address as well. >> reporter: those we spoke with who got vaccinations say they have other more valuable incentives than cash. >> to see my mom, i haven't seen my mom in a year and a half. that's why i did it. >> i am about to do the very same thing. there are other state incentives as well. if you were vaccinated on may 27th, the first 2 million got a grocery gift card. you also have a chance to win during the $50,000 drawing next friday and the million-dollar drawing that is on june 15th. there are still many options out there. >> good luck to you, and you. >> thanks. the event was not all fun and games. governor newsom was questioned about the june 15th reopening date and revealed the state of emergency will not be lifted. >> the emergency remains in effect after june 15th. >> what's the reason for that? >> because we are still in a state of emergency. the disease has not been extinguished, banished, taking the summer months off -- for all the reasons i just enunciated, that's why we are

not lifting the state of emergency here. >> reporter: governor newsom announced weeks ago that the state would reopen on june 15th and the mask mandate would be lifted. the governor's office verified his remarks saying california is still reopening safely and smartly, but the pandemic is not over. despite the plan for the mask mandate to be lifted on the reopening date, new rules will keep masks on most workers. there is a lot of confusion, here. under guidelines, workers can be mask lists only if every employee in the room is vaccinated. the california chamber of commerce called the rules out of step with the cdc's guidance. the governor's own directive could relax masking rules. some are thinking of creating a subcommittee, but a vote on the revisions might not come until july. dr. alok patel calls it confusing. he joined us with getting answers at 3:00 p.m. >> if your entire office is

within six years after denise hoskins was kidnapped, the police department is apologizing for calling her and her then boyfriend liars. matthew mueller was later convicted of the crime and is serving a 40 year prison sentence. the iteam reporter hasreporter s this story since 2015. she has been on it since the beginning. melanie is in the newsroom with what we will see tonight on the two-hour abc 2020 special. melanie? >> reporter: for the first time, we will get a look at matt mustard interrogating matthew quinn while his girlfriends life was at risk. instead of looking for her kidnapper, the police department believed aaron murdered denise. when she turned up, they accused the couple of making the whole thing up. >> every moment, i kept picturing him. i kept just visualizing what that feeling must be like to finally feel safe in his arms again. >> reporter: denise hoskins is

describing being kidnapped and assaulted by matthew mueller with an interview with our reporter. he broke into her home and tied up the couple before kidnapping hoskins. in a new video, she describes to the detective the distractions -- instructions. >> stay around my house. there will be a video recording to monitor that i don't contact anyone. >> i acknowledge this sounds like a movie. i know it sounds bizarre. >> reporter: it was too bizarre for detective mustard. >> i'm telling you, it did not happen the way you are describing it. it did not. period. i didn't hurt her. i didn't do any of that. >> reporter: what described you -- what disturbed you the most? to see how he was treated by police, accused of being a

killer, sleep deprived, asked the same question over and over, he said, i understand people falsely confess. >> reporter: after terrorizing him for 2 days, he dropped her off near her parents house. >> as i am stumbling, still sedated, just walking down this street, all he wanted to do was to hug my mom and -- and finally feel safe. >> reporter: the safety was short-lived. they went from accusing quinn of murder to accusing the couple of staging an elaborate hoax. >> the fact that we essentially wasted all these resources for really nothing is upsetting. >> it is mr. quinn and miss hoskins that owes the community an apology. >> reporter: not only did they go through this horrific situation and ordeal, but lived under a cloud of suspicion for months. >> reporter: until he struck again, this time, leaving his cell phone behind in a foiled home invasion. it was the detective who

alerted the fbi that he could have been the original kidnapper. >> i thought, this is beyond crazy. >> if it wasn't for her detective work, they would've be -- -- -- -- -- -- -- day. >> reporter: even though he pleaded guilty and is serving a 40 year prison sentence, the police department has never publicly apologized to the couple until now. in an emailed statement, the hoskins quinn case was not properly handled with the type of sensitivity a case of this nature should have been handled with. for that, the steady -- city extends an apology. the police chief writes, what happens to them is horrific and evil. as the new chief of police, i'm committed to making sure survivors get compassionate service with dignity and respect. >> i knew our lives had changed forever. we are going to go through a lot more struggles. we are together. >> at least you have each

hating -- hanging out by the coastline. let's look at what is happening across the region. excuse me. we have gusty winds in some spots, sfo is up to 30 miles per hour, even some inland areas have gusts up to 20 miles per hour. the onshore flow is quite cool near the coastline. the highest amateur reading i have seen so far today was degrees. so generally, temperatures are below where they were yesterday, 6 degrees cooler in oakland, 11 degrees cooler in novato and hayward, only 2 degrees cooler in san francisco. we are looking west, sort of hazy as the patches of low clouds and high clouds are extending out over the bay right now. it is 57 degrees in san francisco but a bit milder in oakland. 71 in mountain view, mild to warm 84, but only 55 at half

moon bay. there is more june gloom hanging over the golden gate right now. it is 80 in santa rosa that cooler in novato. mid-80s and 85 in concorde, 81 in livermore. here is a blue sky with a few clouds looking across the bay from the rooftop camera. you will see high clouds increasing overnight. there will be patches of low clouds as well. the main increase will be in the high clouds. it is relatively mild tomorrow, but it will be easy and cooler everywhere early next week. the information overnight shows the passage of sweeping high clouds. there are a few patches of low clouds, but not widespread in the marine layer. that will be the pattern tomorrow as well, high clouds are giving us filtered sunshine. overnight, temrall the low to it is cooler on the coast, upper 40s, some locations like napa and santa rosa will see conditions in the 40s. 50 at half moon bay, mainly low

>> all week long, we have been looking at what the return of tourism would mean to the bay area and how we can get back to normal. life has been tough for businesses in wine country the last few years, first the wildfires, then the pandemic. liz kreutz tells us what businesses are doing to lower back visitors, and what changes you need to keep in mind if you want to visit this summer. >> good morning. >> reporter: it is friday morning, and things are busy outside fisherman's wharf. >> we are all vaccinated. >> reporter: tours are going on in wine country. >> i will do the wine vineyard. i am excited. >> reporter: she is one of 14 people taking part in a trip to napa valley. >> don't worry. i had to vaccinations. >> reporter: after shutting down and reopening again, tower tours started offering excursions in march. >> it's been a challenge to get the gears going. it wasn't until this past march in 2021 when we noticed more

social/emotional learning. >> it's hard to believe the school year has come to an end. it is definitely the craziest one we ever had. teachers pushed out curriculum in ways they had never planned and really had never been trained for. they absolutely built the airplane as they flew it. >> reporter: as we return in the fall, what we are hoping for is we can come back rejuvenated, ready to and we make sure we understand that social and emotional needs are still going to be just as important as academic needs. >> i think children need to be in school. that's where we do best, that's for teachers do best, that's where we thrive and build friendships and community. that's what i hope for next year. i hope coronavirus just takes a hike and we can be back together again. >> next school year, i'm excited for a fresh start.
