cal osha is expected to vote on updated rules on social distancing and masks and what to do if someone is still not vaccinated. abc 7 reporter matt boone is live with more. >> reporter: businesses are looking to cal osha for guidance on how to handle returning people back to the office. today is a big day. there is some controversy around what is being proposed. should people have to wear masks in the office or sh they be able to take them off? the rules right now say we have to wear masks in the office and stay 6 feet apart. today, they are looking at whether to change that. starting june 15, the state is allow vaccinated people to remove their masks. cal osha is considering going a different way than the state. the agency could decide to keep masks in place unless all employees can show proof that they are vaccinated.

they will also be discussing whether people need to stay 6 feet apart or possibly drop the physical distancing rules for vaccinated people. the idea that vaccinated people would still wear their masks because their coworkers are not vaccinated pushback from some business groups, some saying it is not right that the vaccinated workers would have their freedom impacted by other workers and some businesses called the idea astonishing and rogue public policy. that to vote is expected today. that new rule could stay in place until next year. live in walnut creek, matt boone, abc 7 news. apple is detailing its return to work plans. and a companywide email, the ceo said he wants most staff back in the office three days a week starting in september. the company is giving employees the chance to work remotely for up to two weeks a year. there are a bunch of new incentives to get americans vaccinated, everything from childcare and gift cards to

president biden calling this a national month of action. >> america is headed into the summer dramatically different than last summer. a summer of freedom. a summer of joy. a summer of get-togethers and celebration. the president unveiled new incentives like free childcare a major daycare chains in ymcas while parents get the vaccine and the pharmacies will stay open all night on friday in june. the white house is teaming up with black owned barbershops and beauty salons to reach more americans and touting up the list like free rewards tickets. >> the nba, nhl, nascar, they are offering vaccines and outside playoff games and races. major league baseball will be offering free tickets to people who could vaccinated at the ballpark. >> reporter: 12 states including california have already met the president's goal of 70% but another six states have yet to even reach half of their adult population

with one shot. >> we need everyone across the country to pull together to get us over the finish line. i promise you, we can do this. >> despite lower covid case numbers nationwide, health officials are watching to see if numbers spike after the memorial day holiday weekend. one day after learning about hackers targeting one of the country's biggest meat suppliers, two more cyber attacks have come to light affecting mass transit. the question is, why is there such a surgeon attacks? jobina has details on the latest ones. >> reporter: in new york city, the country's biggest mass transit agency says it's computers were the target of an attack in april. hackers linked to the chinese government tried to exploit security flaws within the transit system including the city's subways and buses. a -- this comes as the fbi blames a cyber criminal group based in

russia of hacking into the world's largest meat supplier. jb s says it is on schedule to resume production at all of its american plans today but the days long shutdown could cause a tie supply. >> there was a lot of speculation as to what this was. clearly one to show the united states that the russians are capable of doing these things. >> reporter: according to the cybersecurity firm, damages from cyber crimes could hit $6 trillion this year, doubling since 2015. the white house has not blamed the kremlin but has suggested russia is harboring cybercriminals. we are seeing new video of the moments officers shot and killed a man on memorial day. san jose police released this video. they say undercover officers were conducting surveillance outside of 31-year-old demetrius stanley's home. police were investigating him for a robbery last march. video shows stanley walking out on the street holding what appears to be a gun and approaching an unmarked suv

with a plainclothes officer inside. the doors open and that is when officer shot stanley for fear of his life. committee members believe stanley believed he was being stalked and was protecting his family. >> they could have been anybody. if i had the feeling that there was somebody outside of my house possibly trying to break into my homework into my car, i can't say what exactly i would do in that instance. >> the undercover officer who shot stanley is a 14 year veteran of the department and he has been placed on administrative leave. the disgraced former director of the san francisco public works department is waking up in jail this morning. the man tried to rob someone with a knife. sources tell abc 7 news that he was carrying a small kitchen knife in the break room at the sf-marin food bank and then threatened to take someone's potato chips. sources say he said he was kidding but that person ended up calling the police.

