changes with masks and what bay area experts saying in just a moment. first let's start with a quick look at the weather. >> hey. good morning to you. hi everybody. we are starting out with a lot of gray. we had some rain over in to the east bay and the upper elevations of our east bay hills. look at the fog. foot print here from live doppler 7. fog extends inland but we have had sun in the north up to santa rosa and we are looking at a system to the north that could clip the far north bay with a shower. otherwise, it's a gray start there on the peninsula. sfo52 in oakland. 56 in san jose. from the roof camera little bit of a breeze. it'll pick up throughout the afternoon. 52 santa sa and live the winds habreezy. kind of dying off t throughout the day we will get into partly cloudy skies, just 60's and 70's. we will talk about the second half of the weekend coming up. its been two days now since

the cdc recommended vaccinated americans no longer need to wear a mask inside or outside. several states have followed the recommendation and updated their guidelines. the lack of direction from california leaves bay area health officials in limbo. >> nine bay area counties are on stand by as the states department of public health reviews the new cdc mask guidance. >> while a county can be more restrict of, we cannot be more leni, nt. >> marin said they are close to herd immunity with 85% of the population vaccinated at least one dose of the vaccine. their hands are tied to make any changes. >> what is marin county's plan >> our mask guidelines have not yet changed. >> contra costa sup soup sits on the executive board of the california state association of counties. >> there has been a little

vagueness out of the state. i think it's likely they are going to change with in a few days. >> for now he said every county will keep its mark mandate. santa clara have been waiting on the state to find out what to do next. alameda officials voicing concerns when residents are in crowded places. their mask mandate also still in effect. in the winter california was the center of the outbreak in the united states. now we have the lowest case rates in the nation. what's holding those back ucsf's infectious disease doctor said that california is being careful but the data is clear. >> i think it's very safe. why in because masks are a tool and vaccines are a solution. once you have the solution you don't need the tool. >> what concerns her now is people who have been fully vaccinated getting mentally prepared ancisco,.

>> it'll take some time to mentally prepare. at least 18 states are adjust their mask wearing rules to fall in line with the cdc's updated guidance. other states including california, wisconsin, new jersey, hawaii, and massachusetts are keeping mask rules in place for the time being. major retailers starting to make decisions on how to handle the new mask guidance. wal-mart, trader joe's and costco have drop the mask requirement for fully vaccinated people in places that they are allowed. apple, walgreens, target, home depot and cvs say they will still require them. new this morning starbucks said that facial coverings will be optional for vaccinated customers beginning this monday unless local regulations require them by law. matt boone takes a closer look at you who big box stores plan to enforce the new

policies. >> it's a question many shoppers haven't even had the time to think about yet. when will they be comfortable going inside a crowded store without a mask >> it's so tough. i want to say herd immunity. >> i think it's a tricky line. >> i would hesitate. >> outside costco two say they are comfortable being outside without masks but inside may take more time. >> it took us so long to go from zero to full mask wearing all the time and now it's such a behavior. it's really hard to go back. >> costco said once allowed by california vaccinated customers can go inside without masks. they will not be asking for proof but politely urge people to respect the policy. same at trader joe's though a shopper said even being vaccinated he is skeptical of the honor system. >> there will definitely be people who will try to take advantage of the situation. outside the wal-mart in richmond a man said is he looking forward to the policy

change. >> if the majority of people are vaccinated i don't think there is anything to worry about. >> wal-mart said they will be lifting the mask requirement for vaccinated customers and employees. even offering a $75 reward for their workers who can prove they have been vaccinated. >> we want employees to feel safe when they come back to work. >> jim brown is a bay area labor attorney. he said it's legal for employers to require employees to get vaccinated as well as customers if they want. though he foreseize many employers taking more careful approach to lifting requirements. if you want employees to come back you will have to make them feel safe and recognize the concerns they have even if the law allows you to do something as an employer. >> matt boone. abc7 news. and it's not just chadjusti their mask policies. asprocthe changes will mean for maskof its

super confusg. the signs are still up at stores, coffee shops, on the street, wear a mask, stay six feet apart. while other states easing mask rules it's not clear how it'll unfold in the bay area. >> there is state and city level and in san francisco right now there's still a mask mandate for indoor activities. >> if only vaccinated people are allowed inside without a mask it could put employees in the difficult position of having to police the rules. >> you can't tell by looking at someone that they have been vaccinated. the people that you are worried about the most are the anti vaxxers that don't want to get vaccinated and have been the problem the entire time. >> while some can't wait to remove their masks the manager at flames eatery said it's just not time yet. >> it's still too soon to take it off. at least wait a little longer. >> and now a lot of people aren't sure if we can

take them off. >> i'm fully vaccinated as well. i think generally i keep it on ace courtesy to others. >> dan ashley. abc7 news. >> with only 38% of the state's population fully vaccinated millions of people will be required to continue wearing them. you can check out the vaccination tracker that you see right here on abc7 news.com. masks were at the center of a confrontation between a congressman and an aide. he tweeted that he had a mask on as he stepped off the house floor and the aide yelled at him to take it off. he said you don't tell me what to [bleep] do. we will let you fill in that blank. he said that nobody should be bullied for wearing a mask. he later told the news that he loves to take his mask off outside or where they aren't required. they are still required on the house floor and he said he just hadn't taken it

