. how do you enforce what does it look like in schools in what happens when starbucks says we will continue to do them but are you going to require enforcement in businesss >> this morning still no clarity on whether california will follow the cdc's new masking guidelines. bay area counties waiting for what the governor's mask policy is going to be. good morning again. it is saturday, may 15th. are you watching abc7 news at 6:00 a.m. live on abc7, hulu live and wherever you stream. we are going to get to the changes with masks and what bay area experts saying in just a moment. first as always let's start with a quick look at weather. good morning. it's a cloudy start, even mist or light sprinkles in parts of the bay area from oakland to the coast. there's a look at live doppler 7 where you can see a

pretty healthy marine layer then a system to the north spreading some showers and thunderstorms as far south as perhaps sonoma, napa and the sierra nevada over the weekend. there's a look at walnut creek with the clouds and the sun coming up right about now. 49 san francisco, 52 in mountain view and san jose and morgan hill. beautiful view of home wood. 41 degrees and you can see the partly cloudy skies getting set for perhaps a thunderstorm there throughout the weekend. 45 santa rosa. 51napa and looking at the surface winds right now it's breezy up to 25 miles an hour at the airport. there is fog, anywhere from two to six mile visibility and the golden gate. 60's and low 70's. >> all right. thank you. its been two days since the cdc recommended vaccinated americans no longer need to wear masks indoors or outdoors with a few exceptions. several states have followed this recommendation and

updated their guidelines. the lack of direction from california leaves bay area health officials in limbo. nine bay area counties are on stand by as the state's department of public health reviews the new cdc mask guidance. >> a county can be more restrictive than a state, we can't be more lenient. >> marin said they have 85% of their population vaccinated with at least one dose of the vaccine. their hands are tied to make any changes. what is their plan >> at this point our mask guidelines have not yet changed. >> contra costa supervisor sits on the executive board of the state association of counties. >> there's been a little vagueness out of the state but i think it's likely that they are going to change with in a few changes. >> every county will keep its mask mandate. santa clara said they have been waiting the whole

day on the state to find out what to do next. alameda county officials voicing concerns when residents are in crowded places. their mask mandate also still in effect. in the winter california was the center of the coronavirus outbreak in the united states. now we have the lowest case rates in the nation. so, what's holding california is being careful but the data is clear. >> i think it's very safe. why because masks are a tool. vaccines are a solution. once you have the solution you don't need the tool. >> what concerns her now is people who have been vaccinated getting mentally prepared atast 18 states have adjusted their mark wearing rules to fall in line with the cdc

guidance. other states including california, wisconsin, new jersey, hawaii, and massachusetts are keeping mask rules in place for the time being. major retailers starting to make decisions on how to handle the new mask guidance. wal-mart, trader joe's and costco have dropped the mask requirement for fully vaccinated customers in places they are allowed to do that. apple, walgreens, target, home depot, cvs and starbucks all say they are going to continue to require them. matt boone takes a closer look at how big box stores plan to enforce the new policies. >> it's a question many shoppers haven't even had the time to think about yet. when will they be comfortable going inside a crowded store without a mask >> it's so tough. i want to say herd immunity. >> i think it's alivey line. thoumaskbuke timeokus so long

from zero to full mask wearing all the time and now it's such a behavior. it's really hard to go -- sorry really hard to go back. >> costco said once allowed by california vaccinated customer dear sir go inside without masks. they will not be asking for proof but politely urging people to respect the policy. same at trader joe's though one shopern said even being vaccinated is he skeptical of the honor system. >> there will be people trying to take advantage of the situation. >> outside the wal-mart in richmond a customer said is he looking forward to the policy change. >> if the majority of people are vaccinated i don't think there is anything to worry about. >> wal-mart said they will lift the mask requirement for vaccinated customers and employees. even offering a $75 reward for their workers who can prove they have been vaccinated. >> we want employees to feel safe when they come back to work. >> jim brown is a bay area labor attorney. he said it's legal for employers to require

