traffic control moments after it happened. >> yes. there's still a struggle going on. he is restrained now, delta 386. >> cell phone video shows the chaotic scene as passengers and crew held the man down and hauled him to the back of the plane. delta says the flight was diverted to albuquerque, new mexico, where the fbi took the man into custody. the fbi has released very little information about the incident but says there is no threat to the public at this time. now delta says the plane did eventually leave for nashville and the flight is scheduled to land in less than an hour. governor newsom said today he will not lift california's state of emergency despite being just 11 days from the state's reopening. abc7 news reporter kate larsen spoke to bay area officials about what this means for june 15th. >> reporter: governor newsom was trying to hold a press conference about the state's vaccine police report winners, but the focus shifted when he said california's state of emergency will remain in place beyond the june 15th reopening. >> this disease has not been

15th. >> until the governor tells us that that's not the case, which he probably won't, we are ready to open on june 15th and we're going to celebrate that day. >> everything about this pandemic has had a political edge. >> reporter: abc7 news contributor phil matier says the state of emergency is not about rolling back reopenings. >> it's a move that allows gavin newsom and the feds to continue their level of funding and if something unexpected happens, to have the power to do something about it. >> reporter: which is what newsom's press office said in a statement as well as clarifying that the state will lift regulations requiring physical distancing, capacity restrictions and indoors versus outdoors requirements. on june 15th governor newsom is fully reopening the economy. kate larsen, abc7 news. 15 californians who rolled up their sleeves to get vaccinated for covid-19 are now $50,000 richer. they are the first winners of the state's vax for the win incentive program.
