a deadline involved. things have changed in the workplace including the rules. good evening and thank you for joining us. i am ama daetz. >> i am dan ashley. we are live wherever you stream. we are glad you are with us. when we talk about loading a better bay area, we talk about where you work and how it has changed during the pandemic in so many ways. across the bay area, offices sat empty for much of the past year. now, it is back to business. >> as we speak, cal osha is considering revisions. it will aligned to the states plan to lift covid restrictions and fully reopen businesses on june 15th. the states business community is strongly pushing back saying the proposed amendments california out of sync with what the cdc and other states are imply s thstory. >> we have six of us in the office and we always wear our mask. most of us are vaccinated. >> it is fine with office worker rita garcia but many

workers are balking atbalking at osha's revised guidelines for covid-19 that would require even vaccinated workers to wear masks inside buildings. >> this regulation needs improvement. we do not support the amendments and it doesn't mean supporters do not support an indie they already are protecting employees from covid- 19. >> and a new guidelines, cal osha would allow most workers to be outside without masks but those inside would be required to social distance, use barriers and at least mask up through july 31st. after that, through january of next year, masks would be required inside of just one vaccinated is not vaccinated. >> the pandemic is not over and a deadly highly transmissible virus is in our communities. california's workers need the science-based and enforceable safety standards proposed for adoption by cal osha.

>> reporter: one big sticking point, they would have to provide expensive and hard to get n95 masks for their employees into next year. >> we are going to be competing with healthcare to buy masks that employees with a vaccination do not want to use. >> they are required to keep accurate records on which employees are vaccinated. it would be employers requiring returning employees to be back to be vaccinated. >> it says they can require vaccination before coming into work. employers need to be willing to offer reasonable accommodations to those with disabilities or is sincerely held religious beliefs. >> if approved, the new workplace guns -- guidance would go in effect on workofce mnscouters are returning to the roadways and of course the return of the bay area's notorious traffic. right now, look at the roadshow. these are live views of the richmond bridge, bay bridge, and san mateo bridge.

the bay bridge is directions and the san mateo bridge as well but they are moving. the toll authority says traffic volume at toll pauses is now around 85% of pre-pandemic levels. again, getting back to normal. at the bay bridge it is back to 90% and sometimes higher. here is a live look at the toll plaza. it looks very light. traffic set a pandemic weren't records two weeks ago. on friday may 21st, more than 130,000 vehicles crossed the bridge. that is the highest number since march 16th 2020 than a year ago right before.right bef. bart ridership is inching up too and service will increase to encourage more passengers to return to the trains. in the first few days of the month, ridership is up to 17% of pre-pandemic levels with about 70% of passengers --

today. trains were carrying roughly 60,000 daily passengers. by the end of august, bart plans to have service match what it was before the pandemic. the changing workplace is only one part of building a better bay area and it is dependent on having a healthy bay area. vaccinations are helping us beat this pandemic.is pandemic.. 55% of all californians have received at least one dose. 44% are fully vaccinated. if you have questions about coronavirus vaccines ask the abc7 news vaccine vaccine vacci to abc7news.com. as our health improves, so does our economy with fewer restrictions and more things opening up. governor newsome brought good news to restaurants and bars across california today. the governor announced the state department of alcoholic beverage control has extended the rules allowing mixed drinks made to go through the end of the year. speaking in front of a restaurant in san francisco, he also said he would like to see restaurant park let's made permanent. is that it has the support of mayors all over the state.

many parts of the region that the number of homeless on the streets is growing. the bay area council says the 6% increase over the past four years is the highest in the country and it has at least 35,000 people. >> we have to do more to bring people off the streets. health impacts of homelessness, but if you don't create exits, what you end up with is a never ending expansion of a system. >> the bay area council and the economic institute project it will take almost $12 billion in one-time and ongoing spending to solve the crisis. it approves permanent housing. is urging approval of $20 billion in the next state budget to expand the governor's project home key program. a $10 billion budget valid measure. it would make housing easier to build, declare a shelter crisis in cities with high homeless numbers to expedite creation of shelters and an increase in federal rental subsidy

together to get to a place where we actually could end homelessness as we know it in the bay area or come close to that. >> you can learn more about our efforts to build a better bay area on our website. we have a page dedicated to our reports. you will find it on abc7news.com. new developments in a bizarre criminal case. charges have been dropped. the case involves nuru. yesterday he was volunteering at the san francisco maroon food bank when he was arrested and booked into jail on an attempt of robbery. sources say he was carrying a kitchen knife and threatened to take someone's potato chips. today we are told a witness described the situation as a joke. the city's district attorney agrees and charges will not be filed. one person is in critical condition after being shot while in their car in richmond. it happen at 1:40 this afternoon on kelsey street. someone fired at this

volkswagen atlas 12 times hitting the passenger. the driver was also injured and was treated at a clinic and released. it is unclear if the car was moving at the time of the shooting. there is currently no information about a suspect. there was another shooting in san jose today, eight days after the attack at the vta light rail yard that left a total of 10 people dead. we are using technology to show you just how close the light railyard is to today's shooting location. the railyard is circled on the right of your screen. on the left, just blocks away is where police responded today. we have chris nguyen live on this scene. chris, you were also at last week the vta shooting. >> reporter: behind me you can still see police have blocked off several streets in the area