employees to get vaccinated as well as customers if they want. he foresees many taking more careful approach to lifting requirements. if you want employees to come back you will have to make them feel safe and recognize the concerns they have even if the law allows you to do something as an employ ear. >> matt boone, abc7 news. >> it's not just chain stores adjusting their mask policies. dan ashley explains the small business owners here in the bay area are busy trying to process what the changes will mean for them and their customers. >> should i take my mask off, leave it on >> the signs still up at stores, coffee shops, on the street, wear a mask, stay six feet apart. and while other states are easing mask rules it's not clear how it'll unfold in the bay area. >> also state level and then city level and in san francisco right now there is still a mark mandate for indoor activities. if only vaccinated people are

allowed inside without a mask it could put employees in the difficult position of having to police the rules. >> you can't tell by looking at someone they have been vaccinated. the people that you are worried about the most are the anti vaxxers that don't want to get vaccinated have been a problem the entire time. >> while some can't wait to remove their masks the manager at flames eatery said it's just not time yet. >> it's still too soon to take it off. at least wait a little longern. >> now more than a year after we first put on masks a lot of people aren't sure if we should take them off. >> i'm vaccinated as well and i think generally i keep it on as a courtesy. >> dan ashley. abc7 news. >> with only 38% of the state's population vaccinated, millions of people will be required to continue wearing masks. you can check out the vaccination tracker you see

here on abc7 news.com. masks were at the center of a confrontation between a congressman and an aide. he tweeted he had a mask on as he stepped off the house floor and that the aide yelled at him to take the mask off. he reportedly said you don't tell me what to [bleep] do. he said nobody should be bullied for wearing a mask. he said that he loves to take his mask off outside or inside where they aren't required. they are required on the house floor and he said that he just hadn't taken it off yet after leaving. happening today a chance for those in our community with special needs to get a vaccine at a sensory friendly clinic on the peninsula. this is a calm space with visual aids, quiet areas and minimal interactions for anyone who may need to avoid a busy high volume clinic. the one today is at sequoia

. a live look at the billionen gate bridge. gray and hazy this morning. a little bit of wind. we will talk to lisa in just a few minutes. abc7 news held a town hall about the surge in violence against the aapi community. one of our guests was a professor who founded stop aapi hate.org. they have received more than 6600 nationwide reports of violence, harassment and discrimination. >> it is horrible the stories we are receiving. traumatizing, people are getting attacked and having slurs slung at them. >> do you think that the instances of violence of these attacks are those increasing or is it people are becoming more aware and understanding the importance of sharing their story >> i think it's both. i think we have the trend of racism that was really fomented by the president with his rhetoric. because of the fear of the

pandemic. we had instances of hate. they aren't all hate crimes. they are just people harassing us, cyberbullying and then you have the longstanding trend of violence against asian americans in low income communities. that's always been there. >> if you missed yesterday's fascinating important conversation you can watch it again on our connected tv apps on roku, apple tv, fire and android tv. search abc7 bay area to download it now. a 63-year-old has been arrested for making violent racial threats against a mayor. that is mayor brian colburt on the left. the threat was left on the city hall's voicemail. the suspect was booked on a felony charge of threatening a crime with intent to terrorize. officers took selfweapons at the suspect's home. a new development. police looking for more possible victims in a string

of sexual assaults. police say this man attacked three women in three separate crimes. detectives believe there could be more victims and th come forward. two of the attacks happened thursday about a mile apart. police arrested the suspect during one assault and linked him to a third on may 5th. all three victims are aged 57 and older. he faces several charges and is being held without bail. the governor presented his $100 billion budget proposal to the state legislature. it is called california's come back plan. it's designed to help the state recover from the economic devastation from the pandemic. >> california's recovery isn't cheap. the governor's proposed budget is the largest in the state's history. >> that 100 plus billion dollars come back plan is the biggest economic recovery package period, full stop.

