you. and how pretty is this? a little bit of that patchy fog atop of mount diablo. novato mid-50s. concord, breezy this morning, as well as fairfield. so there is our tower cam with the clouds stacked pup temperatures in the 60s and 70s by noontime. partly cloudy afternoon. warm inland. mild around the bay. we'll talk about the cooler second half of end and much cooler week ahead. >> developing news. a federal judge has overturned california's three decade old ban on assault weapons. the ruling from late last night said the state's definition of legal military style rifles violates the right to bear arms. this ban was put in place in 199 in california, brought on

after the stockton schoolyard shooting that killed five children. in yesterday's rule, the judge spoke favorably of modern weapons saying they are overwhelmingly used for legal reasons. i don't imagine judge roger person -- tejada writing like the swiss army knife, the ar respect 15 rifle and a perfect combination of home defense weapon and homeland defense. governor gavin newsom did not waste any time responding. he plasted that comparison about a swiss army knife releasing a statement saying in part the fact that this judge compared the ar-15, a weapon of war that is used on the battlefield, to a swiss army knife, completely undermine this credibility of this decision and is a slap in the face to the families who lost loved ones to this weapon. the governor also called the . ling quote a cafoia attogeneral promised an appeal. we'll keep you posted on the

latest developments there. meanwhile this morning, new confusion over california's reopening timeline. governor newsom now saying that she not going to lift the covid state of emergency even after the state's full economic reopening. kate larson spoke to bay area officials about what this means for that june 15th date. >> reporter: governor newsom was trying to hold a press conference about the state's vaccine lottery winners, but the focus shifted when he said california's state of emergency will remain in place beyond the june 15th reopening. >> this disease has not been extinguished. it's not vanished. not taking the summer months off. for all of the reasons i just enunciated, that's why we are not lifting the state of emergency here in the state. >> reporter: the revelation created confusion about reopening rules and fueled accusations among many republicans that newsom is abusing his power. >> it's unfair, unwise, and mr. newsom is on a power trip. that's the only way i can

explain it. >> reporter: john excuse vanadate in the newsom recall election. he said he would support newsom if he used the rule to replace osha's mask rooms. >> that value nonsensical that one unvaccined person in an entire workplace can make everybody wear a mask. >> reporter: some feel number is sending a mixed message, but health officials in moreno, and san francisco counties say the order hire not affect their plans to reopen the economy on june 15th. until the governor tells us that that's not the case, which he probably won't, i are ready to open on june 15th, and we're going to celebrate that day. >> everything about this pandemic has had a political edge. >> reporter: phil matere said it is not about rolling back reopenings. >> it's a move that allows gavin newsom and the feds to continue their level of

funding, and if something unexpected happens, to have the power to do something about it. >> reporter: which is number's office said in a press statement. on june 15th, governor newsom is fully reopening the economy. 15 californians who rolled up their sleeves to get vaccinated for covid-19 are now $50,000 richer. they are the first winners of the state's vax for the win incentive program. the winners hailed from 9 different counties across the state, including 6 from the bay area. each already notified in the next couple of days, allowing them to remain anonymous if they choose. we have six people that won from the bay area. there will be another $50,000 drawing with 15 winners next week, and then 10 people are going to be selected for a $1.5 million prize each on june 15th. we saw the slow streets idea catch on across the bay

area as the pandemics for add new way of doing things, but as things are beginning to ease, cities are debating whether to reown then roads. palo alto is contemplating allows cars back on two stretches, university and california avenues. you'll see it's a delicate balancing act. >> reporter: it's friday night at both university and california avenues in palo alto are bustling. >> the community love it. people are coming from throughout the bay area to come and dine. >> reporter: these two friends traveled to experience outdoor setting in a traffic-free downtown area. and we have made it a point to this. >> reporter: but as the state is set to reopen on june 15th, the city of palo alto announced a tentative plan that would reopen university avenue to cars in july, and california avenue in september. >> at a minimum, we really love

the idea of retaining the park less, and at a maximum, maybe there's a way to keep some of the side streets closed. >> reporter: palo alto officials are targeting the upcoming three weeks to survey businesses in these two downtown areas. what is playing a key factor in their decision is parking. some businesses still need it. >> but a lot of the merchandise stores felt passed by, and they've been really suffering, in part because the traffic and the pedestrians who walk down the middle of the street, and now they can walk on the sidewalk. >> reporter: we did our own quick survey to hear from business owners. >> i think they should close this street for everybody's sake. >> reporter: university of avenue this restaurant owner wants to keep the downtown closed. >> a lot of customers still feel a little bit uncomfortable to come back inside. >> reporter: in california avenue, the owner of this nail salon lost between 20 to 30 parking spots up front, but he said there is a solution. >> our clients can park in the back, and this actually helps

across the area, handing out flyers. in east bay, a pro palestinian protest has blocked an israeli container ship from being unload at the port of oakland. earlier in the day, there were hundreds of people. longshoremen refused to cross the picket line to unhold the ship. this morning, the fbi is looking into the man who allegedly tried hijacking an airplane while it was in the air. the flight was diverted to albuquerque. fortunately everybody on board is safe. dan ashley takes you through the scary attempt. >> reporter: stop this plane! it was the phrase shouted discovery and over again by an unruly passenger on idealogy a airlines flight from l.a.x. to national football league. the man allegedly tried to break into the plane's cockpit mid-flight, but did not succeed. the pilots

angeles, but 40 years ago, before it had a name, it was a mysterious disease striking young gay men across the country. each case part of the puzzle, yet one couldn't put it together until? >> our team saw a first patient who had something unusual, something very different. >> reporter: pneumonia wasn't knew, but dr. got lee member is his ucla colleagues knew it rarely occurred in people with intact immune systems, so it soon became clear. >> a type of blood cell call add helper t cell had essentially gone missing. dr. fauci at one time called them the conductor of the orchestra. the immune system doesn't function very well without them. >> reporter: the doctor and this team documented their findings in advertise landmark cdc report. the first to describe what would later be called aids. >> we knew the enemy and what its characteristics were.

