. we are have breaking news at 5:00. a birthday celebration that ended in and now the investigation in the east bay overnight. it is a great deal that will take place on june 15. we have been tracking to that day for some time. new details about california's mask mandate. why is state is a weight until june to ease the rules. and they have been offline since the start of the pandemic, but this morning we are learning when the iconic cable cars could be on the move again. good morning, it is tuesday, may 18th . you are th watching us on wherever abc7 news streams. let's start with mike and a

look at our forecast. >> good morning, everybody. take a look at live doppler 7. a few clouds in the east bay and along the coast. that is it. drier air is filtering in on the fast northwest winds that will bring us extra sunshine and slightly warmer temperatures. 21 in fairfield, let's see what happens during the afternoon hours. we are in the 50s along the coast, but at least we will break the 60-degree barrier in san francisco. mid to upper 60s around the bay and 70s inland and 80s around antioch and fairfield. it will be short-lived. cooler weather is on the way before a weekend warming trend. we will talk about that coming up. back to you. gunfire breaking out at party bus in oakland in our breaking news. let's get right to jobina with more at the live desk. >> multiple ona

party bus just after midnight. just an awful situation. the east bay times is reporting one of the people shot is dead. the victim is reportedly a young woman from stockton. video shows the bus parked outside the oakmont police station with shattered windows. there are reports the bus was transporting a group for a 21st birthday party when the shooting happened. >> we have three female victims in their 20s with wounds to various parts of their bodies. >> a person shot on a party bus. people screaming. >> as for where this all happened, that is still unclear. we are seeing multiple reported crime scenes set up. oakland police have one at 68th and foothill boulevard. at one time the chp closed a stretch of eastbound 580 and mcarthur boulevard. the lanes are back open. we reached out to oakland pd for more information. so far we have not received a response. >> thank you, jobina.

if you are vaccinated you will be able to ditch your face mask in a month. california will align with the cdc recommendations. now why our state wants to wait a little longer than most, though, with francois hollande. >> reporter: from what we are hearing local health officials let out a sigh of relief at this announcement. they were happy to hear this news. the state of california ke four more weeks to get ready before lifting the mask mandate. they will officials in morin and san francisco said it will be good to have more time to focus on getting people vaccinated. the cdc has said the country can lift the mask mandate now, but officials say california needs more time. >> this four week period will give californians time to prepare for the change while we

continue to relentless focus on delivering vaccines, particularly to underserved communities and those hard hard throughout. >> now, counties cannot ignore state guidelines to is mask mandate will remain in california until june 15 which is when the governor has said the mask mandate will remain in place. officials will change their strategy to do more outreach to goat more people vaccinated by june 15. amy hollyfield, abc7 news. >> thank you, amy. california is one of 23 states that has some type of statewide mask rules. 18 states that have mask orders covering the general public lifted them and 11 states didn't impose mask mandates at any point during the pandemic. vaccine clinics will open at contra s to in an effort to increase

up from school. more than a foot of rain fell, making it the wettest day on record. in southern california a suspect has been arrested for starting the palisades fire. crews have been able to hold it at around 1,300-acres. it is 20% contained and evacuations have been lifted. and unfortunately the winds are going to pickup around that area as we head throughout the next say 24 to 48 hours. that is going to mean heightened fire danger continue in so-cal. here at home mostly clear. mid to upper 40s. 50s in the los altos hills. temperatures in the mid to upper 40s in the north bay. livermore 48. 49 in redwood city and elsewhere in the low to mid- 50s. san jose looking north from 87, we will see temperatures bumping up a little bit today

imposing big fines in the hope of getting things under control. >> reporter: in this morning's "gma first look", cracking down on unruly passengers. this week the faa proposing its biggest fine this year, more than $52,000 for a passenger that tried to open a cockpit door on a delta flight from honolulu to seattle before striking a flight attendant in the face. >> in my experience at a commercial airline captain for 27 years, unruly passenger incidents themselves are nothing new, but we have seen an alarming increase in the rate over the last few months. it is something we need to get under control that. is why we adopted the zero tolerance policy. >> reporter: much more on proposed fines at 7:00 a.m. laws with more and more americans flying, expert tips to getting the flight you want without breaking the bank.

abc news, new york. we know it is stressful to weigh your checked bag at the airport at times. imagine having to weigh e rev a new re you get on a weight and balance program to make sure that smaller planes are safely balanced. a concern americans are getting heavier, but the faa and airlines have not updated their estimated weight distribution. so now they are considering asking passengers for their weight or they might just have a scale right at the gate. offering the information would be entirely voluntary, be you if you declined then they would ask another passenger and so, what, you don't get on the flight? >> i swear this has happened to me before. >> really, how? >> because i was on a really little flight. >> then they asked you how -- >> they needed to balance the plane, so they were weighing people. >> i am sure that went over well.

you can see some openings there from the ferry camera to the bay bridge. that is a good sign of sunshine in our future. temperatures almost average from mid to upper 60s in the bay, 70s in the south bay and north bay. along the coast it will be windy. temperatures there in the mid to upper 50s. but it will also be breezy around any body of water today. be ready for that. we have a roller coaster of temperatures coming up in the accuweather seven-day forecast. a wind advisory and potential damage also in our future. i will have that next. see you in a bit. >> mike, thank you. brecking news in oakland. at least one person is dead after multiple people were shot on this party bus. you are seeing video of the bus parked now at the police station. the group was apparently celebrating a 21st birthday. it is riddled with bullet holes and shattered glass. it is unclear where the shooting happened. oakland police are reporting a

