a lot of sunshine but breezy winds offsetting the warming because and air mass will move through. 70s and 80s through the afternoon highs. it will get windy. coast line winds expected to exceed over 40 miles per hour. we will keep it cool at the shoreline. we will talk about the cooler start and the chance for rain perhaps coming up in the week ahead. the full reopening of california's economy front and center for the entire stay. there is work to be done. with less than nine days to go until the june 15 date, local counties are doing what it takes to get the rest of the bay area vaccinated. contra costa of county is driving to your home if you need the shot. luz pena as part of the abc7 team and spoke to local leaders and how they hope to reach herd immunity. >> reporter: time is taking before california reopens. contra costa county is noticing

a drop in their weekly vaccination numbers. >> we have sites at churches and schools and centers in communities, but they are not filling up quickly. >> reporter: with 65% of contra costa county fully vaccinated, county officials are changing their vaccination strategy. >> there are people stuck at home and have not been able to go down to one of the vaccination centers. troll -- >> reporter: 75% or more of the population fully vaccinated for herd immunity. >> go into the homes of those who are homebound and vaccinated them at a convenient time for them. we know that is what it will take to get the last 28%. >> reporter: to have one of the health staff manders to visit your home, you need to fill out this digital form on the county's website.

developing news in the controversial gun control ruling in california. this morning bay area gun- control advocates are firing back to the federal judge flurries friday night ruling overturning the three decades- old ban on assault weapons. >> in my personal opinion, the decision is absurd. assault weapons don't belong in civilian hands, on the streets of peas. >> indefensible ruling given the history of mass shootings in california. it was so insensitive and thoughtless. >> activists held a vigil yesterday for victims and survivors of gun violence. several pro-gun control groups organize the vigil to coincide with national gun violence awareness month. they support the attorney general's plans to appeal the judge flurries ruling. reaction has been strong on both sides of the issue. cornell barnard gives the background of this new court battle and what leaders are saying.

>> this is a judge who is sent in reality. >> reporter: he was shocked to hear about a federal judge assat apons. of g california's california shooting massacre in 1993. >> he needs to go to a couple of the funerals and find out what the reality is of how these weapons are used. the impact it has and devastation it has to these families. >> reporter: the federal judge said the state's ban on military rifles violates the right to bear arms. in his decision he wrote like the swiss army knife, the popular ar-15 rifle is a perfect combination of home defense weapon and homeland defense equipment. governor newsom blasted the comparison releasing a statement saying in part the fact this judge compared weapon of war used on the battlefield, to a swiss army

knife, completely undermines the credibility of the decision and a slap in the face of the family swept lost love ones to this weapon. house speaker nancy pelosi demands the ruling be overturned. >> how do we face families who have lost their loved ones to gun violence when we have a judge saying that kind of automatic weapon is the equivalent of a swiss army knife? something is very wrong. >> reporter: the san jose mayor said less than two weeks after the mass shooting at the vta railyard, putting more weapons on the street is in the answer. >> it's hard to escape the conclusion that a nation with more than 300 million guns, the solution is not more guns. >> reporter: not everyone is critical of the ruling. the nra said the judge highlighted what all gunowners know, these types of restrictive gun laws don't make anyone safer and infringe on the rights of law-abiding citizens. >> the executive director of the gunowners group is hailing the decision is a long-awaited

>> a community rainbow run was held in orlando to celebrate pride month and commemorate five years since the pulse nightclub tragedy. it was a 4.9 k run to honor the people killed in the mass shooting in 2016. 68 others were seriously injured. a similar run was held in miami beach. the races raise money for the national polls museum and memorial. at home, another somber marker honored in san francisco. 40 years since the cdc reported the first case of aides. the national a.i.d.s. memorial where a ceremony was held honoring those who have died from the virus. >> reporter: this was the first time aaron had ever come to the national a.i.d.s. al remembers what it represents. >> it was a scary time. >> reporter: having printer >> reporter: house speaker

this weekend marking one year since he was killed by a police officer. a separate memorial was held saturday in san francisco's bernal heights neighborhood where he lived. he was shot to death standing outside a walgreens where there had been a shooting following the protest for the police killing for george floyd. police said they thought he had a gun and it turned out to be a hammer. independent review is underway to determine if the officers should face criminal charges. now to the north they were we have seen several small wildfires. the season hasn't come close to its normal start. neighbors are making sure they are ready really. the fitch mountaineering in sonoma county held an evacuation drill yesterday. summer woken up with sirens to get people out of their homes. the county said it adapted with the devastating wildfires in recent years. >> we do not want to go back to those days when first responders , instead of protecting

