turn that frown upside down. 180 right now. wasn't quite as noisy last night for a lot of us. you can see the winds are breezy in the usual areas. airport. oakland and concord as we have that breeze. even those are less than 15 miles per hour. here's a look at what's going on this afternoon. we are in the depths. the deepest part of this cool air mass. just a few 70s out there in morgan hill. rest of us in the 60s. even 50s at the coast. reggie. >> okay, mike. thank you. the bay area's most populous county is going to react to threats posed by california's drought. >> santa clara county's water district is asking residents to reduce water use. this is something really that's happening across the bay area. look at this. marin and sonoma counties have enacted restrictions. counties in the yellow are asking for voluntary cutbacks. now santa clara county could be

next. this morning abc 7 news reporter amy hollyfield live with what we can see today. >> reporter: good morning. this water district is going to sound the alarm today. really trying to get everyone's attention. planning to vote on whether to declare a water shortage emergency. really hoping to get the attention of cities here in santa clara county. the hope is that cities here will adopt the recommendations from the water district. some of those recommendations include only allowing people to water their lawns three days a week. and only before 9:00 a.m. or after 5:00 p.m. banning people from filling their swimming pools and not allowing people to wash their cars at home unless they have a shut off nozzle on their hose. water conservationists say some behaviors are going to have to change, especially when it comes to peoples yards. >> i'm always amazed most people have these big systems wari their grasses. not only the grasses. they're watering the paths, the

roadways. there's a vast amount of wastage. >> reporter: so the water district here is hoping the cities will adopt these recommendations so the county will see a uniform approach. same rules, same enforcement. the water district does not have the authority to impose mandatory water restrictions. needs the cities to do that. but says the county really needs them that this situation is dire. live in san jose, amy hollyfield. now to the north bay. the city of sonoma declared a stage one water shortage. it's asking people to voluntarily reduce water use by 15%. that means things like watering your yard only during overnight hours, eliminating any sprinkler overspray or g your washer, dryer and dishwasher only when they're full. this saturday from 9:00 to 1:00 the city will be giving out free drought tool kits. that includes things like a low flow shower nozzle and timer

and self-closing garden hose nozzles. for a full break down of the water restrictions in your neighborhood and easy tips or few you can conserve, go to abc7news.com. this is going to be a two year study. >> a subset of kids will get the vaccine and a second group will get a placebo. jobina has more. >> reporter: children ages 5 to 11 will get the first doses of the pfizer vaccine. pfizer's trial is focused on examining antibody response to the vaccine and verifying if a lower dosage produces enough immunity. children will be injected with 10 micrograms in each dose as opposed to the 30 micrograms people 12 and older received. enrolled about 75 children in this trial. >> feel a little bit don't feel anything. >> reporter: what we're seeing around the globe with new variants raises concerns and recognizing that while children

marin county sheriff's office and placed him on leave. reports of violent crime across san francisco are starting to climb back to pre- pandemic levels. a mother was robbed at gunpoint in her garage while her husband and two young children were sleeping in the car. on a recent saturday night jason and maggie pulled into their driveway. a young man with a surgical mask on walked into her garage and pointed a gun at her face. >> just freaked out and i started shaking holding my diaper bag. you know, like a bunch of diapers. i kind of fumbled to find my wallet. gave it to him. we're just going to live in fear kind of like watch surrounding when ever you come home. seems like a really stressful way to live. >> according to sfpd data there have been 953 robberies reported across the cr is starting to pick back up in

the mission, bay view and tenderloin neighborhoods. we're seeing new photos from this major drug bust. san francisco's police chief says this seizure ask quote, enough lethal overdoses to wipe out san francisco's population four times over. whoa. sfpd characters officers found all of this last week. the photo shows cash, guns, 30 pounds of drugs including fentanyl. police believe it was headed for san francisco's tenderloin. five people were arrested. the city is on track this year to surpass its highest number of fentanyl overdoses ever. it has been two weeks since a mass shooting claimed the lives of nine vta employees. san jose now trying to rward an introducing his plan to reduce gun violence. de n's message you're already

front of a memorial for the mass shooting victims outside of city hall. the proposals include making every gun owner have liability insurance. gun owners could be charged a fee that would go toward the cost of responding to gun violence. >> the second amendment protects the right of americans to own guns but does not require every other taxpayer pay for that right. these gun deaths are preventible. we can save lives and make our communities safer. >> another proposal requires that all gun sales be recorded on video. contra costa county is cracking down on illegal fireworks. unanimously approved new fines. $100 for the first offense. 200 for the second. all types offire works are banned in the county. if you're a property owner you may be held responsible if someone launches fireworks from

your home or boat. richmond is offering a $2500 reward for a tip. offenders face 1000 fines and six months in jail. city officials say catching them in the act is not easy. of the calls to police reporting fireworks, one citation was issued. los angeles county is dealing with a peacock problem. hundreds of peacocks roaming the streets. they're shrieking pretty loud and even damaging property. >> where is it? >> does she have good sound? >> yeah. >> what did she say it sounded like? >> was it children? >> shrieking children.

