building a better bay area, this is abc7 news. >> zoe was the sweetest, had the best heart. >> now at 6:00, a mother grieving, her 16-year-old daughter was killed in a party bus shooting in oakland, why she is blaming the bus company and what we are learning about another teen who was killed. two more counties in our region are now in the yellow tier but one of them is adding an extra rule for companies looking to bring people back to the work place. here's a live look outside from the mount tam camera, it is a breezy morning in the nort bay mountains. the wind is expected to strengthen later today. mike nicco is tracking a wind advisory. >> it is wednesday, may 19th, you're watching abc7 mornings live on abc7 and wherever you stream.

we will start with the advisory begins at 5:00 this evening and goes to 5:00 tomorrow morning with winds gusting up to 50 to 60 miles per hour. we are already feeling that around sfo and san bruno, daly city, hillsborough, we are gusting up to around 35 miles per hour. mount diablo was 57 miles per hour last hour. it is already out there. it will taper a little bit and return today. east bay valley and santa clara valley outside of this, winds up to 40 miles per hour on top of tam now. secure the outdoor objects, don't park under trees or power lines. be careful crossing bridges. temperatures in the 50s on the coast and san francisco. a few 70s inland. >> thank you, mike. we aea mebo the victims of a party bus shooting in the east bay. we told you about this yesterday

on abc7 mornings. the victims were targeted while celebrating a 21st birthday. one of those killed was just 16. >> yes, zoe hughes mother says she had no idea her daughter was on a party bus and she is demanding the driving service be held accountable for letting her daughter aboard without any identification. last night, a candle light vigil was held in front of the family's mome in modesto. zoe and her friend died when a gunman fired more than 70 bullets at the party bus. the east bay times has identified zoe's friend as elacea thurston of oakland. seven women were hit by the gunfire and two died. the shots were fired near the seminary off ramp in oakland. as the bus driver exited and tried to get away, more shots were fired at foo

boulevard and 60th avenue. >> she was my best friend. she did everything with me. i did everything with zoe. >> i hope they catch who did it. i hope he pays. i hope he suffers like we are all suffering. >> that is awful. chp does not believe it was a random shooting. so far investigators have not released any information about a suspect. a $40,000 reward is being offered in this case. >> thank you. starting today, there will be a larger police presence in some san francisco neighborhoods that have been hit hard by the pandemic. that includes mid market, u.n. plaza and the tenderloin. people who work there feel under siege by crime. the mid market vibrancy and safety plan hopes to reduce violent crimesnc community ambassadors which wilo keep the area clean, clear, and people want to see many of those

folks who struggle with addiction to get the help they need. >> the program would be funded with $5 million designated in the up coming budget and supplemented with private funding. today santa clara and santa cruz counties are entering the yellow tier. they are joining san francisco and san mateo county in least restrictive tiers. solano county is the only county in the area that is still in the red tier. santa clara has a new set of work place rules including asking whether or not an employee has been vaccinated. our reporter amy hollyfield is live in malpit s with what you can expect. >> reporter: santa clara has changed a health order saying it is safe to return to the office but that employers should ask an employee's vaccination status before they come into the building.

if employees don't show proof, they will be put on a nonvaccinated list. some businesses say they will require employees to get vaccinated. moving into the yellow tier also means bars can reopen. they can allow customers inside. health officials say residents should be proud about this step. >> this is fantastic and we are in this safe place because of all of you who have gotten vaccinated and helped make the county a safer place. >> reporter: the yellow tier is the least restrictive tier in the state's reopening plan. it means places already open like gyms and movie theaters can increase capacity, allow more people inside. on june 15th, the state will do away with the colored tier system. that's the date that the state plans to reopen . amy hollyfield, abc7. we have less than a month left with the state's tier

system. on june 15th, economy will reopen. our news anchor kristen zee asked the secretary of f health and human services for specific. >> does that mean everything can open without capacity limits? >> we will put that out later this week or next week to be specific with the partners in the business communities. in general, it will mean capacity limits are no longer. all of the things we have been working through, the blueprint for the safer economy, every tuesday, tier up dates when counties move between the different tiers, that framework will no longer be in california and we will move to what we talk about as harm reduction, good guidance on how to keep yoursel and your community safe. >> june 15th is the day the state is planning to drop its

