. everybody is really excited to be able to have the freedom to visit with each other but they are still caution. >> california is set to fully reopen in three weeks and we know what that will look like. good morning. it is saturday, may 22nd. thank you for joining us here. we will have more on california's reopening plan in just a moment. first let's start with a look at the weather. good morning to you. starting out with a little bit of patchy fog along the coast. we are on the way to a warmer

weekend. a warmer several days as the winds will still be with us in the afternoon. high pressure starts to build on in today. 47 in oakland. 41 in nevado with 50 in san francisco. we are cooler, 11 degrees cooler from nevado to napa and milder in concord. there's a look at the east bay with plenty of sun. that patchy fog at coast. 60's and 70's by noontime. staying cool at the coast but midand upper 70's around the bay with that breeze picking up and inland we will see highs in the temperature range that will increase anywhere from 4 to 6 degrees this afternoon. then some other changes as the week progresses. i will have all that for you in just a few mite ank you. several big changes will happen on june 15th. the state will do a way with mask requirements for the fully vaccinated. capacity limits and social

distancing will be lifted. you will need to be vaccinated or show a negative coronavirus test for those meg event concerts and games. kate larson spoke to some who are still nervous. >> june 15th. that's when california said no more distancing, no more capacity limits and no more masks in most places. >> we are at a place with this pandemic where those requirements of the past are no longer needed for the future. >> i think i'm looking forward to sitting inside a coffee shop in the morning and drinking a coffee without a mask near be. >> not everybody is so eager to reopen. >> are you ready >> no. >> i'm not comfortable yet. >> cathryn is concerned it may be short lived. >> people are still nervous that this may only be a temporary thing. so, its been a long time that we have been inside and we have had some opportunities to go out and then taken back away from us.

>> they also announced california is not considering or requiring a vaccine passport at this time. >> i'm vaccinated. i would like to have the vaccine passport. >> peter and his son can't get vaccinated yet sew said proof will make his family feel safer. >> it's kind of risky. you don't know who is vaccinated who isn't. >> california is recommending that meg events with 10,000 people outside or 5,000 inside require vaccine or coronavirus test proof. >> being in person and experiencing live music is just a really special thing. >> cliff is the executive director of the music festival which benefits public school music. they plan to host 4,000 people in august. as of now what are the safety plans >> right now we are doing something very similar to the san francisco giants where you either need to be fully vaccinated two weeks prior to the festival or you need to have a negative coronavirus test with in

72 hours of the festival. >> he said they will turn people away if they don't have proper documentation. >> fingers crossed that things will continue to get better and we can drop some of the restrictions. >> kate larson. abc7 news. in the south bay attractions are starting to reopen after being shut down for more than a year. this includes california's great america which returns for its 45th season today. park capacity will be limited to 35% at first to allow for proper spacing under state guidelines. some rows will remain empty on rides and face coverings will be required. >> being able to interact with the guests when they get on the rides and off the rides and yelling and screaming, happy to get back to that. >> the pandemic closure has allowed the park to make progress on the new shore bay water park and that will open on june 5th. sister property gilroy gardens will also reopen this

weekend. and happening today in the east bay, six flags hurricane harbor reopens to members and season pass holders. it's the first time the water park in concord has been open since october of 2019. the park is keeping reduced attendance with the reservation entry system. those water slides, wave pool and lazy river reopen to the general public next weekend. the san francisco 49ers will welcome back fans at full capacity. roughly 68,000 people inside levi stadium. two pre-season games will be hosted followed by the 49ers home opener against the packerns on september 26th. and on the peninsula, half moon bay, they are canceling their 4th of july parade as well as the pumpkin festival. too difficult and complicated because of the pandemic restrictions. the pumpkin weigh off will still be held. and uc berkeley will resumee

inperson classes. they had planned to start with a week of remote learning. the school is encouraging all students and staff to be fully vaccinated before the semester starts. fall semester starts august 25th. while the mass vaccination site may be closing this weekend its helped set major milestones and now the country will pivot, the county will pivot to a mortar getted plan. county staff will instead take the vaccines out into hard hit neighborhoods or hard to reach communities. since the coliseum site opened in february it's vaccinated more than half a million people. more than 75% of county residents ages 16 and up have gotten at least one dose. and more signs morn that the united states is turning the corner in the fight against the crisis. total new cases dropping to their lowest levels in nearly a year. the need to get more americans