really bouncing. less cloud cover than yesterday. expect sunshine today and the coolest part of this air mass is going to be sitting right on top of us. just a handful of 70s around morgan hill. the rest of us in the 60s. a 58 today in half moon bay. >> mike has been telling us for months about california's drought. we are really at a critical point. as you just saw very briefly, current levels for some of the bay area's major reservoirs fed by the russian river at just 36 and 28% each. had just 41%. that supplies much of the water to santa clara valley. that low water supply is leading the area to consider a drastic measure. amy hollyfield is live with what we can see. >> reporter: this could impact 2 million people here. they are talking about making some big changes. here's some of the proposals that they're going to be

discussing. the water district here wants people to stop filling their swimming pools. they want them to stop washing their cars at home unless they have a shutoff nozzle on their hose. they want people to only water their lawns three time as week and only before 9:00 a.m. or after 5:00 p.m. water conservationists say people are really going to need to change just their idea of traditional lawns. and switch to plants that require less water. >> the cost benefits of switching over to drought tolerant plants i think more people would get on board. educational aspect. people don't know what plants to get. which ones are suited for their area. >> reporter: the water district does not have the authority to put restrictions in place. that is up to the cities. so the district will vote today on whether to recommend these restrictions and the hope is this will give the cities a template to follow. everyone will have the same rules. the water district would like

to see enforcement too be regular and strict. all over a uniform enforcement across the county. the district says this is an emergency that water supplies are in serious jeopardy right now. reporting live in san jose, amy hollyfield, abc 7 news. >> thank you. new developments in the east bay if you get your water from east bay mud you'll be paying more for it. >> a 4% bump each for water and sewer service starting next month. it goes up another 4% next year. that's about a $2.50 increase per month on your bill. that will be used for infrastructure upgrades and not drought relief for now. >> we thought a dry day fund that will help us right now as we look to purchase water. we're not asking for anout ngge and that need is there, there is the ability of the board to put additional drought surcharges on. >> east bay mud is asking you voluntarily reduce water use for the time being. sonoma county will hold an

online briefing on how county leaders and cal fire are preparing for wildfire season. it comes as officials in contra costa county display just how extreme the fire danger is. the county's fire protection district unveiled this new map. the areas in red represent the highest danger areas along the border with. prep is key so start making defensible space around your home now. for more on california's drought conditions and to see the wildfire danger where you live, head to our website. it's at abc7news.com. a beloved san francisco store clerk is now partially blind after a customer stabbed him multiple times. 72-year-old petros yohannes owns the franklin market. a week ago a man ran in wanting to use the bathroom. he pushed peter who then tried to pull him out of the store. peter's daughter says he got stabbed three times, including

once in the eye. >> only thing he remembers is feeling a very sharp, sharp pain in his left eye. there were a lot of blows to his head. he's constantly complaining of these severe headaches. >> peter says this is the attacker caught on surveillance camera leaving the store. police and the district attorney have not commented. insiders say there are leads in the case. in the east bay, oakland's police chief is giving his latest plea. chief armstrong called on community leaders, clergy, elected officials and members of his own police force to take a stand. oakland is seeing homicides, shootings and gun crimes climbing. >> we deserve to live in a safe community. we all deserve to rest at night without the fear of gunshots. we're not there yet in the city of oakland. in it order to get there it's going to take a collective effort by all of us.

>> chief armstrong was critical of last week's federal ruling recoveguns off oakland streets this year. alameda county joins most of the bay area as it moves into the yellow tier. indoor dining can be at 50% capacity. most retail store capacity increases to 100%. gyms, fitness centers and movie theaters can operate at 50%. businesses can use this plan for less than a week because as you know on tuesday the state is going to fully reopen and all of this goes away. so with just six days more in l that tiered reopening system is phased out we'll get a what life will look like in san francisco. chosen to be stricter than the state on covid regulations. >> our theaters are announcing

on the alexa app. for your morning money report. a new report exposes how some of the richest people in america have managed to pay little to nothing in federal income taxes in recent years. amazon founder jeff bezos paid no income tax in 2007 and 2011. elon musk's income tax bill was zero in 2018. obtained irs information for thousands of the nation's wealthiest people. its analysis found nothing illegal. the investigation focused on federal income taxes which are largely based on wages and salaries. since these multibillionaires make most of their money from investments, not from their salaries, that skews the federal tax code toward the ultra rich. the fbi's investigating how propublica got the data in the first place. we are down a little bit

in yuba county. it's burned 900 acres and destroyed a home. late last night cal fire said the fire's 40% contained but as of right now all the evacuation warnings have been lifted. we are also getting new photos of jupiter's largest moon. nasa's juneau space draft passed within 645 miles of ganymede. this is the biggest of jupiter's 79 known moons and the biggest moon in the entire solar system. the pictures show craters, various terrains, possible tech tonic faults. juneau completed its primary mission to look at jupiter and nasa has decided to extend this mission through 2025. for the first time in bachelor history we are not asking who is going to be the next bachelor. we're asking who's going to be the next host. chris harrison is out. abc announced the host is done with the bachelor franchise after nearly 20 years. he was criticized for defending
