states were caught off guard when fully vaccinated were said to be able to go outside and in most indoor settings. the governor said they needed time to review the change. we spoke to bay area doctors and residents about the rule changes they'd like to see. >> reporter: let's talk tata. more than 50% of california residents have received one dose of the vaccine. in san francisco, the numbers are even better. 60% of the population. 16 and older are fully vaccinated. every person we interviewed today was vaccinated. >> three weeks since my second shot. >> two days ago the cdc updated mask guidance and said those who are fully vaccinated can remove their masks outdoors and in many indoor places. california is still guanthey we about following the science. i feel like the science is

clear you shouldn't have to wear it outside. >> monika gandhi agrees with that. she believes everyday california doesn't change its mask mandate. it's sending a conflicting message. >> i'm not sure what made california in a way more restrictive than the cdc. there is going to be a point where the cases are so low that even unvaccinated people are protected. why are they protected ? because there's hardly any cases. >> data shows it takes 21 days to build a habit. california's mask mandate went into effect june 2020. so almost a year later. how long will it take us to break this habit? >> a couple months for people to get used to removing their masks. immediately we see somebody now without a mask, and i think our heart rate starts to increase and we have automatic thoughts of are they vaccinated? >> clinical psychologist, dr. andrea zorbas, says there's a psychological shock that can happen after removing sk

g naked. i'm >> her advice, to challenge that. and that we have research now that shows that if you're vaccinated, it's okay to be outside without a mask. and so reminding ourselves of that. >> for now, those who are fully vaccinated are waiting on the state. >> at some point, life must return to normal. >> in san francisco, luce pena, abc 7 news. >> speaking of, the state says 15.3 million people are fully vaccinated. and 4.8 million are partially. getting shots into arms will not be a problem. california has over a month supply of doses on hand. the single day case count dropped back under 2000 with more than 1800 new cases reported today, the seven-day positivity rate remains at 1.1%. a new age group is now eligible for the covid-19 vaccine in california. hundreds of 12 to 15-year-olds lined up in marin county today for a vaccine clinic.

on issues of race and social justice, today people across the country and right here in the bay area united against hate. the oakland chamber of commerce held a rally where mayor libby chaff took part. labor groups also held an aapi heritage celebration at frank ogawa plaza. another solidarity rally today in san mateo. congress woman jackie spear spoke to the crowd there. today is unity against hate day. a national event organized bicultural and political organizations to speak up against acts of hate on aapi and all communities. on monday the white house and the walt disney company are cohosting a panel discussion on diversity in hollywood and representation behind the scenes, i'm proud to be moderating this panel including author kevin kwan and writer director jessica yu to name a couple. watch it live on the abc news

building a better bay area. moving forward, finding solutions, this is abc 7 news. understanding the tragedy associated with japanese american imprisonment during world war ii wasn't fully realized until 40 years after it happened in the 1980s the government organized a series of hearings for victims to speak out. one of the largest assembly centers where japanese americans were sent before being relocated to an internment camp is located in the bay area.

there are new developments in the search for a tiger roaming around a houston neighborhood. police tweeted this video tonight saying they found the big cat named india unharmed. investigators say a tip led them to the tiger and it was likely being passed around to various locations in an effort to hide it. india will be transported to a tiger sanctuary to live out the rest of its life. >> that animal is nine months old. it weighs 175-pounds. full grown, that animal can get to 600-pounds. it still had its claws. and it could do a lot of damage if he decided to. >> earlier this week, police arrested the alleged owner of the tiger. it is illegal to keep a tiger in a house in houston. well, one of america's biggest pride parades banning police officers. nyc pride announced today that
