in fremont, mid-60s's in oakland. similar for sunday and we will talk about if the week ahead features any warmth coming up. >> all right. thank you. its been two days since the cdc recommended vaccinated americans no longer need to wear masks indoors or outdoors with a few exceptions. several states have followed mm updated their guidelines. the lack of direction from california leaves bay area health officials in limbo. >> nine counties on stand by as the department of public health reviews the new cdc mask guidance. >> a county can be more restrictive, we can't be more lenient. >> marin has 85% of their population vaccinated. with at least one dose of the vaccine. their handleds . >> our mask guidelines have

not yet changed. >> contra costa supervisor sits on the executive board of the california state association of counties. >> there's been a little vagueness out of the state. i think it's likely that they are going to change with in a few days. >> for now every county will keep its mask mandate. santa clara said that they have been waiting the whole day on the state to find out what to do next. officials voicing concerns when residents are in crowded places. their mask mandate also still in effect. in the winter california was the center of the coronavirus outbreak in the united states. now we have the lowest case rates in the nation. what's holding us back >> california is being careful but the data is clear. >> i think it's very

why because masks are a tool and vaccines are a solution. once you have the solution you don't need the tool. >> what concerns doctors is people who have been vaccinated getting mentally prepared to remove their masks. in san francisco, abc7 news. >> at least 18 states have adjusted their mask wearing rules to fall in line with the updated guidance. other states including california, wisconsin, new jersey, hawaii and massachusetts are keeping mask rules in place for the time being. major retailers are starting to make decisions as well on how to handle the new mask guidance. wallet, trader joe's and cosco have dropped the mask requirement for fully vaccinated customers. apple, walgreens, target, home depot, cvs and starbucks all say they will still require them. matt boone takes a closer look at how big box stores plan to enforce the new

policies. >> it's a question many shoppers haven't even had the time to think about yet. when will they be comfortable going inside a crowded store without a mask >> it's so tough. i want to say herd immunity. >> it's a tricky line. >> i would hesitate. >> two say they are comfortable being outside without masks but inside may take more time to break the habit. >> it took us so long to go from zero to full mask wearing all the time and now it's such a behavior. it's really hard to go back. >> cosco said once allowed by california vaccinated customers can go inside without masks. they won't be asking for proof but politely urging people to respect the policy. same at trader joe's. one shopper said even being vaccinated, he is skeptical of the honor system. >> there are going to be people who will be trying to take advantage of the situation. >> outside the wal-mart in richmond, one man is

looking forward to the policy change. >> if the majority of people are vaccinated i don't think there is anything to worry about. >> wal-mart said they will lift the mask requirement for vaccinated customers and employees. even offering a $75 reward for workern who can prove they have been vaccinated. >> we want employees to feel safe. >> jim brown is a bay area labor attorney. he said it's legal for employers to require employees to get vaccinated as well as customers if they want though he sees many employers taking more careful approaches to lifting requirements. >> if you want employees to come back you are going to have to make them feel safe and recognize the concerns they have even if the law allows you to do something as an employer. >> matt boone. abc7 news. it's not just chain stores adjusting mask poll sessions. dan ashley explains small business owners are busy trying to process whchanges ll themndstomer >> should i take my mask off,

lee on it's super confusing. >> the signs are still up at stores, coffee shops, on the street, wear a mask, stay six feet apart. while other states are easing mask rules it's not clear about what will happen in the bay area. >> there's state and city level. in san francisco there's still a mask mandate for indoor activities. >> if only vaccinated people are allowed inside without a mask it could put employees in the difficult position of having to police the rules. >> you can't tell by looking at someone that they have been vaccinated. the people you are worried about are the anti vaxxers. >> while some can't wait to remove their mask the manager at flames eatery in san jose said it's not time yet. >> it's too soon to take it off. at least wait a little longer. >> and now more than a year after we first put masks on our faces a lot of people aren't sure if we

should take them off. >> i'm fully vaccinated i think generally i keep courtesy people. with only 38% of the population fully vaccinated millions of people will be required to continue wearing masks. you can check out the vaccination tracker you see here on abc7 news.com. masks were at the center of a confrontation between east bay congressman and an aide to georgia congresswoman. he tweeted that he had a mask on as he stepped off the house floor and the aide yelled at him to take it off. he reportedly said you don't tell me what to [bleep] do. we will let you fill in that blank. he said that nobody should be bullied for wearing a mask. he later said he loves to take his mask off where they aren't required. masks are still required on the house floor and he said that he just hadn't taken

drop ins on saturday from 9:30 to 3:00 p.m. all right. new details this morning as well. we want to tell you about. we know who it was now and what it was to spark that large fire ripping through the halls of an east bay church. the nazarene church turned in to an inferno on thursday morning just about a half mile from the plaza. the fire was started by a squatter in a makeshift crawl space underneath the church. no update on the search for a suspect but nobody was hurt. all right. windy this morning. >> it was a little breezy. we are looking at drizzle right now. here is a live look outside emoryville in the low 50's. a little bit of precipitation for you over into the east bay and looking at highs once again in the 60's. you can see the camera shaking there. for sure. we will talk about a chilly weekend ahead and damp in spots coming up.

