are so many cases that we need to reopen, not only in this state but across the world, we all know that. >> reporter: minnesota gov. tim walz signed a proclamation declaring a moment of silence today at 1 pm for nine minutes and 29 seconds. in washington elizabeth scholz he, abc7 news. the murder of george floyd touched off a transformative response at many schools across the country, in san francisco there is now more urgency around the work of antiracism education. abc7 reporter amy hollyfield is live with more on that. >> reporter: new policies are in place, lesson plans have changed so the activism did not stop after the protest last summer. san francisco school administrators say they want to lift up young people saying they are the center of the movement. those being trained in leadership now are required to have at least three

conversations with their staff around race. teachers, their lesson plans are updated every 4 to 6 weeks based on input from educators, families and experts. and a new ethnic studies program has been adopted for all ninth graders, students we spoke to say they applied the changes and they hope to see more. >> i feel like now it's a lot more comfortable to say, to call people out and actually have these discussions. >> another part we need to have is accountability so telling students we respect all backgrounds and we also respect opinions that if you can't engage in this conversation or engage nicely and respectfully this shouldn't be a conversation you should be in. and they should work with them as well. >> this is not about woke nest or political correctness, it is about acknowledging the long legacy of racism that has played out in society and identifying where it's happening and having the courage to choose something different. >> reporter: another example of change,

woodside road, the offramp according to chp there was a stalled car on northbound 101 and then another vehicle crashed into it and overturned it, major injuries are involved and there are several lanes blocked right now and as we come out to the graphic you can see the backup commuters are co facing. traffic is backed up to 114 and this could potentially impact people making their way toward the dunbarton which you see speeds are down to rebound nine miles per hour. also we have another crash on westbound 580 before the 238 on- ramp, speeds are down to around 11 miles per hour even though the cars have been moved off to the shoulder, this is a live picture of the toll plaza but it but looks much better in comparison to this time yesterday. no metering lights on according to chp and a live look at the

down in oakland stree. now speaking about what happened in an interview, will only see on abc seven news, the 71 year old man who is of asian and latino descent, didn't want to be named. says that he was in the grand lake neighborhood last want to be he was in the lake neighborhood last week when a woman grabbed him and tried to steal his wallet and cell phone. when she was unsuccessful she bit him on the head. he fell onto her car and that is when she grabbed his arm and drove off dragging him nearly 20 feet. he lost 17th. >> i hope people will become aware that this is something that is happening right now. being dragged, it has been happening for many years. >> the oakland chamber of commerce present to was attacked himself last month

met with a man yesterday and he is urging more victims to come forward so together they can make a difference. the santa clara board of supervisors will vote today on whether to opt in or out of laura's law, advocates say it provides court- ordered mental health care to people who need it most. >> laura's law aims to care for a targeted subset of people. individuals suffering from severe mental illness who have experienced repeated visits to jail cells and emergency rooms yet continue to refuse the treatment they need. >> advocates say many of those individuals who have repeatedly refused help do not have the ability to recognize their own conditions. 20 california counties including four in the bay area have adopted or opted in to laura's law, the legislation was named after 19-year-old laura wilcox in nevada county who was shot and killed in 2001 by someone with a history of mental health issues. the c.d.c. is investigating salmonella outbreaks in multiple states including california. the agency says contact with outdoor, back yard poultry could be to blame.

so far 163 people from 43 states have reported getting sick. nine of those people are california residents. the c.d.c. is urging people to know the risks of keeping life poultry. san francisco leaders are considering a plan to make outdoor dining parklets permanent. yesterday the land use and transportation committee took hours of public comment, parklets's have been a lifeline for restaurants but not everyone is on board with keeping them permanent. >> you have to take your car early in the morning and just drive around. >> it helped us survive, without them we wouldn't be able to come back as we did. >> city supervisors continue the issue until june to further discuss accessibility concerns, transportation and how public the spaces should really be. a sandwich is about to make its debut at disney's california adventure and it is going to take a bite out of your wallet. this is called the quantum

