the countdown is on. california is due to reopen in a little more than a week, june 15. bay area counties are having to try new vaccination strategies to reach as many new arms. good morning, everybody. i'm liz kreutz. and you are watching abc7 news live on who live in wherever you stream. let's start with a quick look the weather with meteorologist in the forecast. >> we don't want to get too ahead of ourselves. all winter long we would see it and it wouldn't pan out. it's in the extended outlook. cloud cover to the north of us

allowing for weak system to provide stronger winds today and a cooler afternoon. it's 53 in black hawk. upper of elevations, mt. diablo, 56. 50, novato. with the greasy winds numbers in and around the 50 degree mark. 60s by 9:00. their will be breezy spots but the winds will kick up through the day allowing for the gusts in excess of 30 miles per hour toward the shoreline and inland, over 20 to 25 miles per hour. 70 around the bay and 50s at the coast. we will talk further about the cooling trend coming up for the week ahead. the full reopening of california's economy front and center for the entire state. there is still work to be done in the days ahead. with less than nine days to go before the june 15 date, local counties are doing what it takes to get the rest of the

bay area vaccinated. contra costa county is driving to your home if you still need your shot. luz pena as part of the vaccine team and spoke to local leaders on how they hope to reach herd immunity before that date. >> reporter: time is ticking before california reopens. contra costa county is noticing a drop in weekly vaccination numbers. >> we mail sites at churches and schools and centers in communities, they are not filling up quickly. >> reporter: with 65% of contra costa fully vaccinated, county officials are changing their vaccination strategy. >> there are people stuck at home and not enable to go down to one of the vaccination centers. >> reporter: the goal is to reach herd immunity. that means 75% or more of the population fully vaccinated as we get closer to june 15. >> go into the homes of those

who are homebound and vaccinate them at a convenient time for them. we know that is what it will take to get the last 20% or so. >> reporter: to have one of the staff members, visit your home, you need to fill out this digital form on the county's website. lack of transportation could be a reason. once you check you were homebound, the supervisor said the mobile vaccination team will drive to you. no questions asked. >> we aren't going to check into it. >> reporter: according to the county health officer, contra costa county is in the process of vaccinating 700 residents at home. the plan is to expand accessibility as they continue with vaccination sites. >> the bottom line is we have enough vaccines and we have enough staff to deliver it. we are fully capable. we won't hesitate to go to your home.

national gun violence awareness month. they say they support the attorney general plan to appeal the judge's ruling. >> reaction has been strong on both sides of the gun control issue. abc7 reporter colonel bernard state leaders are saying. >> this is the judge that isn't in reality. >> reporter: he was shocked to hear but a federal judge's ruling overturning california's three decade old ban on assault weapons. his wife was one of eight people killed by gunmen in the shooting massacre in 1993. >> he needs to go to a couple of funerals and find out what the reality is on how these weapons are used. the impact it has and devastation it has to these families. >> reporter: the federal judge said the state's ban on military style rifles violates the right to bear arms.

like the swiss army knife, the popular ar 15 level is a perfect combination of home defense weapon and homeland defense equipment. governor newsom last of the comparison releasing a statement saying in part the fact this judge compared the ar 15, a weapon of war used on the battlefield to a swiss army knife, completely undermines the credibility of this decision and is a slap in the face of families who've lost loved ones to the weapon. house speaker nancy pelosi wants the ruling overturned. >> how a face families face their loved ones to gun violence when we have a judge saying that kind of automatic weapon is the equivalent of a swiss army knife. something is very wrong. >> reporter: the san jose mayor said less than two weeks after the mass shooting at the vta railyard putting more weapons on the street isn't the answer. >> it is hard to escape the conclusion that a nation with more than 300 million guns, the solution is not more guns.

>> reporter: not everyone is critical of the ruling. the an array said the judge highlighted what all gunowners know. these types of restrictive gun laws don't make anyone safer and infringe on the rights of law-abiding citizens. >> the executive director of the gunowners of california group is hailing the decision is a long-awaited win in the fight against california strict gun laws. >> this is a huge victory. we are piling up victory after victory in defense of the second amendment. we are within a years distance of being able to challenge all of california's gun laws. all of them. >> california's attorney general said the state will continue to advocate and defend common sense gun laws that will save lives. the decision for 30 days and the assault ban will stand in place now to give the ag office

this afternoon. this weekend marking one year since he was killed by a vallejo police officer. a memorial was held saturday where he lived. he was shot to death, standing outside a walgreens where there had been a looting following the protest for the death of george floyd. the officer thought he had a gun. it turned out to be a hammer. an independent review was underway to determine if the officer should face criminal charges. the family of miles hall is remembering his death at the hands of police. at the same time, hoping to help others. abc7 was at lancaster park as a memorial was dedicated to hall. were shot and killed by police in 2019 as he went through mental health crisis. >> training has to happen. we have been pushing the city of walnut creek to do is change policies and procedures. make sure they are more training for mental health.