structures and stopping a fire, are evacuating people and moving dogs around and doing things like that. we don't to the chaos game anymore. >> more drills are planned in the coming weeks. every year during fire season, we are used to seeing tankers dropping fire retardant to help ground crews below. what if instead of air dropping, you put it on your house before a fire starts? our reporters a into how one company is making this work. >> reporter: all the bright red fire retardant we see falling out of the sky comes from one company. with fires getting worse, that company had an idea. what if we sell retardant before there's a fire? that is what they are doing to home outside san francisco. they are spring the retardant on with a hose instead of an are playing. you can see is not the exact formula. >> the only reason it is red is so pilots can see it. >> reporter: this one will not

you can watch the full interview on this week with george stephanopoulos at 8:00 this morning right here on abc7. the family of a 16-year-old who was killed by a deputy in modesto has filed a lawsuit. the deputy opened fire, killing him after a 20 mile car chase that started as a traffic stop and ended with a pit maneuver. they claimed it was botched in the car chase never should've happened. >> reporter: a traffic stop or a broken headlight and expired registration. 's it ended in the death of a 16-year-old behind the wheel. what happened in between those moments is unclear. >> it's a horribly botched traffic stop. >> reporter: body cam shows him speeding away from the sheriffs deputy. the 20 mile pursuit ending in a pit maneuver crash when sheriffs say they sped toward the deputy who opened fire. a moment that could be heard.

but not seen. the family lawyer says sheriffs explanation for why the body cam didn't capture the shooting doesn't cut it. >> he had the time during the 15 minutes he was supposedly in had pursued of the car to flip on this camera. he chose not to do it. >> reporter: modesta residents gathered outside the da office friday, supporting the lawsuit and demanding justice for xander. >> things that are 100% unacceptable. >> reporter: the claim filed said the deputy should've called off a 20 minute chase, and he was never in danger. >> under no circumstances would you shoot into a car. that guy should not be on the force. >> this morning, growing outcry from a graduation ceremony in north carolina. a high school senior denied his

diploma for wearing a mexican flag draped over his graduation gown. this happened thursday at a school in asheboro. the student received the holder but not the actual diploma. school leaders say he was denied because he violated dress code and they are working with them so he can receive the diploma another time. he told a local newspaper that he wore the flag to represent his family. more than 100 people had to be rescued after a very ran aground in new york. it took on water as rescuers got passengers to the shore including this young passenger. you can see her wearing a life vest. trevor ault has the details. >> reporter: the race to evacuate passengers after a very ran aground and started taking on water in brooklyn. >> they are seeing everyone sit down. >> reporter: first responders rushing to the scene.

this past week, we have been looking at what the return of tourism will look like and how we can get back to normal. life has been test for businesses in one country. first the wildfires then the pandemic. i got a chance to find out what businesses are during tiller back and what you need to know before you visit. >> reporter: it's friday morning and things are busy outside the office in fisherman's wharf. tourists are boarding a bus to wine country. >> we are on vacation and decided to do the wine vineyards. >> reporter: smith this one of 40 people taking part in an all day trip 23 wineries in napa valley. >> i already had two vaccinations. >> reporter: after shutting down, reopening, and closing down last year, tower tourers began offering excursions in march.

>> it's been a challenge to get the gears going. it wasn't until this past march 2021 we notice more getting vaccinated and our staff included. people calling for trips, going that way to napa and sonoma. guests ask what are your health and safety practices. we are still requiring face coverings on the tour. >> reporter: buses are not full and passengers can sit far apart if they choose. in the summer, tour buses come every day. the winery is getting about one fourth of the traffic. >> group tours are an important part of our business. the percentage can be 50% or higher of the total revenue. we really depend on the tourism out of san francisco. it's important that we see travel open up again. what brings you to northern california? >> vacation. >> time to get out of the

house? >> reporter: this included visitors from san diego, kentucky, and chicago. jane and her husband chose one country because of the safety protocols in place. >> we were looking at mask mandates to find out where we wanted to go. we didn't want to go to florida or south carolina or places like that so we thought california still is mask mandates in place. we wanted to do a performer people would be traveling. >> reporter: the pandemic it wine country hard last year. 50% drop in revenue. august 2020, the hotel occupancy rate in napa county was down 39% and 20% in sonoma county. tourism is coming back. >> we are hearing from our hotel partners there close to full on weekends and started to fill out on monday through thursday, midweek business. >> reporter: a month ago the state a lot napa to walk on back business including weddings and corporate events. napa is championing open spaces

as a business attraction. >> we are promoting what napa valley can offer for business meeting and focusing on outdoor spaces and creativity that might flow if you have a meeting off-site session at a winery. >> reporter: festival napa valley and the film festival is scheduled to return this year as in-person events. and sonoma county, 1 of 10 in the tourism business, everything is rebounding. >> people want to get out and explore so we are seeing that starting. >> reporter: tourism revenue is up 400% from last year. that may sound impressive but it's below pre-pandemic levels. 2019, about 15 million people visited wine country. more than half were northern california residents. that is who sonoma county is hoping to lure first. >> we will start local. the market that comes within