vaccinated is as urgent as ever. >> more progress against coronavirus. the average number of new cases plunging to less than 28,000 thanks largely to vaccinations. >> as more and more people roll up their sleeves and get vaccinated the number of cases and the level of community risk is decreasing. >> in san francisco, the most vaccinated large city in the country, no new coronavirus patients at one of the biggest hospitals for the first time in over a year. >> it feels like a milestone. there are zero admissions at san francisco general. >> new jersey expected to lift indoor mask rules for vaccinated people by memorial day weekend and the push to increase vaccination continues. oregon doing a lottery for people who get the shot. >> if we can get 20 to 40% more of the people in oregon to choose to get vaccinated among the hesitating or the population today not priorities getting the vaccine, i think we

could save many lives. >> experts still worry about a potential future surge. the nation with a 45% plunge in vaccinations since early last month. >> where there is less vaccination the virus will emerge. >> 15 state and puerto rico have vaccinated a third or less of their population and a report from the world health organization saying the worldwide death toll from coronavirus could be as much as 2 two 3 times higher than official counts. almost three and a half million people have died from the disease according to the organization's stats. christine sloan. new developments. the mayor of windsor has resigned after six weeks at the center of a sex scandal. several women have accused him of sexual assault. the latest according to the san francisco chronicle is a former teen mom, reality tv star who is the 9th possible victimpril 2ndnd i

fire. police say that the 23-year-old victor hernandez is also being investigated for other recent fires in the area. the loma fire has burned nine acres and damaged two homes. it's 80% contained. evacuation orders were lifted yesterday morning. heyward police have released body camera footage involving two officers who shot and killed a man. we want to warn you the video may be hard to watch. the shooting happened in march in the parking lot of a motel 6 on industrial parkway. that is where officers found a car believed to be connected to a recent string of robberies. the police chief spoke today about what happened next. >> as officers approached the car the driver accelerated, striking police vehicles several times. this is when the officer involved shooting happened. unfortunately the driver, a resident from oakland,was killed. >> two passengers in the car were not hurt and were later arrested. investigators also found a gun

in the car. they are now working to determine the group's possible connection to at least a dozen robberies in heyward, dating back to december. scary moments in san francisco, check this out a car ended up submerged in the bay at marina green. first responderns say an australian tourist put the car in park but left it running. moments later the car backed up by itself and rolled into the water. nobody was inside and nobody was hurt thankfully. a tow truck plucked the car from the bay and took it away. wow. that is lucky nobody was hurt. apple ceo tim cook testified in a court in oakland yesterday defending his company's policies and decision to remove one of the most popular videotapes from its app store. cook flashed the peace sign as he entered the courthouse ahead of his testimony in a lawsuit followed by epic games the maker of fortnite. they claim that apple engages

and its been absolute roller coaster ride of emotions for warriors fans the past few days and unfortunately not in a good way. they are lost in overtime to the grizzlelies last night. a must win game to get in to the playoffs in a 48 hour span they lost both games that would have got them in. seth curry left it all out there. he scored 39 points. more than 7500 fans were chanting mvp throughout the night. here is seth on the game and the outlook moving forward. >> everybody sick to their stomach, disappointed and frustrated that this is the end. this is how you going out. it's okay to pat yourself on the back for doing something that really nobody thought we could do. >> warriors battled all year and the future feels bright with clay thompson coming back and some promising young talent. the warriors didn't that win. chase center felt like it had the playoff atmosphere it. was a special night for many of

everybody else is related at the end with water. >> especially down in marin county where with reservoirs going dry and no more rain expected the water board may look at restricting water hook ups for new construction. that. would affect us a lot. i will have to layoff some of the guys. >> a stop against new hook up is a very preliminary issue with the marin water board. they will talk about it at their next meeting and if they do it, this could get complicated. the toughest issue is development. >> water board member larry bragman note a potential conflict between state mandates to build more affordable housing and basic needs of life. drought has already triggered a hook up stop in other places. it'll not impact projects that have permits. it applies only to outside irrigation. >> if the low income housing had an outside landscape it wouldn't be allowed to continue. >> inside

atmosphere, temperatures have not been extreme. they have been shy of average and here is why. we look at our water vapor image and you can see that big trough there as it's going into southern california. that is what's kept all the wind around here. the wind doesn't do much to if anything to dry us out but at least brought the cooler conditions and we are looking at return to little bit of fog and with that system exiting it's a slow departure and still providing some showers and thunderstorms for the sierra nevada and we continue to get further away from it and the winds will relax a little bit. you can see throughout the mountains today still looking at some activity. finally settles down into your sunday and starting out with a little fog here from the coast. pacifica and half moon bay. 40's and 50's. 48 in san mateo and 43 redwood city. into the east bay, 50 in san ramone and 46 in san rafael.

