leaving hundreds of thousands of people out of work and a lot of stores putting up now hiring signs. we spoke with a local expert about what it would take for the staffing shortage to improve. >> i'm hearing from experts the economy needs time to recover. i'm also hearing from business owners our bills are piling up. they don't have the time. more than 4 million workers nationwide who left the workforce during the pandemic haven't come back. in california that's half 1 million workers. so what some people are having to do, or business owners, reopening after the storm has settled. >> these raw pieces of meat which used to cost about two dollars per pound before they were seasoned and cooked are now $4.67. but we are also having issues

with the boxes. i'm told this simple box went up 30% in price last week. >> a supply-chain issue and waiting for people to feel comfortable eating indoors, some of the factors contributing to this decision. by the end of this week he's closing his deli for possibly 4- 5 months. >> if we keep going at this rate, even though business is slightly up, the costs are negating that so we would burn through all the money we have. >> economists with uc with center for labor research say there is another thing setting back the economy, a staffing shortage nationwide impacting several industries at once. >> schools are not fully reopened so a lot of workers cannot come back to the workforce because they have no childcare available. bter befian

ntives will lure employees back. >> they have to raise the wages and also provide the kind of jobs that workers want. stable scheduling, paid leave, for sick or vacation leave. being able to meet basic living expenses. >> the executive director of the golden gate restaurant association and owner of two restaurants in san francisco is offering financial incentives to her staff now. she said that's important to keep the doors open. >> we raised our hourly rates. particularly for the kitchen. we looked across all of our salaried workforce and we raised the rates anso quarterly. we've been losing money for a year and a half. >> another factor contributing to the staffing shortage, people leaving the area. according to lori thomas 15% of san francisco's restaurant staff moved out of the state.

directly impacting the number of hours and days restaurant owners can keep those places open. >> let's talk about the edd checks? is that a contributing factor? >> it depends who you ask. i've spoken to several business owners who say edd extending unemployment bonuses is giving people a safety net while they figure out what other jobs they can do staying at home. but according to uc berkeley there isn't enough evidence to say that those benefits are de- incentivizing workers. >> complicated, thank you very much. the health in san francisco union square is open for the first time in months. the staff lined up to greet the first guest. >> i'm just excited to see you guys start to bounce back. i grew up in monterey, to be able to come back home it's wonderful. >> seeing all the people back

at work and being happy again. just enjoying everyone's company, it's often because it's been a ghost town. >> the hilton is the largest hotel in the city, one more sign that things are getting back to normal. it's also helping other businesses like the napa valley winery exchange. we are only about three weeks away from the date to reopen california, june 15 is when we will lift basically all pandemic restrictions. we will also get rid of this color-coded system that has told us what can and can't open for the past months. half of the bay area is in the least restrictive yellow tear and only solano county is in the red tier. wayne friedman has a look at how much could change in a matter of weeks. >> in solano county little inte or everything, depending on

who you ask. >> covid-19 restrictions will disappear on june 15 but in solano county it's going to be a little more interesting. this place still remains in the second most restricted red tier, the change could be drastic. >> i don't see any difference to be honest with you. i'm doing what i've been doing for the last month. >> last january and i you took a lot of heat for keeping his barbecue open and not requiring masks. he never got cited or lost the support of his customers. >> i think people went paranoid. you can be careful but you don't have to be e count on vaccine aversion and a lack of social distancing. there has been an element of defiance in solano county from the beginning. >> we don't need to live in a nanny state.

a fire sent up a plume of black smoke in richmond this morning. the fire protection district said it burned through a stack of pallets in an area the size of half a football field in an industrial area on central street near the richmond parkway. the good news is we do not believe anyone was hurt. with a potentially devastating wildfire season already upon us, the governor announced today he wants to double the states budget for firefighting and fire prevention.

laura anthony has the story from the east bay. >> none of us are nacve about the challenges we face. >> barely a week af gavin newsom proposed a record- setting $1 billion for california's firefighting efforts. the governor announced he wants to double that number. >> today we are announcing that $1 billion budget is now $2 billion. we are doubling our historic wildfire budget. >> the announcement comes as california has already seen 1000 more fires this season compared with the same time last year. the additional funds will be used to hire more seasonal firefighters. along with the purchase of seven new c-130 aircraft and 12 state-of-the-art helicopters. more than half of the money would go towards vegetation management in california.

