be at my school with my teachers at school. >> reporter: parents knew what to expect after listening to an online board meeting explaining the process. to say that many parents were

disappointed is an understatement. >> this plan is disgusting. everybody involved should be ashamed of themselves.of themse. a good job would be all students offered five full days of in person learning. >> reporter: other parents were grateful that some schools had reopened, period. >> we are not living in a perfect world right now. this solution may not satisfy everyone. but i do appreciate the effort that everyone plans together and put thing in place. >> reporter: the reopening had much to do with an incentive that gives additional dollars to districts with students returning to campus on or before may 15th. the school district made it clear it would allow students to return for 1 to 3 days a week. state assemblyman offer the legislation with the intent of all schools reopening five days a week. >> we would be doing the absolute bare minimum which is

cal state east bay has seen a 9% increase in graduates despite the pandemic and remote learning, officials say. >> congratulations to the graduates. today, the governor presented his $100 billion budget proposal to the state legislature. it is called california's comeback plan. it's designed to help the state recover from the economic devastation of the pandemic. stephanie sierra is in the newsroom to break it all down. it's a massive plan. >> reporter: it really is. this proposal marks the final stretch for the governor after a weeklong tour highlighting the biggest challenges facing the state. he laid out solutions today in the recovery package, funding to tackle everything from rent relief, homelessness, climate change to support for our businesses. california's recovery isn't cheap. in fact, the governor's proposed budget through 2022 is the largest in the state's history. >> the hundred plus billion dollar comeback plan is biggest

no sign today of the bear that caused the big commotion yesterday evening in a backyard in san anselmo, filing it for you, the neighbors gathered round to see the 300 pound black bear pushed in a tree. authorities considered tranquilizing it. in the end, they decide to clear the gawkers and wake the bear out. that worked. after about three hours, the bear climbed down and wa away. everybody ended up okay. we are hearing from the first time that the members of the oakland city council on the threat to leave town if they can't get that new ballpark. some of the members sent a letter that the council is negotiating in good faith and demanding the team and major league baseball do the same. amy hollyfield explains there is at least one city councilmember who is not about to play ball with the oakland a's. >> reporter: this billboard next to the bay bridge shows not everyone supports the idea holding the oakland a's a new ballpark on the waterfront,

corporate world as easy. then things began to change. she often found but the only woman in a rule -- room full of white men. >> i didn't belong. they had a camaraderie, and understanding, a business and cultural comfort that somehow, i had to learn the ropes. >> reporter: dave is a venture capitalist, cartoonist and writer who is publishing a book offering career advice. >> every feelings. i think it is harder if you are a person of color or a woman. inherently, the majority has a lot more say in terms of the culture of the company. >> reporter: a study of data found this. asian men and white men in the bay area are represented fairly equally in white-collar jobs. yet, white men make up 40% of all executives in the bay area, compared to 18% for asian men.

asian american women slightly outnumber white women in the ranks of the bay area. yet, white women make up 18.5% of all white-collar executives in the bay area compared to 7% for asian women. >> so dynamics for asian promotions reach the companies are consistently that asians are the least likely to be promoted. >> reporter: he is the former board member of a nonprofit originally funded by the big four accounting firms to integrate asian americans into management positions. he sees the problem as twofold. >> one is the implicit bias that asians are good workers, but they don't have leadership skills. >> you are all hard-working. you are all obedient. you all abide by the world -- rules. >> reporter: the minority myth, don't equate to leadership skills in the corporate world.

finally, tonight a few thoughts about what really matters. i hope you had the chance to be with us for a special program we brought to you today at 4:00 hosted by my remarkable colleagues, tristan z and d online. is called stop the hate. it was to stop violence in the aapi community here and around the country. you have seen the video we shared on the newscast for the past three months, vicious, random attacks against the aapi communities. those are extreme cases. on the program, dion lim and kristen sze led a topic about what is much more hurtful, the subtle and sometimes not so subtle ways that we hurt people, stereotypes, insensitivities, biases, and a relatively new word, micro aggressions, those small slights that are in fact huge and deeply hurtful. what really matters about the discussions we are all having now is that these deep-seated issues that divide us are now being exposed and confronted.