the organization's communication said that a longtime volunteer is working with other volunteers at the time. nuru is currently under investigationliy > vernor newsom will be in the bay area today. the governor will speak at noon as california prepares to fully reopen the economy later this month. last month, the governor proposed an additional $1.5 billion in aid to help restaurants and small businesses. an oakland restaurant is being recognized for its resiliency during the pandemic. representatives from wells fargo surprised the owners with a custom open sign. the popular beanies restaurant was able to stay in business with the help of a ppp loan from the bank. the owner says that loyal customers and the community partnerships also kept them afloat. >> it has been amazing. the community have come together

and just supported us. i can't wait to give back. >> they will mark 11 years in business this september and they hope growing confidence in the economy and flattening the curve will leave the restaurant fully reopened. let's take a look at what is going on outside. we will start with the peninsula. you can see the cloud cover at sfo. the fog is not nearly as thick as it was yesterday. visibility around five miles at half moon bay. let's take a look at some other temperatures. 49 at san rafael. 64 at los gatos. most of us are in the 50s except in san francisco. here is a look at the way today breaks down. we will see faster sunshine today. a little bit drier air mass. the marine layer is compressed a little bit. you can see the faster sunshine

will get us into the upper 60s, upper 70s by noon. 74 to 85, average to a little bit above at 4:00 for our bay and in the neighborhoods. let's take a look at the commute. you can see the cloud deck is not solid. that is why there is some misty spots. it is not a widespread area of heavy drizzle but there is a small craft advisory in the usual spots. it will be in the 60s this morning, even some 90s in the afternoon. that is the spread from san francisco to inland if you are taking mass transit. good air quality all the way through saturday. we will take a look at the rest of the weekend coming up. we have a slowdown in fremont right now because of an overturned dump truck on southbound 880. there is about 1000 pounds of trash in the roadway right now according to chp. injuries have also been reported in this crash.

several agents. a criminal complaint shows text messages between williams and men he did not know were fbi sources. one source asking williams if he had a problem with killing. williams wrote back, no, i do not. not in the slightest bit. investigators say he was moments from boarding a flight to egypt, flying to amsterdam and paris. >> we wanted to see him show up at the airport, crossover where he was in the jetway boarding the plane when he was arrested. he could never say that i changed my mind or i was not going forward with my intent on fighting overseas. >> the fbi says the bureau was first tipped off to williams back in 2017 by his own mother and high school administrators then again last november when leaders of a seattle mosque

shot. the president is now one month away from his self-imposed july 4 deadline to get at least one dose of the vaccine into 70% of americans. jobina has more what the director of the cdc is saying. >> vaccination rate went from 3.3 million doses a day to 1.1 million a day. right now, 12 states including california have already met president biden's goal for july 4 with 70% of their adult population receiving at least one dose but six states are still far behind at less than 50%. the president announced new incentives to those who get vaccinated. that includes free childcare at four of the nation's largest providers, cash prizes, free groceries and beer. cdc director rochelle walensky talked about that goal of 70%. >> after we hit 70%, we need to lean in and try to get to 75% and try to get to 80%. right now, we have this goal. we are working toward it. d he hit all of e

who have been streaming in, trying to get the vaccine for themselves and now we are going out one by one, getting this vaccine to the people. >> good news as we head into summer camp season. the american academy of pediatrics says weekly covid cases among children is at the lowest we have seen in about eight months. as more people get vaccinated, more companies are bringing workers back to the office. cal/osha is prepared to vote today on updated covid safety guidelines in the workplace . abc 7 reporter amy hollyfield is live in walnut creek with what we need to know. >> reporter: everyone is watching this one closely. one worker here at the office who is not vaccinated could mean that everyone in the office has to wear a mask. that is the policy that is going to be voted on today. as you know, the state is planning to reopen on june 15 and that will mean that vaccinated people are expected to be able to drop their masks.

cal/osha is considering going a different direction and putting stricter rules in place. the proposal says if the entire office is vaccinated, the masks can come off and physical distancing will not be required but if there is an employee that does not show proof of vaccination, the masks would stay on. some business groups have criticized this idea saying vaccinated workers should not have their freedom controlled by other workers who don't get the vaccine. this has been criticized as rogue public policy since it would go against federal and state guidelines. the covid case rate in california has dropped to less than 1% but advocates for this policy say they fear another possible surge and they also want to protect the most vulnerable workers in the office. that vote is expected today and that rule, whatever they decide on, could stay in place for the rest of the year. live in walnut creek, amy hollyfield, abc 7 news.

an unemployment milestone for the first time since the pandemic began. new jobless claims have dipped before the u.s. labor department is reporting 385,000 new claims were filed last week but there is still more than 8.7 million continuing claims. that is 169,000 more from the
