san francisco's city hall is getting some needed help. it's a neighborhood where people live and work but feel under siege by the crime that takes place there every day. starting tomorrow, though the mid-market area will have a larger police presence follow bid more community ambassadors. good evening i'm >> and i'm dan and the area street is going to be cleaned up. >> reporter: what the mayor is

doing is putting a safety plan before any reopen. >> reporter: as covid-19 spread throughout san francisco many large businesses and their employees left the mid-market area leaving behind those who had no other option than to live and deal on these y streets. there's no sugar coating it. >> selling drugs, selling and buying products. using drugs publicly in broad daylight as families stroll by and walk by that area. >> reporter: a number of crimes committed against asian- americans has given people the perception that the area is not safe. but as businesses start to think about reopening, safety they insist has to be a priority. stephen gibson is with the mid- market business association. >> a lot of the businesses are not yet open. and so they're just beginning to think about opening and you know the question is will sandomrtab. me unless they feel >> reporter: the mayor's plan called mid-market vie vibrancy and safety plan starts tomorrow

with more police strolling on foot. businesses that are barely surviving welcome the plan. >> it's great yeah the city yeah. people here, yes. it's great to be more safer. >> reporter: just as important are the community ambassadors from urban alchemy. more of them will start connecting people with needed services. >> we need to see something done to keep the area clean and clear and people want to see many of those folks who struggle with addiction get the help they need. >> reporter: this is supervisors matt haney's district. >> on its own just the policing i think won't be enough but the foot patrols, the community policing that approach is the best way to do policing. >> reporter: the mayor said there's money funding the progr which will also count on dollars from the private sector. and uc hastings is also in that area. the university has received $3 million in state funding over 3

spend my vacation so this is where i'm add. oakland's police chief is now weighing in on a shooting that targeted a party bus. multiple shooters with high capacity weapons targeted a person celebrating their 21st birthday. two people have died. others are recovering from gunshot wounds. leslie brinkley has the latest on their attack. >> reporter: the white dots you see are bullet holes. more than 70 of them puncturing this black party bus at 12:19 a.m. the bus was filled with young people celebrating a birthday. two women died. five others were wounded in the shooting that started on a freeway off ramp. here are audio exerts from police calls. >> open line, people screaming. >> i'm talking to the driver of the party bus. they said they were shot on the freeway, getting off of the seminary exit. they were actually on the

freeway when they were shot. >> reporter: the bus pulled off but the suspects continued shooting at the bus from a vehicle near 68th avenue and foothill boulevard. >> there's limited information on this event but it does not appear to be random. chp is going to be leading the investigation with the assistance of the oakland police department. >> reporter: just last month, a 25-year-old woman was shot while riding on a party bus in east oakland on mcarthur boulevard. there were 30 passengers on board. that woman though, survived. oakland's police chief said enough is enough as he visited the wounded victims in the hospital. >> looking at a young lady who was severely injured reminds me of my own children. i have a 19-year-old daughter: this is a moment for us to say this has to stop. >> reporter: the bay area news group reported that victim's family members showed up at the eastmont police station. they claimed a 19-year-old

stockton woman was one of those who died. a man told them that he was the father of a 21-year-old celebrating her birthday, saying she was hit on the leg but is in in stable condition. chp is asking for the public's help in identifying the suspects and the vehicle they were in. in oakland, i'm leslie brinkley, abc 7 news. oakland police say they're making progress in cracking down on illegal side shows. police release third-degree video showing some of the 2 dozen vehicles that were towed over the weekend. eight people were arrested after officers broke up two separate side shows. chief loren armstrong says it's thanks to the city council authorizing funding to deploy a full time side show detail on weekends. officers are working to identify other vehicles involved this weekend and tow them away as well. alameda county district attorney nancy o' malley announced she will not seek

reelection when her term expires next year. o' malley was selected for the position. she became the first lady in county history to be elected to the office. the 67-year-old says she's proud of her record and says her great accomplishments include fighting for human rights and creating the first office fighting human trafficking. employers can welcome back workers back to the office however they must verify vaccine status. the news comes as santa clara moved to the yellow tier today along with santa cruz. that means minimal spread of covid and the losest restrictions. san francisco and san mateo county are already in the yellow tear. everybody else is already the orange tier. this is really fantastic, and we're in this safe place

because of all of you who have gone and gotten vaccinated and help make our county a safer place. the county says it will follow the state's mask guidelines which are set to expire on june 15th. to marin county now where two major developments are taking place in a battle that could stave off what could be the worse drought in history. first sonoma county has announced it will cut shipments from the watershed. that goes to novato by 20%. the board of supervisors announced a drought that could pave the way for help. we spoke to a who sees dire days ahead. >> reporter: a cattle farm, are where we would not find them. >> they would be in the pasture.

