25, and what we found is they're completely out of the tax systems. >> reporter: according to propublica's calculations from 2014 to 2018 musk had a true tax rate of 2.7%. michael bloomberg 1.3%. bezos, under 1%. and investment icon warren buffet's true tax rate was 0.1%. the report says the 25 richest americans had a true tax rate of 3.4% during that period. compare that to the median american household in recent years, which paid a much higher 14%. >> that seems like a deeply profoundly unfair system. >> reporter: propublica found nothing illegal. the wealth of billionaires is largely determined by investments, not the relatively low salaries they pay themselves and the u.s. tax system does not focus on gains from unsold stocks and real estate. this morning buffett declaring in a statement, quote, i continue to believe the tax code should be changed substantially. bloomberg's team saying, quote,

what mike gives to charity and pays in taxes amounts to approximately 75% of his annual income. bezos and musk have not commented on the report. meanwhile, the investigation into how propublica obtained the irs information is ramping up. the treasury department calling it an unauthorized disclosure of confidential government information and the fbi is now looking into the leak. >> i can tell you that broadly speaking we know that there is more to be done to ensure that corporations, individuals who are at the highest income are paying more of their fair share. >> a proposal from president biden would nearly double the tax rate that wealthy americans pay on stocks and investments but that proposal would need approval from congress. a wildfire has forced evacuations near beale air force base in california. the flames broke out north of sacramento tuesday burning at least 900 acres as much of the state deals with an extreme drought. meanwhile, in nevada water levels in lake meade outside of las vegas have dropped to their lowest level since the 1930s.
