live look outside. check out the bay bridge, thick traffic into the city as memorial day weekend winds down. traffic pollution is only part of what is driving up smog levels. that's what triggered today's alert. the number of spare the air alerts has doubled each year since 2018 and experts predict this year may be even worse. abc7 reporter leon melendez joining us with why the outlook for this year is so grim. >> reporter: by now we know the formula, the hot weather plus traffic, the carst ere. all of that contributes to what we are seeing now. this year they are saying that it might be worth. because, as we all have seen, conditions there are really dry. memorial day is the unofficial start of the summer. as people

enjoyed the outdoors, the smog reminded us that today we received the first spare the air alert . many more are expected as the bay area primes for a severe fire season. >> i'm scared. i think it's going to get worse and worse. >> reporter: last year that bay area air quality management district recorded 52 spare the air days , compared to 26 the year before. you would think that in 2020, with so many people staying at home, the air quality would have been better. except that last year we had so many acres burning. >> we don't know how this year will look, as far as wildfire is . but the conditions are very dry and we are seeing high temperatures already. >> reporter: add to that the number of cars on the road producing harmful emissions. the air ct avoid driving during those days to reduce air pollution. marty decided to go electric.

>> i foresaw the future and eventually everyone is going to half to adapt. we want to save this earth and make it a better place for future generations. >> i do have an air filter at home. now that we are so used to wearing masks, i'm guessing i will probably be wearing them not just for covid, but for the air-quality. >> reporter: if you have to go outside, only n95's protect prot from the wildfire smoke. unfortunately, no mask will protect you from the smog. i have three air filters at my house. as of may 17th of this year, 2021, a total of 2060 wildfires in california have been reported by the california department of forestry and fire protection. there is a good site where you can monitor and see the air- quality where you live. that is airnow.gov.

it's a very concise, easy to understand and helpful. >> i thought some people outdoors exercising today, it's not always recommended when there is poor air quality. is there a best time to exercise? >> reporter: you should have seen percy field today. we went there and people were jogging and bicycling, a lot of people outdoors today. i think also because it was not only memorial day weekend, but also people wanted to get outside. so, of course, the best time to exercise outdoors is in the morning. remember the ozone levels start climbing in the afternoon and it gets worse and worse. especially in the afternoon and early evening. again, the best time to exercise this morning, i did it at 7:00 in the morning. i stayed home though, it was on

expect in the months ahead? >> i'm afraid that's the case, yes. glad to say tomorrow will not be a spare the air day, as the air-quality will be improving. nonetheless, today was a hot day. still 101 degrees in brentwood and cloverdale. the high at fairfield today was 105 and livermore topped out at 100. we still have lots of 90s in the inland areas. the heat is a little bit slow to retreat in these evening hours. we still have a heat advisory in effect for all of the north bay and virtually all of the east bay. except the east bay shoreline. that expires at 9:00. and we have an excessive heat morning in effect for solano county. but things are getting better. happy to report that air- quality will be moderate to good tomorrow and good in more bay area locations on wednesday. whereas today it was only poor to moderate. the improvement is due, in

part, to this robust onshore flow. we have 45 mile-per-hour winds at san francisco right now, bringing cooler air and cleaner air over the next couple of days. and more breathable air. i will have the full forecast little bit later. >> people were hitting the beach to cool down on this hot memorial day. look at all of those folks out there in alameda, where people and wildlife enjoyed the water. many beachgoers sat out bellas and tends to stay safe from the sun. >> big crowds conversed on santa cruz this weekend, wondering what life was like before that pandemic. they got a taste of it today, but it doesn't mean businesses were quite ready for the rush. >> reporter: this afternoon the return of holiday traffic on highway 17, bumper-to-bumper bringing a sense of normalcy as drivers make their way from the valley to the beach. >> it's nice to be around people. >> reporter: as covid-19 cases

continue to drop, more people are feeling good being out and about. modesto resident michelle villa real and her husband made the drive to santa cruz to celebrate their wedding anniversary. >> debating on whether we should stay another night and miss the traffic on the way home. >> reporter: with tourists coming back to the area, businesses are asking for a little patience. especially as the region deals with the labor shortage. officials of the santa cruz beach boardwalk says they need to fill 500 physicians. >> our guests are so thankful to be back at the boardwalk. they are happy to put a mask on and socially distance. >> reporter: boardwalk spokesperson chris reyes wants the public to know they are doing all they can to provide the best possible service. >> we have come a long way in the last year. we are very happy to be open for memorial day 2021. >> reporter: same goes for the picnic basket, a popular cafe were zachary davis was busy attending to customers during

the holiday rush. he is the co-owner of two businesses in town and knows firsthand staff has been. >> it's about interacting with people, bringing a little joy and delight. it is so wonderful to be back face-to-face. we are not doing delivery and we can interact with people again. we love it. >> reporter: many were simply savoring the sun. >> just walk and enjoy the weather. it is beautiful out here. we enjoyed it. >> reporter: and counting their blessings that they too can take in some of the fun. movie theaters hoping for their first block buster weekend in more than a year. last summer earnings were down 96% from the year before. this memorial day weekend ticket sales grossed an estimated $100 million. depending on the county, theaters are open with a limited capacity. keep in mind masks and social distancing are still required.

