like it but here goes. today at 5:00 in the evening through 5:00 tomorrow, a 12 hour window of potentially damaging winds, up to 50 miles per hour blowing northwest to southeast, everywhere except for the santa clara valley. you can see the winds at 26 at half moon bay. 31 in oakland. they will get faster. there are a few clouds out there as you can see as we look at 280 and 17 at the south bay. they will not last long. sunshine will rule and temperatures are dropping back below average with mid-to upper 50s on the coast into san francisco. low to mid-60s at the bay. upper 60s to low 70s inland. i will let you know how long this will last coming up in the seven-day forecast. >> thank you. we are learning more about the victims of a party bus shooting in the east bay. we first told you about this yesterday on abc7 mornings. the victims were targeted while celebrating a 21st birthday. we know one of those killed was

just 16 years old. >> it is just devastating. zoe hughes mother says she as no idea her daughter was on a party bus and she is demanding the driving service be held accountable for letting her daughter on board without any identification. a vigil was had held last night in front of the family's home. zoe and her friend died after a gunman fired more than 70 bullets at the party bus. the east bay times has identified zoe's friend at 19-year-old alacea thurston of oakland. seven women were hit by the gunfire and two died. the shots were fired on interstate 580 near the seminary off ramp. as the bus driver exited and tried to get away, more shots were fired at hill boulevard and 68th avenue. >> she was my best best

>> all right. we have less than a month left with the state's tier system. on june 15th, the state's economy will reopen. kristen zee asked the health and human services secretary for specifics. what does that mean? does that mean everything can reopen without capacity limits? what will be different? >> well, we are hutting that out later this week, maybe early next week to be all of our businesses. in general, it will mean the capacity limits are no longer. everything we have been working through for a safer economy, every tuesday, tier up dates where counties move between the different tiers, we will be moving onto what we talk about at harm reduction, good guidance on how to keep yourself and your community safe. >> june 15th is the day that the

state is planning to drop the mask mandate. >> speaking of that, giants fans will no longer be required to show proof of covid-19 vaccination or a negative test to enter oracle's park. the team announced this ahead of the highly anticipated game with the dodgers. if you want to be in a certain section, that's when you will need to be fully vaccinated. masks are still required. confusion and hesitancy over masks continues. texas has banned mask requirements in schools. in the meantime, new york has dropped a mandate for vaccinated people. jobina is at the live desk tracking all of this. >> new york was the epicenter of the pandemic but starting today, mask wearing indoors is optional for people vaccinated. in texas, governor abbott has banned mandatory mask requirements at schools. it was done after the state recorded zero covid-19 deaths for the first time in over a

year. officials who try to implement mandates can be fined $1,000. every time that we think that we are almost to the end of this pandemic, it seems like that the state comes back and attacks a safety measure that we have asked for. >> in the meantime, white house advisor andy slavic is making a personal appeal to young people to get vaccinated. he revealed his own teenage son has been battling covid-19 for six months. he still suffers from an increased heart rate, shortness of breath and flu-like symptoms. in the north bay, marin county is declaring a drought emergency. this will open the door to get money from the state or federal government. you don't have to look far to see signs of the drought. normally green pastures are bone dry. one reservoir is at 0 capacity when it is supposed to be near 90%. you are being asked to do what

you can to use less water. >> i want them to concentrate on outside water use, curtail that. >> those building new homes could feel the pinch. starting in july, the north marin district will stop allowing new water hook ups. in july sonoma county will cut back deliveries to marin county by 20%. the city council wants residents to use 20% less water. officials say you can change simple habits like taking a shorter shower and shortening your outdoor irrigation times. governor newsom declared a drought emergency in sonoma county last month. when you miss nearly two feet of water, you can see why we are having issues in those areas. marin county is always the wettest county and they don't rely at all on the snow melt for their water and that's why we are having issues. let's talk about what is going g

on weather wise. we have low 50s in northern contra costa county, 43 in santa rosa, the cool spot. most of us upper 40s to low 50s. also wanted to show you the roof camera as we look at the ferry building. look at the flags. they are already unfurled and standing at attention. the fastest winds aren't even here yet. it is a breezy morning out here and it will be a windy afternoon and evening. temperatures will be in the 50s and 60s from noon to 4:00. back into the 50s at 7:00. make sure you dress appropriately if you are going out this evening, maybe for a walk before or after dinner. it will be a chilly one. here's a look at the coliseum and the breezy bridges, the choppy water. that's the big issue because of the winds that will be around during both commutes, faster during the evening commute. here's the bright side. the winds are bringing in

