the story only here on abc7. >> reporter: nearly two weeks since the vta mass shooting, this man is still trying to process the death of his beloved uncle. >> i can't sleep at night. >> reporter: he lives in vienna and says his uncle immigrated to the u.s. after fleeing iran and was a beacon of pride for their family. >> he wasn't a person there to have an easy time. he worked really hard. he was there . >> reporter: on instagram he shared his favorite memory with his uncle, a photo of them together at the lighthouse at half moon bay. >> to me that trip there was so significant because i was like this is it.

him, he didn't deserve it. >> now on www.abc7news.com we have a way for you to support the families of all the victims including links to verified gofundme pages. california is building on its progress in the fight against covid-19. here are some quick headlines. the state's seven-day positivity rate is holding steady at 0.8%. it's been at or around that figure for several days now. nearly 18 million californians are now fully vaccinated. that's a number that's been creeping upwards. nationally there's a potential setback to vaccinations. the u.s. is now at risk of not reaching president biden's goal of 70% of adults receiving at least one dose of the vaccine by july 4th. alameda county is revising its covid-19 death count saying

it overcounted more than 400 cases. abc7 news reporter matt boone explains why and what the change means. >> reporter: as of friday, the alameda county health department had reported 1,634 covid-19 deaths, but later that day it was revised down to 1,223, a 25% decrease. according to the health department, the change was made to comply with the state's definition of a covid-19 death which requires covid-19 to be a direct or contributing factor or a situation in which it can't be ruled out. >> there are situations in which people say are in a car accident and die and get screened coming through the door into the icu and it turns out they have asymptomatic covid and they die as a result of their traffic accident. that would have been counted under the old system for alameda county as a covid death. >> reporter: epidemiologist dr. george rutherford has closely studied data from

around the country and said the fact that alameda counted so many incidents in that way is unusual but points out alameda was forced to create their own reporting criteria before the state created its own system. >> i'm betting it's very specific to alameda county who had a lot of cases early on and had to do a lot of on-the-fly definitions. >> reporter: in a statement a county spokesperson said they'd been aware of the discrepancy and planned to update the count "when cases and deaths stabilized" though they did not respond to further questioning about the timeline. dr. rutherford says the revised numbers don't mean much in the scheme of things and predicts the overall death count throughout the country will be likely to be much higher. >> there will be a lot of nursing home deaths stay a year ago that did not get reported. >> reporter: matt boone, abc7 news. health is one of the key issues we're focused on as we work to build a better bay area, but as we head towards reopening so is the economy.

starting tomorrow some transit agencies are making changes to prepare for an increase in ridership. abc7 news reporter luz pena spoke to officials about what else could be coming including if masks will be required after june 15th. >> reporter: it's the sound of moving forward. >> i just want more service, you know, more hours, more trains. >> reporter: just nine days before the state is set to reopen b.a.r.t. is noticing an uptick in their data. looking back in march of 2020 they saw a drop of 93% in ridership. now thousands of riders are riding b.a.r.t. again pushing the system to make changes. >> starting tomorrow we'll add 26 additional trips to our busiest lines. that's the yellow, the green and red. >> reporter: b.a.r.t. hopes these changes help their numbers. now up to 70,000 people are riding b.a.r.t.

during weekdays, 17% of prepandemic levels. >> this change will allow to us double the number of 50 minute frequencies and we're putting these trips on the shoulders of our morning and evening commutes. >> reporter: a.c. transit is also making changes monday. their social distancing guidelines will be modified from six feet to three feet. yvette malvia is an essential worker and has relied on public transportation through the entire pandemic. >> i really don't mind too much because most of the time the buses are pretty much about empty. >> the tsa has a mask mandate for transit nationwide that doesn't expire till september 13th. >> reporter: starting august 30th b.a.r.t. is planning to return to prepandemic service levels and updating service hours from 9 p.m. to midnight closures. in san francisco, luz pena, abc7 news.