crime scene at 68th and foothill boulevard and 580 and mcarthur boulevard were closed at one time overnight. we will bring you updates as soon as we get them. president biden says by today 60% of adults will have received at least one dose of the covid-19 vaccine amid a nationwide confusion over what to do about masks. the cdc is saying you don't need one while outside or inside in most cases if you are fully vaccinated. jobina is joining us from the live desk with dr. anthony fauci's message for people hesitant. jobina? >> many americans are asking the question do i leave my home without the mask, leave it home all together? capacity limits a lift indoor and outdoor mask rules. many say they are hesitant, especially with two-thirds of americans unvaccinated, but dr. anthony fauci says you should

not worry. >> people who are vaccinated should feel safe, but even if you have a breakthrough infection, the chances of your transmitting it to someone else is extremely low, very, very low. >> in the meantime target and home depot have joined chains like starbucks, grady joe's and costco in dropping mask rules but it only applies in states without mask mandates. >> it will be a few more weeks before we can get rid of masks here in california. that timeline is not sitting well with everyone. amy hollyfield is live in walnut creek this morning. hi, amy. >> reporter: good morning, reggie. california officials say they are doing this to give all of us more time. they want people who have been waiting to get vaccinated to get out there and get it done, take care of it in the next few weeks, get that shot. they want to give businesses time to prepare for the change

and give us all time to mentally prepare for the shift but here is reaction we have heard on the streets. >> i am going to 'err on the side of caution and wear mine for a long time, until i feel comfortable not wearing it. >> i think ideally, if they were more in line with the national mandate, it might be a little easier to -- because, i tell you, it is confusing when you go into a restaurant. do you wear your masks for three steps and take it off? it causes a lot of confusion and i am hoping it is not hurting our local businesses. >> well, june 15 is e y we can keep in our mind. the governor has set that date as the date the state will reopen. that will also be the day the mask mandate will be dropped. that is when all the confusion can melt away. vaccinated people are clear to take their masks off outside right now, but indoors, in public places, we will still wear our masks until june 15.

we are hearing relief from local health officials from morin to san francisco. they are saying they are glad the state decided to wait. they just don't feel quite ready yet. live in the east bay, amy hollyfield, abc7 news. >> thank you, amy. bay area business owners say deciphering between the state and federal mask guidelines can be confusing for customers and employees. the biggest difference says the cdc says vaccinated individuals don't have to wear a mask in most indoor situations but the state says they do until june 15. restaurants say the contradiction can cause conflicts, especially as they get busier with more people leaving home. experts say the cautious approach is warranted. >> there are a lot of et veit a little more time. we are opening on june 15. let's make it that day. >> california officials will spend the next few weeks deciding how to implement the new guidelines and whether or not people will need to show

proof of vaccination come june. the governor's june 15 full reopening target may give businesses a little more time to prepare, but bay area wedding and event planners are stuck in limbo. since they are not considered live ticket or sporting events there is a ground-to-air on their social guidelines. >> when you are looking at mingling, eating and drinking, it is much different. we need our guidelines to be thorough. i have been telling my clients let's wait until 2022 because things will be much clearer at that point. >> is state department of public health said quote as we get closer to the guided reopening date we will continue to update details related to different sectors. don't people need to plan their weddings? >> they do! well, a hundred fully vaccinated employees volunteered to return to their

jobs at salesforce tower yesterday. employees also have the option of continuing to work from home. >> i am fully vaccinated. i want to get back to normal. i want to interact face-to- face. i love my family, but i love the city, as well. i want to be out and about. >> sales force has on site covid testing and employees have to be tested twice a week. there are health officers making sure that safety measures are being followed. in a move that is opposite of current trends, upwork is moving its headquarters to san francisco. it will be move frank santa clara to 47 brandon street in soma. san francisco business times reports the new sf officers will be smaller in an effort to insuring employees to work from home. the new offices will be more accessible with a caltrain stop nearby. well, we are focusing our attention on all types of

napa to 58234 antioch. micro climates out there because the cloud cover is not nearly as extensive as it was yesterday, now blanketing many of us. expect faster sunshine today, temperatures warming quicker in the mid to upper 60s away from the coast at noon. 67 to 71 at 4:00. low 60s at 7:00 and we will stay in the 50s pretty much the entire time at the coast. as far as the commute planner, the winds will pick up after 9:00. expect it to get dicey on our bridges and a little choppy on the water after that. with the winds coming off the ocean, moderate, one area inland and east bay, everybody will be good today through thursday and it has been such a string of clean air. it has been really nice to be outside. today is no exception. let's get to the commute and jobina. mike, i am seeing a little but of that. the chp issued a high wind advisory for the altamonte pass. we have a new crash involving a big rig and one other car on

in the north bay today we could see a fil decision on a bitter neighborhood battle over marijuana. residents of liberty valley near petaluma held a rally outside the sonoma county offices yesterday, upset over proposed changes to cannabis growing rules that would allow a 50-acre grow right in the middle of a neighborhood. >> in this county there are places to grow cannabis. we need to define where those are and point people in that direction. >> if it wasn't great, if it was anything else, i would not want it here in my neighborhood. it is all about the impact it will have. >> the board of directors starts this morning at 8:30. you may not be familiar

with san francisco's most iconic structure but a huge sundial is in one of the city's mugiest neighborhoods could become a landmark. this is the urbano, orthe urbano eagle side sundial in the engelside neighborhood. it was made in 1913 and it was supposed to attract house- hunters to what was then san francisco's newest neighborhood. supervisors are now considers designating the sundial as a landmark. it is said to be significant to the development of engelside terraces. the golden gate bridge is still singing. listen -- [ making humming noise ] >> this has been going on since last year. experts say the noise comes from wind passing through new railings and wind fehrings on the western part of the bridge. engineers in canada are trying
