>> what's the reason for that? >> because we're still in a state of emergency. this disease has not been extinguished, it's not taking the summer months off. that's why we are not lifting the state of emergency. >> the governor's office clarified his remarks saying california is still reopening safely and smartly. the governor focusing on workplace guidelines. he says come reopening on june 15th, vaccinated people can go maskless in most indoor settings. cal osha voted on new workplace guidelines of its own. >> reporter: you might have thought going back to work would look like this. no masks for vaccinated employees. according to cal osha's revision to their

emergency standards, that may rarely be the case unless everyone is vaccinated. >> request of that vaccination. >> the employer has to deal with the unvaccinated employees and the other employee has to deal with that. if an employer were to say we can all take our masks off here, john isn't in the room. that's a tricky line that employers are gonna walk. >> reporter: so one person who chooses not to get vaccinated could influence the entire workplace. a labor attorney predicts it will impact morale. >> think about this hodgepodge, and it is going to be very

report on aids. or on his 27th birthday in 2012, ray garvey was dying and in denial about having hiv. >> i progressed all that way. basically knocking on death's door. >> reporter: aids is a rare diagnosis in modern day los angeles. 40 years ago, it was a mysterious disease striking young gay men across the country. each case part of a puzzle. one couldn't put it together. >> we saw a first patient who had something unusual, something very different. >> reporter: the pneumonia wasn't new. but they knew it rarely occurred in people with impacted immune systems. >> a type of blood cell called a helper t-cell had essentially gone missing. dr. fauci called

them the conductor logical orchestra. >> reporter: dr. gottlieb and his team documented their findings in this landmark report. >> we knew the enemy. and we knew what its characteristics were. >> reporter: in 1984, the virus that causes aids was officially named human immunodeficiency virus. it spread quickly through the gay community but not exclusively. heterosexual people make up 24% of cases in the u.s. and much like covid-19, hiv disproportionately affects communities of color. organizations were founded to help patients.
