tonight's business owners. >> people are really tired of wearing a face covering. >> reporter: cal osha is reconsidering their rule. that rule says if only one person in the workplace is not vaccinated, everyone wears a mask. >> i am concerned that we a rule that will pit workers against each over. >> but not everybody believes masks should go away all together. >> i think we're going to be taking away some of the guardrails. >> reporter: fully vaccinated californians can remove them come june 15th. dr. allie is offering businesses the choice of three options. customers can self-attest

they've been vaccinated. a business operator can determine whether individuals should require a mask and the third requirement is to require everyone to wear a mask. >> some people who think they should not have the atestation approach that they should require everyone to visit a business and frequent an establishment to wear masks. >> there will be some exceptions, masks will still be required indoors in k-12 schools and other youth settings. they will also be required in prisons, homeless shelters and during travel. >> you asked us if anybody was confused. i raised my hand. >> reporter: cal osha board members realized it was confusing. they voted to toss the mask rule that they had last week and reverted to rules in november of 2020. for now it will draft a new proposal to be considered on june 15th. if that pass it would not take effect until june 28th.

cornell bernard. abc 7 news. the new mask guidance from the state relies on the honor system. j.r. stone spoke to some people who aren't willing to take the chance. >> right now masks are required for everyone when going into stores like safeway, come tuesday the california department of public health says, they will align with cdc guidance for face covering and allow vaccinated individuals to take off their masks in most indoor settings. >> i think june 15th is long overdue. >> reporter: while tim o'brien likes the idea, many we talked to in san francisco wednesday say, not yet. >> i'm going to keep my mask on because you, i don't know who's vaccinated and who's not. >> i just feel that we should continue to wear our masks everyone if you're vaccinated or nonvaccinated. >> i personally am going to continue to wear the mask because i know that, i'm going to be working with people that i don't necessarily know.

and if they're vaccinated or not. >> reporter: a reason why kenneth bennefield would like to see proof of vaccination. >> they give you a card so i'm sure businesses and other places will require you to show your card. >> reporter: but at this point it appears it will all be on the honor system. dr. patel says those not being honest are putting kids at risk. >> we can potentially have unvaccinated, unmasked people mixing with these kids as well. kids can absolutely get sick. hospitalized, wind up in icu. regardless of how of how of howw unvaccinated feel. >> the kindness that we have toward one another and wearing masks has hindered all of that. the state's new rule takes

effect a week from now. it's just five days away now. june 15th is the day coronavirus restrictions will lift statewide. mort on county is away gift cards for everyone wanting a vaccine. and tonight with vaccine demands slowing down in the united states, there's a new concern. millions of johnson & johnson doses sitting on shelves many about to expire. >> we're going to do everything we can to ensure those doses are used and put to good use. >> reporter: this coming as president biden announces the united states will buy 500 million doses from pfizer to provide to poor nations. on average, about 357,000 adults have gotten at least one shot every day in the last week. that's down nearly 20%.

and falling far short of the proximately 540,000 needed daily to hit president biden's july 4th goal of 70%. meantime, tomorrow, fda vaccine advisors will need to discuss whether to authorize covid-19 vaccines for children 11 years of age and younger. >> what i think we're going to do in that meeting is decide what the parameters are for approval either through emergency use authorization or licensure. >> reporter: as travel picks up across the country a warning from the tsa that 131 of the largest airports will likely. let's turn to the drought. we now know just how bad the

water supply situation is in marin county because of the drought. >> we currently have less than a year of water supply. and that's a perless position for a water agency to be in. >> reporter: marin's water district general manager took part in a virtual conversation today about the drought. the water supply is so dire, marin county water officials are reconsidering a plan to build a water pipeline the richland san marin bridge to take water everywhere. and the district is calling is calling for a mandatory 15% reduction in water use compared to 2019 levels. it will be up to cities and private water companies to decide on how those cuts will actually happen. but the rules could include cutting back on watering and filling swimming pools or banning home car washing. >> we are in a very serious

and brutal fire season ahead, calfire is doing what it can do to prepare. >> we used to see a 5 month to 6 month fire season and now they're calling it a fire year because it really lasts 9 to 10 months. >> reporter: santa cruz unit nate armstrong requires the statewide mutual aid system and more that helped battle the complex fire which burned last august. the 12th most destructive fire in california history. >> it was so taxed last year, if we were hit with that same event right now, we don't have anything more this year than we did last year. >> reporter: the the pandemic cut inmate fire crews down by more than half. pointing to the covid-19 early release program. chief ian larson told leaders previously 152 inmate fire crews were available. there's now just 53 crews available now. >> we have a significant reduction in a resource that provides a vital role in our

windy pattern and cooler than average conditions the last couple of days. now we have a freeze warning going into tomorrow morning so we will have some chilly weather in those areas. locally here we do have a couple of clouds around. here's a look at the temperatures really in the 40s and the 50s tomorrow morning you may want to bundle up before you get going because you can already feel how crisp it is outside. winds are gusting 32 miles per hour. as we look at the hour by hour forecast morning it's not going to be that windy. in the afternoon it will get breezy again. not quite as strong as today. we're looking at 25 to 35-mile an hour winds going into tomorrow afternoon and evening. so the wind along the embarcadero we have a little bit of a wind. the pollen is getting blown around so tree pollen and grass pollen moderate if you have been dealing with allergies you know what i'm talking about.