>> the caveat is not every piece of california is ready for prescribed fire yet. there are a lot of areas that are overgrown, and a lot of areas where it's not safe to put fire on the ground. >> keeping the fire season in check will be a team effort. crews are working all over the bay area, in other areas, and on private property herds of goats are hard at work doing their part to reduce grasses. despite all the effort and money, nature will play the biggest role. >> fundamental plumbing architecture for which we have come to know. it has radically changed and we are seeing this on a consistent basis. >> we hope for the best but we've got to prepare. >> we sure do.

the conditions are just so terrible this year unfortunately. >> we are fortunate that it's not hot right now though because it's so windy and dry. that would only complicate our concerns. here's a look at the current wind chart, you can see it's quite gusty. sfo is our windiest spot with gusts up to 41 miles per hour. all along the coastline and even some inland locations. but it is warmer than it was at this time yesterday. it is four degrees warmer, in concord, and hayward than it was yesterday. five degrees warmer here in san francisco which is rather significant. here's a look at the building marine layer, about to engulf san francisco. 57 degrees here in the city, 61 in oakland, 75 in morgan hill,

another view looking down onto the advancing marine layer. more temperature readings now. 78, napa 73. after the golden gate, from this point of view we see only blue skies. these are the forecast features. this fog will push inland overnight and maybe some patchy drizzle. breezy and cooler tomorrow with temperatures rebounding wednesday. overnight this is what we will see, low clouds and fog not only pushing across the bay and into some inland areas but some patchy drizzle is likely with all the moisture. 5 am tomorrow morning that will be the picture but later in the day we will see the low clouds get swept away with sunny skies by midafternoon. overnight lows, mainly in the

upper 40s to low 50s, tomorrow's high temperatures, 56. oakland a bit milder at 67. we will see mid to upper 60s around the bay and shoreline with the inland areas warming to the mid to upper 70s. only a couple of locations likely to hit 80, antioch and perhaps fairfield. notice how the temperatures bounce back up strongly on wednesday with inland highs wednesday in the mid to upper 80s. we will see mainly low to mid 80s inland for the remainder of the week, cooling down a bit saturday and by next monday we may be looking at temperatures around 90 degrees. what a warm-up coming our way. >> thank you so much. as part of our effort to build a better bay area, we regularly meet with our next jen advisory council. recently two members expressed

difficulty. this led julian glover to look into what's happening. >> it was tough to tell behind the big laugh that the last year packed some hard times for lola chase. >> i did have the option to move in with my parents. >> despite the isolation she wasn't alone. they also faced housing insecurity last summer. five of them pooled resources and found this house that now a home. >> i would say this is a pandemic success story. that trying time transmuted into something amazing for us. a safe space we had all been yearning for. >> the crew is replacing open mic night with gardening and weekend family-style dinners. for others finding the community has been more difficult.

>> this came as a surprise to us, our youth, are not really joining up with activities by zoom, >> the executive director said the attempt to move the group online during covid-19 just didn't work. there were also challenges continuing groups for lgbtq seniors online. >> part of our goal is to reduce isolation and build a sense of community so this is definitely having an impact. >> at oakland lgbtq center a different scenario. >> folks didn't have a place so it's increased by 100%. folks reaching out to gain support. >> they help 600 families with emergency rent assistance and seen an uptick in need across the board.

with participation in monthly discussion groups. >> the pandemic exacerbated the need for mental health services for the lgbtq community. during this time we noticed people really actively reaching out. >> reaching out and searching for a sense of belonging. for lola, they are happy to have created the community of chosen family. >> the chosen family is so important in thecommunity. >> they can have their own family and learn about the people who actually respect and love them. >> find your people, that has been the most uplifting thing for me. finding people i can be myself around. that's when you get to just amplify your life. you go from surviving to thriving. i love that, lola found

travel is back but it depends on how you look at it. numbers released today from oakland international airport show passenger traffic jumped 24%. when comparing this april to last april during the pandemic, it's an increase of more than 1000%. but when you compare it to oakls isstiloff one more note, the tsa set another record yesterday by screening with an 1.8 million travelers at airports around the country. the prior record was set only a week ago. >> united airlines wants you to go to vacation as long as you

more than half of the beverage container redemption centers have shutdown over the last couple of years. now the situation is so dire, some areas are being called recycling deserts. rural areas because the population is too small to support centers, while many well-to-do areas are deserts because of the high costs. nearly everyone believes it's time for a change but what and how? >> we can't just keep putting more band-aids on the 35-year- old law that we have. >> bob witkowski has offered senate bill 38 which blows up the current system and turns the job of recycling to the beverage industry. >> how many times in government have we heard the private sector could do a better job. sb 38 is an invitation to private sectors to do a better job. give us 90% recycling rates. >> entrenched interest including waste haulers who pick up recycling, are opposing

the bill. >> they want us to keep using curbside because they are making money and they don't want to fix the system. they are the opposition. >> california waste haulers council is a group, i requested an interview, it was declined. no one else would set up a time. i asked waste management for interview, nothing was set up. i asked her this major waste company for an interview and received an email statement which read, we are monitoring the proposed legislation and have not taken a position. they set a possible source for my report might be the environmental group, californians against waste, a group that opposes the bill. the executive director mark murray says the current system would work fine with some tweaks

the family of george floyd will meet with president biden tomorrow at the white house one year after floyd's murder by former minneapolis police officer derek chauvin. a jury convicted him of second and third degree manslaughter. tomorrow's meeting will be held in private.

