>> i'm dan ashley. abc7 has a commitment to building bay area and we are seeing progress happen. >> today we learned california's mask rules will expire on june 15th. for weeks, we have been told california will reopen. >> it is a great feeling that will change everything and we have been tracking to that date for quite some time. >> since the cdc changed its mask california is one of just three states that did not change rules to match. a week of waiting until today to find out what the future holds for us. abc7 news reporter, luz piña is live in the newsroom. >> dan, i spoke with several public health officers who tell us they are glad california is finally announcing a date to look forward to for counties to

appear. current mask use rules say people currently vaccinated do not need to wear a mask outdoors. in four weeks, that will change. after mounting pressure and five days after the cdc's mask guidance, today, dr. mark kelly, california's secretary of health and human services said nothing will change in the state until june 15th. >> it is a four-week period that will give california time to prepare for the change. while we continue to relentlessly focus on delivering vaccines particularly to underserved communities that were hard-hit throughout. >> reporter: dr. galli says they reviewed the evidence by the cdc science but california needs more time. currently over 50% of

californians have received at least one dose of the vaccine. >> to put it into context, 568,000 americans died out of 328 million before we had the vaccines. now there is a one in 1 million chance that you would get sick from covid-19 based on their breakthrough infections. these vaccines are so good. >> dr. monica gandhi has advised the biden administration on what to lift national mask rules. we asked her. you feel like california could follow the cdc's mask guidance today? >> they could based on vaccination rates however, people aren't ready. we will find that, too it is hard for businesses to decide how to enforce things. >> marin county health officer is glad they have a four week offer. >> i'm relieved the state has recognized that. we of marin county have some of the highest vaccination rates in the state and we ourselves don't feel ready. here is why dr. willis says that timeline is essential. >> now we are midday and the only people --

vaccinated at the end of march. the state is getting ready to change the vaccine strategy. what will san francisco do during these four weeks. >> some of the things being done is to provide door-to-door invitations to get vaccines where we know there is a lower rate of vaccination. >> i also asked dr. phillips based on the san francisco data whether she felt confidence following the cdc's mask guidance and she said it could help but we should not step over the state's guidance. however, california's department of public health as counties should follow in other words the counties cannot be less strict than the state. >> a lot of people are asking how the state and counties will make sure people who are vaccin masks. >> great question. as it stands now, there is no

magic indicator so it is really an honor system. the goalrnia to have enough people vaccinated june 15th that we are closer to community immunity. several medical experts keeping out that 65 to 70% of the population vaccinated with at least one dose. once we reach that specific goal, dr. willis says it would not really matter how many people around you are fully vaccinated or not because we are in this level of higher- level protection by that date. >> thank you. on abc7 news at 4:00, i spoke with dr. patel, a member of our abc7 vaccine team to get his take on the timing. >> i'm not surprised by it. to be honest. if i were to rewind time i would not have been surprised that this was the cdc's initial guidance. we talk about june 15th less than one month away. it gives us time to plan to rev up those vaccination numbers.

>> dr. patel points out you are only fully vaccinated if it has been two weeks since you got your final shot. while not surprising, california's position on mask guidance is not sitting well with some. abc7 news reporter laura anthony has reaction. >> i want to enjoy the fresh air. >> reporter: six-year-old jackson is feeling like a lot of us, tired of the mask. in california, it has to stay on. for another month. >> are we okay with that? >> not really. i would like to take my mask off. >> reporter:'s older brother is okay with it for now. >> i'm fine wearing a mask. a couple of weeks ago i got my vaccination in my arm but i still wear it. >> despite cdc guidance that says masks are unnecessary for those fully vaccinated. >> reporter: california will forestall the freedom from the face coverings until june 15th. >> for me, i am going to err on the side of caution and i'm going to wear mine for a long

time until i feel comfortable not wearing it. >> reporter: we talked with plenty of people who are fine wearing the mask for another few weeks but then there are those who are beginning to question whether california really knows best. does it bug you that california does its own thing? >> that is very frustrating. because every other state doesn't have to at this point and it seems as though that works for them, why wouldn't it work for us? >> ideally if they were more in line with the national mandate it might be easier. because it is confusing when you go into a restaurant. do you wear your mask for three steps and take it off? it causes a lot of confusion. i'm hoping it is not hurting our local businesses. >> reporter: as for jackson, he may not love the mask that he told us he will wear it for at least a little while longer. in the east a, laura anthony, abc seventh -- abc7 news.