mask mandate. giants fans will no longer have to show proof of a vaccination or a negative test to enter the field. they made the announcement ahead of the highly anticipated game against the dodgers. fans who buy tickets in vaccination only sections still have to show proof of vaccination. and you ahave to wear a mask regardless. new york was once the epicenter of the pandemic but starting today, wearing a mask indoors is optional for people who are vaccinated. in texas, governor abbott has banned mandatory mask requirements at schools. this was done after the state reported zero covid-19 deaths for the first time in over a year. officials who try to implement mandates can be fined $1,000. every time we think we are almost to the end of this pandemic, it seems the state comes back and attacks a safety measure that we have asked for.

marin county is declaring a drought emergency. it will open up the door forneyl government. the pasttures should be green but they are brown. the resory is should be at 90% capacity this time of year. the easiest fix would be rain but with no rain in sight, we are be asked to do what we can to use less water. in july, the north marin district will stop allowing new water hook ups. sonoma water will cut back deliveries to marin county by 20%. santa rosa is asking us to cut back on water use. the city council wants residents to use 20% less water. you can shorten your shower or your outdoor irrigation times. governor newsom declared a drought emergency in sonoma county last month. let's talk more about marin county. since july 1st of last year, we

almost 60 in diablo. the wind advisory goes in effect tonight at 5:00 into tomorrow morning at 5:00. look at the 36 miles per hour already on tam. if you vant yet, secure the outdoor objects, avoid parking under trees and power lines and be careful on bridges. there will be a nasty cross wind. temperatures in the 40s and 50s, only warming to the 50s and 60s throughout the afternoon hours. definitely cooler than average. i'll let you know how long this will last coming up. >> thank you. developing news this morning, loved ones are mourning the loss of two young women killed in a party bus shooting in oakland. the group was out celebrating a 21st birthday. the victims have been identified as 16-year-old zoe hughes o of modesto and 19-year-old alissa thurst. ht when someone fired 70 rounds at this party bus just after

midnight on tuesday. oakland's police chief says it appeared that two shooters targeted the bus in two locations. the chp is asking anyone with information to please reach out to investigators. there is a $40,000 reward being offered in this case. santa clara and santa cruz county are in the yellow tier today. the counties are aligning with had the state guidelines but there is one rule in santa clara that will have an affect on the work place. amy hollyfield is live in milpitas with that. >> reporter: the health officer says you have to show the vaccine card and let your employer know what your status is. she credits the vaccine with getting them to the yellow tier and why she feels optimistic for the first time in a long time. she has changed the health order that has been in place since october. she will allow offices to open but says they must have employees show their vaccination

status. those who don't show their status go on the nonvaccinated list. the yellow tier also means bars can reopen and allow customers inside. some owners tell us even after this long wait, they are not ready yet. >> that capacity thing, it doesn't really affect my decision to reopen or not. really we want to reopen when we are as safe as possible. >> reporter: so he is going to wait for the june 15th reopening date that the state has set. the yellow tier also allows places that are already open like gyms and movie theaters to expand their indoor capacity and allow more people inside. the yellow tier is the least restrictive tier in the system. the health officer says for a while, it looks like the race between variants and the vaccine, that is what she was focused on. she was worried about the race but she thinks team vaccine is holding and will win as the county crosses over to the

yellow tier. abc7 news. >> thank you, amy. sonoma county is planning to give an update on vaccine clinics and current mask mandates. county supervisors and health experts will be a part of this starting at 5:00 this evening. on june 15th, had the state will align with the cdc's mask guidelines and many counties will follow. that is welcomed news for a lot of us but not everyone. immunocompromised people say they are worried about being exposed to the virus because their bodies may not react the same way to the vaccine, meaning they will not have the same protection. >> i see it as i will have a month and a half since my vaccination to buy my own groceries. then it is back home being terrified. >> our patients are at the mercy of the rest of us to get vaccinated. >> what gives immunocompromised residents hope is seeing