violence against the aapi community. one of our guests was a professor who founded stop aapi hate.org. since last year the site has received more than 6600 reports of violence, and harassment. >> it really is horrible the stories we are receiving. they are traumatizing, people are getting attacked having racial slurs slung at them. >> do you think that's instances of violence of these attacks are those increasing or is it people are more aware and understanding the importance of sharing authority story >> i think it's both. i any we have the trend of racism that was fomented by the president last year with his rhetoric and because of the fear of the pandemic. we had spat es of hate. they aren't all hate crimes. they are just people harassing us, cyber bullying then the longstanding trend of violence against asian americans in low income

communities. that's always been there. >> if you missed yesterday's conversation you can see it again on the connected tv apps on roku, android tv and fire. search abc7 bay area to download it. a 63-year-d man has been arrested for making violent racial threats against a mayor in marin. that's the mayor on the left. police say the threats were left on the city hall's voicemail. the suspect was booked on a felony charge of threatening a crime with intent to terrorize. new developments, fremont police are looking for more possible victims in a string of sexual assaults. police say this man attacked three women in three detectives believe there could be more victims. they are asking them to come forward. it two of the attacks happened

thursday, police arrested him during one assault and linked him to a third on may 5th. all three victims are age 57 and older. he faces several charges and is being held without bail. the governor presented his $100 billion budget proposal to the state legislature this week. it's called california come back plan. it's designed to help the state recover from the economic devastation from the pandemic. >> the recovery isn't cheap. in fact the governor's proposed budget through 2022 is the largest in the state's history. >> that 100 plus billion dollars come back plan is the biggest economic recovery package period, full stop. >> bouncing back from a $54 billion budget short fall last year, this year california has $75 dg how somelp use. a $12 billion for those earning up to

$75,000 a year. >> two out of every three will receive at least a check of $600 once they file their taxes. this applies to close to 80% of tax flyers in the state. >> families with will receive another $500. >> another 2 billion is proposed to support renters paying off 100% of past due rent, water and electricity bills and more perks on parking. $300 million proposed for traffic fine forgiveness. >> lot of debt that has been owed for fines and fees associated with traffic fines. this is for low income people that get this debt. >> low income california residents would get any traffic ticket received during the pandemic through june 30th waived. eligibility will be determined by the judicial

counsel. the plan includes funding to fight long term challenges. $20 billion to invest in public schools. $5.1 billion to tackle the state's drought, water infrastructure and climate change and a $12 billion plan to address homelessness. that includes cleaning up the streets. >> another big thing we need to do. we can't just promote is to clean this state up. state is too dirty. >> i want to point out the governor hinted part of the plan to address homelessness may require local governments to essentially set forward specific plans to build homeless housing or put in incentives to clean up camp in order qualify for the aid. abc7 news. some students were back on campus for school. high school graduating seniors.

we want to tell you about a major turning point in the way we will think about applying for college going forward. the uc are officially dropping act and sat scores from their admissions this is huge news in the world of college admissions. the chronicle reports the university system made the agreement in a legal settlement with students yesterday. those test scores also will no longer impact scholarship decisions. the lawsuit argued low income students of color and those with disabilities were disadvantaged without heavy test prep and happening today muni's stations and street cars will be back in service. the mayor and others took a ride on the black pulled boat car that travels the f

line cars castro district to fisherman's wharf. the cars and the underground have been shut down since the pandemic started. the closure has let the crews make much needed improvements. there will be underground internet service for the first time. it was pretty warm this past week but that will change. >> you remember last weekend a red flag warning, how warm it was to start. now in you are in the east bay you needed your umbrella this morning. we had mist and drizzle. the low cloud deck has extended to the sacramento valley. that's about 3,000 feet deep. it'll be slow clearing. we will get some sun today. those on shore winds and a system to the north are going to keep temperatures well below average. there's a look at the fog all the way in to the east bay. the south bay, the santa cruz mountains picked up precipitation. santa rosa little bit of sun to the north for you.

there is a system firing off pretty good storms well to the north of us. as it continues to trek to the south extreme northeast sono shower later on today. maybe a storm. otherwise our impacts are from that healthy marine layer and temperatures being brought down due to that strong on shore push. it is 49 san francisco, 52 in oakland with 55 in mountain view, san jose 56 and a roof camera the flag there gently blowing. the winds will pick up by the afternoon. we are 54 in concord. right now in santa cruz you will have light winds later on but it'll stay guy here with numbers just at about 60 later on today. below average for the weekend and we will see temperatures come up just slightly to start the week and then they are coming back down by wednesday and thursday. there is a look at the fog. this is 10:00. notice how the north bay will