>> he wanted this meeting to be private in order to have a real conversation and preserve that with the family. he has a genuine relationship with them and the courage and grace of this family, especially his daughter gianna. has really stuck with the president. >> congress is poised to miss the presidents deadline to pass police reform legislation. tomorrow, marches, rallies and assemblies will take place across the country. >> the murder of george floyd provoked a transformative response that many school districts. one district more than ever, the work involving teachers, students and staff is done through an anti-racism lens. >> a massive rally protesting the death of george floyd and calling for an end to police brutality was organized last june by a few students from mission high in san francisco.

that lesson in activism didn't happen overnight. it's been a work in progress. >> we are seeing and trying to highlight for our students, that people throughout history, young folks are at the center of these movements. so young people can feel a sense of power to make them present. >> today there was more urgency around the work of anti-racism education at san francisco unified. >> this is not due -- new to the district but what george floyd death did was to allow the district to move further faster. here's an example, those being trained in a leadership position are continuously receiving intensive coaching, but after what happened in minneapolis the district took that training to another level. >> we said every leader this year has to lead at least three conversations with their staff around race.

>> and that has never happened? >> we never put out that expectation before. >> these conversations start out by acknowledging that racism is part of the fabric of america. >> which is why the lesson plans that teachers follow are being updated every 4-6 weeks based on input from other educators families and experts. >> how do i move toward being an antiracist educator. how do i shift my expectations and ask different questions and how do i respond to students differently. >> the conversation to disrupt and speak out when things are wrong starts in kindergarten. one avenue is through the program called san francisco loves learning, produced by the district. >> on mister floyd's birthday i told you i don't want to be treated unfairly. >> new policies have been implemented to improve student outcomes.

after years of studying the results of a ethnics program the district finally adopted it for all students in ninth grade starting in 2024. >> this increases their sense of belonging and promotes a positive academic and cultural identity which makes them feel like school is a place for them. >> another program called mastering cultural identity is found at seven schools and will increase to 17. providing culturally relevant curriculum focusing on the contributions of african- americans. it's one of the programs which in within this initiative. >> this is to ensure we have equitable opportunities in the structures in access. in order to close the achievement and opportunity gap in comparison to some of our other students. >> she's also ends --

the district piloted a program to include eighth-graders, >>er focusing on creating a pipeline into our black star rising summer academy. >> most students agree there is an honest push to create a safe space for all groups. >> i feel like now it's a lot more comfortable to say, and call people out to have the discussion. >> another part we need to have is accountability. telling students we respect all backgrounds and opinions, and if you can't engage in this conversation or engage nicely, and also respectfully, this shouldn't be a conversation you should be in. >> this is not about wokeness or political correctness, this is about acknowledging the long legacy of racism that has played out in society.

systems draws south with the clockwise circulation. the combined flow is driving some pretty gusty wind toward the coast and of course building a deep marine layer. we will see an increase in low clouds and fog, high clouds as well. there is a likelihood of patchy drizzle as the clouds form against the coastline. we will see the low clouds and fog be swept away by midday tomorrow. overnight, patchy drizzle, lots of clouds and low temperatures in the upper 40s and low 50s. mid-50s tomorrow at the coach that smacked coast, maybe even upper 70s for the inland areas. after a cooldown tomorrow it will warm up wednesday with

good evening, after missing the playoffs for the second straight year the warriors have a lot of decisions to make. they will try to re-sign steph curry probably around 50 premier. hopefully clay heals. the biggest question involves james wiseman. he started the season with covid-19 and finished with knee surgery. there were some flashes of brilliance to make you think he might be the next david robinson, but so much frustration. the warriors played better late year prompting some to say trade him now for veterans who can help curry and company become instant contenders. so what have the warriors set? >> we don't want to trade james

wiseman, i think he's a tremendous talent. he was put in a position where again, the guy has taken hopefully all of his lumps early in his career. i think he can be very helpful to us in the future and in the present. >> as far as what i'm most proud of is the finish and the fight the guys showed after 50 games where we were sort of lost in the wilderness. our guys did a great job of climbing their way out of the hole. and making season very meaningful. >> a harsh reality for the giants going from the best record in baseball to swept by the dodgers at home. now in third place in the national league west. at least one fan had a memorable day yesterday although she did get engaged to a dodgers fan. the defending champs outscored the giants 19-9 including a 11-5 win yesterday. the giants have a mini trip to arizona then off to la for a four-game series this weekend.