to northbound 880. number seven, the cables to scale up half dome at yosemite national park are back starting today. a limited number of permits are available. we are hearing from the idaho teacher who disarmed a 6th grade girl. it happened after the girl shot and wounded two girls and a custodian. >> reporter: in this morning's gma first look, an abc news exclusive. >> i just knew the lord was saying, you need to get out here. >> reporter: for the first time, kristen knighting, a teacher being hailed as a hero for her grace and compassion under pressure is speaking out on what happened at rigby middle school, may 6th. a 6th grade girl brought a gun to school and opened fire, the shots injuring two students and a custodian. >> i heard a really loud sound which i knew was a gunshot but my brain kept thinking of different things it could be because i couldn't believe there

would be a gunshot at our school. >> coming up, she will tell us what happened next, how she found the courage to approach the shooter, how she disarmed her before anyone else could be harmed and the incredible message of forgiveness she is sharing this morning. a florida man is in custody after he tried to kidnap a girl at a bus stop. the suspect gets out of his car, runs to the girl and tries to grab her. she fights him off and he runs away. police say the man had a knife. investigators tracked him down by locating his car at a nearby home. he tried to cover up the color of his car's bumper while painting it black but they could clearly smell fresh paint. he had blue slime on his arm which the girl was playing with before the attack. >> i need a moment. that was a lot. that was a lot.

70s inland. this will hang around for a couple of days. warmer weather coming up in the seven-day forecast. i will see you in a bit with that. >> thank you. developing news this morning, loved ones are mourning the loss of two young women killed in a party bus shooting in oakland. the group was out celebrating a 21st birthday. the victims have been identified as 16-year-old zoe hughes on modesto and 19-year-old alagsa thurston of oakland. five other young women were also hurt when someone fired 70 rounds at the party bus just after midnight on tuesday. oakland's police chief says it appears two shooters targeted the bus in two locations. chp is asking anyone with information to reach out to investigators. there is also a $40,000 reward being offered in this case. the santa cruz and santa clara counties are officially in the yellow tier of reopening as of today. the rules in both counties

mostly align with state guidelines, santa clara county has a caveat for the work place. amy hollyfield is live with the details. >> reporter: this is one we haven't heard of yet. let me tell you what the health officer said first. she said she is optimistic for the first time in a long time. so that's impressive words from her coming as they head into the yellow tier. she has changed the health order that has been in place since october. she will allow offices to open but she says they must have employees show their vaccination status. we haven't heard that in other counties. those who don't show their status will go on the nonvaccinated list for that office. the yellow tier means bars can reopen and allow customers inside. some bar owners say after the long wait, they are not ready yet. that capacity thing, it doesn't really affect my decision to reopen or not. we want to reopen when we are as

making progress in cracking down on illegal side shows. police released a video showing two dozen vehicles towed over the weekend. the chief armstrong says it is thanks to the city council for deploying funding for a side show detail on weekends. officers are working to identify other vehicles involved this weekend and tow them too. you are going to be paying a lot more right now if you are caught dumping things illegally in san jose. the city council voted to raise all fines to $10,000. right now, first and second violations cost $2500 and $5,000 and now it is going to be after this vote, a $10,000 fine any time you dump anything illegally. according to the city's website, residents can make an appointsment for a recycling company and pick up things like couches, mattresses and refrigerators for free. a rescue system on the

yosemite. you need a permit but there are a limited number available. the cables allow for hikers to get up the final stretch to the summit without having to use rock climbing equipment. after being temporarily shut down after the pandemic. they are bracing for a rus hikers. we are seeing it already as people are anxious to get out and about. >> the park has brought back day use reservations. shuttle buses will not be able this year so be prepared for more walking. i can attest to that because i was like, why am i still walking? my friend was like, we will go here, here, here. and i was like, okay. when i tell you we walked all day. >> do you know how far you walked? >> i don't know. it was nice but it was all day.