clear first and then by 1:00 we still have plenty of clouds on the peninsula and they will be quick to move back in. then that system to the north could throw in clouds around san pablo bay. showers will fire, thunderstorms in the sierra nevada today and tomorrow. that's some good news all the way down into yosemite. rainfall has been very light. just a couple hundredths but if you are up early you certainly saw that in fremont and heyward, over into oakland as well. throughout the afternoon, 15 to 25-mile an hour winds. over the east bay the south bay, the coast, but then as we get into your sunday. we will see winds pick up for another breezy afternoon. this is a good map to show you how cool it'll be around santa clara, san jose for the week ahead. upper 60's to near 70 and then look what happens. we have one warm day and then really numbers go way down wednesday, thursday and friday. 66 today, in oakland look for a barely 70 degrees in

nevado54, napa53, even northeast sonoma could see isolated thunderstorms today. there is a weak system to the north but for us it just means a healthy marine layer bringing in the low clouds, fog, mist, drizzle, even a few showers this morning. by the afternoon well below average. 60's and 70's for most. barely at 70. the north bay will be warmer. are you starting out with sun and the low cloud wills cling to the san mateo coast, even the marin county coast. a cool sunday, a cool week ahead. >> thank you. developing news on the intense fighting between israel and palestine. the violence approaching it's worst point in years and concerns it could get worse. today marks what palestinians call the disaster marking the founding of israel on the gaza state. >> overnight for the 5th straight night more rockets fire from gaza into

israeli and israeli war planes pounding gaza, smashing in to a hamas compound. several rockets launched from gaza hitting israeli cities. in gaza buildings destroyed, hundreds of thousands forced from their homes in gaza including a 7-year-old, we met her in gaza. she said once they bombed our home we ran to hide in the bathroom. when we thought it was over then the sounds boom again and kept shooting it didn't quit. palestinians say at least 139 people killed including 39 children and over a thousand wounded. the conflict widening. in the west bank clashes in at least five cities leaving at least 11 dead, hundreds wounded. also in the west bank which until now had been relatively quiet hundreds of

armed men vowing to kill settlers and israeli soldiers. and hundreds of protesters in jordan spilling out toward the border with israel warning shots fired to keep them from crossing and along another border with lebanon, protesters setting a fire and actually penetrating the border fence. one person killed in those crashes. over the smoke clogged skies of gaza that image. on the right a spray of about a dozen rocketed launched from gaza, on the left iron dome missiles sent to intercept them. >> people say it didn't get all of the rockets that was launched out of gaz. >> the system has been successful. >> rockets disrupting the funeral of a 5-year-old israeli boy killed two days earlier by rocket fire. mourners seen ducking for cover. and now to the fall out

from the cdc's updated guidance for the fully vaccinated. starbucks joining trader joe's saying starting monday it's fully vaccinated customer customers can have them off in stores. trevor is in new york with more on this masking gray area. >> this morning the cdc's ground breaking new mask guidance leading to sweeping changes but in many change cases confusion. at least 19 of the 24 states that had mask mandates have announced plans to scrap them or adopt the cdc's guidance. >> we are going from requirements to suggestions. >> this weekend denver moving to 100% capacity without social distancing and the pittsburgh pirates relaxing their mask policy allowing fully vaccinated fans to watch the game without a mask. michigan just weeks remove from a coronavirus crisis ditching mask requirements indoors and outdoors with

state fully vaccinated. e. for many the return to normal isn't so simple. parents can loose the task but her 10-year-old still can't get vaccinated. >> i didn't want to leave her alone on the island. i thought we are going to just keep, continue doing what we have been doing. if we go to the grocery store we will both wear masks. >> in businesses now face big decisions. popular chains wal-mart, costco and trader joe's dropping their mask policies for fully vaccinated shoppers while target and home depot are keeping theirs. many business owners and their employees concerned about enforcement. >> should i card the people. shei ask for vaccination can see the conflict will be with people. how do you deal with >> that's what i have seen with the way people

interact is that it'll just mean that people will be able to say okay it just doesn't matter. there. are several government agencies. the tsa, cdc, department of transportation all reminding travelers that mask mandates are still in place for anyone using public transportation. trevor alt. abc news new york. new details about the cyber attack against the colonial pipeline. tosh ib a was hacked by the same group. the company said the amount of work lost was minimal. about 14,000 gas stations though are still low on gas or with no gas because of this. that pipeline from texas to new jersey is back up and running after being shut down for nearly a week. abc news confirmed that the pipeline did pay a ransom. many businesses have insurance policies that protect them from losses from that for benefit. >> they do research and find

out which companies have insurance and so they set their ransom based on this research they have done to figure out what a company may be willing to pay. >> the hackers released a statement saying they had disbanded but experts say it's more likely law enforcement interrupted their operations. it's the headline dominating politics. liz cheney now speaking one on one to abc news defending her case. >> you know i think the issue really is donald trump and it is the party and whether we are a party that's based on the truth. >> what does it say about the party choosing someone to replace you who is effectively chosen by donald trump saying what he has been saying >> i think it's dangerous. >> she was just remove from her house leadership post. it came after her strong criticisms of former president trump and his false stolen election lies.