here is a look at the south bay. a sonny start out there and with that fog along the coast won't last long. we will break out into sunny conditions. it'll be warmer, it'll breezy on tuesday. a typical on shore this is for 5:00. numbers will be in a closer range to where should be. it's breezy with breeze but not as windy. the day's numbers in the 60's but notice the column.

. good morning. thank you for joining us on abc7 news live. live on abc7 and wherever you stream. we are going to start the half hour with another look at the weather. >> good morning to you. hi everybody. beautiful start to the day. a little patchy fog but the sun comes up less than 30 minutes and a view of the city here. you can see that still a little sleepy looking but looking at numbers in the upper 40's for most of you around oakland, san francisco, 50 in san jose and half moon bay. mount tam a few scattered

clouds and number from the low 40's in nevado to the low 50's in concord. looking at a cooler start in the north bay from napa to nevado and a couple degrees cooler, warmer on the coast there at 50 half moon bay. that's where we have the fog. 56 in heyward, fremont and san jose about nine, ten. by noontime the 60's and 70's. plenty of sun late in the day we will get that sea breeze. a few extra clouds in the north bay. numbers climbing through the 70's today inland and this starts our warming trend that will take us through early next week. we will look at the slight cooldown. >> thank you. a bombshell development in the case of a senior citizen assaulted in an attempted carjacking earlier this year. we have found that the da dropped charges against one of the arrested suspects. now the victim and a another person who saved her are speaking only to abc7 news.

>> this is pretty cut and dry. i watched them beat this old woman and drag her across the concrete. >> the horrible event this man is referring to is a story i broke this past march when he witnessed a 75-year-old returning to her vehicle at this richmond district safeway get grabbed by the hair and dragged along the pavement in an attempted carjacking. the man who doesn't want his name used jumped in to action. >> i just punched through the back window. it was loud enough and kind of scary enough to freak them out. >> multiple suspects were involved, including one minor who was arrested shortly after and charged with robbery, elder abuse, assault, and conspiracy. when i found the da dropped all charges for that minor in the case due to lack of dna evidence it outraged our witness. >> i really put myself in a position where i could have lost my life. i would have hoped that we could have seen some kind of justice. >> it also prompted the victim

herself to provide me this quote saying in part, that is truly pathetic. give a lot of thieves gloves and let them loose to do whatever they want and to enjoy stolen money. i reached out to the da's office for an why the charges were dropped. i was told they were legally prohibited from discussing anything related to a juvenile case and said this should not be seen as confirming or denying anything about the case status. multiple high level sources confirm that the da's office did drop charges. i even spoke to a member of the da's office who has filed hundreds of cases and said it's not logical not to file this case based off the available evidence. that evidence was video taken by bystanders and witness accounts. >> i believe in justice and i understand that there

is a model but his way of going about it is not working. >> i also learned one suspect who was not arrested or charged in the case allegedly used the 75-year-old's victim credit card to transfer money. we are working to learn more about the details of what happened after the incident. businesss in san francisco's china town want people to know it's safe to come shop or eat but they would like more support from the police department. last weekend a cell phone store owner was robbed the 16-year-old suspect came back later in the day and attacked her. the businesses have been hit hard by the pandemic and are looking forward to the state reopening in just a few weeks. safety is top of mind because of recent crimes as well as the resources the e poce department. >> totown dinner, we are all open. don't worry about the crime.

reach students. >> i'm a kindergarten teacher at martin luther king and i have been teaching the oakland school district for 57 years. >> she moved from oklahoma to oakland to teach in 1967. kennedy had already been assassinated, martin luther king jr. was the most prominent civil rights leader there. was balel mania the moon landing followed a few years later and america was in a war that was not popular. >> everybody was, you know, get respect and it was family life in1946 and parents were more engaged with their children. >> she was drawn to teaching by her oldest sister, also a teacher. >> she taught me when i was in third grade.