today his family is meeting with pres. biden at the white house. mr. biden visited privately with the family before the funeral last june and called them after the conviction of derek chauvin. >> he wanted this meeting to be private in order to have a real conversation and preserve that with the family. he has a genuine relationship with them. >> the president urged congress to pass police reform bills in george floyd's name but lawmakers are expected to miss today's deadline to vote on the measure. a bipartisan group of legislators is at odds on how to hold officers accountable for killing people in the line of duty. happening today to groups in oakland will take an active approach one year after the murder of george floyd. amy hollyfield is live in the newsroom with calls for reform in the changes already underway. >> reporter: to groups in oakland will speak out against police reform today, they are doing this on the anniversary of george floyd's murder. activists will call for

defunding police and investing in community services in oakland. they say this is necessary because police continue to kill black and brown people. they want the city to reimagine public safety but critics point to the need for police as murders in oakland have nearly doubled this year. >> what is to blame and the spike in crime is massive continuous disinvestment and disenfranchisement by the black community, if you choose to invest in violent policing instead of things that keep the community safe like education, economic opportunities >> to cut the police force 50% in the middle of a crime wave seems peculiar at best but it might even be corrupt. >> one city council member says the city is in the process of shifting resources and is working with the mayor. this will be a key part of budget discussions, the city budget will be voted on at the end of next month.

live in the newsroom, amy hollyfield, abc7 news. tonight abc news is marking one year since the murder of george floyd with a special edition of soul of a nation, it's called george floyd the year that shook the world and it takes a look at the moment that inspired change across the globe. watch it tonight at 10 pm right here on abc7 or wherever you stream. the concorde police want to find the person responsible for shooting at sun valley mall, officers were called to the mall just before 6 pm last night and they found one man shot and shell casings on scene, it happened between red robin and sears. police say the shooter drove away. the ntsb is investigating today after a small plane crash in a las vegas neighborhood that killed the pilot, the aircraft was owned and operated by a military contractor involved in training missions, jobina is joining us with more. >> reporter: authorities say the military plane took off from nellis air force base and crashed a short time later sending thick black smoke billowing from the neighborhood,

an elementary school was forced to shelter in place and witnesses in the neighborhood say the crash sounded like a loud explosion. >> my dog was freaking out and running around the house like going crazy by the windows and my dad was like hey a plan a plane crashed down the street. >> between the two houses he went down where the wires were and that's where we heard the big boom and when he hit the ground the fuel went up. >> reporter: the company that owns the plane released a statement saying it is cooperating with the investigating agencies to determine what led to this tragic accident. the pilot was killed but no one else was on board, the name of the pilot has not been released. this morning europe is quickly isolating the nation of belarus which is being hit with new sanctions after the country's president ordered air traffic control to land the plane to arrest an opposition activist. >> this is an attack on democracy, this is an attack on freedom of expression. and this is an attack on

european sub unity. sovereignty. >> the un is also banning belarus airlines from flying over european countries. the u. s. has also condemned the government of belarus. younger teens may soon be getting the vaccine from moderna, the company announced this morning that the vaccine is highly effective in protecting younger teens against infection with no safety concerns. moderna said it shot at a 100% efficacy rate and it will now ask for fda authorization early next month. and we are exactly 3 weeks away from the day all of california will be able to fully reopen and that change could have a bigger impact in one particular bay area county at least on paper. solano county is still stuck in the red tier and of course those colored tears will cease to exist starting june 15.

semi trucks were blown over and in total about 21 reports of tornadoes in western kansas yesterday and unfortunately they are not finished. in fact here's a look at reports as we look at live doppler seven. do you like my new background? it's kind of cool isn't it? we will jump right in there and you can see those reports of a couple of super cell thunderstorms just across the colorado border heading off toward the east toward kobe and garden city but look at all the severe weather expected today. a little bit south and east of their but then it comes back tomorrow and moves into the northeast and look at this, it's going to get even more dangerous headed into friday and saturday. so it's that time of year. but for us a blanket of clouds is keeping a smile this morning, we've got mid 50s, 54 about 56 along the east bay shore and we've got temperatures around 52 to 62 as we head back around most of the neighborhoods. if your kids are headed off to school it's a milder morning