new at 11:00 tonight another bay area bear sighting, this one in discovery bay. amanda dove captured this bear on her home security camera today. experts say we've seen more bears in more unusual places lately and there are a few reasons why including the drought. >> in the urban areas we have 24/7 access to food, water and shelter. we're probably going to see more bear encounters as the years progress. >> just on friday there were several sightings of a bear in oakley and last month a young black bear was spotted in a tree in san anselmo. neighbors tell us officials were out searching for the bear today in discovery bay. we reached out to the sheriff's office and fish and wildlife about the status of the latest bear but have yet to hear back. now to our drought emergency, california's 1,500 reservoirs are 50% lower than they should be at this time of year and it's only expected to get worse.

here's abc7 news reporter zohreen shah. >> reporter: folsom lake is one of california's largest reservoirs, crucial to providing water to the state's 40 plus million residents, but it's dramatically shrunken this year. people can normally launch boats off this ramp, especially during this time of year, but as you can see from our drone, those levels are so low it takes at least a quarter mile to get to that water. relentless heat and dry conditions evaporating the already below average snowpack in the nearby sierra nevada mountains that supplies the reservoir. if this was a normal time and this lake was full, how far underwater would we be right now? >> right now we'd be about 70 feet under water. >> reporter: 100% of california suffering a worsening drought posing a threat to farmers, the state's hydroelectric power plants and entire communities as wildfire season approaches. >> we used to think about preparing for climate change impacts as sort of a future planning exercise. >> reporter: but the drought leaving officials scrambling to

find solutions now. >> upwards of 250,000 people in adjacent communities are identifying other sources for their drinking water this year because of an inability to draw from this reservoir. >> reporter: this winery owner susan tipton is one of those looking for water alternatives, her harvest taking a 25% hit last season. >> it's a worry. i wonder if my granddaughter will be able to walk through this vineyard one day and make wine from it. >> reporter: so concerned she says she recently donated part of her 18 acres to uc davis to study which grapes farmers should be planting to thrive in these changing conditions. a world record attempt cut short overnight, the marin county man attempting to paddle from sausalito to hawaii in a kayak had to be rescued less than a week into his journey. the coast guard picked up cyril derreumaux about 70 miles west of santa cruz. he had been anchored several

days because of bad weather and then lost gps signal. derreumaux says his sea anchor was damaged which led to the kayak being tossed by the waves. when the water got into his cabin, he decided to request an evacuation. he and his support team are trying to figure out how to recover the kayak at this point. the san francisco zoo moving along here is mourning the loss of cobby, the oldest male chimpanzee in u.s. history. 63-year-old cobby had a distinguished gray beard and was a long time visitor favorite. zoo officials say cobby died yesterday. he recently had been ill and age was a contributing factor. the zoo says cobby was a gentle soul and a calming presence to the zoo's troop of seven chimpanzees. abc7 news meteorologist drew tuma here. my hair was blowing all over the place today, drew. do you have any good news on that front? >> it gets a little bit worse tomorrow and by midweek we'll

see a lot of this wind die down, but tomorrow a wind advisory will go into effect for some of the strongest winds we've seen so far this weekend. let's talk about what's going on outside tonight, a live look from sutro tower. it's gorgeous out there. we are fog free on this late night hour. no fog will begin to move in overnight tonight. so we'll start the day tomorrow with a ton of sunshine, but tomorrow thanks to those gusty winds it's a cooler afternoon than what we had today, below average temperatures coming our way actually the next couple days. it's still pretty windy out there in a lot of spots. even sfo is gusting close to 30 miles per hour. it's a similar story in concord as well and this breeze is going to stick with us overnight tonight, just an indication that it gets windier by tomorrow afternoon. right now with that wind we're mainly in the 50s and 60s, 53 in the city, 56 in oakland, 61 in san jose, 63 in santa rosa.