on midday live, shortly after the decision, we asked which guidelines you are following. the mass vast majority they are sticking with local guidelines. 7% when the cdc's recommendation. >> one reason mask rules are being the last relaxed nationwide is because we are lowering case rates. a point emphasized by president diet biden today. >> for the first time since the pandemic began, pandemic cases are down in all 50 states. for the first time. we are not done fighting this virus. we still have tens of millions left to vaccinate. >> we are tracking vaccination rates right here in the bay area and we have some of the highest in the state. marin county leads the way. 70% of residents there have gotten at least one shot and 60% are fully vaccinated. every local county has given one shot to at least 60% of

residents. lewis vaccination rates are in solano county, just under half the population has gotten one shot and only about one third of fully vaccinated there. you can check out the rates where you live. this interactive map is on abc7 .com. if you have questions about these vaccines, ask the abc7 news vaccine team by going to abc7news.com /vaccine and click on the big blue box. salesforce tower welcomed san francisco police back to the office today. the 100 fully vaccinated employees volunteered to be the first to return. salesforce has a three-part reopening strategy following groups of volunteers, and other employees will return as offices rent up ramp up to 22 40% capacity before getting up to full capacity. employees have the option of working at home. >> i want to get back to normal. i'm fully vaccinated. i want to interact face-to- face. i love my family but i love the

city as well so i want to be out and about. salesforce has on-site covid testing and employees have to be tested twice a week. there are health officers making sure safety measures are followed. some businesses have a clear path to reopening. wedding and event planners are confused, limiting living in limbo. a plea for advice. >> to be honest there is not an understanding. >> reporter: alicia has been in a holding pattern, her business, weddings, big and small and large social and corporate events in the bay area and beyond. her warehouses full of hearty decorations gathering dust. there are about 3000 shares for wedding events in this warehouse. right now, no one to sit in them. the governor said he wants california's economy to reopen june 15th. but alicia needs more information to move forward.

>> other guidelines changing for live events? do we have to do anything? we need to be able to plan. >> reporter: she says for now, she is in limbo. that is ironic considering she is the founder of the california events coalition in sacramento, an advocacy group for live events in sacramento. leo kept his job but it has been slow. >> i'm looking for more jobs. >> reporter: last month california gave the green light for indoor concerts and sporting events to resume with covid protocols but alicia says her events don't involve side assigned seating. >> when there is eating and drinking it is different and that's why we really need guidelines to be there. >> reporter: in a statement to abc7 news, the california department of public health said couple, "as we get closer to the identified reopening date, we will continue to provide additional guidance in details."

a neighborhood came out in force today over plans for commercial cannabis operations. as abc7 reporter, wayne freedman explains, tension will only increase over this. >> reporter: for almost 150 years, residents have said liberty valley in sonoma county has been a small corner of rural heaven. 2 it is simple. it is nice. >> reporter: but for how long? i don't want any industry in our neighborhood because this is not an industrial neighborhood. >> >> reporter: he is talking commercial cannabis being grown in this 50 acre plot. jake and laura but the original homestead in 1876 and having them with that just outside their backyard? >> the property and home bring me peace and mfort. >> -- cannabis.

wayne freedman, abc7 news. an area hard-hit by crimes during the pandemic with act this curtailed to prevent crowding. david louis found out the improvement project is off to a contentious start. >> reporter: with arguably the best views of san francisco, twin peaks has fallen on tough times during the pandemic with severely limiting crowds and a crime wave including car break- ins captured on video. supervisors are imagining a new 20 peaks that would include a cafe, visitor center or public art space to make it more attractive to residents and tourists alike. >> these and other amenities could offer a sense of welcome. also economic opportunity and also consistent activity to help alleviate some of the

