building a better bay area. this is abc7 news. >> well everybody is really excited to be able to have the freedom again to visit with each other. they are still careful. >> it's official. california is set to fully reopen in just over three ow what that will look like. good morning everybody. it's saturday, may 22nd. you are watching abc7 news live on abc7 and wherever you stream. we will have more on california's reopening plan in just a moment. first let's start with a quick look at weather with lisa. good morning. hey. good morning. hi. it's a little cool out there. the low clouds, the fog, that stratus deck has returned to the shoreline. as we look at the visibility,

we have that pesky system bringing snow. we are going to be under the influence of a building ridge of high pressure. the golden gate bridge. it is cool. low 50's in san jose. this is a look at the east bay hills camera with high clouds, 50 santa rosa. 62 by the delta and in emoryville a lot of sun on the way with a couple of degrees of warming for new oakland and our inland east bay. it stays chilly and pretty windy along the coast. with those mid-70s arriving by later on this afternoon. it'll be a bit breezy but warmer for most of us and we will talk about how long that warming trend lasts in a few minutes. >> thank you. several big changes will happen on june 15th here in california. the state will do away with mask requirements for the fully vaccinated, capacity limits and social distancing requirements for all businesses will be lifted and you will need to be fully vaccinated or show a negative coronavirus

vaccine passport. >> i'm vaccinated. i would like to have the passport. >> he said that official proof would make his family feel safer. >> it's kind of risky. you don't know who is vaccinated who is not. >> california is recommend that meg events with 10,000 people outside or 5,000 inside require vaccine or coronavirus test verifying. >> being in person and experiencing live music is just a really special thing. >> cliff is the executive director of the music festival which benefits public school music programs. they plan to host up to 4,000 people in august at the fairgrounds. as of now, what are the safety plans that the festival has in place >> right now we are doing something very similar to the san francisco giants where you either need to be vaccinated two weeks prior to the festival or you need to have a negative coronavirus test with in 7 72 hours. >> they will turn people away

without proper documentation. >> fingers crossed that things will continue to get better. >> kate larson. abc7 news. in the south bay more attractions are starting to reopen after being shut down for more than a year. this includes california's great america which returns for its 45th season today. park capacity will be limited to 35% at first to allow for proper spacing under state guidelines. some rows will stay empty on most rides and face coverings will be required. >> being able to interact with the guests when they get on the rides and off the rides and all yelling screaming. happy to get back to that. >> the closure has allowed the park to make progress on the water park that. will open on june 5th. sister property gilroy gardens will also reopen this weekend. happening today in the east bay, six flags hurricane harbor reopens to members and season pass holders. it's the first time the water

park in concord has been open since october of 2019. the park is keeping reduced attendance. it reopens to the general public next weekend. the san francisco 49ers will welcome back fans at full capacity. that means 68,000 people inside levi stadium. two pre-season games will be hosted at levi's in august followed by the homeowner against the green bay packers. half moon bay is canceling it's 4th of july parade and it's pumpkin festival. the finances for the year are just too difficult and complicated because of restrictions. the pumpkin weigh off will still happen. berkeley will resume in person classes this fall. they had previously planned to start the semester with a week of remote learning to allow for students and staff to be tested for coronavirus. the school is now encouraging

all students and staff to be vaccinated before the semester starts. fall semester does start on august 25thful. the mass vaccination site may be closing this weekend, it has helped set some major vaccine milestones. county staff will instead take the vaccines out into hard hit neighborhoods or hard to reach communities. since the coliseum site opened in february it's vaccinated more than half a million people. more than 75% of county residents ages 16 and up have gotten at least one dose. more signs across the country this morn that the united states is turning a corner if it's fight against the coronavirus. total new cases dropped to their lowest levels in nearly a year. the need to get more americans vaccinated is as urgent as ever. >> more progress against coronavirus. the average number of new cases

plunging to less than 28,000 thanks largely to vaccinations. >> as more and more people roll up their sleeves and get vaccinated, the number of cases and the level of community risk is decreasing. >> in san francisco, the most vaccinated large city in the country no new coronavirus patients at one of the city's biggest hospitals for the first time in over a year. >> it feels like a milestone. there are 0 admissions at san francisco general. >> new jersey expected to lift indoor mask rules for vaccinated people by memorial day weekend and the push to increase vaccination continues. oregon doing a lottery for people who get the shot. >> if we can get 20 to 40% more of the people in oregon to choose to get vaccinated, among the hesitating or the population not making a priority i think we could save many lives. >> experts still worried about a potential future surge. the nation with a 45% plunge in

