thank you for joining us. >> reporter: this is elvin williams who authorities say was preparing to fight for isis. a criminal complaint shows text messages and men he didn't know were fbi sources. one source if williams had a problem with killing. williams wrote back "no, i do not. not in the slightest bit". >> he was consuming these videos and propaganda for hours at a time. it's hard to detect. that's why we need people to tell us. >> reporter: the bureau was first tipped off to williams in 2017 by his own mother and high school administrators. then in 2020 when leaders of his seattle

mosque became concerned over his growing radical behavior. >> they were working hard to get him on the straight and narrow. when they realized it just wasn't working they brought it to our attention. >> reporter: williams was aware. he was arrested friday at sea-tac airport. >> he was actually in the jetway boarding the plane when he was arrested. >> reporter: the fbi says williams is charged with attempting to provide material support to a foreign terrorist organization. if convicted he could face up to 20 years in prison.

new developments in windsor tonight where a new mayor was sworn in. >> the vice mayor was replacing the mayor who resigned last month, facing numerous accusations of sexual assault which he still denies. salmon was elected to the town council in 1994 and has served as mayor several times in the past. the disgraced former director of the san francisco public works department was arrested today over a robbery of a bag of sticks. sources say he was kidding afterward but that person called police. he is currently under investigation on federal corruption charges.

police say this instance is completely unrelated. new video of the moments before officers shot and killed a man on memorial day. officers were conducting surveillance outside the home. police say stanley was being investigated for robbery last month.