overnight tonight, though, we'll all mainly drop into the 50s. let's talk about that wind a little more. tomorrow morning 7 a.m. it's pretty breezy along the coastline. we're seeing winds gust over 30 miles per hour. as we go throughout the day, those winds strengthen areawide. look at the map. by 2:00 tomorrow afternoon we're talking the entire bay area experiencing those onshore winds gusting over 25, 30 miles per hour. thankfully it is an onshore wind meaning that wind is coming off the cool ocean water and moving over land. that keeps humidity levels up and it also keeps temperatures a little bit cooler. so while we think about wind elevating our fire danger, it's not those dangerous offshore winds that keep our temperatures warm and really drop humidity levels low, but nonetheless tomorrow we have a wind advisory at noon until 8 p.m. for essentially the north bay mountains, the inland east bay and the entire coastline including san francisco for

welcome back. the innovative bike share program specifically for people with disabilities relaunched in san francisco's golden gate park. the program allows cyclists of all abilities to rent hand cycles, trikes and side by side tandem bikes for a fun sunday ride. rentals are free for people with disabilities. the bike share station is located near fell and stanion streets. the program started in the summer of 2019 but was put on hiatus because of the pandemic. it will run sundays through november of 2021. chris alvarez is here with a preview of sports. >> coming up in sports your first place baseball teams in action. nascar goes to overtime. drama late at the

welcome back to abc7 news. new developments tonight, two people have been arrested in connection with an orange county road rage shooting that left a 6-year-old boy dead. young aiden leos was shot and killed on the northbound 55 freeway on the morning of may 21st. his mother was driving aiden to kindergarten when people in another car shot at him after an altercation. chp officials say they expect both suspects to be charged with murder. they did not provide details on what led to the arrests. across the u.s. this weekend gun violence has afflicted many cities from new york to chicago to southern california. some of the shooting victims have been children. abc reporter andrew dymbert has the story. >> reporter: gun violence continues to surge in cities across the country. miami-dade county seeing its second mass shooting in a week, three killed, another six

injured when gunfire erupted following a graduation party. the county with a new program, operation summer heat, a 12- week initiative to combat the recent spike in shootings. across the city of chicago at least 39 people wounded and five killed by gun violence since friday night. >> i'm hopefully that people will start opening up their mouths, start giving detectives information. >> reporter: very often it's innocent children caught in the crossfire. in new york justin wallace, a 10-year-old boy, killed, his uncle wounded when a suspect opened fire into his home. the mayor of new york city, bill de blasio, meeting with the boy's family vowing to bring the justice. this body camera video showing a nypd officer rushing to help a 4-year-old girl hit by gunfire in times square last month. in indianapolis a 6-year-old girl struck in the head with a stray bullet while riding in the car with her mom later dying at the hospital. so far this year 307 children under age 11 have been injured

by gun violence, 129 killed, but for teens ages 12 to 17 the numbers are even more devastating, nearly 1,300 injured and more than 500 losing their lives to gun violence in just the first half of the year. in california some are outraged after a federal judge overturned california's three decade long ban on assault weapons. >> he needs to go to a couple of the funerals and find out what the reality is of how these weapons are used, the impact it has, the devastation it has to these families. >> reporter: andrew dymbert, abc news, new york. vice president kamala harris this is guatemala tonight, her first foreign trip since taking office. she's leaving the administration's response to the crisis at the border. more than 96,000 migrants from guatemala have been appear headed. apprehended. the vice president will meet with guatemala's president to discuss ways to increase economic opportunities there.

she will also visit mexico. >> the administration is trying to address the challenge of lifting some of the more restrictive trump administration policies, but also not encouraging another period of increased arrivals. >> the trip got off to a rough start today when the vice president's plane had to turn back just after takeoff because of a technical issue. she left in another plane 90 minutes later. several wreaths were placed today at the american cemetery in france to commemorate those involved in the d day landings 77 years ago today. it's a scaled down ceremony at the american cemetery with virus travel restrictions preventing people from the u.s. and other allied countries from going to france. on d day more than 150,000 allied troops landed on the beaches of normandy, france.

in total more than 4,400 lost their lives. 2,500 of them were americans. the assault led to the liberation of france and western europe from nazi control. a san francisco bay landmark that played a crucial role in support of the allies on d day needs your help to insure its survival. the liberty ship ss jeremiah o'brien crossed the english channel 11 times carrying personnel and supplies to the normandy beaches to help with the invasion. last year it narrowly escaped a raging fire at pier 45. now the organization preserving it as a floating museum needs financial help to help recoup some of the losses brought on during the pandemic. the o'brien has been closed to the public and those tours have been closed since last year, but you can see it docked at the pier. prince harry and meghan have welcomed their second child. meghan gave birth to a baby girl friday morning in santa
