california is finally announcing a date for people to look forward to and for counties to prepare. the current mask rule says people fully vaccinated don't need to wear a face mask outdoors unless they're in crowded places, but in four weeks that will change. after mounting pressure and five days after the cdc's mask guidance. today dr. mark ghaly, california's secretary of health and human services said nothing will change in our state until june 15. >> this four-week period will give californians time to prepare for this change. while we continue to relentless focus on delivering vaccines particularly to underserved communities and those who were hard hit throughout. >> reporter: dr. ghaly said they reviewed the evidence by the cdc and agree with the science. but california needs more time. currently over 50% of californians have received at least one dose of the vaccine. >> to put it in context 568,000

americans died out of 328 million before we would have the vaccines. now there is a one in a million chance that you would get sick from covid-19 based on their breakthrough infections. these vaccines are so good. >> reporter: dr. monica ghandi advised the biden administration on when to lift the national mask rules, so we asked her. do you feel california could have followed the cdc's mask guidance today? >> they could have based on the low rates and high vaccination rates. >> reporter: glad there is a four-week buffer. >> i'm relieved that the state has recognized that. we in marin county, we have some of the highest vaccination rates in the state, and we, ourselves, don't feel ready. >> reporter: here is why he says that timeline is essential. >> but now, you know, we are mid may. really the only people who are fully vaccinated before the end of march. >> reporter: in san francisco, 60% of the population has

received at least one dose of the vaccine. they are gearing up to change their vaccine strategy. what specifically will san francisco do during these four weeks? >> reporter: some of the things that are being done are to actually provide door-to-door invitations to get vaccines in the neighborhood where we know that there is a lower rate of vaccination. >> reporter: dr. phillips says san francisco would have been ready to lift its mask mandate today, but their hands are tied. >> the cdc puts out guidance and they give us the guidance for the whole country. however, what cdph, what the state says is law across california. so counties cannot be any less strict than the state. >> reporter: as it stands now everyone needs to follow the state's mask guidelines here in california regardless of the cdc's announcement. if you're a private business, you're allowed after june 15 to change those rules within your business, but before you make any changes you need to follow

cal, county, and state's mandates. in the newsroom lucy pena abc7 news. >> thanks for the breakdown, lucy. in the east bay the state's update on the mask guidance isn't sitting well with those growing wary of the face coverings. laura anthony has that part of our coverage. >> i really want to enjoy the fresh air. >> reporter: 6-year-old jackson is feeling like a lot of us, kind of tired of the mask. but in california it's got to stay on for another month. >> are you okay with that? >> not really. i just like to take my mask off. >> reporter: jackson's older brother, julian, is okay with it for now. >> yeah, i'm fine wearing a mask. like a week ago i got my first vaccine in my arm, but i still wear it. >> reporter: despite cdc guidance that says masks are unnecessary for those fully vaccinated. california will force all the freedom of those little face coverings until june 15. >> for me i am going to err on

the side of caution and wear mine for a long time until i feel comfortable not wearing it. >> reporter: we talked with plenty of people who were just fine wearing the mask for another few weeks and those who are beginning to question whether california really knows best. does it bug you that california does their own thing? >> reporter: that is very frustrating because every other state doesn't have to at this point and it seems as though that worked for them. why wouldn't it work for us? >> reporter: ideally if they were more in line with the national mandate it might be easier. >> i'll tell you it's confusing when you go into a restaurant. i mean do you wear your mask for three stepan f?itausea loof confusion it's n our local businesses. >> reporter: as for jackson he may not love the mask, but he told us he'll wear it for at least a little while longer. in the east bay laura anthc7new new developments in concord

where a man is in custody after two fires at a church in just the last week. this fire at the office of the christ community church started just after mid night. officials say it was intentionally set. but they're not sure if the person accused of starting the fire is responsible for the other fire at the church on ashbury drive. >> i think we tried really hard to just try to stay positive and we are still trying to do that, but it is just more emotional this time. there's a lot more that was lost that's inconvenient or frustrating or was sent mental. >> on thursday a fire destroyed another building belonging to the church. investigators believe it started in a crawl space where someone had been sleeping. no one was hurt at least in either fire. and an american airlines plane that left san jose international for phoenix this morning had to turn around when the plane's engine had some sort of problem. one witness said he saw flames.