crime opportunities that some of the neighbors have seen. >> reporter: such a plan will require the collaboration of multiple city departments and the public. >> i want to make sure that they hear our voices and we come up with a process that is transparent in terms of coming to a consensus. >> reporter: there is skepticism whether the voice of twin peaks residents will be heard. >> they ought to talk to neighbors first about what we would like to see. then with that guidance, go to those outside contractors and work with them taking into account what we are asking for. >> reporter: russell claims he had other neighbors were never told about a recent survey to get input. the plan to update twin peaks will take time and money that has not yet been budgeted. >> we are looking for input from as many as possible. it is really important. >> reporter: and a revision to the proposed resolution is in the works before it can go to

the board of supervisors. david louis, abc7 news. oakland's new fire chief was sworn in. he comes from hartford connecticut where he was fire chief for five years. he wants to build on oakland's proud legacy and strong foundation. >> i want to be a driving force behind an ambitious recruiting and training program, a comprehensive inspection program, a robust community risk reduction initiative, while making sure that our members have the tools and resources necessary to get the job done. >> freeman also talked about the oakland hills understands the challenges of california's wildfires season. i suspect is in custody accused of setting a wild fire threatening multimillion dollar homes in topeka canyon not far from the palisades and malibu. the fire broke out friday and erupted saturday afternoon, raging in brush that has not

burned in 75 years. 1300 acres have burned with more than 1000 people evacuated. no buildings have been damaged it is scary and a sign of what is to come. >> that is why everyone is so understandably nervous. we could have spencer, with any luck, we will get lucky but we could have a bad fire season. we certainly could because it is so dry and we didn't any rain at all or significant rain in the last couple of months of the rainy season. right now, windy conditions and we are fortunate it is not hot. it is quite windy with wind speeds up to 39 miles per hour through san francisco right now anne gust near 30 miles per hour in other locations. we will probably see those when that's winds taper off and you can see most of the bay area apart from the north bay is a few degrees cooler than yesterday. with the cooling in effect, that diminishes concerns about fire. it is still dry and windy.

overnight and early morning hours and come right back up again tomorrow afternoon into tomorrow evening. 8:00 tomorrow evening we will probably be looking at gusts near the coast at 40 miles per hour or higher and 30 to 35 miles per hour in other locations. this will be the pattern for a few days until things that milder. overnight, low clouds and fog as i mentioned, they will explained expand along the coastline. by midday we will see the clouds being swept away by strong winds along the coastline. mainly sunny tomorrow afternoon after a little bit of a foggy morning to start. noticed the areas of green. we can expect g patchy drizzle along the coast and inland areas. mid to upper 40s, high temperatures to mid 50s at the coast, windy conditions. mid and upper 60s near the bay shoreline. in land warming up to mid 70s to about 80 to 82. windy and cooler on wednesday

we welcome you back with a live look at the san francisco international airport. face masks are still required for travelers here. there are more of them lately. the tsa set a new record yesterday by screening more than 1.8 million travelers at airports across the country. that is the highest number since the pandemic started and represents about 70% of pre- pandemic

another sign of a rebound. are you ready to travel? do you remember the i.d. needed to board domestic and international flights? 7 on your sides michael finney is here with a travelers i.d. guide. >> dan i have to tell you, the rules have changed somewhat. they were complicated to begin with. that is typically so. on my facebook page are plenty of questions about what i.d. you need. if you want to flies these days, after being sidelined for a year, even savvy travelers may have forgotten some of the travel rules. we all remember the tsa security line but do you remember all the i.d. rules? we were told we would be left at the gate if we did not get the more secure real i.d. driver's license. well, only about half of us got through the dmv lines before the pandemic slowed things down. so that begs the question, what is the deal with real i.d.? >> great question. last year, at the onset of the pandemic, the department of

homeland security delayed the reinforcement date for real id. then it was delayed a second time. again, tsa spokesperson, lori genghis. >> since then, with the biden ministration coming in, they have extended the real enforcement deadline to may 3rd, 2023. >> so your current driver's license works even if you don't have one that is real id compliant and even, get this, if it has expired. if your drivers license, pat port passport or whatever i.d. you're planning to use is expired, tsa will accept the document for up to one year past the expiration date. if you don't have a license or it is more than one year out of date, 7 on your side caroline debs offers this.
