hit with blinding downpours. this video from north carolina showing what drivers faced on interstate 95 south of raleigh as severe storms moved through the area. and in indiana, two children were hospitalized after a possible lightning strike near lapse. and this driver taking a big risk, crossing a flooded road. in parts of texas, days of heavy rain and flash flooding. an event in houston called the extreme weather ready expo has been postponed because of, you guessed it, extreme weather in the forecast this weekend. but on the west coast, it's the lack of rain posing the threat. fulsome lake outside sacramento is 68 feet lower than last year that drop equivalent to a five-story building. droughts are common in california, but experts say it's worse this year due to a lack of snow in higher elevations combined with hotter, dryer weather. the before and after from lake oroville are striking. the lake in northern california is on track to drop to its

lowest level in 40 years. it provides drinking water to 27 million people and water to 5 million acres of farmland. this crisis extends beyond california. the governor of utah is now asking people to pray to end the drought there. >> we need more rain, and we need it now. we need some divine intervention. >> and we'll have your friday forecast in just a few minutes. former vice president mike pence is acknowledging he sees things differently than former president trump when it comes to the january attack on the u.s. capitol.pin a speech last night republicans in new hampshire pence did call january 6 a tragic day. . >> as i said that day, january 6 was a dark day in the history of the united states capitol. you know, president trump and i have spoken many times since we left office. and i don't know if we'll ever see eye to eye on that day.

>> meanwhile, the current white house is making it clear that president biden will not create a presidential commission to investigate the capitol riot, saying biden believes that role belongs to congress. >> president biden is pitching a new plan hoping to bridge the gap with republicans on a new infrastructure plan. he is backing down on his request to raise the corporate tax rate, which republicans said would killer. it comes ahead of important new jobs report this morning that will show whether the economy is picking up steam after the pandemic. abc's faith abubey is here with more. good morning. >> good morning to you, mona. president biden and the lead negotiator are supposed to meet today. the president indicated he doesn't want the talks to go on for too much longer. however, both sides remain very far apart. another week coming to an end with no deal yet on president biden's infrastructure plan. but the white house still appears keen on a bipartisan deal, making major concessions to keep republicans on board. the president shaving $1.3 trillion off his original $2.3

trillion package, and dropping his original proposal to pay for the plan by raising corporate taxes. >> based on their bottom lines, many of their republican negotiate shores be able to agree. >> reporter: the president's plan ludes money for roads, bridges, water facility, and nontraditional infrastructure like the care-giving economy. the white house says the plan will create millions of jobs and rebound the economy. the talks continue as new unemployment claims hit a pandemic low, under 400,000, and the may jobs report out this morning is expected to show even more optimistic news. but the biggest roadblock in the negotiations appears to be the president's new push to close gaps in the tax law. >> let me just give you a simple fact. last year, for example, 55 of our largest corporations in america paid zero dollars in federal tax. zero. >> reporter: biden's latest proposal would force corporations to pay at least 15%. >> i don't think that's going to appeal to members of my party.

>> reporter: the president also facing opposition within his own party. progressive congressman jamal bowman tweeting, quote, $2 mpmise.n was already the potus can't e u t r anlican ocr manchin tli cnn he is not ready for democrats to go at it alone. >> we need to do something in a bipartisan way. >> now sources tell abc news republicans will likely present president biden a counteroffer during today's meeting. back to you, mona. >> faith, thank you. in the white house has issued an urgent warning after an alarming rise in cyber attacks. it's urging companies to take immediate steps to protect themselves, saying no company is safe after hackers targeted a major meat supplier, the transportation industry, and a critical gas pipeline. as abc's whit johnson reports, federal authorities are vowing to treat cyber attacks with the same urgency as terrorist attacks. >> reporter: the white house is

promising that cyber security is a top priority. the justice department now says when a cyber attack does happen, an urgent report notification will then be blasted out to law enforcement across the country, telling them to be on alert. >> our thanks to whit johnson. in the past year, an estimated $350 million have been paid to hackers after ransomeware attacks. experts are calling for a crackdown on digital currencies, which have allowed hackers to be paid without a trace. the cdc is expected to release details today about the number of teenagers being hospitalized with covid. the numbers being called troubling, including the number of adolescents being put on ventilators. doctors say it's evidence that teens need to be vaccinated. >> we need to realize this virus does affect children and teenagers. they need to be vaccinated. they make up 25% of the u.s. population. so it's important to keep them safe and keep their communities safe through vaccines. >> meanwhile, dr. anthony fauci says he is cautiously optimistic that kids under 12 will be

eligible for the vaccine by thanksgiving. the u.s. government's effort to ship 80 million vaccine doses overseas is being criticized as too little too late. the first 25 million doses are heading abroad. but critics point out the 25 million doses are barely enough to fully vaccinate one major city. now that pandemic restrictions are lifting, violent crime is on the rise. just as police departments across the country say they are severely understaffed. one example is durham, north carolina. the sheriff says the staffing shortage is so dire, he closed their parking lot to hold a job fair. and in asheville, the police chief says the department is in crisis after losing more than half of its staff. police will now stop responding to non-emergencies, including theft, graffiti and trespassing because they just don't have enough officers. time now for a look at your friday weather. >> more storms in the forecast for us here in the midatlantic. from the d.c. metro down to the

police say the man's blood alcohol level was twice the legal limit. we're hearin this morning from the high school valedictorian who changed the subject of her graduation speech without telling her school. she says she never imagined the response it would get. here is abc's andrea fujii. >> reporter: this morning the texas high school valedictorian, whose graduation speech has gone viral, is speaking out. >> it's scary to put your face on something that is so controversial. >> reporter: paxton smith was planning to speak about the role of the media in society when she addressed her graduating class. but without telling school administrators, she switched her topic to something far more controversial, the new texas abortion law. >> it feels wrong to talk about anything but what is currently affecting me and millions of other women in the state. >> reporter: in september, the so-called heart beat bill is set to become law, banning abortions after six weeks of pregnancy, regardless of rape or incest. it's considered the most restrictive abortion law in the country.
