patchy fog to forming there along the san mateo coast. the monterey coastline. dioqu see the activity still in the mountains today. calm winds here. pier15 a beautiful start to the day with upper 40's san francisco. 47 in oakland. 50 in san jose. it's in the upper 40's with fog, half moon bay and a cool looking start to your day here in the city where number also be just a little shy of average. 45 by the delta with 51 in concord. with restarting up cool we are the cool sky. maybe a couple of degrees warmer around concord. plenty of sun that will help us warm up through the 60's and 70's bay side and inland noontime. midand upper 70's for some way out by the delta. little less wind. it'll still be breezy at the coast and does the warming trend continue for the rest of the weekend several big changes will

happen on june 15th here in california. the state will do away with mask requirements for the vaccinated. capacity limits and social distancing requirements for all businesses will be lifted and you will need to be full fully vacciny vacci show a negative test for mega concerts and games. we spoke to some in the bay area who are still nervous. >> june 15th. that's when california says no more distancing, no more capacity limits and no more masks in most places. >> we are at a place with this pandemic where the requirements of the mavs are no longer needed for the future. >> i think i'm looking forward to sitting inside a coffee shop in the morning and drinking a coffee without a mask. >> not everybody is so excited to reopen. >> are you ready >> no. >> we cannot take it slow. >> i'm not comfortable yet. >> cathryn is concerned it may be short lived. >> people are still nervous that this may only be a

temporary thing. so, its been a long time that we have been inside opout and t taken back away from us. >> the doctor also announced that california is not considering or requiring a vaccine passport at this time. >> i'm vaccinated. i would like to have the vaccine passport. >> peter and his son can't get vaccinated yet so he said official proof would make his family feel safe. >> it's risky. you don't know who is vaccinated who isn't. >> california is recommend that meg events with 10,000 people outside or 5,000 inside require vaccine or coronavirus test verifying. >> being in person and experiencing live music is just a really special thing. >> cliff is the festival plans to host up to 4,000 people in august. >> as of now, what are the safety plans that the festival lass in place >> right now we are doing something very similar to

the san francisco giants where you would need to be fully vaccinated two week its prior to the festival or you need to have a interest a negative test with in 72 hours of the festival. >> they will turn people away if they don't have proper documentation. >> fingers crossed that things are going to continue to get better and we can drop some of the restrictions. >> kate larson. abc7 news. in the south bay more attractions are starting to reopen after being shut down for more than a year. this includes california's great america which returns for its 45th season today. park capacity will be limited to 35% at first to allow for proper spacing under state guidelines. some rows will stay empty on most rides and face coverings will be required. >> being able to interact with the guests when they get on and off the rides and they are yelling and screaming. happy to get back to that. >> the pandemic closure has allowed the park to

make progress on the new south bay shores water park that will open on june 5th. gilroy gardens will re happening today in the east bay hurricane harbor reopens to members and season pass holders. it's the first time the water park in concord has been open since october of 2019. the park is keeping reduced attendance with the reservation entry system. those water rides, wave pools and lazy river reopen to the general public next weekend. and the san francisco 49ers will welcome back fans at full capacity this season. that means roughly 68,000 people inside levi stadium. two pre-season games will hoed followed by the 49ers on september 26st the. on the approximaten have half moon bay is canceling it's 4th of july parade as well the pumpkin festival. the finances just too difficult and complicated because of the restrictions. the

berkeley will resume in person classes this fall this he had planned to start the semester with a week of remote learning to allow for students and staff to be tested for coronavirus. the school is encouraging all students and staff to be vaccinated now before the semester starts. fall semester starts august 25th. while the mass vaccination site at the oakland coliseum may be closing this weekend its helped set some major vaccine milestones. now the county will pivot to a mortar getted plan. county staff will take the vaccines out into hard hit neighborhoods or hard to reach communities. since the site opened in february it is vaccinated more than half million people. more than 75% of county residents ages 16 and up have gotten at least one dose. more signs that the united states is turning the corner in the fight against the coronavirus. total new cases dropped to their lowest level its in nearly a year.