as they continue their investigation. the community is on edge as they try to make sense of another shooting. >> and other daily shooting near the santa clara county administration building. >> we don't have a suspect or motive information. there are several peopleseverala here we are talking to. >> this started before 2:00. initially to sj police officers were stopped at a traffic light in san pedro and noticed two men running by them on a sidewalk. one of those men collapsed on the ground which is when one of the officers got out of the car and ran over to provide cpr. those attempts to save the man's life were not successful and he died at the scene suffering from at least one gunshot wound. >> we don't know where they were running from, if they were in a car running away from somebody. it was out of the ordinary and it caught the officers

attention. sure enough, one of them was shot. >> today's shooting happened about a block away from the scene of last week's tragedy at the vta light rail facility. also nearby, the hall of justice, sheriff's office, and sj pd headquarters. moments of panic for somewhere in the area. >> it was 1, 2, 3 nonstop no matter what happened. >> san jose police emphasizing today's shooting have no connection to the vta. >> there is no public safety issue or threat. this is a completely different isolated incident what happened last week. unfortun it is a very bad coincidence. if you have any information that can help authorities you are urged to call san jose police.

today was the first day of nine funerals for the victims of last week's vta shooting. 63-year-old abdolvahab alaghmandan was laid to rest today. a caravan of buses transported mourners to the funeral. the panel on the buses side reads " our hearts." vta is making these buses available for each funeral. a total of nine people died, all vta employees. you can see their faces here. to help their families get through this very difficult time, you can find verified go fund me pages on our website abc7news.com. vta's light rail service remains suspended because of the attack which took place at the real maintenance yard. bus bridges are no longer in affect but regularly scheduled bus services have not changed. vta says starting today expect staffing shortages as employees take time off to attend funerals and deal with the trauma of last week's attack. coming up next, working to build a better bay area.

today, a dozen health officers gathered in san francisco urging students to get back in the classroom by the fall. stephanie sierra is looking into what the back to school experiences going to look like. she is in the newsroom with the story. it was pretty powerful to see all 12 health officers many of them sharing different views coming together saying enough is enough. students need to get back in the classroom. it is a site we haven't seen in nearly 15 months. 12 bay area half vittles -- bay area health officers standing shoulder to shoulder without masks sharing the same message. >> it must return to >> >> our goal is full reopening. >> on this we are 100% united. >> health officers from san

francisco, san mateo, marin, sonoma, contra costa, and alameda counties including the city of berkeley cited 72 different scientific articles explaining why the risk of infection among students and staff is at a record low due to high vaccination rates and declining vaccination. >> with 3 million accumulated days across 110 open schools. we have seen no student infecte francisco. zero infections reported among the roughly 17,000 students and 3000 staff that returned to sf usda. >> students who have become infected have done so because there have been unvaccinated adults within their household, not from being at school. >> promising results for a return to the classroom is safe. what would that looklooklooklook will masks be required? >> we will be following the school guidance from the california department of public health. >> the state will be releasing

guidance within the next week to specify which indoor settings may require masks for students and teachers. >> we expect there will be cases at schools and especially until we have a vaccine available for younger students. >> for middle and high schools, every health officer agrees. it is back to the books in full class sizes by the fall. it is not required for any school in california to verify a student's vaccination status but if there is concern about a transmission or an outbreak is detected, schools will follow standard procedure with contact tracing and have those involved, quarantine. dr. cody says that is not a big concern of hers given the small percentage of people who are not vaccinated. they will see a detection from the vast majority of those that are. >> that is encouraging to hill. senate bill 98 that is a law that allowed for distanced earning. it expires at the end of the month. you know if it will be

extended? >> it is interesting. the governor has proposed very limited circumstances that could allow some schools to offer virtual options this fall. that is still being worked out with the legislature. we will know for sure when the state budget past by june 15. if it is, it will be another factor to encourage and hopefully cut out some of the conflict we have seen unfold with many of the teachers unions. >> stephanie,

there is a growing development debate in the south bay involving a property that was once an elementary school. it sits on kozy drive. the city of san jose proposes changing a rule that would allow schools to more easily sell property. it is a potential win for educational budgets and affordable housing. seems like a win/win but abc seven news reporter dustin dorsey explains why everyone is not in favor of the change. >> empty playgrounds and no students inside. it is not summer vacation but the school is permanently closed. that is a problem in san jose. victim of budget cuts and declining enrollment. this real estate in the heart of silicon valley can't be easily stole sold, not yet. >> trying to find the flexibility that some of the school district had to monetize some of the value in their land while also getting atgetting att

the cities needs that we have in the community. >> the proposal? make it easier for schools to sell their land. san jose school districts can only sell their properties for public use such as private schools, churches, or daycare's. the new proposal would let them sell to private developers who can build desperately needed housing in areas needed for these projects. >> we are worried about our home values. we are worried about our privacy. >> one project is high density housing in the middle of the residential neighborhood. janet williams and neighbors don't like that. >> where worried about our quality of life, the traffic, the parking and all of that plays into the >>

california's drought is just as bad as before. at least it didn't get worse in the past week according to the new map released by the drought monitor. more than the quarter of the state is in the worst category shown in dark red. that includes many parts of the bay area.