building a better bay area means a healthier bay area. california just set a new record low in the coronavirus pandemic. the seven day test positivity rate has dropped to 0.7%, lower than it has ever been report. the state reported 644 new cases and five new deaths in 24 hours. a little more than 1000 patients currently hospitalized. back at the peak in january that number was nearly 22,000. the covid numbers that are going up, vaccination numbers. 44% of california's population is now fully vaccinated and doing even better in the bay area. vaccination rates are coded by color, or color-coded by

the limited tickets to popular exhibits. linda butler says it's critical for the museum's future, because a full 40% of their normal visitor traffic is from outside the bay area. >> we are looking into getting back to pre-pandemic levels. it's very important for economic recovery. >> reporter: while some around the country may have sneered at the bay area's strict stance on covid measures, they may turn out to be a wise investment in the long run. to the north bay now. residents and growers already dealing with 20% cutbacks in their water, all due to a

drought likely to become worse during the summer. everybody is challenged right now, especially those who make their livings direct we from the river. a rafting company owner is making the best from the worst drought in memory. >> reporter: beneath the squeaky wheel above a large awning, the most obscure collection of flip-flops you are likely ever going to see. >> those are lost souls. >> reporter: we do come back though, right? >> every single person. >> reporter: will be coming back this year, the 20th, in which he will send his customers paddling and floating nine miles down the russian river. it feels almost like a miracle. >> this is historically the lowest i've ever seen it. >> reporter: even with the river at a record low, counties rely on the russian river as their main water source. now at another complication, being a business that relies on it.

[ laughter ] we are not in jeopardy anymore as the heat is retreating. let's take a look back at some of today's high temperatures. 105 degrees at fairfield, 100 at livermore, 106 and ukiah. that's pretty hot, butnoti dn't have lots of le digits. we have lots of locations that were quite toasty with highs in the upper 80s to 90s. but just a few triple digit readings. san francisco topped out at 80 degrees. it is 40 degrees

right now we've got cooling near the coast and around the bay, thanks to a nice onshore flow. the winds aren't terribly gusty areawide, but here in san francisco we have 45 mile-per- hour surface winds. we will have a building marine layer during the overnight hours. right now we are looking at clear skies and breezy conditions. 64 degrees in the city right now, oakland 68, 81 at san jose, 83 morgan hill and half moon bay checks in at 59 degrees. you can see little puffs of low clouds, but they will become more numerous and deeper later tonight. 79 in santa rosa, napa 76, 99 at fairfield, 94 concord and livermore. at santa cruz beach we still see lots of people enjoying the weather, although it's beginning to cool down there. fog returns to the coast overnight. we will have mild to warm weather for the remainder of the week. our forecast animation will

look like this. we sea fog and low clouds deepening along the coastline during the overnight hours. most inland areas will remain clear overnight and then the fog will linger at the coast for much of the day tomorrow. but we have bright, sunny skies inland and over the bay. temperatures will be in the mid to upper 50s away from the coast, pretty mild overnight. a good night for some air conditioning, if you have it. or open the windows. [ laughter ] low to mid 70s around the bay shoreline. inland areas in the east bay, low 90s. 80s in the south bay. here is the accuweather seven- day forecast. notice how temperatures gradually taper off. the cooldown will not be a sharp one. friday will probably be the coolest day in the forecast period. we warm-up over the

an indefinite impact, vta's light rail service remains suspended until further notice because of last week's deadly shooting. vta had been using bus bridges, but they announced they are ending because of staffing limitations. employees have been told to stay away from the site. we are expecting an update on the investigation tomorrow.

it will be the first one since last friday. >> multiple vigils were held over the weekend for the victims. the shooter killed nine of his coworkers last wednesday. you can see all of their faces here, take a look. while nearly all died at the railyard, one was taken to the hospital. 49 alex burch was the last to be pronounced dead. we spoke with his wife about their final moments together. >> reporter: opening the doors to her home and taking us in to their sacred place- >> he named it fred and ginger's exotic cocktail lounge and bar. >> reporter: for the last five days tara has spent her time here, holding on to the last memories of her husband of 19 years. >> he put in every single nail, every single screw. this is where i feel the closest to him. >> reporter: in their sanctuary everything remains untouched. >> everything alex has touched is so important to me.