as christine sloan reports the need to get more vaccinate is the still as important as ever. >> more progress against coronavirus. the average number of new cases plunging to less than 28,000 thanks largely to vaccinations. >> as more and more people roll up their sleeves and get vaccinated, the number of cases and the level of community risk is decreasing. >> in san francisco, the most vaccinated large city in the country, no new patients at one of the biggest hospitals for the first time in over a year. >> it feels like a milestone. there are zero admissions at san francisco general. >> new jersey expected to lift indoor mask rules for vaccinated people by memorial day weekend and the push to increase vaccination continues. oregon doing a lottery for people who get the shot. >> if we can get 20 to 40% of the people in oregon to choose to get vaccinated,

one person has been arrested. is he suspected of starting the fire on purpose. police say 23-year-old victor hernandez is also being investigated for other recent fires in the area. the loma fire has burned nine acres and damaged two home. it's 80% contained. evacuation orders were lifted yesterday morning. heyward police have released body camera footage of an incident involving two officers who shot and killed a man. we want to warn you this video may be difficult to watch. here it is. the shooting happened in march in the parking lot of a motel 6 on industrial parkway near whipple road and that's where officers found a car believed to be connected to a string of robberies. the police chief spoke about what happened next. >> as officers approached the car, the driver accelerated, striking police vehicles several times. this is when the officer involved shooting happened. unfortunately the driver, a residents from oakland, a 22-year-old was killed. >> two passengers in the car were not hurt and were

later arrested. investigators also found a gun in the car. they are now working to determine the group's possible connection to at least a dozen rob rips in heyward dating back to december. scary moments in san francisco, check this out. last night a car ended up submerged in the bay at mar ina green. an australian tourist put the car in park but left it running e he was exercising. moments later the car backed up by itself and rolled in to the water. nobody was inside and thankfully nobody was hurt. a tow truck plucked the car from the bay and took it away. wow. apple ceo tim cook testified in a federal court in oakland yesterday defending his company's policies and decision to remove one of the post popular video games it's app store. cook flashed the peace sign as he entered the courthouse ahead of his testimony in the lawsuit filed by epic games. the maker of fortnite. they claim apple engages in anti competitive practices by only allowing

approved apps to be used on the iphone. cook said that threat to customer security and privacy, not money requires them to maintain tight controversial the app store. cook struggled when the judge questioned him in his final moments on the stand. >> his job was to really explain how apple sees itself. we already have had three weeks of testimony where we have gotten a lot of the details and the data and all sorts of stuff like that. now really his goal was to explain to people, this is why we should have this much control. this is why we see the world this way. the general sense was that he really struggled there. >> he said if epic ends up winning case we are likely to see more competition on the phones including more places from which to download apps. any final decision is wear away because both sides will appeal once the judge hands down her ruling august. its been absolute roller

coaster ride of emotions for warriors fans the past few days and unfortunately not in a good way. they lost in overtime to memphis. they lost both game games that would have got them in to the playoffs. seth curry scored 39 points. more than 75 fun fans were chanting mvp throughout the night. here is seth on the game and the outlook moving forward. >> everybody is -- you know sick to their stomach, disappointed and frustrated that is the end. this is how you are going out. it's okay to pat yourself on the back for doing something that really nobody thought we could do. >> the warriors battled all year and the future feels bright with clay thompson coming back and promising young talent. while the warriors didn't that win chase center felt like it had that playoff atmosphere it. was a special night for so many

continues but for how long we will have a look at the week ahead which features more cooling in a few minutes. a bombshell development in the case of a senior citizen assaulted in an attempted carjacking in san francisco earlier this year. we have found that the da dropped charges against one of the arrested suspects. now the victim and the bystander who saved her are speaking only to abc7 news. >> this is a pretty cut and dry. i watched them beat this old woman and drag her across the concrete. >> the event this man is referring to is a story i broke this past march when he witnessed a 75-year-old woman who was returning to her vehicle at this safeway get grabbed by on the pavement. the man jumped in to action. >> i just punched through the back window. it was loud enough and kind of scary enough to freak them out.

>> multiple suspects were involved, including a minor who was arrested shortly after and charged with robbery, elder abuse, assault, and conspiracy. when i found that the da dropped all charges for that minor in the case, due to lack of dna evidence it outraged our bystander. >> i you approximate myself in a position where i could have lost my life. i would have hopehope justice. >> the victim said give a lot of thieves gloves and let them loose to do whatever they want and enjoy stolen money. i reached out to the d a's office for why the charges were dropped. the director of communications wrote back saying they were prohibit from discussing anything related to a juvenile case and said that it shouldn't be seen as confirming or denying anything about the case status. multiple high level sources

confirm the da's office did in fact drop charges. i spoke to a member of the da's office who has filed hundreds of cases and said it's not logical not to file this case based off the evidence. that evidence was video, which was used in the investigation. plus witness accounts. >> i believe in justice and i believe that there is a model but his way of going about it is not working. >> i also learned a suspect who wasn't arrested or charged in the case allegedly used the victim's credit card to make a transfer. in the newsroom. >> go to abc news.com for ideas, information and support. happening today a block party in oakland to get rid of your junk.
