the first of nine funerals was held today for the victims of the vta shooting. vta is providing buses to carry family, friends, and vta employees to their funerals. the first is for abdolvahab alaghmandan. he was killed along with eight colleagues and last week's mass shootings. a go fund me page has been set up to help support his family. vta have nine buses each with a tribute on the side to memorialize the nine victims. the countdown is on. we are 12 days away from the complete reopening of the state on june 15. we have team coverage into what the future looks like at the workplace. the governor focuses on lending a hand to bars and restaurants. happening now, cal osha is considering revisions to workplace requirements for employers to align with the state plan to lift covid restrictions and fully reopen. lori anthony found out the state business community is strongly pushing back saying the proposed amendments leave california out of sync with the

this is abc7 c7 c7 c7 c7 c7 c7 an uber report shows between 2017 and 2020, more than 25% of the increase in homelessness in the u.s. occurred within the bay area. >> 73% of the bay homeless population lacks shelter. >> the report gives several recommendations for ending homelessness including $9 billion to create shelter and housing and 2 1/2 billion for a prevention program at other services. the council says the money would come from new regional funding and state and local resources. governor newsome proposed $12 billion to address homelessness in california in the next budget. jim wintermute is the president and ceo of bay area council joining us live to talk about these numbers. how to explain the 25% increase coming from just the bay area. that is a huge number. >> of course it is huge and it

is something we have to address. in our recent poll that the tha council ran, by far, homelessness is the biggest issue in the bay area whether you are a resident or a business. it is time for us to address this. maybe we are in a period of time where the state has a large budget surplus and the federal government is looking to solve large social issues and address things that have been left on the sidelines. maybe this is our time. >> do you think cleaning policies in california has made the state encouraging others from other states to come here? >> we surveyed this pretty deeply. what we found is well over 85%- 90% of the folks in the area that are homeless they are from the bay area. they lived here 10 years ago. they found their way to be

homeless because housing prices went up. rent went up. personal situations became more difficult. homelessness happens more in the more expensive cities and regions. we are right at the top of the food chain. that is the major region that is the major reason we are seeing this. >> we have been throwing huge amounts of money at this problem through the years. clearly, it is not getting better. london breed has talked about $2 billion and the governor is talking about more money because of the surplus. we are going to throw more money at it. what makes you think this time will be different? >> this is a regional approach. we realize homelessness is not a local problem. it occurs on a regional basis. even if people aren't coming here from other parts of the country, they do shift around intraregional he. we believe if you put the resources in the right places, use the money more efficiently

are really back up and running again at 100%? >> the problem exists throughout the region. what once was a san francisco problem is just as prevalent in san jose and santa clara county and in oakland as it is in san francisco. and some of the cities as well. this is a highly visible problem. it is something that is probably will get worse when funding for some of the temporary hotel rooms that we use in some places runs out. people welcome back. when the economy comes back -- it is very worrisome. this is more of a long-term play. i don't mean very long but -- if we put all of our efforts into this over the next couple of years, we can mate make a huge dent in the problem. we are concerned about the business climate in general and the homelessness visibility and the feeling of insecurity on the street in general is a really big issue. of course, for the people who find themselves homeless, it is a bigger issue than for anyone else. >> absolutely! jim, thanks for your time. we appreciate it. >> thanks for having me.