vaccinations since early last month. >> where there is less vaccinations the virus will emerge. >> 15 states in puerto rico have vaccinated a third or less of their population. and a report from the world health organization saying that the worldwide death toll from coronavirus could be as much as two to three times higher than official counts. almost 3.5 million people have died from the disease according to the organization's stats. new, chief medical adviser to the president just spoke to gma here on abc7. he spoke to when we may be able to declare an end it the pandemic and what it'll take. >> hopefully in the next month or so we will get there. the goal of the president is to get 70% of the adult population vaccinated with at least one dose by the 4th of july. i believe that's an good goal.

you will see a greater decline to the point where the cases on a daily basis aren't of any concern and we can start getting back to normal. >> he said that to also expect more federal guidance in a few weeks on what did ká and cannot be done at businesses and schools. new developments. the man ior of windsor has resigned. multiple women have accused him of sexual assault. the latest according to the san francisco chronicle is a former teen mom, reality tv star farrah abram. she is the 9th possible victim. she filed charges on april 2nd in palm beach florida. her attorney said she has proof on video. it seems her accusation may have been the tipping point for the mayor to step down despite fighting a recall effort. >> he should have done the right thing a long time ago. >> what is the damage he has

. new details about the fire that burned dangerously close to a news station. one person has been arrested. 23-year-old victor hernandez is also being investigated for other recent fires. the fire has burned nine acres and damaged two homes. it is 80% contained. evacuation orders were lifted yesterday morning. heyward police have released body camera footage of an incident involving two officers who shot and killed a man. this video may be difficult to watch. the shooting happened in march in the parking lot of a motel 6 on industrial parkway. that is where officers found a car believed to be connected to a recent string of robberies. the heyward police chef spoke about what happened

next. >> as officers approached the car the driver accelerated striking police vehicles multiple times. this is when the officer involved shooting happened. unfortunately the driver, a resident from oakland, a 22-year-old was killed. >> two passengers in the car were not hurt and were later arrested. investigators found a gun in the car. they are working to determine the group's possible connection to a dozen robberies in heyward dating back to december. now to the legal battle over apple's i-phone app store. tim cook testified in a federal court in oakland defending his company's policy to remove one of the most popular games it's app store. the money at stake in this case and what the ruling could mean for i-phone users. >> this morning a legal showdown. apple facing off against epic games, the creator of fortn.ite.

tim cook appeared in federal court to defend his company's app store practices which the fortnite creators claim are not fair. while tim cook is no stranger to lawmakers the billion area was grilled by the judge. epic games is suing for price gouging and monopoly prices with. >> i think the case is about the power that apple has. >> after creators dropped fortnine dropped from the app store apple said it's a public relations ploy to get a better deal from apple. cook saying control of the app store is essential for consumer security and privacy saying would be a toxic mess without their rules. the judge will decide if the argument is strong enough to force apple to

low clouds and fog. all that wind is pretty much going away though we will have that typical sea breeze visit us later on this afternoon. the low clouds, the fog, they have been with us along the san mateo coast and also up through marin county. that has been allowing for some reduced visibility. this will allow for that higher relative humidity, closer to the coast while that trough continues to influence the sierra nevada and a look at live doppler seven where you can see a mix of rain and now. high elevation snow. check it out. yeah. looks like a nice scene. we couldn't get this all winter long. so now a couple of inches of snow here around home wood and mount rose with back home numbers in the 50's and low 60's in mountain can see the clouds. have the ssibily sher thunderstos ut saturday in the mountains and then things quiet down on

sunday. low 60's in nevado with 56 in santa rosa as well as livermore. fairfield is at 62. here is a look from the peak in the distance there a little hazy with that fog along the coast. it's a sunny and warmer weekend just by little bit. we will get breezy winds on tuesday, allowing for the temperatures to not get too warm out there. later on today, the yellows and the reds indicate the 25 to maybe 35-mile an hour breeze that builds throughout the afternoon. then into your sunday we get a few more degrees of warming but we still have that sea breeze from little bit over 20 miles an hour. here say look at the temperatures as they climb. just a little bit into your sunday. midand upper 70's to near 80 inland. staying in the 50's to upper 60's around the bay. monday looks to be the warmest day with that ridge continuing to build but as we get into tuesday, a system alloa ling around the