vaccination numbers rise. so far, 50% of the state has receivered one dose of the vaccine. more than 5,000 12 to 15-year-olds have got ten vaccinated in san mateo county. 5300 kids have gotten the first dose. the county says that is 13% of the age group. at last check, nearly 80% of san mateo residents 16 and up have gotten their first dose. hospitals may be over counting the number of kids hospitalized for covid-19 in the u.s.. this is according to a new study by stanford researchers. they analyzed data from a hospital and found 117 child patients tested positive or hospitalized for multisystem inflammatory system. but 40% of the cases were asymptomatic. 45% of the admissions were found to be unlikely to be caused by the virus. you can check for the latest stories and the updates on our

app. search abc7 bay area to download now. new developments, a bill to counter hate crimes against asian americans is headed to president biden's desk. the u.s.ery. the legislation calls for the justice department to create a position to speed up the reporting of hate crimes. and it calls for making the more accessible at the state and local level. house speaker nancy pelosi is calling for an end to the ongoing conflict between israel and palestinian forces. she voices support for israel but called a seize fire necessary. the president met with congresswoman rasheeda tlaib at michigan before making a speech there. biden said the white house will do whatever it can to make sure her family is safe. tlaib is the first palestinian woman to serven rashe, want to say to

negotiating the terms. >> we have the numbers to pass it without a single republican but that doesn't get us to where we need to be. so the minority leaders last minute effort to sabotage whole effort is disengenuous because those of us who negotiated it did it in good faith. >> mcarthy wants the commission to to investigate violence last summer with protests. an investigation into former president trump's company is now considered to be a criminal investigation. this is according to the new york attorney general's office. the office has been investigating possible civil violations over th of the

happening today, opening arguments in the case of the murder of mollie tibbetts in 2018. she started kindergarten in the east bay. the family moved to iowa when she was mid way through elementary school. christian rivera is charged in her murder. the jury includes 8 women and 77 men. two east bay prosecutors have resigned. the two claim there was not unanimous agreement to file charges against sheriff's deputy andrew hall for the death of ded 33-year-old vladimir arb lda in 2019. niekter took a side on whether hall should have been charged. but the team wrote that the process does not instill confidence that truth, justice and fairness are the objectives. for a deadly shooting that happened in march. now ato the fallout from the

announcement that no charges will be filed against the north carolina officers who shot and killed andrew brown, jr.. the district attorney calls the shooting justified. jobina is at the live desk with how the family is reacting. >> this morning the brown family is calling the decision a slap is in the face. they want the justice department to intervene. protesters were back on the streets in elizabeth city. the d.a. released body camera video of the shooting showing how he says brown used his car as a deadly weapon against the deputies. >> the law enforcement officers were duty bound to stand their ground. >> at no point was andrew brown, jr. using his vehicle as a weapon. no officers were injured, no officers were knocked down. at every point, he was moving his vehicle from offers. ily' attorney says they are disappointed calling the actions of the deputies

criminally negligent. the entire interaction between andrew brown, jr. and the deputies was just 44 seconds. the sheriff says those deputies will not lose their jobs but will be displinked and retrained. as more people are vaccinated, a trend is underway to go back to the doctor's office instead of doing virtual visits. doctors see the trend as a healthy sign instead of doing virtual apoinltmentes. some are down to only two afternoons of virtual appointments a week. virtual doctor visits were 83% a year ago but have dropped to 27%. fear of close contact may have been an early concern. the high rate of vaccinations isn't the only reason for the change. >> some things could not be put off. especially since i do primary care, we don't want people to ignore those primary care chronic conditions that they have whether it is high blood pressure, diabetes, et cetera.

>> contra costa had health officials say they are seeing a big increase in people with undiagnosed conditions. they are seeing a lot of patients with heart disease, cancer, stroke, and alzheimer's because of delayed care during the pandemic. there are new recommendations for colon cancer screenings. the u.s. task force says screenings for colorectal cancer should begin at 45 instead of 50. because of an alarming increase in disease. it is the second leading cause of cancer death in the u.s.. health experts say cases could double in people under 50 in less than 10 years. they are saying the rates are far higher among black americans. they are 20% more likely to be diagnosed with colon cancer than white americans and 40% more likely to die from it. here's the good news. the cancer is easily treatable if you catch it early. now to your morning money report, as vaccination rates increase, more tourists are coming back to san francisco.