voicemail. the suspect was booked on a felony charge of threatening a crime with intent to terrorize. officers took several weapons at the suspect's home. and new developments. police looking for more possible victims in a string of sexual assaults. police say this man, attacked three women in three separate crimes. detectives believe there could be more victims and they are asking them to come forward. two of the attacks happened thursday about a mile apart. police arrested him during one assault and then linked him to a third assault on may 5th. all three victims are age 57 and older. he faces several charges and is being held without bail. the governor presented his $100 billion budget proposal to the state legislature. it is called california's come back plan. it's designed to help the state recover from the

economic devastation from the pandemic. >> california's recovery isn't cheap. in fact the governor's proposed budget through 2022 is the largest in the state's history. >> that 100 plus billion dollars come back plan is the biggest economic recovery package period, full stop. >> bouncing back from a $54 billion budget short fall last year this year california has a better problem. a $75 billion budget surplus. here is how some of it'll be put to use. a $12 billion tax rebate for those earning up to $75,000 a year. >> two out of every three will receive at least -- at least a check of $600 once they file their this is incentive to file your taxes. >> another perk >> families with dependents will receive another $500 just one time, not per child. supporrentoff past ion is edo

more perks on parking. $300 million proposed for traffic fine forgiveness. this is for low income people. >> low income would get any traffic ticket through june 30th of this year waived. it'll be determined by the judicial council. the recovery plan also includes funding $20 billion to invest in public schools, 5.1 billion dollars to tackle the state's drought, water infrastructure and climate change and a $12 billion plan to address homelessness. that includes cleaning up our streets. >> another big thing we need to do, we can't just promote is to clean this state up. state is too dirty. >> i want to point out the governor hinted part of

the plan to address homelessness may require local governments to essentially set forth specific plans to build homeless housing or put in incentives to clean up camps into order to qualify for that aid. could counties potentially face fine itself they don't that part is still to determined. and san francisco school district allowed seniors to return to class for the first time just in time to meet today's state deadline for a portion of a $2 billion grant. it doesn't appear that many students decided to go back. fewer than 600 of the close to 4,000 seniors said they would be interested in person learning for the last weeks of the school year. not all parents were happy with the district's plan with some thinking it's a money grab. >> this plan is disgusting. everybody involved should be ashamed of themselves. >> this solution may not

satisfy everybody. i do appreciate the effort. >> only eight high schools reopened. students whose schools were closed could attend one of the open scho s.e will think about applying for college going forward. the officially dropping sat and act scores from admissions. this is huge news in the world of college admissions. the university system made the agreement in a legal settlement with students yesterday. the test scores will no longer impact scholarship decisions either. the lawsuit argued low income students of color and those with disabilities were disadvantaged without heavy test prep and tutors. the lucky's supermarket in pleasanton is putting on a grand reopening. they had a drone show last night. there was a sussi bar, ramen bar a demo kitchen.

cool yesterday. that trend will continue unfortunately. it's good news for fire conditions. not only today but for the weekend and the big question is we will see any big heat spikes as we go into the week ahead.. you can see there are some showers and thunderstorms. this will allow for little bit of wrap around moisture up to the north and napa and we are seeing little bit of return there as you get further off the coast into the marin county coastline. there's that system and then a deep marine layer. those two combined allowing for the possibility of maybe some sprinkles at the coast and then, yes, maybe a shower. if we look right now numbers are on the cool side. it is 49 san francisco, 50 san mateo, 5 # palo alto. as we look at the winds certainly a factor not only in the east bay valleys but the

morgan hill is being used to help address the need for ventilators in it's a makeshift factory to make changes to a device usually used in sleep apnea. its part of building a better bay area and part of the efforts to control the spread of coronavirus. we put the spotlight on hard working volunteers. >> what's the part number volunteers over the next two days hard at work doing something they hope will help to address the suffering in india where hospitals are overwhelmed. they put out a call for cpap machines, used by people with sleep apnea. they are changing them into ventilate ears. >> i think i'm very blessed to be in the community we are, got a great response from people, like in one week we got 300 of those machines. >> the volunteers come from all over silicon valley. some are students, others engineers. the idea was developed in a lab

at stanford. >> we are adding one port to attach the oxygen and adding anti suffocating volve. we are adding four or five things and it's a ventilator. >> they want to have 200 converted units ready by the end of the week. many have family in india. >> i think it's inherent in all human beings, you know, to help each other so, it's -- that's what we need to do. >> this is all part of a global initiative called india covid sos. this makeshift factory is how the bay area is making a difference. >> if everything goes well we are going to probably expand our operations nationwide and then we can collect way more, then we will send them into small villages, hospitals. >> david louis, abc7 news.

>> the new details about the cyber attack against the colonial pipeline. tosh ib a was hacked seven days ago. they said the amount of work lost was very minimal. about 14,000 gas stations though are still low on gas or with no gas at all because of this. that pipeline is back up and running after being shut down for nearly a week. abc news confirmed that the pine line did pay a ransom to the hackers. many businesses have insurance policy that protect them from losses from cyber attacks. experts say hackerns exploit that for their benefit. >> they do research and find out which companies have insurance and they set their ransom based on this research they have done to figure out what a company may be willing to pay. >> the hackerns are he leased