the plane landed safely on its own. the faa is investigating. and in the north bay today a neighborhood came out in force over plans for a commercial cannabis operation. they're not alone. as abc7 reporter explains tension is only going to increase over the issue. >> reporter: for almost 150 years residents have had the liberty to show you a small corner of rural heaven. >> it's simple, it's nice. >> reporter: but for how long? >> i don't want any industry in our neighborhood because this is not an industrial neighborhood. >> reporter: he's talking about commercial cannabis to be grown on this 50-acre plot right in the middle of the neighborhood. imagine being lauren and jake mara who bought the original homestead built in 1876 and having that just out their backyard. >> the property and the home will bring me peace and comfort. >> reporter: people from liberty valley composed just one element of the relic today. outside the sonoma county board

of supervisors. it's about to look at revising an existing ordinance that would relax the rules for growing cannabis, allowing more of it or less. >> i know in this county there are places to grow cannabis. we just need to define where those are and point people in that direction. >> reporter: the question what to do in a place like liberty valley, whereas of now zoning will allow such growth. but does logic when a grow would pull from their wells and increase traffic and completely change the rural neighborhood field. >> if it was grapes, if it were anything else, i wouldn't want to hear. i wouldn't want it in my neighborhood. it is all about the impact that it will have. >> reporter: so write this one down as changing times in what has been a timeless neighborhood in a county looking to find balance. >> we want them to reconsider where these facilities are. >> reporter: in rural petaluma, wayne freedman, abc7 news. a plan to make san francisco's twin peaks safer

for both tourists and residents is already running into a problem with neighbors. the area has been hard hit by crime during the pandemic when the access was cut back in order to keep people from crowding in. abc7 david louie explains why the improvement project is off to a contentious start. >> reporter: and with arguably the best views of san francisco twin pieces falling on tough times during the pandemic. access severely limited to controlled crowds, but also led to a crime wave including car break-ins captured on video. however supervisors have started a process to reimagine a new twin peaks that might include a warming hut, a cafe, a visitor's center or a public arts space to make it more attractive to residents and tourists alike. >> these are other amenities that could offer an extensive welcome and also back to those opportunities, but also offer consistent activity. to help alleviate some of the crime opportunities that some of the neighbors have seen. >> reporter: such a plan would

require with a collaboration of multiple city departments and the public. >> i want to make sure that we hear all voices and that we come up with a process that's transparent and that works in terms of coming to a consensus. >> reporter: and also there is skepticism whether the voice of twin peaks residents will be heard. >> i think that they ought to talk to the neighbors first about what we would like to see and then with that guidance go to those outside contractors and work with them for what we were talking about. >> reporter: the plan to upgrade twin peaks will take time and money, which is not yet budgeted. >> trying to get input from as many people as possible within that is really important. >> reporter: a revision to the proposed resolution is already in the works before they could be going to the full board of supervisors. abc7 still ahead trying to

salesforce tower reopened in san francisco for 100 fully vaccinated employees. they volunteer to be the best cohort to return. the companies will have groups of 100 or fewer workers coming in on designated floors as part of a reopening process going from 20% to 75% capacity depending on local covid data and guidance. the covid crisis has focused attention on medical care here in the bay area and also has highlighted the need for mental health services. as we move through new phases of the crisis, abc7 news reporter discovered those services could be just as important as ever.

if they are feeling a sense of emotional whiplash. first came the feeling that it might never end. in a 2020cbs study a third of assaults reported some symptoms associated with anxiety or depression. the founder of san francisco's stress and anxiety center. >> to be in this situation where people were required to step back from their social life and from employment and things like that. i mean people were at risk for mental health illnesses. >> reporter: families and children felt the stress of distance learning and disrupted routines. lynn dolce is the ceo edgewood center in san francisco, where referrals for residential treatments jumps significantly. >> kids who were really suffering, our kids who are extremely isolated will have no sports, no activities. >> reporter: and now the pendulum might be swinging once again as they face the prospect of heading back to work and school now facing a new and different kind of anxiety. >> they have missed a year of

social connection and so there is a lot of question about where do i fit in? who is my peer group? where do i fit in? >> we're trying to navigate getting back into the office. it's like where are we in terms of the rules? >> reporter: first it's important to reestablish a routine whether it's school or work and getting used to the familiar rhythm. and to help limit personal expectations for how quickly things will seem normal again. >> so i think acknowledging that this is something that you could feel this way and feel unsettled. >> reporter: and also an increasing variety of affordable options like many practices, sf stress offers different levels of online councilling as well as in- person visits. while a group of non-profits create flexible plans to help lower income patients navigate a difficult stretch.

landmark. it's the engelside sun dial in the terrace neighborhood. a real estate developer was behind the project. the sun dial was suppose to attract those to what was then san francisco's newest neighborhood. supervisors will consider the landmark. supporters of the move say it is significant to the development of engelside terraces. >> it's cool looking though. >> yeah, i have always loved those for some strange reason. you don't always get a lot of sun in many parts of the year, but here with the latest on the temperatures that are a bit cooler and the winds. sandy? >> reporter: yeah, the winds, they have been onshore and gusty today. keeping those temperatures dan and ama below where they should be for may. i want to show you the winds right now 35 miles an hour in san francisco. you'll notice the direction coming off that cool ocean water. 28 in liver moore. 26 in san jose. many areas are feeling this as you look at the live picture.