that there's more crisis intervention trained officers. >> the more is not just for hall but for all family and friends was someone who went through mental health challenges. we have seen several small wildfires this year. the season hasn't come close to its normal start. the neighbors are making sure they are ready early. in sonoma county, they held an evacuation drill yesterday. somewhere woken up with blaring sirens to get people out of their homes. the county said it has been adapting with the devastating wildfires in recent years. >> we don't want to go back to those days when first responders, instead of protecting structures and stopping of fire, are evacuating people and moving dogs around and doing other things like that. >> more evacuation drills are planned in the coming weeks. every year during fire season, we are used to seeing tanker planes dropping fire

retardant to help ground crews below. what if instead of air dropping, you put it on your house before a fire starts? our reporter looked into how one company is making it work. >> reporter: all the bright red fire retardant we see falling out of the sky comes from one company. with fires getting worse, that company had an idea. what if we sell retardant before this a fire? that is what they are doing to home outside of san francisco. they are spring the retardant town with a hose instead of an airplane. you can see it's not the exact same formula. >> the only reason it is red is so pilots can see it. >> reporter: this one will not paint your yard red. it has been reformulated with the help of scientist at stanford to be stickier and last longer. >> it has durability until an ra couple of inches of rain, the end of fire season. >> reporter: they are just

trying to sell it to homeowners, but they have developed the product so they can spray it off of a truck like this one, detecting roads and underneath powerlines which have caused some of the deadliest fires for the last several years. the spray is not going to fix every problem. if your power company has a history of neglecting safety work, the retardant one stop powerlines from sparking. can't make anything 100% fireproof, but if sparks fall, the idea is to keep the grass underneath from breaking into flames. >> it helps render the vegetation nonflammable. >> reporter: the downside is you have to put on a new coat every year which means an ongoing cost. a 20 foot wide spray along powerlines or roads can run upwards of $20,000 a mile. not exactly cheap but cheaper than a wildfire which is their pitch for spring it in the most foldable places. as for your house, it's not a magic fix all either. >> able to put an additional

barrier. after you clean out your gutters and in the approaches, the common sense, defensible space. >> reporter: they are working with insurance companies to try to pay for treating more people's yards but you don't have to own a big estate in the hills to afford it. if you would like them to mix a batch of this, it will set you back from a few hundred dollars to several thousand if you need a big truck load like this. >> that's pretty fascinating. we have to get creative because it's shaping up to be a potentially bad fire season. >> the historical season we had last year really is out of the park. we are predicting that we could see some fires due to the dry conditions, the exceptionally dry that are at record levels in the sierra nevada. that is why there's a red flag wag noontime today through monday. that's in the mountains.

chance for showers. as we go through your sunday morning, the afternoon is looking pretty windy. 20 to 30 miles per hour along the coast. it spreads inland and from 30 to 40 and even 50 miles per hour. this is monday. it looks to be the windiest day. it won't let up. we have have these winds and they will continue to get stronger out of the northwest. here's a look at temperatures mainly 60s ends 70s. a few near 80. tuesday, and wednesday, notice the greens on the map. that is an vindication of the cooler weather. 5 to 12 degrees cooler than we should be for this time of year. here is a look at the system that will bring windy conditions in cooler weather monday and tuesday. as we get into the thursday time frame, the system looks like it wants to hold together and it takes us to the early part of the weekend. we will watch it closely for now.

along with that. >> our heart breaks for her. police released a photo with the car they are looking for. they believe it was driven by a woman with a male passenger. a report for any details on the shooting is at half a million dollars. about half has come from local businesses. growing outcry from a growing graduation ceremony in north carolina. a high school senior denied his diploma for wearing a mexican flag draped over his graduation gown. this happen thursday after school in asheboro and he received the diploma holder, but not the actual diploma. school leaders say he was denied because he violated dress code. they are working with him so he can receive the diploma another time. he told a newspaper he wore it to represent his family. there's outrage over a