>> why aren't they? >> because it dried up. >> reporter: he's facing the worse drought that most of his ancestors could never imagine. all of marin county declared a drought emergency today. marin received very little rainfall this winter causing seven reservoirs to come way down. people around here have not seen conditions like these since the drought of the mid- 70s. to get through that then the county built a pipeline to carry additional water across the richmond. the to do news marin county has better resources. >> we're more resilient. >> reporter: both of the county's water agencies are using for people to use much less. >> i want them to primarily concentrate on outside water

the house approvalled legislation to criminalize hate crime acts. the senate passed the bill last month and now it goes to president biden for hi signature. the bill would create a new position at the justice department to expedite the review of hate crimes. it will also help local law enforcement improve their investigations into covid-19 related attacks. in the south bay, city leaders are introducing a proposal. for second time offenders the penalty would jump from 5,000

to $10,000. the fine for a third offense would remain at $10,000. san jose city council is expected to vote on the proposal tonight. and a big turn around. sanford says it will not be cutting 11 sports from its athletic department after all. the school says its financial situation has improved though it will still have to fund raise for the sports. among the sports that are saved mens and women's fencing, field hockey, rowing and men's volleyball and wrestling. the are changing the rules. starting friday fans sitting in socially distanced sections will no longer have to proof of vaccination. fully vaccinated seof

vaccine clinics are now open at contra costa county schools. it's an effort to increase vaccinations among students now that eligibility has been expanded. antioch middle school and concord high school are hosting free clinics from 8:00 a.m. through 3:00 p.m. on saturday. next week sites will open at pinol valley high, pittsburgh high, ignacio valley high and etna hill. anyone eligible for a vaccine can go to these sites. tourists headed to yosemite will have to make changes. starting friday users will need a day use reservation to use the park. the reservation system is made lllot different than years past at yosemite national

park. after a shut down park officials are bracing for a rush of hikers and sight seers. >> this year we see it going up already. as we're getting into the summer season and people are really anxious to get out and about. >> reporter: hiking trails and popular attractions like half dome and upper and lower yosemite falls will be open but to be able to see them you must plan ahead. the park is issuing reservations. >> i think the reservation system is a good idea because we don't want to crowd a bunch of people out here. the only thing is its epl ár impossible to get a reservation. >> reporter: reservations have already opened up for many of the summer months. if a date you want to visit is already booked check back in. >> be familiar with the system. look at the dates. look at when you want to come up. we understand that we're all

right now from mount tamapayas. sfo 45-mile an hour wind. 39 39 miles per hour in concord. 32 in novato. it will be feeling a little bit like an air conditioner if you will if you're near the coast. we do have stronger wind coming. a wind advisory will be coming tomorrow night at 5:00 until 5:00 a.m. thursday. this may get extended wind gusts 40 to 50 miles per hour. now it means a possibility of a few power outages and downed trees. definitely secure any lose objects you may have on your deck or backyard. be careful if you're driving. the pattern we have right now is what's causing the windy conditions. and it's only going to get worse as this area of low pressure to our north starts to drop downwind will increase tomorrow. that low is going to to the sierra nevada.

talking about a few inches of snow and lake wind advisory for the tahoe area. locally we do have clear skies whatever fog we had this morning cleared away. here's a live look from our eastern hills camera. you can see how shaky it is right now. low to mid-70s from san jose to morgan hill. warmer than it was yesterday. that's for sure. and from our sutro tower camera you're looking at a sunny san francisco. 78 in santa rosa. it is currently 84 in vacaville and 77 in concord. bright skies in santa cruz where some people are out and about. gusty wind the next few days. cooler with temperatures well above average this time of year. then we have lighter winds and warmer weather coming your way next weekend. gusty pattern remains with us. the wind ease except at the coast tomorrow morning. only to ramp up again. 55 miles per hour tomorrow night. 46 at half-moon bay. 40 in san francisco. the gusty winds will spray to the inland areas as well.
