, imagine being here at the bus stop and being passed over by the bus not because it was full but because it was at capacity and that has happened a lot here in san jose. they are hoping it will get better today, starting today buses francisco will now allow people to sit three pete apart instead of six and that means more people can climb on board. for example instead of eight people on a 40 foot bus they will now allow 18 people. one commuter we spoke to said they realize it's time but it was nice while it lasted. >> i do enjoy having the space, it's still not as bad right now because not a lot of people are out when i'm on it but i do enjoy the space. i'm okay with that i think if they keep it under control but we are going to have to start somewhere and see if it works. >> reporter: masks are still required on the buses and ferries, the only changes we are going to see the space

so these new guidelines will allow them to carry more people which they say is critical for public transportation and economic productivity and consider this, they say 600 to 800 bus passengers a day were being passed over because the buses had already reached capacity. so they think this is a good step for everyone, they do want you to still give the bus driver some space by staying 6 feet away and behind the yellow line that you and your fellow passengers can now sit feet apart. live in san jose, amy hollifield, abc7 news. new developments on a proposal that would have made it free to ride -- over the summer, the board of supervisors approved the program but it is expected to be vetoed due to a budget crunch. the goal was to lower commuters back with ridership still lacking. reopening for in person diricterintendent school ing lah mahews announced that all

schools will start back up august 16 and there will be three start times. 7:50 am, 8:40 am and 9:30 am. as for distance learning the state says that is not happening but the school district says a remote option may not be completely gone in certain cases. >> considering what it will take and what it could look like to offer a very small remote option even as we await guidance from the state >> we are not going to give districts the flexibility to do distance learning, that authority expires june 30. >> at this point masks will be required when the school year begins. another major milestone in the fight against covid-19, the c.d.c. says more than half of adults in the u. s. are now fully vaccinated. the pace of vaccination is slowing, so more states are offering incentives to get people to get their shots.

jobina fortson joins us now with what our governor is saying. >> thank you reggie, the c.d.c. reports that more than one to 30 million americans are now fully vaccinated and as you mentioned while the news is trending positive health officials are still concerned that vaccination rates are slowing. more states are now getting creative with the incentive programs to get people vaccinated. ohio says vaccination surged 45% and then 94% among teens after launching its $1 million vaccine lottery. colorado is now the sixth state to open his own lottery. gov. gavin newsom will appear on gma three today talking about if we will see incentives in california. >> were going to be doing a lot more. a lot of local governments are doing things but we have prepared for this moment when we start to see a first dose drop off and what we are seeing in the last week is a first dose drop off, still steady on the second dose and we are waiting for that first dose drop off to pull the trigger this week. we are going to be doing a lot and making big announcements on incentives. >> you can catch that entire interview at noon right here on

show this morning, it was a reddish color because of the total lunar eclipse. this was a look at the so- called super flower blood moon from the east bay hills camera this morning. the eclipse began around 2:45 am and was partially visible until about 5:50 am, a lunar eclipse app happens when the sun, earth and full moon align and the earth's shadow casts the reddish glow on the moon. it was pretty

in court this morning charged with killing two children. the grand jury has indicted lori following chad daybell on conspiracy to commit murder. this case gained attention for the couples doomsday beliefs, court documents alleged that they believe the children were zombies and she was on a mission to rid the world of such creatures. new developments this morning in the killing of a 12- year-old girl and antioch, a 19- year-old oakland man is under arrest in that deadly shooting that happened two weeks ago. police say the girl was found in an upstairs bedroom on okay even way, u. s. marshals arrested the man at a home in oakland. investigators have not released a motive. the biden administration says it will allow the building of wind turbines in federal waters off the coast of california. during a conference call with the secretary of the interior the governor welcomed the project with open arms. >> what is significant about this announcement is we are talking about a game changing

investment in a green energy future that is not an investment in power production. near communities that are traditionally underserved and that are usually the burden bearers and not the beneficiaries of large scale production. environmental justice concerns here are big. >> the plan announced yesterday calls for two floating offshore wind platforms, one northwest of morro bay and the other near humble bay. the site would be located between 20 to 30 miles off the coast and it's estimated it would provide enough electricity to power 1.6 million homes.

businesses afloat. there is help for renters in the bay area, starting friday san francisco residents can apply for new rental assistance programs, there are $90 million set aside to help with rent relief. a 28-year-old woman has been charged with assault after allegedly punching a flight attendant and knocking out of her teeth. this happened on a flight going from sacramento to san diego last weekend. the video shows you police escorting the woman off the plane in san diego. a spokesperson for the airline said the woman ignored instructions and got verbally and physically abusive while the plane was landing. a witness explains to gma what happened. >> i was like five rows in front of them or her, and the next time, the next thing i know, it's don't touch me and i said what happened and she stood up and just one quick punch and she was on the floor. >> with more people flying the faa says the number of fights between airline workers and passengers is on the rise with

about 2500 reports of unruly passengers since the start of the year. 1900 of them because people were refusing to wear masks. gma will have much more on this story coming up at 7 am. investigation into former pres. donald trump and his business empire is entering a new phrase. new york prosecutors have ceded a grand jury that is expected to decide if trump will face charges stemming from an investigation into business dealings. jobina fortson is at the live desk with the former president's response. this morning the former president is calling this a quote continuation of the greatest witchhunt in american history. he went on to say it is quote purely political and an affront to his 75 million supporters. the development is a possible sign that the manhattan da is seeking charges after a two- year investigation, prosecutors are looking into a variety of matters including weather trump overvalued his properties to get loans and deflated the value of those same properties to pay lower taxes.

the das office is also reportedly investigating hush money payments made to women who they say had sex with trump . abc news has learned witnesses have already been contacted to appear before the grand jury which will reportedly meet for three days a week for up to six months. senators are trying to salvage legislation to create a commission on the january 6 insurrection at the u. s. capital. republican sen. susan collins and democratic sen. joe mansion led talks on potential changes to the commission in an attempt to overcome opposition. republicans are expected to block the bill when brought up for a vote. many republicans say they just don't trust that this is going to be a bipartisan effort. there is now nearly $200,000 on the line to find the person responsible for killing
