>> the secretary of health dr. mark galli told us what to expect on june 15th when california businesses can fully reopen. we have new guidance on don't pause them just yet. fully vaccinated californians will be able to remove their masks in most settings next week. there are some exceptions. we will get to that in a moment. the doctor is offering businesses the choice of three options. number two a business operator can require a vaccination verification system to determine whether individuals are required to wear a mask and the third option would be to require everyone to wear a mask. the question is, will and honor system really work? >> those who don't believe it is enough to have that approach they could require all individuals who enter a business or frequent establishment to wear masks. >> businesses will be required

to post their mask requirements. masks will still be required indoors for k-12 schools. they will also be required in healthcare settings traveled. that includes planes, subways, taxis, trains, ferries, transportation hubs. tonight, cal osha is holding a special meeting to possibly reconsider a controversial mask role designs to protect employees against the coronavirus including requiring everyone to wear masks vaccinated or not. if some people in the office remain unvaccinated that is. it is controversy oh. they are meeting tonight. we will let you know what happens. let's bring in dr. patel who is a member of our vaccine team. he starts on our team.

or 80% vaccinated. the minute we reopen travel starts to resume and international travel starts to resume. we can take cases from elsewhere and dump them right here including some of the more infectious variance. >> that is potentially a big problem specifically what is termed the delta variant which started in india. there is concern among a lot of people and doctors about how the vaccine reacts to this and what it will really cover. >> the good news -- this study has only been done, one dose of the pfizer vaccine against delta variant about 30% effective. two doses 88%. astrazeneca is also effective against this. we presume the other vaccines are as well but you nailed it. in india where this strain was first taking grounded is thought to be the more contagious one spreading amongst young people. right now there are estimates that we are about 6% -- 6% of the variance. people are getting rid of masks

the lower packard store he has owned for the past 25 years he lost his left eye as a result of the attack. police said they arrested a 30- year-old. officers initially arrested him monday after he was accused of robbing somebody else in the south market area. >> the car veered off mt. hamilton road near the observatory. and went down the hillside coming about 300 feet near the road. they made the check up the road to get to the victim but it was ultimately a cal fire helicopter that rescued the person. water emergency. the effort to save water as the drought grows in california. for the birds, pigeons being released for parties but this is not all fun and games especially for those pigeons. in the marvel first, the newest marvel show hitting disney plus today.

as the states drought continues to worsen santa clara county's largest water provider has declared a water shortage emergency leading to mandatory

restrictions. officials spent the afternoon hearing from the public before voting to ask santa clara county to proclaim a local emergency. chris nguyen has the story from santa fe. >> reporter: emphasizing the need for conservation to be a the way of life. the water district board voted unanimously this afternoon to declare a water shortage emergency urging the community to reduce water usage by 50% compared to 2019 levels. >> being proactive today can help us for next year which can be extraordinarily grim. @ in order to meet the target, officials say the public should cut back on outdoor irrigation. the water district is asking cities and private water companies to impose limits on how often residents can water their lawns and enforcing other roles to discourage water wasting. >> climate change is real. it is affecting our water supply. >> reporter: sjs you

environmental studies professor catherine cushing's says water agencies can play a role in investing in better infrastructure. >> it is not just about people conserving water in their homes. it is also about water agencies being strategic about how to amplify the use of nonconventional water sources like recycled water. >> reporter: how did we end up with a water shortage? last month, the federal government announced it would cut water deliveries to urban areas it served which include the locations in the central valley after the sierra nevada snowpack came up short. in addition, anderson reservoir, the county's largest, has been drained entirely for earthquake repairs. >> we are in situation. way worse than last time especially since half of our storage is gone and the amount of water coming into our accounting is just a trickle. >> today's move could possibly lead to higher water rates with penalties for overuse. as we head into the summer, valley water is reminding residents about the landscape rebate program which can help with saving and conserving.

a united front today from 13 of california's big-city mayors urging state lawmakers to move forward with a major investment to fight california's homelessness crisis. there from oakland, san jose, sacramento and others and they asked the legislature to follow through on a budget proposal to commit $1 billion to cities and counties every year for the next four years. some mayors quickly pointed out saying bay area communities are seeing a disproportionate amount of homelessness. >> hours 13 cities, amounts to 11 million residents of the california population but 59% of the states on sheltered residents. >> sam, you put it so well. we will have to answer for what we did in this moment to end this crisis. >> governor newsome has
