abc's faith abubey has the very latest from washington. faith, good morning. >> reporter: hey, good morning to you, mona. the white house and president biden has been preparing for this trip for 50 years. that's the span of his political career and it comes as his to do list here at home gets even more challenging. with president biden taking off this morning on his first overseas trip as president, part of his domestic agenda appears to be falling apart. negotiations have hit a roadblock. senator shelley moore capito said the president cut off talks with the group. >> we had a row boss package that i think we could have made work and i think i could have gotten 20, 25 republicans to go with me. that was my goal and they moved the goalpost on me a couple times and, you know, they just decided to walk away. >> so what now? >> you'll have to ask him. >> reporter: instead the white house said biden will move forward on discussions with a bipartisan senate group. by about a trillion dollars.wn -

that's quite a bit. obviously we'd like to see see more, but there are a number of opportunities and paths to have these discussions moving forward. >> reporter: overnight a separate bipartisan group in the house unveiled a new proposal which includes $761 billion in new spending over eight years. that's more than republicans proposed but it's far less than the $1.7 trillion proposed by the president. meanwhile, the focus of president biden's trip overseas will be one week from today in geneva where he will meet with russian president vladimir putin. biden says he plans to confront putin on election interference, human rights violations and cyberattacks. russia-based hacking groups have recently targeted u.s. corporations including the colonial pipeline disrupting it last month. on tuesday colonial's ceo was on capitol hill defending his decision to pay the $4 million ransom. >> it was the hardest decision i made in my 39 years in the energy industry, and i know how

critical our pipeline is to the country, and i put the interests of the country first. >> reporter: the ceo also acknowledging to lawmakers that the system the group hacked was protected by only a single password. >> in the case of this particular legacy vpn, it did only have single factor authentication. it was a complicated password so i want to be clear on that. it was a colonial 123 type password. >> the president's first top stop is in england where he will meet with prime minister boris johnson and queen elizabeth. mona. >> faith, thank you. the biden administration is urging companies to protect themselves from ransomware attacks like the one that crippled the colonial pipeline. during an exclusive interview with abc's pierre thomas, homeland security secretary alejandro mayorkas warned about the growing threat facing the power grid, the food supply and other critical infrastructure. >> we're not talking about people with conscience. we're talking about criminals

who want to make money illegally or who want to do harm independent of a profit motive. >> mayorkas is urging businesses to create fire walls and backup computer systems and train workers to avoid scam emails. a new warning for teenagers about a highly infectious variant of the coronavirus. the delta variant fueled a surge in india and is now the dominant strain in the uk spreading rapidly to 12 to 20-year-olds. it's an urgent reason for young people to get vaccinated. >> as long as we still have these areas where people are not only undervaccinated but re-opening, it's a good setup for that to happen. the pfizer vaccine itself still has an 8% efficacy against that delta variant. >> meanwhile, millions of vaccine doses are set to expire this month because of falling demand across the country. a judge has sentenced a wisconsin pharmacist who intentionally destroyed covid vaccines to three years in prison.

steven brandenburg pled guilty from pulling 500 doses from refrigerators. police say he falsely believed the vaccine was harmful. >> we turn now to the report that has many taxpayers outraged. i's proof that the wealthiest americans pay hardly any federal income taxes as they take advantage of lopsided loopholes and now we're hearing from one of the reporters who exposed that eye-opening evidence. this morning, a bombshell report reveals just how little the ultra rich are paying in federal income taxes. investigative group propublica says it obtained the returns of thousands of wealthy people. it says amazon founder jeff bezos paid zero dollars in federal income taxes in 2007 even though he made $3.8 billion that year. he even claimed and received a $4,000 child tax credit for his children. and in 2018 tesla founder elon musk also paid no federal income tax. >> we've looked very closely at the 25 ultra wealthiest, the top 25, and what we found is they're

completely out of the tax systems. >> reporter: according to propublica's calculations from 2014 to 2018 musk had a true tax rate of 2.7%. michael bloomberg 1.3%. bezos, under 1%. and investment icon warren buffet's true tax rate was 0.1%. the report says the 25 richest americans had a true tax rate of 3.4% during that period. compare that to the median american household in recent years, which paid a much higher 14%. >> that seems like a deeply profoundly unfair system. >> reporter: propublica found nothing illegal. the wealth of billionaires is largely determined by investments, not the relatively low salaries they pay themselves and the u.s. tax system does not focus on gains from unsold stocks and real estate. this morning buffett declaring in a statement, quote, i continue to believe the tax code should be changed substantially. bloomberg's team saying, quote, what mike gives to charity

and pays in taxes amounts to approximately 75% of his annual income. bezos and musk have not commented on the report. meanwhile, the investigation into how propublica obtained the irs information is ramping up. the treasury department calling it an unauthorized disclosure of confidential government information and the fbi is now looking into the leak. >> i can tell you that broadly speaking we know that there is more to be done to ensure that corporations, individuals who are at the highest income are paying more of their fair share. >> a proposal from president biden would nearly double the tax rate that wealthy americans pay on stocks and investments but that proposal would need approval from congress. a wildfire has forced evacuations near beale air force base in california. the flames broke out north of sacramento tuesday burning at least 900 acres as much of the state deals with an extreme drought. meanwhile, in nevada water levels in lake meade outside of las vegas have dropped to their lowest level since the 1930s.