>> bouncing back from a $54 billion budget short fall last year, this year california has a better problem. a $75 billion surplus. here is how some of it'll be put to use. a tax rebate for those earning up to $75,000 a year. >> it's two out of every year will receive at least, at least a check of $600 once they file their taxes. this is incentive to file your taxes on monday. >> this applies to close to 80% of tax identifiers in the state. another perk >> families will receive another $500, one time, not per child. >> another $2 billion is proposed to support renters, paying off 100% of past due rent, water and electricity bills and more perks on parking. $300 million for traffic fine forgiveness. >> a lot of debt that's been owed for fines and

fees. this is for low income that get this debt. >> they would get any traffic ticket received during the pandemic through june 30th of this year waived. aside from immediate relief the recovery plan includes funding to fight long term challenges, $20 billion to invest in public schools, $5.1 billion to tackle the state's drought, water infrastructure and climate change and a $12 billion plan to address homelessness. that includes cleaning up our streets. >> another big thing we need to do, we can't just promote is to clean the state up. the state is too dirty. >> i want to point out the governor hint part of the plan to address homelessness may require local governments to essentially set forth specific plans to build homeless housing or incentives to clean up camps in order to qualify for the aid. could counties potentially face

fines if they don't that part is still to be determined. and san francisco unified allowed seniors to return to class for the first time just in time to meet today's state deadline for a portion of a two billion dollars grant. it doesn't appear that many d foe nreof the last weeks of the school year. not all parents were happy with the district's plan with some thinking that it's a money grab. >> this plan is disgusting. everybody involved should be ashamed of themselves. >> this solution may not satisfy everybody. i do appreciate the effort. >> only eight high schools reopened, students whose schools were closed could attend one of those schools. a major turning point in the way that we are going to think about applying for college going forward. this is huge news for college

admissions. the uc's are officially dropping sat and act scores from admissions. the chronicle reports that the university system made the agreement in a legal settlement with students yesterday. the test scores will no longer impact scholarshippppppp happening today the metro subway stations and street in san francisco are going to be back in service. the mayor and others took a ride on the boat car that travels the f line cars from castro district to fisherman's wharf. the cars and the underground have been shut down since the pandemic started. the closure has allowed the crews the opportunity to make some much needed improvements. the pop line will have longer two car trains, there will be underground internet

service for the first time. lisa and a cool front is coming in. >> yes. in fact we will have another one as we get into next week. temperatures are going to range from below average to near average for the week ahead. we have one day that kind of stands out ate warmer day. we will get to that in just a moment. we have a system to the north of us that is spinning and allowing for a pretty active weekend in the sierra nevada with thunderstorm possibility today and tomorrow. others you up to the north we had some thunderstorms and the out flow coming back further north down into n apa and sonoma. there's a deep marine layer. we have a couple things going on. the mist and drizzle gets squeezed out from that very robust low cloud deck. otherwise the activity will be in northern california. we could see a shower or thunderstorm sneak as far south apasget in closer look at cloud cover in to the east bay.

some are students, others engineers. the concept was developed in the engineering lab at stanford. >> we are just adding a port toa to attach the ch the ch th and anti suffocation and it becomes ventilator. >> by the end of the weekend they want to have 200 converted units ready to be airlifted to india. many have family in india. >> i think it's inherit in all human beings, you know, to help each other so, it's -- it's -- that's what we need to do. >> this is part of a global initiative called india coronavirus sos where you can make donations to support relief efforts. this makeshift factory is how the bay area is making a difference. >> if everything goes well we are going to probably expand our operations nationally and then collect way more than we will send them

into small villages, hospitals. >> abc7 news. new details about the cyber attack against the colonial pipeline. tosh ib a said it was the same group but lost minimal work. about 14,000 gas stations still low on gas or have no gas. that pipe lane is back up and running after being shut down though for nearly a week. the company did pay a ransom to the hackers. many have insurance policies that protect them from cyber attacks and experts say hackers exploit that. >> they do research and find out which companies have insurance. they set the ransom based on this research they have done to figure out what a company may willing to pay. >> the hackers released a statement saying they had
