unpaid rent has become an albetrose around the neck of tenants and landlords. now one supervisor says it's time to cancel that debt in a measure that he says is a first of its kind. good evening i'm dan ashley, thanks for watch ing. >> and i'm ama daetz. supervisors in san francisco looking at this new measure that would cancel unpaid rent for thousands of small businesses that had to close during the pandemic. liz pena explains how this would impact the city's economy. >> reporter: for the past 12 years this is how you would find muhammed busy with a hair clipper on hand. but now he mostly waits for customers. the first one today arrived mid- afternoon. >> i got like one customer or two customers a day. then i still have to pay the rent. >> reporter: in the back of his mind, months of backed up rent

and utilities to play. >> the first i stayed closed 7 months. then i paid the landlord for three months. then the landlord gave me a break and the business is like dying. so i don't have enough money to pay the present but i don't want to close the business. >> reporter: today preston brought forward a plan to help businesses. businesses owe up too $400 million in rent so how will this legislation actually help? >> we're working to try to get a more specific number of how many businesses would be impacted. >> for some businesses it can be a very short period. where they were just shut down for a couple of months. >> reporter: hanson president

of commercial real estate represents 50 to 70 san francisco independent landlords and says the aid needs to be equitable. >> if supervisor presston said look i have to give relief to both sides t , the logical way to do that would be give relief to landlords in exchange for rent relief. that would be something to consider. >> reporter: the official vote will take place in a month. if approve bid the majority of the board this legislation could go into effect in july. in san francisco, luz pena, abc 7 news. challenges in getting rental assistance in california could lead to an eviction epidemic. that's according to a new study out tonight. housing now california says only $20 million has been paid of the 4.6 billion in federal covid relief funding for

california renters. a woman who's facing eviction says it's all just terrifying. >> the physical and emotional toll of this is very difficult to express. it is overwhelming. because of its duration. and the sense of isolation that we have, just felt alone. >> it's difficult to hold off and pause the eviction in order to receive the rental assistance funds because their positions. we've been waiting for months. >> reporter: tenant advocacy groups want lawmakers to close gaps in the assistance program and strengthen eviction protections. eviction protection for renters in san francisco could be extended another three months. right now the board of supervisors is meeting and will consider expanding the city's moratorium on evictions. it is set to expire in june. under the ordnance landlords are barred from evicting tenant

s if they can't pay rent for reasons including losing their job or illness. the city scheduled a vote on the google project. it covers 80 acres or roughly 30 blocks. the project includes housing, retail, public parks and enough office space for 252-1,000 people. the plan is not without controversy. protesters once called it googleville in how it would displace those without housing. >> reporter: a plan years in the making could be coming. >> to create a vibrant downtown. >> reporter: google receives approval for their downtown project. the 80-acre transit oriented

village near dereodon would be the number one deal ever reached in san jose and could take a year too complete. >> credit to google for their patience and resistance going through dozens of city council meetings. >> reporter: acres of parks and open space, the mixed use project will allegation include 4,000 units of housing with nearly a quarter of them slated to be affordable. >> i'm really excited about the environmental program we have for efficiency. in a super innovative public- private partnership. >> reporter: the project can be a development agreement. >> that's going to be the clencher. it's a big deal. >> reporter: getting to this point was a process, especially with concerns raised by community members and organizations. who could forget this scene from years ago when anti google protesters chained themselves

to chairs inside san jose city council chambers. downtown business leaders say much of the push back has been erased now that google has offered to provide $200 million in community benefits. a big chunk of which is expected to be used to help fight homelessness and displacement. >> all of that has really been addressed through this process of working together and what you have is a neighborhood being created. this is not a walled off spaceship. >> reporter: city council members will hear from the public throughout the evening with the final vote expected to happen by the end of the night. in san jose, chris nguyen, abc 7 news. in honor of george floyd there were celebrations of life from minneapolis to new york to right here in the bay area. abc 7 news reporter cornell bernard was present when the community called for change. >> reporter: for many in oakland it was a day to reflect and remember a man named george floyd.
