police say multigunmen with high capacity weapons targeted a party bus full of people celebrating a birthday. >> one of the victims 16-year- old zoey hughes was remembered at an emotional vigil in modesto tonight. the shooting happened on eastbound 580 overnight in oakland near the seminary off ramp. jr stone spoke with heartbroken family members who of are devastated. >> this is 16-year-old zoey hughes who died in the hospital after a shooter or shooters fired 70 round into a party bus she and others were on. her cousin still in a state of shock. >> i still kind of feel that i'm in a really bad dream and i'm hoping that i will wake up from it. >> reporter: 7 women were hit by bullets. two of those shots proved to be fatal for hughes and another woman. >> someone came and targeted this bus.

two shooters it appears. they came here with a specific purpose and that is violence. >> reporter: the shots were originally fired along i 580 near the seminary off ramp in oakland as the driver exited and tried to get away. more shots were fired at foothill boulevard and 68th avenue. >> it just demonstrates how completely out of control gun violence is in oakland right now. >> reporter: oakland's police officers association president says gun violence like this is surging and the police department has just 705 officers on the street. the lowest number in six years. destiny algen says her zoey was fun loving and had just been at a birthday dinner. >> she was just 16 and it made me feel that she was scared.

notice the winds at the lower elevations 43 to 47 along the coastline even the inland areas are going to feel the wind tomorrow afternoon going into tomorrow evening. 40 to wind going into the 7:00 hour and then the wind subside briefly thursday. except near the coast, only to pick back up again so i wouldn't be surprised if that advisory gets extended beyond thursday morning. here's what's going to happen. even if it's going to be cooler tomorrow because of the conditions i just explained. fire danger will be running in the high to very high category for parts of the north and east bay. shaded in the yellows and oranges. here's the culprit. it's an area of low pressure that's going to be dropping southward and as it does it is prompted winter weather advisory for the sierra nevada beginning 11:00 p.m. this is the northern portion of the sierra tomorrow night until thursday night. a few inches of snow is expected. take a look at the hour by hour forecast by thursday evening we're looking at snowfalling