>> reporter: tara and alex shared a passion for dirt bikes. we met and i told him i ride dirt bikes. he asked me, where do you ride dirt bikes at? >> reporter: tara share their last memories together as she laid next to him in the hospital , seconds before he died. >> he actually moved his wrist and grabbed my hand. he didn't want to leave. he wanted to be here with me. i would always ask him, what do you want to do today? or what are the plans? a ghost, i don't care. as long as i'm with you. >> reporter: the what if's are keeping her awake at night. months later alex had shared with her concerns about the suspect. >> he was off shift and taking in his hand radio. he had already started up his truck, five feet away from the door, away from this and being home with me. >> reporter: thursday, their

a call r acti san fran gathered for a national day of ceremony solidarity against asian american pacific islander hate. organizers said their goal is to amplify aapi voices, educate, inspire action and affect change locally and nationally. in addition to demanding an end to the hate, speakers offered advice to community members to help keep them safe. race and social justice, a pillar of holding a better bay area and its man motivating some to step out in front of the lens. we got one of the judges to explain the significance. >> reporter: on rare occasions when cameras are allowed in santa clara county superior court, we are told not to take videos of the judges. that makes this video unusual, that features 13 of them, all of them asian american. >> i'm an american.

efforts to build a better bay area we are focusing on bay area tourism. how it's changed and how it's bouncing back among the most iconic visited destinations in san francisco are pure 39 and fisherman's wharf. we explain how the pandemic impacted this area and how it is faring as the city reopens. >> reporter: among the many places in san francisco that sat dark and quiet during the pandemic, fisherman's wharf and pier 39 were on top of the list. for a good part of the year little to no tourism in the city made it so hard for so many in this area. but things are changing, and just in time for summer. although, of course and san francisco, it means you need a jacket. this is where the action is. >> absolutely. >> reporter: to show us around and tell us how things have changed, we met up with taylor safford, president of pier 39. people are out and about. >> the reality is it's only a

fraction of what we normally see, visitation wise. >> reporter: pier 39 usually gets 50 million visitors a year. over the past 12 months they've only had 2 million. though it looks pretty busy right now, it is nowhere near normal. >> right now we are doing 15% to 20%. >> reporter: the biggest shift is who is coming. pre-pandemic 20% of visitors came from the nine counties that make up the bay area. now 70% of visitors are locals. >> it has shifted dramatically. which is wonderful, because we are having an opportunity to have so many more people visit us men would have normally. >> reporter: that's a trend. president george jacobs is during the pandemic memberships have gone up. >> it is mostly locals and they are happy they are discovering local attractions. >> reporter: that's just one several dining, in a year that's been extremely challenging.

the aquarium had to lay off 50% of their staff and furlough an additional 20%. since reopening to limited capacity in march they've been able to rehire some of those workers and hope to rehire more as the summer goes on. >> we are looking forward to the june 15th announcement of perhaps 100% reopening. we do require 75% to breakeven. but 50% is better than zero. >> reporter: after the aquarium, we went over to fishers men's wharf, seeming a 202% increase in visitors the spring compared to last. speaking of locals visiting the area, it really is fun to play tourist or a day in your own city. of course, no trip to the fisherman's wharf area isn't complete without a trip to the bonavista cafe for an irish coffee. the bonavista cafe is doing pretty well. general manager larry silva says irish coffees to go is what saved them. >> having a high percentage of irish coffees, versus a normal restaurant with a high percentage of food, we've always been able to stay in the

black. >> reporter: but remnantsofe pa visible. some of fisherman wharfs most iconic restaurants are boarded up and it's unclear if they will ever reopen. >> i feel bad. a lot of my neighbors could not make ends meet. especially on jefferson street. that's a struggle. some of them can't do outdoor. >> reporter: silva believes with the hotels in the neighborhood reopening, more restaurants will too. >> we are expecting a really, really, really good summer. and we are hoping that the places that are boarded up still have enough ability to reopen. we need them all to be open. >> reporter: and businesses too. one of them that is bouncing back- the yellow go cars. last year at this time they had the owner tells us right now they are almost back to pre- pandemic levels. the owner is nathan witherington.

he and his wife both work in tourism and said the start of the pandemic was terrifying for their family. >> we figured we would put a plan together, sell our house, cash out, move somewhere to hunker down and see what happened. >> reporter: when you see the cars around the city you forget there is a human and person behind at who has to pay the bills. >> it's not just me, it's my staff. i had to go and let go 100% of my staff. it's heartbreaking when wendy you have to say to everybody, i'm sorry. >> reporter: he says he got through it and has hired back much of his staff at this beech street location. although his second location remains closed. still, he is cautiously hopeful for the summer, even moving his family back towards the city. >> it's looking good. i'm a lot more confident now. >> reporter: back here at pier 39 it really did feel alive. safford says just five businesses out of 100 on the tier close because of the pandemic. a success rate they are proud of.