renaming their annual pride night to honor glen burke, the league's first openly gay player. he attended berkeley high school and led their baseball team a national championship in 1970. he came up in the l.a. dodgerrers, so, making his day bust in 1976, finishing his career with the a's in 1979 at just 27 years old. burke blamed discrimination over his sexuality for cutting short his career. glen burke pride night will be held at the oakland coliseum next friday when the a's face the royals. we'll put together a history of pride months along with the many events that look taking place all month long. just o we c7ws.com annoma raceway is welcoming back nascar fans for the first time in almost two years. capacity will be reduced to the toyota savemart 350, but there is still a lot of excitement.

inland. but you have to be well out towards the delta, where it will be near 90, and gusty winds much cooler as we get into the late part of your sunday. looking at a fire weather watch for the eastern sierra, nevada, because of those gusty winds tomorrow. monday and tuesday, the breeze is with us. the temperatures plummet right on through wednesday. there's a look at the winds early on. at the coast, and throughout the afternoon, they will continue to spread across the bay from about 18 to 25 miles an hour throughout livermore. the peninsula typically breezy again. as we get into the overnight hours, it settles down, but just to come back a little bit stronger as we get into your sunday afternoon, so there are the winds. by late in the day, look at point reyes there and half moon bay. these winds will continue to blow all across the bay area, bringing in that cooler sunday. this is monday. where numbers will be in the 60s and 70s. so everyone has cooled off into

tuesday. another day where temperatures will be hard-pressed to reach average temperatures. in fact, they'll be well below average, right on into wednesday. and then we'll see a bit of a recovery. look what happens as we get into the first part of the week. this is a culprit that brings the cooling trend. by thursday, a more organized system. have to bring in some showers to the north of us. hopefully it might paint us a little bit wet. the accuweather 7-day forecast looking at upper 50s to near 70s out there to near 90 inland, and then the minor cooling trend continues into your sunday with the stronger prize, but by monday and tuesday, the winds are with this, temperatures well below average, noticeably so. very cool for spring. by the end of the week, we are warming off bit, but also looking at maybe that renegade system bringing us a few showers. summer break is here for many students. up next, the bay area educators that are feeling mixed emotions.

a teacher has absolutely been social emotional learning. >> it's hard to believe this school year has come to an end. the craziest one we've ever had. teachers pushed out curriculum in ways they had never planned and really never been trained for. they absolutely built the airplane as they flew it. >> as we return back in the fall, what i'm really hoping for that they come back rejuvenated, ready to learn, and that we make sure we understand that there are social and emotional needs are still going to be super i were important, just as their academic. >> i think children need to be in school. that's where we do best. that's where teachers do best. that's where we where we build our friendships, and love and community. so that's what i'm hoping for stak hike d we all get to be back together gain. >> next school year i'm excited for a fresh start. i'm excited to welcome a new class of students, we can start

safety has receded. devastating numbers continue to come out of india in the wake of it latest covid- 19 surge. a bay area teenager saw these numbers and wanted to help. dustin dorsey shows us how her fund-raising led to the purchase of life save equipment. >> the images are difficult to see. more than 130,000 new covid-19 cases. nearly 3,000 deaths. numbers 17-year-old fremont resident has had her eye on. >> it's so scary looking at the news and seeing how many people were being impacted. also because my family and my friend's family has been impacted. may had covid. when i got the news, i was so scared and wanted to help in any way i could. >> reporter: helping is nothing new for this teen. she has been raising money for other causes for years. so like she has tonal with her other fund-raising neverses in the past, she got to work and raiders more than $17,000 in life-saving funds. ? these funds, i was able to wild three tree age centers

cause, visit abc7news.com. new information from the cdc says covid-19 is still posing a severe risk town vaccinated teenagers. the study says nearly a third of adolescents, ages 12 to 17 with covid-19, ended up in the intensive care unit with 5% being ultimately placed on ventilators. approximately 70% of those teens had at least one underlying medical condition, but 30% did not. cdc director dr. roble called these numbers deeply concerning and earned an attorneys to get vaccinated. >> firefighters will soon have a new tool to help them save lived. yesterday the fire department unveiled a hands free device that is mount tuned helmets. it is a thermal camera that allows firefighters to see through smoke. it send as signal back to the command post, as well, so the captain can watch what is happening. the device in the final stages

systems from the pacific northwest that will be impacting us tomorrow into next week, and possibly next weekend, as well. looking at the east bay this morning. sunny conditions. 52 downtown. 56 in oakland. 52 in san jose, with 51 in morgan hill. half moon bay is at 50, and really like this view of the fog from our east bay hills camera. 50 in novato. mid-50s in concord, low 50s in livermore. winds have been over 20 miles an hour there. look at all of that pretty thought from emeryville where temperatures today will be around average, about 70 for you in the afternoon. we'll keep it cool and cloudy at the coast. warmer conditions inland, but then gusty winds for much cooler weather into monday and tuesday, and the wind is even a factor into tomorrow, as well. looking at maybe next weekend that we could see a few showers, maybe the end of the upcoming workweek. we'll talk about it in a moment. 16 miles an hour winds for
